The financial details of private, unaided schools in Haryana are under the scanner. The state government has directed all private schools in the state, including those affiliated to the CBSE and the ICSE, to submit their financial details for 2011-12, 2012-13, and 2013-14 by August 22 to the committee appointed by the Punjab and Haryana High Court.

Missing minor found murdered in field, rape suspected

A 6-year-old girl, who had gone missing under mysterious circumstances three days ago, was found murdered in a field near Sankhole village of Bahadurgarh town, located on the border of Delhi and Haryana, today. It is suspected that the victim might have been raped before being killed.

Close on the heels of the resignation of Panipat (Urban) MLA Balbir Pal Shah, another senior Congress leader and Chairman of the Haryana Gau Ayog Kharati Lal Sharma has resigned from his post. According to sources, Sharma sent in his resignation to the secretary of the Gau Ayog, who in turn has forwarded it to the state government, which has yet to accept it.

The police recovered 44 quintals of poppy husk from a truck near Peepli village in Sirsa on Wednesday night. The contraband was hidden under bags packed with gherkins. The police arrested a suspect from the spot while others managed to flee under the cover of darkness.

Additional District and Sessions Judge Dr Abdul Majid today sentenced four persons to imprisonment for life for the murder of a youth at Tikan Kalan village in Bhiwani. Rajbir, a resident of Tikan Kalan had lodged an FIR on November 29, 2011, that his nephew Vikram was murdered by four persons identified as Satish, Vikas, Parveen and Manjit after an altercation.

A drunken man killed his wife by hitting an iron rod on her head while she was sleeping at the family’s house in Chautala village of Sirsa last night. The accused, Makhan Singh, picked up a quarrel with his wife Kavita in the evening but the two pacified after their children started crying.

The financial details of private, unaided schools in Haryana are under the scanner. The state government has directed all private schools in the state, including those affiliated to the CBSE and the ICSE, to submit their financial details for 2011-12, 2012-13, and 2013-14 by August 22 to the committee appointed by the Punjab and Haryana High Court.

The heads of these schools have also been directed to collect the questionnaire from the offices of respective District Education Officers for furnishing the details. It is found that most of the schools have not yet sent the required information. Any default on the part of the school in this direction can make them answerable to the high court, official sources said here today.

The high court, through a three-member state-level committee, is getting assessed the reasonableness of the fee hiked by recognised unaided private schools in the state. The committee has been constituted by the high court in civil writ petitions No. 20545 of 2009, 5587 and 3834 of 2010.

While the chairman of the committee is Justice Kiran Anand Lal, the other two members are Sanjay Mehtani, a chartered accountant, and Nisha Sharma, a retired District Education Officer of Ambala.

Geetanjali murder case
CBI takes over probe, books Gurgaon CJM

The CBI has taken over Geetanjali Garg’s murder case after registering an FIR against Chief Judicial Magistrate Ravneet Garg on Wednesday night. A CBI team reached the Police Commissioner’s office this morning and took possession of the case file, including evidence, forensic investigation reports and statements of the accused, his family, and the victim’s family. The team also visited the crime spot.

“We will get our experts to visit the crime scene already thoroughly inspected by the Gurgaon police. The place has been dug up everywhere and rains are proving to be hurdle in expecting any further clues from there. We will start the reinvestigation from the scratch,” said a CBI official.

CBI officers said the case would be investigated under sections registered by the Gurgaon police. However, if new facts emerge during the investigation, new sections could be added, they said.

“Everything has been handed over to the CBI now. We are not collaborating with them as for now. However, the Gurgaon police will pitch in with clarifications and help as and when required,” said Police Commissioner Alok Mittal.

“The Gurgaon police claims that we made a hurry in demanding the CBI enquiry, but the fact is it didn’t do its duty properly and delayed calling Geetanjali’s death a murder. Now, we have our hopes pinned on the CBI and expect to see the culprits behind the bar soon,” said Pradeep Aggarwal, Geetanjali’s brother.

Brick-kilns near abadi areas to close down

Tough times lie ahead for the construction industry in Haryana and neighbouring states, as the Haryana government has ordered the closure of the brick-kilns in the vicinity of abadi areas.

According to a recent order issued by the Principal Secretary, Food and Supplies Department, to the District Magistrates (licensing authorities for brick-kilns) and the District Food And Supplies Controllers (DFSCs), the brick-kilns operating in the vicinity of 500 metres from the abadi areas will be closed down in a phased manner.

The decision had been taken in view of the court directions and repeated complaints from the residents of the area in which the brick-kilns were situated, official sources said.

While the brick kilns operating in the vicinity of abadi areas up to 300 metres will be closed down within one year, those operating in the vicinity of abadi area from 300 metres to 500 metres would be closed down within two years.

Officials said while renewing the licences of the existing brick-kilns, a condition would be prescribed to ensure that no brick-kiln was operated within 500 metres of the abadi area.

Moreover, to implement the policy in letter and spirit, the brick-kilns that had obtained relaxation from the state government with regard to the distances, would also come under the purview of the new policy. “The relaxation in the distances given by the state government would deem to have been rescinded or withdrawn,” the sources said.

Meanwhile, the DFSCs have been directed to mention the distance of an abadi area from the brick-kilns when they send the case for the grant or renewal of licence to the district magistrate.

Observers felt that the closure of these brick-kilns would result in a crisis-situation in the construction industry, particularly in the National Capital Region (NCR), where hundreds of residential and commercial projects are currently underway.

Hundreds of residents of Kalram, Bharatpur, Ariapura and Lalupura villages of the district today sat on a daylong strike in front of the mini-secretariat here today to protest against the administration’s alleged indifference to their pleas of maintaining the status quo on the agricultural land that they lost in consolidation (chakbandi) in 1999 as it has been challenged by them in the court.

The villagers also submitted a memorandum to the Deputy Commissioner in this regard.

The villagers alleged that their agricultural land in their respective villages, which was their primary and main source of income, was snatched away from them during the chakbandi in 1999.

“We have been holding and cultivating their land for decades but some unscrupulous revenue officials in connivance with the mafia changed the girdawari in April 1999 and made the revenue entries in the name of some other persons but the possession was still with us”, the villagers alleged, adding that they had approach the court to get the justice.

“We want the land back or compensation for the land being taken away from us and in case justice is not done, we would intensify the agitation and fight against injustice,” the villagers said.

Rs 5 lakh relief for murder, death of SC member

A compensation of Rs 5 lakh would be paid to next of kin in the case of murder or death of a member of a family belonging to the Scheduled Castes under the revised Dr. Ambedkar National Relief to SC Victims of Atrocities.

A spokesman of the Haryana Welfare of Scheduled Castes and Backward Classes Department said the scheme was aimed at providing instant monetary assistance to SC victims of atrocities or their family members or dependents.

In the case of murder or death of a non-earning member financial assistance of Rs 2 lakh would be given. Victims of rape would be paid relief of Rs 2 lakh. A sum of Rs 3 lakh would be given in the case of arson leading to complete homelessness of SC victims.

A relief amount of Rs 3 lakh would be paid in the case of complete and permanent disability of an earning member of a family. Due to disability of non-earning member of a family, a relief amount of Rs.1.5 lakh would be paid.

Kidnapped girl rescued

Parul (7), daughter of Rajesh Kumar of Cheemnawas village, who was kidnapped from the Rewari railway station on May 4, was rescued by the police from Paleda village of Tonk district in Rajasthan yesterday. She was brought back to Rewari last night.

Addressing mediapersons, Pankaj Nain, SP, said due to joint efforts by the Rewari, Bhiwani and Rajasthan police, the girl was rescued from a hideout of criminals in Tonk district of Rajasthan.

He further said the criminals apparently left the hideout before the police party reached there. They also hoped to get back Divya (5) soon who, too, had been abducted from the station, here, on May 20.

The Apharan Virodhi Jan Sangharsh Samiti had consistently kept the police on tenterhooks through their agitation. The shopkeepers and traders, too, had observed a bandh in Rewari on June 14.

A 6-year-old girl, who had gone missing under mysterious circumstances three days ago, was found murdered in a field near Sankhole village of Bahadurgarh town, located on the border of Delhi and Haryana, today. It is suspected that the victim might have been raped before being killed. The police have sent the body to the Civil Hospital for the postmortem examination.

The incident came to light on Thursday morning when the body was spotted in the field by some villagers. They immediately informed the police, which rushed to the spot. Later, a team of forensic experts also visited the spot and collected some samples from there. The victim was identified as Karina of Patel Nagar in Bahadurgarh.

“The father of the victim has not yet expressed doubt on anyone. However, we have started a probe into the case. It will be ascertained after the postmortem examination that whether she was raped before being killed or not,” said Rajeev Deswal, Bahadurgarh DSP.

Karina’s father Kailash, a resident of Uttar Pradesh, said his daughter had come to his shop at Sector 6 in Bahadurgarh on August 5. After sometime, she left for the house but did not reach there.

Rewari man booked for illegal confinement, rape

Rewari: The Rewari sadar police has registered a case of abduction, rape, wrongful confinement, administration of a sedative and criminal intimidation against Pawan Kumar of Maseet village, on a complaint filed by a 22-year-old girl, a student of JBT and a resident of the nearby Gindokhar village.

The girl, who was studying at a training college in Bodia Kamalpur village, about 11 km from Rewari, was allegedly enticed by Pawan on July 5.

He allegedly kept the girl confined at a relative’s house at Bodia Kamalpur village and administered some sedative, following which he raped her continously for some days. Subsequently the girl was taken to Chandigarh from where family members of the girl brought her back to Gindokhar yesterday. The girl was medically examined in the local civil hospital today. A senior police official said efforts were on to apprehend Pawan who was absconding.

Three get life term for gang rape

Kaithal: The court of Additional Sessions Judge RS Chaudhary today sentenced three accused to life imprisonment and fined them Rs 25,000 each after holding them guilty of gang rape.

Police department PRO Roshan lal said on April 8, 2012, the victim, a resident of Rajound village was returning home from the village pond. Ravi, a local youth, was standing near a temple and asked the girl to take “parshad” from the temple. When the victim reached the temple premises, Mintoo and Hosiyara, two other youth who were already present in a room on the temple premises, pulled the girl inside and bolted the door.

The three raped the girl and threatened to kill her brother if she narrated the incident to any one. However, the girl told about the incident to her family members, who lodged a complaint with the police on April 11. The medical examination of the girl confirmed rape. Mintoo, Hoshiyara and Ravi were arrested.

After examining witnesses, the sessions court held all the three accused guilty in the case and awarded them life imprisonment under Section 376-D and fined them Rs 25,000 each. The accused were also held guilty under Section 506 of the IPC and fined Rs 2,000 each.

Members of the Indian hockey squad, which romped home with a bronze medal at Junior World Hockey Cup at Germany, want to continue the winning spree. The girls, Rani Rampal, Navjot, Manjeet and Navneet Bota Singh, hailing from Shahbad in Kurukshetra district, attributed their success to their coach Baldev Singh.

The girls were given a rousing reception by the people of Shahbad, led by local MLA Anil Dhantorui. People were overwhelmed and said it was a proud moment as five girls of the team hailed from Shahbad.

Ace shooter Rani, daughter of a cart-puller, scored seven goals in the World Cup. She said the team staged a comeback in the game after losing the first match due to the confidence of the team members.

Baldev Singh, who is currently coaching 40 youngsters at the newly laid astro-turf at Government Senior Secondary School, Shahbad, said “We are always on the lookout for fresh talent. However, it would be difficult to say at this stage how many of them can go on to represent India,” he said.

Rajiv Gandhi Trust gets two-year extension

The Haryana Cabinet gave its nod to a two-year extension to the Rajiv Gandhi Charitable Trust for setting up an eye hospital. The Trust had taken land on lease in the Ullawas gram panchayat in 2010.

Sources said the state government had the option of cancelling the lease since construction was yet to get underway on the over five-acre plot which was given to the Trust on a 33-year lease. The Cabinet had approved the lease in February 2010 and one of the terms laid down was that the lease would be terminated for not beginning any work on the proposed hospital.

The Trust has made an application seeking extension on grounds that in a two-year lease, more than a year had passed in securing the necessary permission for the change of land use (CLU). The two-year time period given to the Trust ended last year. The Ullawas panchayat passed a resolution thrice, in July 2012, April 2013 and in July 2013, for granting extension.

The Deputy Commissioner, Gurgaon, too, forwarded this to the state government with the observation that though no construction had been initiated at the site, the Trust had deposited the four instalments of Rs 15.05 lakh in the account of the panchayat. He recommended that the lease be extended from January 8, 2012, to January 7, 2014. This was approved by the Cabinet. — TNS

Close on the heels of the resignation of Panipat (Urban) MLA Balbir Pal Shah, another senior Congress leader and Chairman of the Haryana Gau Ayog Kharati Lal Sharma has resigned from his post. According to sources, Sharma sent in his resignation to the secretary of the Gau Ayog, who in turn has forwarded it to the state government, which has yet to accept it.

A prominent Brahmin leader of the Kurukshetra area, Sharma was the Cooperation Minister in the Bhajan Lal ministry in the 1990s. He was also an MLA from Shahbad (Kurukshetra) from 2004-2009.However, in 2009, he was denied the Congress ticket as the Shahabad assembly segment was reserved for a Scheduled Caste candidate.

Sharma was reportedly not happy at being "rehabilitated" as Chairman of the Commission as he wanted to contest the forthcoming elections to the Haryana Vidhan Sabha slated for next year.

In fact, his meetings with INLD supreme OM Prakash Chautala and state president INLD Ashok Arora have given rise to speculation that he may be cosying up to the main Opposition party.

Congress sources said efforts would be made to persuade Sharma to talk back his resignation as this would send a wrong signal to the party cadre in the run-up to next year's parliamentary and state Assembly Elections.

44-quintal poppy husk seized

Acting on a tip off, a police party from the Kalanwali police station in Sirsa raided a place near Peepli village and found that 44 quintal of poppy husk contained in 125 bags was brought in a truck hidden under bags containing gherkins. When the police reached there, the contraband was being shifted to a tractor trolley and a car for its supply to some other destinations.

Senior Superintendent of Police Saurabh Singh said the suspect arrested by the police was identified as Labar Singh, alias Bacchi, of Kalanwali and efforts were on to established the identity those who managed to flee the spot. A case has been registered against the accused, he added.

Rajbir stated that on the night of November 27 Vikram was consuming liquor with the accused in his fields. When he asked Vikram to accompany him back home, he told Rajbir that he would come after sometime.

However, Vikram did not reach home and later his body was found lying in a room in the fields.

The body bore severe injury marks and it appeared that he was mercilessly beaten up. The police had booked the four accused under Sections 302 of the IPC.

The police arrested the four accused on December 3 and they revealed during the interrogation that they took the victim to Dhanasari village and beat him up to death after a drunken brawl. Later, the accused threw Vikram's body in a room in his fields.

At about 11 pm, when Kavita (30) was sleeping, Makhan hit her on the head with an iron rod.

The victim cried for a while and then fell unconscious.

The accused ran away after attacking his wife.

The two daughters and a son of the couple woke up and went to their neighbours for help.

The children called their maternal uncle Mange Lal, who resides in Sangria in Rajasthan, over the telephone.

Kavita’s brothers and other kin arrived at Chautala in the early hours and found her lying dead in a pool of blood.

They informed the police, who took the body in custody and sent it for postmortem examination.
