UK visa bond leaves Punjabis aghast
Chandigarh/ Jalandhar, June 26 A senior official in the Indian High Commission at London told The Tribune that following the furore in India over the British Government’s proposed pilot scheme targeted at visitors from six countries, including India, the issue was taken up by the commission with the Foreign and Commonwealth Office (FCO) as well as during the meeting of Commerce Minister Anand Sharma with the UK Secretary of State for Business Dr Vince Cable. “We have been assured that the proposal to charge 3,000 GBP from Indian visitors to the UK was mooted for a pilot project but has not being considered by the UK Government,” said the official. The proposal has caused a furore across the country, especially Punjab. The UK has a huge Indian diaspora. Indians are London’s largest non-white ethnic minority group. As of now, 1.5 million people from Punjab are residing in the UK, of which 80 per cent are from Jalandhar. About 30,000 people from Jalandhar alone visit the UK every month. Rough estimates say that over 40,000 Indians are studying in the UK. In view of the new era in the UK-India trade, the number of Indian businessmen visiting the UK could grow manifold. Information available on the Visit Britain website reveals that over three lakh Indians visit the UK each year. In 2011, over 3.55 lakh Indians visited the UK. Members of the Punjabi community here are angry that inspite of the value addition by the Indian diaspora in the UK, they are being deterred from entering the UK by harsh regulations. The president of the NRI Sabha, Punjab, Jasvir Singh Gill, said 80 per cent of the Indians in the UK are from Jalandhar and nearby areas. "When the visa is issued after proper scrutiny, why this visa bond," he asked. He said the NRI Sabha would take up the matter at the appropriate level. Kuljit Singh Hayer, who runs a travel agency, said if the UK Government wanted to introduce a visa bond, it should be for all countries.

Chandigarh, June 26 The British Secretary of State of Business, Vince Cable, told Commerce and Industry Minister Anand Sharma yesterday that there was a proposal for a pilot project on new visa norms. However, it had yet to be considered by the British Government. Nevertheless, the move has rung the alarm bells among the Punjabis. In 2012, the UK Government had ordered that “any migrant who wants to enter or remain in the UK as the partner of a British citizen or a person settled here will need to show that they can speak and understand English”. This decision affected Indian women married to NRIs. Another segment was affected when the UK High Commission decided that non-EU nationals would have to show an annual income of Rs 18.60 lakh, if married, for sponsoring a relative’s visit to the UK. Pointing out at the huge disparity in the fee charged for various categories of visa, a travel consultant said going by the current foreign exchange rates, “a six-month visa to the UK costs Rs 7,600, a five-year visa Rs 48,550 and a 10-year visa Rs 70,050. “This is absurd as the US charges only Rs 9,200 and Canada Rs 7,950 for a 10-year super visa.” Anil Malhotra, an expert on immigration laws, said the proposed visa norms would impact Indian students in particular. He said the UK was only looking for professionals from preferred fields, such as IT experts. “They don’t want to cater to any population which has an impact on its already tight economy,” he said. Chaudhary RP Singh, director, Punjab Air Transportation, said the UK over the past few years had been putting in place strict travel laws to sieve visitors at the entry level, particularly those from non-EEA (European Economic Area) countries. Vaneet Sharma, director, Sheetal Travels, Chandigarh, said the proposal would have a major impact on tourism.

Chandigarh, June 26 The Chief Minister directed state police chief Sumedh Singh Saini to form the SIT and to keep him informed of the matter. Badal told members of the IAS officer Association who called on him this morning that he was seized of the matter. “I have been deeply and personally anguished over the incident. The government regards the incident as an act of extreme provocation, requiring prompt and effective government response,” the CM told the association members. Badal described Pannu as “one of our finest officers.” Meanwhile, former Deputy Speaker Bir Devinder Singh said the assault on Pannu was despicable. “There seems to be a conspiracy with roots in Punjab to grievously hurt and humiliate the officer whose integrity is unimpeachable,” he said. He said it was odd that the state government had not thought it prudent to provide adequate security to its men before they “embarked upon the most difficult mission in
Uttarakhand”.

Mohali, June 26 Pannu, Director General School Education, pointed out that “certain things” indicated that the assault was pre-planned. “The man who captured the incident on his video camera had started focusing on me even before I had approached the pilgrims who attacked me without any provocation,” said Pannu. He said the 7.09-minutes clip did not focus on any attacker, raising suspicion. “I am amazed as to how the attackers stranded at Gobind Ghat for days were able to charge their video camera and upload the clip on a popular site,” said Pannu. Asked whether he had filed a police complaint in this regard, the officer said he had apprised Chief Minister Parkash Singh Badal of the incident. “So far, I have not filed any complaint. If the government asks me to do so, I surely will,” Pannu added.

At Bhakra, water breaches 40-yr June record, crosses 1,600 feet
Ropar, June 26 Having a total capacity of 1,680 feet, the water level had only once earlier (second time today) risen past the 1,600-feet mark in the last 50 years since the dam came into being. The last record was set on June 25, 1973 — 1,607.24 feet (the highest ever in June). Today, the water level was recorded at 1,602.19 feet. On the corresponding day the previous year, the water level stood at 1,533.31 feet. With the increase in water level, the power generation at the BBMB has also gone up; all the units have reportedly been running at full capacity. Of the 449 lakh units generated by the BBMB today (including from other sources), 247.61 lakh units was produced at Bhakra alone. The total BBMB generation is 17 lakh units higher as compared to 432 lakh units the corresponding day last year. The filling season of the dam started on June 21 and it will continue till September 20. The authorities expect the water level of the reservoir to reach up to the required 1,650-feet by July 31. In case the level is breached earlier, the authorities will have to open the floodgates and release the surplus water and regulate the level up to July 31. Subsequently, the dam will have to be filled further up to the maximum level of 1,680 feet. The outflow from the dam today was 33,130 cusecs, as against the inflow of 64,894 cusecs, the latter figure higher courtesy the heavy rainfall and melting of snow in catchment areas of the water bodies, a BBMB official said. In view of the normal monsoon forecast by the Met department, there was every possibility that the Gobind Sagar reservoir will be full to its capacity within the filling period, the official added.

Rift in Ludhiana SAD to the fore
Ludhiana, June 26 Last week, Simarjit had taken a stand against another Akali leader whose supporters were involved in a clash with an Independent councillor and his supporters. The cold war between Simarjit and Gabria has never been over, say party insiders. Simarjit had contested as an Independent in the 2012 Assembly poll and won from Atam Nagar constituency by defeating Gabria by over 28,000 votes. Both Simarjit and his brother Balwinder Bains had fought as Independents and won the election. When talks about the Bains brothers rejoining the Akali Dal were on, Simarjit had told The Tribune that they had no issues with the party per se. “The problem was at the local level and it had to do with a former minister’s style of functioning,” Bains had said, making an oblique reference to Gabria. What makes the latest developments more significant is that the Bains brothers are no strangers to controversy. In 2009, Simarjit along with another councillor was named as accused in tehsildar GS Benipal’s assault case. In December 2011, the Bains brothers were expelled from the Akali Dal on the issue of party ticket distribution for the 2012 Assembly poll. Later, in the run-up to the MC polls, the brothers had announced that they would be fielding their candidates from 75 wards of the Ludhiana Municipal Corporation. However, in May last, both Simarjit and Balwinder returned to the Akali fold. Simarjit, when asked about the differences between him and Gabria, said he (Simarjit) had taken a stand for “innocent victims”. “I have done whatever was right in both the cases. Irrespective of the party affiliations of either the victim or the accused, I will continue to stand by those who are denied justice,” he said. Gabria could not be contacted for his comment. The messages sent on his mobile phone also remained unanswered. |
Illegal detention: Magisterial probe indicts Amritsar cops
Chandigarh, June 26 The matter came to light during the hearing of a regular bail plea filed by Rana Partap Singh and another accused in a rape case. Rana’s wife Kawaljeet Kaur had filed a habeas corpus petition for the release of her husband and brothers-in-law Jaspinder Singh and Daljeet Singh. The warrant officer, appointed by the High Court to search the Rajasansi police station, said in his report that the detainees were found in a lockup on August 19, 2012. They told him that they were beaten up after being picked up from their homes on August 17, 2012, by a police team headed by Station House Officer (SHO) Harminder Singh Sandhu. The SHO, when confronted, told the warrant officer that the detainees had been arrested the same day in connection with an FIR registered on August 14, 2012, against the prime accused, Sartaj Singh and Sindi. The officer said the names of the detainees were not mentioned in the FIR and the SHO refused to supply a copy of the same to him. Taking up the matter, Justice Sullar had observed that the FIR was registered against Sartaj Singh and Sindi only. “As soon as the detainees were found from the police station by the warrant officer, their names as accused and offences punishable under Section 120-B of the IPC appears to have been added by the SHO in order to save his skin for their illegal detention... In that eventuality, the possibility of false implication of the petitioners-detainees by the SHO cannot be ruled out,” Justice Sullar said. Mincing no words, the CJM in his report said: “It is abundantly clear Jaspinder Singh, Rana Partap Singh and Daljeet Singh were picked up by the police party headed by Inspector Harminder Singh Sandhu, the then SHO, Rajasansi police station...” The CJM said Jaspinder Singh and Daljeet Singh were picked up by the police on August 17, 2012, and when Rana Partap Singh reached the police station, "he was not allowed to go back…. Their detention can fairly be termed to be illegal one."

Muktsar woman elected sarpanch unopposed second time in a row
Muktsar, June 26 Two women, one MA (Master’s in Arts)-BEd and the other an MSc (Master’s in Sciences, Botany), have been elected unopposed as sarpanches. Fortyone-year-old Charanjit Kaur, elected unopposed sarpanch of Chak Utar Singh Wala village, is from a family that has been holding the post of sarpanch for the fifth consecutive term. She is MA (History) and BEd and has been elected unopposed the second time. “This village needs a dispensary, a veterinary hospital and a panchayat ghar among other things. These issues will be a priority for me. Last time when my husband served as the sarpanch, he got constructed metalled streets and drains,” she avers. Charanjit was first elected in 2003. “Even panch members have been elected unopposed each time,” she says. Similarly, 38-year-old Maninderpal Kaur (MSc) has been elected unopposed from Lambi village. Nobody had filed papers against her. A mother of a four-year-old girl, she aims overall development of her village, situated along the Malout-Delhi national highway. Maninderpal says, “Our village urgently needs a sewerage system and redressing the issue will be my priority. The people of my village have shown faith in an educationally qualified candidate and it is my duty to fulfill their aspirations.” She appeals the educated to come forward to contest the elections as “it is necessary for the overall development of any area”. On the other hand, a number of people who are contesting the elections are unable to even write or read their names. A voter, Gursharanjit Singh, says, “In the modern period, expecting development from the illiterate appears a bit unrealistic. So, the educated people should come forward and become the mentors of progress.”

Chandigarh, June 26 Brar said at least 1,800 posts of sarpanch, of the total 13,080 in the state, have been decided in a similar manner. The final results will be available tomorrow as the results in at least two districts were pending till the filing of the report. Brar said the data on the exact number of aspirants after the withdrawals were being compiled. The Congress and the People's Party of Punjab, however, alleged that a large number of nominations had been rejected "under pressure".

55 sarpanches chosen without opposition in Moga district
Moga, June 26 Tota Singh said 55 sarpanches and 804 panches had been declared elected unopposed after the withdrawal of nominations, “which was a good sign to end inter-party and intra-party factionalism at the grassroots level”. The Jathedar said seven sarpanches and 235 panches had been elected unopposed after the scrutiny of nomination papers. “I put in efforts for unanimous election till the last minute,” he said. Representing Dharamkot segment in the Punjab Assembly, Tota Singh said 38 sarpanches (of the 150 panchayats) had been elected unopposed in his constituency alone. “I have tried to rise above the party lines. At least two sarpanches having affiliation with the Congress have been elected unopposed in Dharamkot,” he said. In the rest of the 194 villages in the district, sarpanches have been elected unopposed in 17 villages, spread in Moga, Baghapurana and Nihalsinghwala assembly constituencies. There are a total of 344 village panchayats in the district. A spokesman of the district administration said after the withdrawal of nominations, 808 candidates for sarpanch and 3,579 candidates for panch had been left in fray. SSP Surjit Singh Grewal claimed adequate security arrangements had been made.

Gurdaspur, June 26 Sanjeev Kumar (43), a candidate for the post of sarpanch at Marara village, barely 3 km away from the wire-fencing on the India-Pakistan border, is one of the most well educated candidates in fray in this educationally backward border district. After completing his graduation from a Dinanagar college, he pursued a degree in commerce. After a brief stint with a pharmaceutical company, he plunged into social service, putting in nearly 18 hours a day while working for the betterment of his villagers. He was inspired by the story of Chhavi Rajawat and decided that politics, and not pharmaceuticals, was his cup of tea. “Chavvi holds an MBA degree and she rejected a job carrying a hefty package in the corporate sector to become the sarpanch of Soda village in Rajasthan. Houses were made of mud and electricity supply was erratic. Literacy level was below 50 per cent and the fear of drought was never far away. All that has changed now as Chhavi worked overtime to ensure Soda was turned into a model village. We should try and emulate her,” says Sanjeev. On his priorities if he is elected as the village head, Sanjeev says his first and foremost duty will be to change the mindset of his fellow villagers. Sanjeev wants to work on other areas too. “There are scores of youngsters in our village who are hooked on to drugs. I want them to undergo a rehabilitation programme. I will also rein in the erring chemists who sell psychotropic substances. The children need to be educated about the ill-effects of drugs,” he says.

Ferozepur, June 26 Sarpreet Singh of Bhamba Landa village was shot at by the rival group. The trigger is stated to be the support the victim extended to his relative Baljinder Singh, a contestant for the sarpanch’s post, in the panchayat elections. The police has booked five persons, including Gurpreet Singh, Jasmohan Singh, Kulwinder Singh, Sukhchain Singh and Suba Singh, besides 30 other unidentified persons. However, no arrest has been made yet. In neighbouring Ferozepur, 144 nominations for the post of sarpanch and 379 for the post of panch were rejected during the scrutiny of papers.

Customs dog unit gets more teeth
Amritsar, June 26 It has come as a major boost for the anti-smuggling division of the department as it was left with only one sniffer dog after the death of three dogs within a span of nine months last year. Sources in the Customs Department said they had got these dogs, named Arjun and Dogger, after rigorous training at the National Training Centre for Dogs at Tikanpur near Gwalior, Madhya Pradesh. They were recently transported to Amritsar in a special vehicle. Sources said these dogs will be of great help in their operations at four strategic locations — the Integrated Check Post in Attari, Sri Guru Ram Das Jee International Airport, Amritsar; Attari railway station and Amritsar rail cargo facility, which witnesses imports from Pakistan. These dogs can sniff narcotic substances from a distance of around 200 metres. Special handlers have also been appointed to handle these dogs. The Customs Department had sent the proposal for induction of these dogs in view of the increase in cross-border smuggling incidents in the past sometime. The India-Pakistan trade through the rail route had suffered a major setback when over 150 kg of heroin was seized from rail wagons carrying cement from Pakistan between May and October last year. Ever since, Indian traders had been demanding installation of ultramodern scanners and proper security measures at the rail cargo facility here. Though scanners are nowhere in the scene, these dogs will certainly help in curbing the smuggling threat from across the border. Earlier, the Customs had lost three of its four sniffer dogs — Romeo on January 24, Marshal on July 12 and Monty on September 3 — last year after they had served the department for five to six years.

Batala SP surrenders in abetment to suicide case
Mohali, June 26 Mohali SP (Detective) Balwinder Singh said the accused called the police outside a marriage palace in Zirakpur and surrendered. The police had been conducting raids at several places to nab the SP after registering a case of abetting to suicide against him on June 24. The FIR was registered on a complaint of the victim's father Lakhwinder Singh, a Punjab Police head constable. The case was registered following an inquiry by SP (D) Balwinder Singh. Lovepreet had allegedly jumped off a sixth floor rented apartment of Mohan Lal at Zirakpur on May 17. Sources said Mohan had “illicit relations” with Lovepreet and the latter was pressing him to marry her. "Mohan Lal is already married and has two children. It is possible that he wanted to get rid of Lovepreet," said a policeman. Demanding a CBI probe into the case, the victim's father has filed a petition in the Punjab and Haryana High Court. He alleged that his daughter was raped and murdered by the police officer. Balwinder Singh said the police had sent blood and other samples of the victim for laboratory examination. "We are waiting for the postmortem and lab reports. If needed, we will add rape and murder charges against the SP," said Balwinder Singh. The Mohali SSP has constituted a special investigation team of three officers for further investigation. These are Derabassi SP Anil Kumar, Zirakpur Station House Officer Tarlochan Singh and Lalru SHO Gurdial Singh.

10-yr-old latest victim of apathy at Patiala hospital
Patiala, June 26 With no one to take care of, he remained unattended in the paediatrics ward. A ward attendant told The Tribune that the boy was brought to the main emergency at 10.30 pm. "He was sent to the surgery ward. Since no resident available there, the patient was sent to the paediatrics ward where he has been lying unattended," he said. "The boy is unable to talk. He is in bad shape. One cannot rule of sodomy as something is transuding from his anus (rectal prolapse). He needs some surgery, but neither the paediatrics nor the surgery department has bothered to treat the child. He has passed stool in the bed but here is nobody to either clean him or feed him," he added. He said the police had been informed but no medical examination had been conducted. Dr Jasvir Singh, head of the paediatrics department, said he was aware of the case, but the boy was in the division not headed by him. Dr Dharampal Singh said the boy had been taken care of. "There is a problem of rectal prolapse, We have done our bit. Now, the surgery department will take care of him," he added. Sources said the authorities later sent a surgeon for his medical check-up.

Erring inmates file ‘false’ complaints
against jail officials to avoid action
Patiala, June 26 While there is nothing much the department can do to curb this practice, the inmates, a majority of them drug addicts, are trying their best to use their right to complain to pressure the jail staff to allow them to consume drugs and violate other norms. Inmates usually complain to the visiting judges, deputy commissioners or to the higher authorities. Recently, an inmate lodged in Patiala Jail accused a senior officer of taking a bribe of Rs 50,000 in lieu of helping him get bail. He had alleged that the officer told him that a High Court judge was known to him and he could help him get bail in an NDPS case. In another complaint, an inmate accused jail officials of trying to assault him. In yet another case, an inmate accused a jail official of accepting money from him on the pretext of sending his relative abroad. Jail officials said some of the complaints could be true but it was hard to believe petty accusations against department staff. "Recently an inmate accused a senior officer of demanding a bribe of Rs 500 to allow him home cooked food while another accused an officer of being biased after his repeated requests to shift him to a hospital was turned down as he was a drug addict", said a department officer. "These inmates usually approach visiting senior officers and judges to put pressure on us so that we allow them to consume drugs", he stated. DS Bains, Principal Secretary (Home), said he made sure that all complaints received by his office were scrutinised. "We cannot ignore these complaints as some could be genuine. We thus ensure that all of these are probed", he stated. Sources confirmed that as many as 24 complaints are pending at various levels against Jail Department officers. They said whenever the jails officials acted tough against rampant use of mobile phones and drugs, notorious inmates adopted such tactics. "Even some recent cases of violence in jails were related to such developments. We are not saying that all of them lodge false complaints, but some of them do it for sure,"
they stated. Additional DGP (Jails) Raj Pal Meena confirmed that all complaints were crosschecked and passed on to a senior officer for a probe. "Sometimes the complaints are found false but there is no provision in law to proceed against the inmate until the officer concerned lodges a complaint", he added.

Punjab sends relief material for Uttarakhand victims
Amritsar, June 26 Talking to The Tribune on the phone, Dr Sidhu said she intended to distribute the relief material among flood victims, but was appalled at the local administration's apathy as nobody came forward to either get the material unloaded or ensuring its proper distribution to the needy. She said they themselves unloaded the material and kept it at Paramarth Niketan Ashram where they were provided rooms for the purpose. She said the situation at the ground level was grim as the administration was nowhere in the picture while the flood victims were crying for help.

Farm, industrial sectors suffer labour pangs
Ludhiana, June 26 The situation has led to a tug of war between the industrial and agricultural sectors to attract labour. Consequently, the labourers are having a good time as both the sectors are forced to pay extra to hire and retain them. To hire labour for farm work, farmers are making a beeline at railway stations and luring them with attractive offers. Unskilled labour generally gets drawn by offers of a bicycle or a mobile phone. Some farmers are even offering liquor and other intoxicants. Though labour scarcity is perennial in the state, the fact that the industries are running with a mere 35-40 per cent of labour requirement is a worrying scenario. "There were 400 workers in my unit. But, now I have to manage with just 100 workers. Labour is shifting towards farms due to the ongoing paddy season. Farmers reach railway stations early in the morning and take the labour along by offering them incentives," said Gurmeet Singh Kular, president, United Cycle and Parts Manufacturers Association. Amrik Singh, a farmer from Lalton Kalan, said: "Nearly 90 per cent of paddy cultivation is done by migrant labourers. We have no choice but to pay them higher wages plus incentives". While on one hand, the labour shortage is threatening to prolong the paddy sowing period, on the other, it is likely to hit the industrial production. Sudanshu Khanna, a small-scale unit owner, attributed the low inflow of labourers in Punjab to the growing inclination of migrants to work in Uttarakhand, Uttar Pradesh and Bihar where new projects were coming up. "To complete our orders on time, we are running our units on Sundays and working overtime with whatever labour is available. Unskilled labour is most difficult to find. The labour cost is surging with every passing year," said Sukh Ram Dada of a hand tools unit.

Sangrur MC to auction fire station land
Sangrur, June 26 The resolution of the council has been rejected by the Department of Local Government on the plea that the collector's rate was less as compared to the market rate. It is learnt that the land measuring 3,585 sq yards was to be transferred to the trust at a price of around Rs 15 crore. Aarti Kalra, municipal councillor, said she was of the view that due to slump in the property market, people would not be interested in buying plots in the open auction at the old site of fire station at a cost of around Rs 1.2 lakh per square yard. She said had the council got Rs 15 crore from the Improvement Trust, the money would have been spent on development works. Iqbaljit Singh Punia, MC president, said the council would sell the land by dividing it into plots. He said the council had fixed July 12 as the date for open auction of the plots. He expressed the hope that they would be able to auction at least three-four plots despite slump in the market. On another resolution in connection with development works worth Rs 6 crore, the Department of Local Government has further extended the stay.

Hit-and-run claims life in Sangrur
Sangrur, June 26 In a hit-and-run case, 10-year-old Varinder Singh of Phaguwala village was killed when a car allegedly hit his bicycle. He was going to the fields where his parents were transplanting paddy. A case against unknown driver of the car has been registered at the Sadar police station, Sangrur. In another accident at Dhuri, a truck and a tempo collided with each other. Tempo driver Pritpal Singh (28) and cleaner Sohanjit Singh (20) were killed on the spot while an occupant of the truck was injured. The Dhuri police said it had registered a case against the driver of the truck.

New Delhi, June 26 Her cremation will take place tomorrow at the Lodhi Road electric crematorium at 11 am. Sharing sympathies with the members of the bereaved family, Punjab Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Singh Badal mourned the sad demise of Uttamjit Kaur. Both the leaders will attend her cremation in Delhi tomorrow.

Cases filed by tainted ASI under scanner
Patiala, June 26 It is likely that the ASI could have acted in a biased manner in these cases. Sources said the police had now reinvestigated some of the cases, especially that of NDPS, registered by the accused policemen to ascertain if he had acted a biased manner. The ASI, who was posted as in charge police post, Rampur, was suspended after an FIR was registered against him following allegations that he had accepted a bribe in lieu of settling an NDPS case against a drug smuggler. "We have sufficient evidence against Narpinder. He will be arrested soon. We need to question him if he is involved in similar other cases," said Patiala Senior Superintendent of Police Hardyal Singh Mann. "The accused is on the run and has applied for bail. We will oppose his move as he has been booked in a serious case", he added. Meanwhile, two head constables are also under the scanner for allegedly robbing the smuggler's friends at gunpoint. The police had recovered the bribe money from a drawer of the in charge's room.

Viticulture Council’s ex-CEO
booked for misusing grant
Mohali, June 26 Chimni, who was CEO of Viticulture Council of Punjab (VCP) in 2006, had "misused" Rs 4-crore grant meant for setting up a grape-based refinery project. The police said the Punjab Agro Industries Corporation (PAIC) had released the grant on February 12, 2007 as advance to the VCP for setting up the refinery project at Talwandi Sabo under the National Horticulture Mission Scheme (NHMS). In August 2010, the VCP transferred the funds to the Council for Citrus and Agri-juicing (CCAJ) for paying off land lease overdue to farmers without obtaining permission from the Project Approval Board.— TNS
