Haryana has offered to reconstruct 25 of the Uttarakhand villages adversely affected by the recent unprecedented rain, floods and landslides. Haryana has already been sending relief supplies to accelerate the pace of relief operations.

The assailants, stated to be relatives of the deceased, fled after the incident. Sources said an assistant sub-inspector posted in Ambala was among the assailants.

One held taking bribe for Town and Country Planning Dept’s clerk

A team of the Vigilance Department today arrested a person for accepting a bribe of Rs 12,000 for issuing an NOC by an employee of the Town and Country Planning Department here. The person had allegedly been deputed by a clerk of the department to accept the money on his behalf.

4 held for stealing oil from pipeline
Rohtak, June 24
The police arrested Naresh and Satbir of Khidwali village, Virender of Chamariyan and Vijay of Vishal Nagar last evening while stealing oil from an underground HPCL pipeline passing through a field near Khidwali village, about 15 km from here. The accused were produced in the court today which remanded them in three-day police custody.

1 held for abducting, raping minor
Rohtak, June 24
The police has arrested a youth on the charge of abducting and raping a 16-year-old girl hailing from Kalanaur in the district. The complainant stated that the accused had lured her on the promise of marriage, but kept her captive at a house in Gurgaon for about a month and raped her.

Third gang rape accused held
Rewari, June 24
The police has arrested the third accused in the case of gang rape of a young divorcee from Palwal at a hotel here on Friday night. The third accused, identified as Mukhtiar Singh, was today produced in a local court, which remanded him in 14-day judicial custody.

Haryana has offered to reconstruct 25 of the Uttarakhand villages adversely affected by the recent unprecedented rain, floods and landslides. Haryana has already been sending relief supplies to accelerate the pace of relief operations.

Chief Minister Bhupinder Singh Hooda said here today that he made the offer during a meeting with his Uttarakhand counterpart Vijay Bahuguna in Dehradun.

He said the centres set up by Haryana in Dehradun, Rishikesh and Hardwar had received reports on 1,044 stranded pilgrims hailing from Haryana and most of them were safe. He said efforts were being made to ensure the safe return of the pilgrims to their respective destinations.

Hooda said he had left his helicopter there to undertake rescue operations. As many as 65 persons were rescued yesterday.

Though Haryana had offered to give a plane for the relief operations, the Uttarakhand Government did not accept it since the terrain of the affected area was not favourable for planes.

Apart from sending 25,000 blankets to Uttarakhand, as demanded by that government, Haryana had despatched one lakh units of vaccine required to treat cattle suffering from 'galghotu' disease. Also, out of the total demand for 25,000 doses for treatment of black quarter, 16,000 had been supplied and the rest would be sent by tomorrow.

Hooda added MPs and legislators of Haryana representing the Congress would donate their one month's salary for the rescue and relief operations in Uttarakhand.

About the opposition remarks on evacuating the stranded persons, Hooda said: "This is neither the time to indulge in cheap politics nor to get credit for any help. It's a natural calamity and one should be concerned about the safety of stranded persons".

When his attention was drawn towards the relief operations undertaken by the Gujarat Chief Minister to evacuate 15,000 persons hailing from Gujarat, Hooda said he was not aware how they had done it.

On the recent floods in Haryana, Hooda said there was unprecedented discharge of 8.06 lakh cusecs of water at the Hathini Kund barrage as against its capacity of about 7.5 lakh cusecs of water. He clarified that the Hathini Kund barrage was like a regulator and not a dam. It was, therefore, wrong to say that Haryana released that much water. He said Haryana had been stressing the need for three storage dams on the Yamuna at Renuka, Kishau and Lakhwar Vyasi. However, the state government has constructed Kaushalya dam on the Yamuna.

Sarpanches donate Rs 1.12 lakh

Sonepat: A Muslim family of Gohana donated Rs 2,000 to the Uttarakhand Relief Fund. Children of the family also donated money for the humanitarian cause.

The INLD today demanded that the government should provide immediate financial assistance to victims of floods in Faridabad. The INLD demanded an early 'girdawri' in flood-affected villages by the government to assess the quantum of damage to crops.

Water from the Yamuna entered about 15 villages during the recent floods, affecting jowar, vegetables and paddy plantations in fields.

The party also demanded a government initiative to locate the locals who had gone on a pilgrimage to Uttarakhand, but were missing in the wake of massive floods there.

The INLD leaders said about 60 residents of the local Dabua Colony and Jawahar Colony had gone on the pilgrimage, but only 10 returned.

Upset at the manner in which Chief Minister Bhupinder Singh Hooda had reportedly engineered the stalling of his induction into the Union Cabinet, Chaudhary Birender Singh is unwilling to take things lying down.

In a meeting with select supporters in New Delhi last night, the smitten leader has decided to show “who matters politically in Haryana”.

Birender has decided to “show his strength” by holding a rally at Jind on August 20 on Rajiv Gandhi's birth anniversary. “The rally will upset many as it will tell everyone who is politically relevant in the state,” he said.

Hooda will not be invited. “It is exclusively my rally and I will be there with my supporters. The rally will will be an indication of who is politically more acceptable in Haryana,” Birender said.

Giving details, the Rajya Sabha member minced no words in claiming that the Haryana Congress could be strengthened only through his efforts.

Having led the Congress to victory in Uttarakhand and Himachal Pradesh as the general secretary in charge, Birender said he would get supporters together to strengthen the party in the state.

Reacting to his being left out of the Union Cabinet, he admitted that Prime Minister Manmohan Singh told him to be present at the swearing-in ceremony.

“Just before the ceremony, I was told that he would not be able to accommodate me. It is his prerogative to choose his Cabinet,” Birender said.

Refusing to comment on Hooda's role in removing his name from the list, Birender said he would not like to accuse or blame anyone for hampering his political career.

He said his prime objective was to work hard to strengthen the party and enable it to sweep the General Election. “I will lead the real Congress and real grassroots workers,” he said.

Reacting to reports about Union minister Selja sacrificing Birender to save her ministerial berth, he said those were rumours being spread by “vested interests” as Selja had gone abroad and returned to India on June 19.

In the process of being elevated, Birender had been removed as All-India Congress Committee general secretary and Congress Working Committee (CWC) member.

After he was not inductedt, he was made a permanent CWC invitee, but lost charge of party affairs in Delhi, Uttarakhand and Himachal Pradesh.

New regime for preparing IAS officers’ ACRs

Against the backdrop of certain clarifications issued by the Centre, a new regime for preparing the annual confidential reports (ACRs) of IAS officers has come into being in the state.

Under the new regime, remarks recorded by the prescribed authorities in the ACRs after December 31 of the year in which the financial year ended would not be taken on record, according to latest instructions issued by the office of the Haryana Chief Secretary.

Besides, the date of recording the remarks on the ACRs must be mentioned as the undated remarks would not be recognised by the Departmental Promotion Committee constituted for empanelment purposes. Since the undated remarks on ACRs were not being kept in the dossiers of the officers they adversely affected their promotions.

Now, the Haryana Government has prescribed a new channel of recording ACRs by the reporting/reviewing and accepting authorities for all posts held by IAS officers.

Official sources said the new regime was an offshoot of the clarifications being sought by certain state governments on the new rules.

Earlier, the Central Government had reviewed the system of writing the IAS officers' ACRs to improve the mechanism of assessment of an officer’s capabilities and to identify the areas to determine the capacity building needs and suitability of an officer for a particular area of responsibility.

The All-India Services(Performance Appraisal Report) Rules, 2007, say that there shall be only one reporting, reviewing and accepting authority for a given period of time. If more than one person supervises the performance of a member of the service, the state government has to identify the person to report or review well in advance of the relevant assessment year.

The reported grabbing of 1,100 square yards of government land at the Palika Colony here, allotted as government accommodation to a former zila parishad chairman, has snowballed into a political controversy, with the administration sealing the building and the BJP demanding immediate action.

The house had been allotted to former zila parishad president Braham Pal Rana seven years back and had been in his possession since then.

A few months back, he razed the government building and started constructing a mansion on the land, which went unnoticed by the government officials.

The colony is owned by the municipal corporation and has houses allotted to government officials working in the district.

Local BJP legislator Anil Vij had pointed out the reported land grab and taken up the issue at the highest level, besides highlighting it in the media.

After media reports, Deputy Commissioner Shekhar Vidyarthi ordered the suspension of two employees of the building wing of the municipal corporation, who had been instrumental in approving building plans of the said structure on government land.

Besides sealing the building, Vidyarthi served a notice on Rana under Sections 408 (encroachment on government land) and 271 (illegal construction) of building bylaws. When contacted, Vidyarthi said action had been initiated and the administration would proceed as per the law.

Vij demanded that the structure should be immediately pulled down.

He said the Congress leader had grabbed government land and constructed a palatial house after getting building plans approved by the corporation under the nose of district officials.

When contacted, Rana refused on comment on the issue.

CPM demands party workers’ immediate release

The state unit of the CPM has demanded the unconditional and immediate release of party state committee member Prem Chand Saini and 10 other party activists who were arrested in Kaithal over a month ago while protesting against the dismissal of more than 500 Maruti plant workers.

In a press note issued after the state secretariat meeting today, party secretary Inderjit Singh accused the state Industries Minister of police brutalities during the protest on May 19 on the issue of sacking of Maruti workers in Gurgaon last year.

Inderjit Singh claimed that the protest was peaceful and the protesters included workers dismissed and their families, but the police acted in a brutal manner and beat up a large number of protesters, including aged women, before arresting many of them.

Central CPM secretariat member Nilotpal Basu, who attended the meeting, charged the state government with working in an arbitrary manner and against the interests of industrial workers and labourers. He claimed that the police had framed false criminal cases against Saini and others at the behest of a Cabinet Minister.

The party described the events as violations of trade union rights and human rights. Extending support to the cause of workers and their families, the CPM appealed to all sections of society to raise their voice against the violation of civil liberties of the common man, especially industrial workers and labourers.

Yamuna embankments to be strengthened

The embankments of the Yamuna in Haryana will be further strengthened in view of the damage caused by the flow of excessive water. This was stated in Karnal today by SS Dhillon, Additional Principal Secretary to the Chief Minister, also Principal Secretary, Irrigation Department.

He was reviewing repair work of dams damaged by excessive water at villages in Gharaunda. He said nobody had thought that over 8 lakh cusecs water would flow into the river.

He said the Hathnikund barrage had a capacity of about 7.5 lakh cusecs. He said a new action plan would be prepared in wake of the excessive water.

He said embankments were being repaired and alertness would be increased. He added that officers had been directed to fasten the pace of repair work.

He said the state government had issued instructions for providing compensation through the Chief Minister’s Distress Relief Fund for damage caused to crops and tube wells.

He said special girdawari would be conducted and compensation given on the basis of assessment of loss. He added that the flow of water had broken the record for the last 50 years.

Legal authority assesses Yamuna flood damage

The Faridabad Legal Services Authority headed by District and Sessions Judge Darshan Singh took stock of the damage caused by flooding of the Yamuna at villages in the district.

The disaster committee of the authority decided to provide legal help to victims to get government compensation and help victims to procure bank loans for rehabilitation.

A delegation of the committee led by Chief Judicial Magistrate Rajni Yadav visited flood-hit villages, including Mahawatpur, Maujamabad, Kabulpur Khadar, Chirsi, Manjhauli, Chaisa, Nacholi, Bhupani and Arua Candpur.

Large chunks of agricultural land at villages along the Yamuna had been flooded, causing damage to standing crops and vegetables, including jowar and paddy.

Irrigation official Sandip Taneja said the quantum of damage caused by the floods would be assessed by the Revenue Department.

Two brothers shot over land dispute

Two brothers were shot and their father injured in a shootout at Nagal village of Guhla subdivision in the district today over a dispute for 1 kanal. The assailants, stated to be relatives of the deceased, fled after the incident. Sources said an assistant sub-inspector posted in Ambala was among the assailants.

Tension had been brewing between the assailants and the victims for quite some time over the claim of ownership of 1 kanal.

In his statement to the police, Satnam Singh, who was injured in the attack, said the assailants were hiding and waiting for them when they reached the fields early this morning.

He said they fired shots first at his elder son Rajvinder (22) and then at Richpal (21), who died on the spot, while he received a bullet injury. He was later rushed to the Civil Hospital in Kaithal.

Siwan Station House Officer Rohtash rushed to the spot. He said the police registered case against five persons under various sections of the Indian Penal Code and the Arms Act on the basis of Satnam's statement.

Superintendent of Police Kuldip Singh Yadav and Deputy Superintendent of Police Tekan Raj Sharma reached the spot. They issued directions for the arrest of the accused at the earliest.

One held taking bribe for Town and Country Planning Dept’s clerk

A team of the Vigilance Department today arrested a person for accepting a bribe of Rs 12,000 for issuing an NOC by an employee of the Town and Country Planning Department here. The person had allegedly been deputed by a clerk of the department to accept the money on his behalf.

Officials of the State Vigilance Bureau (SVB) said Hitesh Kumar, a clerk in the department, had demanded the money to release the NOC for the registration of two kanals of land of complainant Sumesh Kumar, a resident of Samargopalpur village in the district. Sumesh was asked to hand over the money to Krishan Kumar, who earlier used to work as a computer operator on a contract basis.

A trap was laid by the Vigilance Department and Krishan Kumar was arrested as soon as he took the powdered money from the complainant this morning. A case under the Prevention of the Corruption Act has been registered in this regard. The department has released toll-free number 18001802022 and two other helpline numbers --- 97299-90006 and 9050910570-- to make complaints regarding corruption.

4 held for stealing oil from pipeline

The police arrested Naresh and Satbir of Khidwali village, Virender of Chamariyan and Vijay of Vishal Nagar last evening while stealing oil from an underground HPCL pipeline passing through a field near Khidwali village, about 15 km from here. The accused were produced in the court today which remanded them in three-day police custody.

Police officials said the arrested youths had admitted having stolen at least 27,000 litres of oil worth by Rs 10 lakh by putting a valve on the pipeline and taking out oil through a tap installed there.

The accused were also planning to steal oil from the pipeline passing through Mehrana village of Panipat, claimed a police official.

The police would also probe if employees of the oil company were involved in the racket as no formal complaint had been lodged by officials responsible for the safety and security of the pipeline. The SSP has written a letter to senior HPCL officials.

1 held for abducting, raping minor

The police has arrested a youth on the charge of abducting and raping a 16-year-old girl hailing from Kalanaur in the district. The complainant stated that the accused had lured her on the promise of marriage, but kept her captive at a house in Gurgaon for about a month and raped her.

The police arrested the youth, identified as Pardeep of Jind district, from Gurgaon yesterday in a raid after a tip-off. The police recovered the girl as well.

She gave her statement before a magistrate, confirming the charges against the youth. The victim went missing on May 15 and a complaint had been lodged that Pardeep abducted her.

Third gang rape accused held

The police has arrested the third accused in the case of gang rape of a young divorcee from Palwal at a hotel here on Friday night. The third accused, identified as Mukhtiar Singh, was today produced in a local court, which remanded him in 14-day judicial custody.

A senior police official said efforts were on to apprehend the other two accused, Sunder and Krishan Gopal, who were absconding.

The police busted a sex racket in Gohana town and arrested two youths, Sumit of Adarsh Nagar, Gohana, and Pawan of Gangana, and a Bengali girl from a room in Hotel Ajai late last night.

The police also arrested girl supplier Joginder of Chidana and hotel owner Sumer of Saragthal village.

Interrogation revealed that Sumit and Pawan had paid Rs 4,000 to Joginder for the girl, who was allegedly brought to Gohana from Delhi for this purpose.

The arrested persons were produced in the court today. The court remanded Sumit, Pawan and Joginder in judicial custody whereas Sumer was released on bail.

Activist threatens ‘jal samadhi’

Gopal Dass, who has been spearheading the 'gau raksha andolan', today said he would take a 'jal samadhi' in the Yamuna on June 28 if the government did not accept his demands by June 27.

He went to the Mini-Secretariat and sought Deputy Commissioner Pankaj Aggarwal's permission to use the site for a dharna, but was not granted it.

The Government Railway Police took Gopal Dass into custody for the attempt to block the Delhi-Ambala rail track on June 22. He was taken to the Civil Hospital for medical examination. — OC
