Notices by Improvement Trust
Thousands of Pathankot residents fear displacement

Pathankot, April 22
Satnam Singh is a wizened septuagenarian having withered many a storm but these days he has become a forlorn figure of his former self. Satnam Singh has been living at his house for the past three decades, but now the fear of being displaced haunts him and his family, following which he has developed an assortment of physical and psychological disorders.

Satnam Singh is not alone. His case is symptomatic of nearly 10,000 other house owners, who have been issued notices by the Improvement Trust to vacate land on which their houses have been constructed. The officials have been trapped in a morass of their own making. If they go ahead with the displacement plan, they would face wrath of residents and local politicians.

In 1972, the trust had acquired 309 acres for establishing a truck stand and a timber market. Out of this, 30 acres were set aside for natural water channels while the remaining 279 acres were meant for proposed schemes. The trust had taken the possession of 70 acres, which were later sold off to the local population through auctions. Hundreds of people took valid possession of the land through legally binding sale and purchase documents. Subsequently, power and sewage connections were given to the people, who had purchased the land.

The affected areas where the trust has sent notices to vacate the land are Shah Colony, Friends Colony, Nathu Nagar, Angoora Wala Bagh, Shakti Nagar and Udham Singh Nagar.

The beleaguered residents had repeatedly met Deputy Commissioner Siben C, who had assured them that justice would be done. "Hearings are still going on and it will take a couple of more weeks before a final decision is arrived at. The next hearing has been fixed for April 26. Once the hearing process is complete, I will forward the proceedings to the state government, which will take a final call," The Deputy Commissioner said.

Meanwhile, Parminder Singh Gill, Executive Officer (EO), Improvement Trust, sought to allay the fear of the residents by claiming that not a single owner would face displacement. "A needless fear psychosis has gripped the residents. All the affected people will be adjusted and not displaced," he added.

Pathankot MLA Ashwani Sharma claimed that the justice would be done. He urged the politicians not to politicise the issue. "People should wait for the government's decision. However, I assure each and everyone that whatever will be the outcome, it will be in favour of both the parties-the residents and the Trust," he said.
