Civic problems rock MCB general house

Even as the Municipal Corporation, Bathinda (MCB), is on the verge of completing its first five-year term, problems of inadequate sewer and drinking water facilities still persist. Municipal councillors (MCs), who are lobbying to get ticket for the next MCB elections scheduled to be held in June, are perturbed over clogged and overflowing sewers, and dirty and inadequate water supply.

DLSA holds legal aid seminar

Sr Dy Mayor alleges CLU overcharge
Bathinda, March 11
The cold war between senior deputy mayor Tarsem Goyal and municipal commissioner Uma Shankar Gupta flared up today. In the office of the Mayor, Baljit Singh Birbehman, and in the presence of around 25 municipal councillors, Tarsem Goyal said the commissioner had been fleecing people by charging the change of land usage (CLU) rates that the government has neither fixed nor notified.

CUP to promote research in bio-sciences

Central University of Punjab, Bathinda, signed a memorandum of understanding (MoU) with the Institute of Himalayan Bioresource Technology, Palampur, on March 8 for mutual cooperation to promote high-end research academic programme in the areas of biological sciences, chemical and pharmaceutical sciences, environmental sciences and other areas of mutual interest.

Expert lectures held at BFCET

Baba Farid College of Engineering and Technology organized an expert lecture on the topic " Static and dynamic force analysis of machines." The lecture was delivered by noted scholar Sunil Kumar Baghla from the Yadvindra College of Engineering, Punjabi University Guru Kashi campus, Talwandi Sabo.

300 protesting Sikhya Preraks arrested

The Bathinda police arrested around 300 protesting Sikhya Prerak (education motivators) from near the Sirhind Canal and the site of dharna near the Mini-secretariat here today.

Guru Kashi varsity to hold two-day athletic meet

A meeting was held at Guru Kashi University (GKU) regarding the athletic meet to be held on March 13-14. Director, Sports, GKU, Olympian Tirlok Singh Sandhu, along with the heads of the constituent colleges were present at the meeting to encourage the students to take part in the track and field events.

Man killed as compressor of RO plant bursts
Bathinda, March 11
A resident of Purana Thana area, Manohar Lal (40), was killed when the compressor of an RO plant burst here today. As per the information available, the incident took place at around 12 noon when Manohar was filling gas into the compressor of the RO plant located behind the old police station (purana thana). Suddenly, the compressor burst and splinters hit Manohar, an employee with a private company, injuring him badly.

City girl makes her mark at Mumbai beauty pageant

Bathinda girl Manpreet Kaur was declared second runner-up at the Indian Princess 2013 beauty pageant held in Mumbai on March 8. In a press statement issued here today, a spokesperson for the event stated that Sharan Fernandes from Mumbai won the title, emerging as the winner from among 15 finalists.

Civic problems rock MCB general house
Drinking water, sewerage woes continue to haunt residents even 5 years after the civic body came into being

Even as the Municipal Corporation, Bathinda (MCB), is on the verge of completing its first five-year term, problems of inadequate sewer and drinking water facilities still persist. Municipal councillors (MCs), who are lobbying to get ticket for the next MCB elections scheduled to be held in June, are perturbed over clogged and overflowing sewers, and dirty and inadequate water supply.

The councillors today raised these issues at the general house meeting of the MCB and demanded that the problems be redressed at the earliest.

Not only the Congress councillors but even the SAD and BJP members of the MCB had been drawing the attention of the house to one problem or the other.

SAD councillor Khem Singh Maakar said his ward had been deprived of potable water supply during the last five years. His colleague Tek Singh Khalsa demanded that Mehna Basti should be supplied water for at least 20 hours. Water supply is alien to the locality so far.

Another SAD councillor Bhupinder Singh Dhillon highlighted the issue of drinking water supply getting mixed with sewerage water in the areas of Kikkar Das Mohalla, Maulvi Mohalla, Pujjan Wala Mohalla and even in the areas of councillor Darshan Garg.

Garg said all the manholes in his ward were blocked thereby flooding the area residents' houses with sewer water.

Councillor Basant Bhatia too joined the chorus. He said the water being supplied to his area was also brown-coloured.

Even after five years, the wards of Congress MCs Mukesh Kumar and Santosh Mahant are bereft of reverse osmosis (RO) plant which purifies the water and maintains the required content of total dissolved solids (TDS) in water.

Both the MCs demanded that RO plants should be set up in their areas at the earliest as people were forced to drink untreated water.

Meanwhile, while discussing the agenda presented before the general house, MCs demanded that shopkeepers of the Fire Brigade market, whom the corporation plans to displace to construct a multi-storey parking, should be heard. Following this, it was stated in the MCB house that the shopkeepers at the Fire Brigade market would be shifted to the Shaheed Bhagat Singh market. It was proposed that the agenda be passed so that an estimate could be prepared for constructing new shops there.

Before the meeting began, a group of shopkeepers had expressed their displeasure and disagreement on the MCB's move.

MCs Mithu Ram Gupta, Basant Bhatia, Raj Kumar Garga and Jagrup Singh Gill said the shopkeepers should be first listened to, given options for shifting their shops and then a decision should be taken in this connection.

This item on the agenda was kept pending for further consideration.

Later in the evening, the shopkeepers reportedly received a call from the office of the municipal commissioner, Uma Shankar Gupta, and were asked to discuss the issue tomorrow morning.

The Congress also objected to a supplementary agenda moved in the house at the eleventh hour.

The MCB authorities moved the documents pertaining to the terms and conditions of Rs 105-crore loan from the HUDCO.

Congress MC Jagrup Singh Gill raised an objection stating that the dossier should have been circulated among the councillors earlier so that they could go through it.

Property tax

Municipal councillors demanded that they be trained on calculating the property tax and its slabs. The municipal commissioner said a special session would be held to make MCs, MCB officials, workers, non-governmental organisations (NGOs) and other people aware of it.

Councillor goes poetic to raise his demand

Councillor Khem Singh Maakar recited a couplet to raise a demand for supply of water to his ward. He said, “Mainu mil jaave paani, taan main fad ke beh jaan madhani.” He was informed that a Rs 4.32-crore project coming up at the GZS college would redress the problem.

Full house

After a long gap, 47 municipal councillors were present in the house today.

Such was the situation that there were not enough chairs to accommodate the “suddenly-keen” MCs who thronged the house to attend the meeting, which may be the second last meeting of the house before it goes to polls in June.

DLSA holds legal aid seminar

The District Legal Services Authority (DLSA), Bathinda, organized a seminar to celebrate the International Women's Day at Buladhewala village in the district. Jaspal Singh, District and Sessions Judge-cum-Chairman, District Legal Services Authority, was the chief guest on the occasion. The seminar was presided over by Kawaljit Singh, Civil Judge (Senior Division)-cum-Secretary, District Legal Services Authority.

In his address, Jaspal Singh laid emphasis on the need to educate girls so that when they grow up, they are economically self-dependent and feel empowered. He also highlighted the role of women in nation-building.

Kawaljit Singh, while speaking on the occasion, informed about the various provisions in law meant for the protection and welfare of women. He gave details about how women can get their legal rights through the District Legal Services Authority.

Rajesh Sharma, ADA (LS), said various seminars have been organized by the District Legal Services Authority in Bathinda to make the people aware about the provisions of the PNDT Act which has resulted in increased awareness among the people about social ills like female foeticide.

On the occasion, with the help of the labour Department, construction workers were made aware about the welfare provisions under the Building and Construction Workers Welfare (Regulation of Employment and Conditions of Services) Act, 1996 and the Rules of 2008 made under the Act. They were informed about the different welfare and social security schemes meant for workers in the unorganized sector.

A team of the Labour Department also registered the eligible construction workers on the spot. Among those who were present at the seminar included Naranjan Singh, labour Inspector, Shah Bharat Singh and Kapil Kumar Bansal, both advocates.

The Sarpanch of Buladhewala thanked the DLSA for holding the camp in the village. Free literature pertaining to the various schemes of the District Legal Services Authority and the welfare and social security schemes was also distributed.

Sr Dy Mayor alleges CLU overcharge

The cold war between senior deputy mayor Tarsem Goyal and municipal commissioner Uma Shankar Gupta flared up today. In the office of the Mayor, Baljit Singh Birbehman, and in the presence of around 25 municipal councillors, Tarsem Goyal said the commissioner had been fleecing people by charging the change of land usage (CLU) rates that the government has neither fixed nor notified.

"For the last two years, people of Bathinda are being forced to pay CLU fee at the rate of 25 per cent of the collectorate's rate fixed for a square yard. However, a letter of the Punjab Government states that CLU should be charged at the rate of only Rs 100 per square yard," said Goyal. He said if senior officials of the MCB house were being overcharged, the common man was being taken for a ride.

The matter came to light when CLU was imposed on the property of the senior deputy mayor located in Bagha Singh Wali Gali, on increased rates.

However, municipal commissioner Uma Shankar Gupta said he did so to increase the revenue of the government.

In the presence of the Mayor, it was then decided that a supplementary agenda be moved before the house stating that people will be charged CLU as per the government notification at the rate of Rs 100 per square yard.

It was also decided that the amount overcharged would be refunded.

CUP to promote research in bio-sciences

Central University of Punjab, Bathinda, signed a memorandum of understanding (MoU) with the Institute of Himalayan Bioresource Technology, Palampur, on March 8 for mutual cooperation to promote high-end research academic programme in the areas of biological sciences, chemical and pharmaceutical sciences, environmental sciences and other areas of mutual interest.

Director of the IHBT, Palampur, Dr PS Ahuja and Dr Jai Rup Singh, vice-chancellor of the Central University of Punjab, signed the agreement in the presence of the authorities concerned from both the institutions.

The agreement will be tenable for five years subject to further extension on mutually agreed terms and conditions. Under the agreement, Central University of Punjab, Bathinda, will recognize IHBT, Palmpur as an accredited centre for pursuing research for facilitating doctoral research for the students of the institute in several designated areas from the university.

Supplementing the research facilities, the scientists of IHBT, Palampur, and the faculty of the Central University of Punjab, Bathinda, will submit joint research projects to the national and international agencies and work together to achieve the objectives of these projects.

The faculty and scientists of the two institutions will visit each other for short-term training and undertake joint research programmes. Such an exchange between the IHBT (CSIR) scientists and the faculty members and students of the CUPB to undertake joint research programmes is sure to be fruitful and beneficial for both the institutions.

Expert lectures held at BFCET

Baba Farid College of Engineering and Technology organized an expert lecture on the topic " Static and dynamic force analysis of machines." The lecture was delivered by noted scholar Sunil Kumar Baghla from the Yadvindra College of Engineering, Punjabi University Guru Kashi campus, Talwandi Sabo.

The expert lecture was organized for the students of the department of mechanical engineering. Baghla discussed the forces that acted upon machines and their analysis in static and dynamic conditions. Ajay Sidana, head, department of mechanical engineering, thanked Baghla for delivering the informative lecture.

The BFCET also organised an expert lecture in the field of electric drives and utilization. Gagandeep Kaur from the Giani Zail Singh PTU Campus, delivered the lecture. She described the significance of light and illumination, which forms an important part of electrical engineering.

During the lecture, the role that light plays, its significance and impact, was explained.

After the lecture, head of the department, Harsimran Singh, presented a vote of thanks. Manish Goyal, principal, BFCET, appreciated the efforts made by the department of mechanical engineering in making the students more aware.

Gurmeet Singh Dhaliwal, managing director, BFGI, said students should take maximum benefit of these lectures to raise their level of knowledge.

300 protesting Sikhya Preraks arrested

Bathinda, March 11
The Bathinda police arrested around 300 protesting Sikhya Prerak (education motivators) from near the Sirhind Canal and the site of dharna near the Mini-secretariat here today.

These education motivators were earlier working under the Bharat Sakhar Mission, an adult education scheme of the central government. The state government used to contribute 25 per cent in the scheme, while the Centre provided the remaining share of funds.

Nearly 4,000 Sikhya Prerak were employed with around 1,800 centres being run in different villages of the state. However, the government suspended the scheme in December 2012 saying that it could not bear the expenses of the scheme.

Fact file: The protesters were working under the Bharat Sakhar Mission, a scheme of the central government in which the state government contributed 25 per cent. However, the government suspended the scheme in December 2012 stating that it could not bear the expenses.

Guru Kashi varsity to hold two-day athletic meet

A meeting was held at Guru Kashi University (GKU) regarding the athletic meet to be held on March 13-14. Director, Sports, GKU, Olympian Tirlok Singh Sandhu, along with the heads of the constituent colleges were present at the meeting to encourage the students to take part in the track and field events.

Chairing the meeting, vice-chancellor of the university, SK Ahluwalia said a healthy mind exists in a healthy body. For this, sports are equally important along with academics. He suggested that there should be maximum participation of students in the upcoming athletic meet.

Director, Sports, Tirlok Singh Sandhu said a torch will be relayed from Takht Sri Damdama Sahib to the university campus. The torch will be carried by the achievers in university sports.

Head of the department of physical education, Ravinder Sumal, said Olympians from different sports will guide the players and grace the occasion.

On the first day of the athletic meet, Nirmal Singh Dhillon, IG, Bathinda Zone, and on the second day, Olympian Jugraj Singh, will be the chief guests. Chairman, GKU, Gurlabh Singh Sidhu, will preside over the function.

City girl makes her mark at Mumbai beauty pageant

Bathinda girl Manpreet Kaur was declared second runner-up at the Indian Princess 2013 beauty pageant held in Mumbai on March 8. In a press statement issued here today, a spokesperson for the event stated that Sharan Fernandes from Mumbai won the title, emerging as the winner from among 15 finalists. Manpreet Kaur from Bathinda was declared the second runner-up while Deepti Sati was declared the first runner-up.

Film actor Karishma Kapoor was the judge at the contest.

The event saw contestants from Qatar, Middle East, France, Nepal, Bahrain, Bhutan, South Africa, Sri Lanka, Singapore, Bangladesh, Netherlands, Malaysia, New Zealand, India and Surinam taking part.
