Kejriwal exposes 'watergate'

New Delhi, February 16
The Aam Aadmi Party architect Arvind Kejriwal today came up with yet another set of documents to expose an alleged scam in the Delhi Jal Board (DJB) to the tune of Rs 10,000 crore over the last decade.

His party has demanded that an FIR be lodged along with an independent probe in the matter involving giving out contracts to foreign companies.

Calling for a CAG audit, lawyer Prashant Bushan said it is the contracts given to private companies that have led to more corruption and an increase in the water tariff.

Kejriwal pointed out irregularities in the accounts of Sonia Vihar plant in which he said the DJB has fudged the production figures as the quantum of water supplied for treatment and water output are too close to be believed.

Based on information received under RTIs, the DJB has inflated production figures and internal report of the water body shows that the Sonia Vihar plant never produced more than 95 MGD of water while the replies to RTI from the DJB shows it as 140 MGD for June 2011.

Similarly, he said there are documents to attest that the Rs 519-crore Malviya Nagar project was given to the French company called Degremont to reduce non-revenue water (NRW) from 67.42 per cent to 15 per cent, but even here the figures were inflated.

As the result of this, the financial burden being transferred to each consumer comes roughly to Rs 1,500 per month, he said.

"In 2005, the Delhi government claimed an NRW of 50 per cent and since then pipelines worth crores have been replaced but what was the outcome. All this clearly shows that Delhi's water production is artificially inflated to project bogus NRW and then bogus contracts are being given out to mitigate the NRW," remarked the anti-graft activist.

The papers released by them further raised doubts in the Nangloi project in which another French company Veolia has been given contract at Rs 14.99 lakh KL water. The firm which is supposed to treat water, look after billing and distribution network in the area and in exchange will be provided raw water and free electricity.

In an obvious response, the DJB has rejected the allegations terming them totally false and politically motivated.
