Ambedkar Bhawan finally gets functional

Jalandhar, February 15
It has been a long wait of nearly two decades for a plan regarding the construction of Bharat Ratna Dr BR Ambedkar Bhawan at the District Administrative Complex (DAC) to finally take shape.

With most fittings and works complete, the Social Welfare Department, earlier lodged on the third floor of the complex, has now moved on its new premises this week and so will the offices of the SC and BC Corporations by the next week. The SC Corporation is currently housed in an inconspicuous, rented location at Gurjaipal Nagar and the BC Corporation, too, was separately placed near bus stand. All the three related departments will now be able to dispense services from a common location.

While almost all other provisions have been made available, the building is still devoid of any water and sewage connection, the work for which is currently on. The staff has been fetching drinking water and using utilities of adjoining buildings in the complex.

The office is also planning to rent out a hall on the premises for lectures, conventions, social gatherings and even marriages. District Welfare Officer Ranjit Singh said a detailed proposal on the rental charges was expected from the department shortly.

Started in 1995

The project, it is learnt, was initiated in 1995 when it was proposed that it be set up within the boundaries of Gandhi Vanita Ashram on Kapurthala Road. Later on, it was pointed out that the ashram had little space to offer owing to its own needs and another site was suggested within the DAC. The idea of the bhawan had been initially conceived about 18 years ago, but it took long for the governments to materialise it, allocate funds and get the work going. It has come up at a cost of over Rs 1.15 crore.

3 foundation stones laid

As many as three foundation stones have been laid for the bhawan by politicians representing successive governments. The first stone was laid by the then Chief Ninister Parkash Singh Badal in 1999 for the starting of work.

Another foundation stone laid by former Congress MLA Mahinder Singh Kaypee in December, 2006, just before his tenure as the Minister for Welfare of SCs and BCs was to end. This stone, however, is missing from the site. It was after the laying of this stone that the work had actually took off.

Then again as only the civil work for the bhawan got completed, it was inaugurated by the then Minister for Welfare of SCs and BCs Gulzar Singh Ranike on December 18, 2011, days before the imposition of code for the Assembly elections in a rather hush-hush manner. Nearly a year and a quarter after the formal inauguration of the bhawan, the building has finally come to use.

What still needs to be done

There are no nameplates outside various rooms and anyone entering in gets lost. The details of all the services being dispensed by the staff, required checklists for submitting various applications with criteria and rules for Shagun Scheme, pension scheme and other welfare schemes and easy loans need to be put on a display at the entrance of the building. The department has also started receiving as many as 30 applications each month against colleges not allowing deserving students to avail benefit under the Post-Matric Scholarship Scheme. The details and provisions available under the scheme and action taken by the department in such cases also need to be highlighted through a signboard.

Jalandhar, February 15
Commuters moving past the busy Garha Road are a harried lot as one side of the road that was left during the re-carpeting work done in November last has developed huge potholes making the ride very uncomfortable.

To avoid bumping their vehicles into deep craters, especially in front of the Punjab Institute of Medical Sciences, residents of Garha, Urban Estates, Chhoti Baradari, Jaswant Nagar, Hardyal Nagar, Golden Avenue and other surrounding localities coming from the bus stand side take on the right lane further making the stretch accident prone.

While the lane from these colonies towards the bus stand was re-laid in November last week, the work on other side was kept pending as the officials of the engineering wing had then claimed that the mercury had dipped all of a sudden and all kind of road work would be kept pending till winters persisted.

The B&R officials said construction work would be started once the temperature went above 20 degree Celsius. Satya, MC councillor, said she had met the JDA officials, who were waiting for the temperature to be conducive.

BMC flyover of little use to commuters
It lacks direct connectivity towards Company Bagh and Kacheheri Chowk from bus stand
Dharmendra Joshi
Tribune News Service

Jalandhar, February 15
A majority of the citizens hardly use the BMC flyover as it has various shortcomings.
Actually if anyone wants to reach Company Bagh and Kacheheri Chowk while coming from Khalsa College side, the BMC flyover is of no use as the flyover does not directly connect to these sides. The flyover has no arm to provide space to commuters going towards these sides.

If a person uses this flyover while coming from Khalsa College side, that person will reach at APJ College Chowk. If that person wants to go towards Company Bagh or Kacheheri Chowk, he is left with no option but take a U-turn at APJ Chowk to reach such destination. As a result, the APJ Chowk has become an accident-prone area because of certain shortcomings of the BMC flyover.

Thus, citizens try to avoid using the BMC flyover in absence of direct connectivity towards Company Bagh side and Kacheheri Chowk side.

Sahil Sharma of Thapran Mohalla said “The concerned departments should make required modifications in the BMC flyover so that citizens can use it.”

A student of Seth Hukam Chand School, Sahil said “He prefers to use the BMC Chowk instead of the flyover while coming from Bus Stand and Khalsa College side towards Company Bagh Chowk.

Sahil also expressed surprise “If one wants to go towards Bus Stand from Company Bagh side, one may use the flyover as an arm was constructed near Hotel Redisson. But the problem is that it is a one-way lane so one cannot use it while coming back from the bus Stand side.”

LPU Concert
Papon, Clinton delight audience with a ‘different kind of music’
Aparna Banerji
Tribune News Service

Jalandhar, February 15
In a concert, which took place at the Lovely Professional University here this evening, thousands of students enjoyed the heady, soulful sounds of a “different kind of music” by artistes Papon, Clinton Cerejo, Sonu Kakkar and Sawan Khan.

Brought to the city by Coke Studio@MTV, a popular music platform, which is responsible for having revived folk talents and strengthened the voice of unique musicians across India, who, otherwise, would have been relegated to the fringes, the event gave Jalandhar a peek into the kind of music, which the residents largely stay oblivious of.

Even as it rained, the heat of the music kept the roused university crowds waving and cheering through the evening, as they bore witness to some serious contemporary jamming.

Composer, vocalist Clinton, known for his hit numbers, "Kya Karoon" (Wake Up Sid), his croonings in the film "Rockstar" and his award-winning scores, sung "Kya Karoon and Madari" (accompanied with the talented and strong-voiced Sonu Kakkar) as the LPU fans cheered.

Backed on the guitar by Gaurav Gupta, Clinton's silky smooth voice and rocking support sounds set the stage for a thrilling concert.

Before him, Sawan Khan, a Manganiyar (folk musician from Rajasthan), crooned his folk strains, kick starting the concert. Clinton supported Khan on the guitar.

“Sathi Salaam” was performed by Sawan Khan and Clinton Cerejo. “Dungar” was performed by Clinton and Khan. “Mauje Naina” was performed by Clinton and Kakkar. “Madari” was performed by Kakkar

Clinton's performance was followed by the talented, Papon, who presented the numbers "Jiya Baitho Jaaye". Hailed for his unique strains and sounds, Papon, who has made a mark globally as a musician with a difference, brought the riches of Assamese folk to the city.

While "Jiya Baitho Jaye" and "Sathi Salam" are Hindi numbers, "Mujhe Naina" and "Dungar" are Assamese folk numbers.

While the numbers presented by the curly-haired, goggles-clad stage sensation were backed by contemporary sounds and heady guitar, the fact that he made Punjabi crowds dance to Assamese folk, indeed, was an achievement in itself.

The greatest feat of Papon's performance was that while it conveyed the sweet folk flavour of typical Assamese strains, it also oozed the energy of a frenzied rock concert backed by intricate guitar bits (Jinti Datta).

The performance was a skillful amalgamation of the two genres.

The evening ended with the Sufi strains of sister Jyoti and Sultana Nooran who sung "Allah Hoo" and "Dama Dum Mast Kalandar".

The Coke Studio and LPU's initiative is laudable for the fact that it brought rare exposure of the sounds of Indian musicians to a city, which has known too little about the alternative sounds from across the nation.

Such concerts are necessary not just as an evening's entertainment, but also as a lesson for music-keen students to understand sounds from beyond Punjab, very little of which (except Bollywood) trickle into the region.
