Centre refuses to hike NRHM budget
Dehradun, February 15 “While preparing the proposal, we had envisaged a hike of 30 per cent. However, due to a cash crunch, the Central Government did not accept our proposal. Now, we will be receiving Rs 292 crore for all schemes, the same amount that was released to us for 2012-2013,” said Piyush Singh, Director, NRHM. It also means that the Centre has pushed itself away from the generic medicine scheme and would not be providing for newer medicines for diseases such as cancer, diabetes and heart. The state government will now have to allocate from its own resources to fund the scheme. Though the government will continue to receive assistance for the procurement of medicines under the existing schemes such as the Janani Suraksha Yojana, pregnancy, neonatal, IFA, vitamins ORS and medicines required for kits carried by ASHA workers. For the new financial year, the government had asked for Rs 20 crore to be set aside as budgetary provision for generic medicines. Further. the 108 emergency ambulance services, too, have been advised to cut down their expenditure. “This entails cutting down the operational costs of the 108 emergency ambulance services and limiting it to Rs 500 per per day per unit from the proposed Rs 1,100 per day per unit," said

The hike in incentives proposed by the state in keeping with its geographical conditions, too, has not found favour with the Central Government, “The Central Government has decided to pay equal honorarium to all ASHA workers under the Janani Suraksha Yojana in all states,” said Piyush Singh. Further, while giving the go-ahead for a new scheme, the Rashtriya Bal Sawasthya Karyakaram, the Centre has not allocated additional amount for it. “This means that we will have to reduce the budget allocation for the ongoing schemes such as the Janani Suraksha Yojana and the Janani Shishu Suraksha Karyakaram, so that allocations could be made for the new

CBI probe into RTI activist’s murder demanded
Haridwar, February 15 The AAP activists held a day-long silent protest at Gobind Ballabh Pant Park, Devpura. The protesters alleged that the crime branch of the state Central Investigation Department (CID) was not properly investigating the case. District convener of the party JP Badoni said Chauhan was brutally murdered at the behest of a group of people comprising builders, ration dealers, land mafia and politicians. Badoni said as Chauhan had exposed many scams and nexus existing in various government departments through the use of the RTI Act, these influential people got him killed. Another RTI activist Ajay Sharma alleged that the crime branch of the CID was trying to save the accused as despite having sufficient evidence it was not arresting them. Despite court orders the investigation in the case was slow and this was instilling fear among the people who exposed illegal activities. While OP Manchanda of the AAP said Chauhan was a social worker and he had exposed many scams through RTI applications. Sub-coordinator of the party Prerna Purohit demanded security for RTI activists. She urged the Uttarakhand government to demand a CBI probe into the case. “The RTI Act is incomplete without a security provision and stringent action against the corrupt people. In the RTI Act the security of activists should be incorporated, otherwise, influential people will suppress their voice or kill them,” said Prerna. Chauhan had retired as government teacher and had exposed various scams and misuse of funds in government departments. He was found murdered at Pheurpur village last year. Chauhan had earlier expressed threat to his life to the police but no security was provided to him. The incident had led to mass resentment among RTI activists and the common people. |
Nanda Devi yatra to be held from Aug 29 to Sept 17
Pithoragarh, February 15 “Astrologers and priests have released the muhurat time and calendar for this 280-km, 19-day pilgrimage this year. According to the calendar, the yatra will begin on August 29 at 11.35 am and conclude at the same place on September 17 after the pilgrims return from 13,000 feet high Homkund,” said Bhuwan Nautiyal, general secretary of the organising committee of the yatra, at Karnprayag today. The villagers living around Nauti in Chamoli district of the state consider themselves the maternal relatives of the deity Nanda, who is seen off to her husband’s home situated in the high Himalayan region of Homkund, near Mount Kailash. Kailash is considered the abode of Lord Shiva, the husband of Nanda Devi. “We sent a fully decorated four-horned Ram along with new cloths and ornaments for the use of our daughter in the high Himalayan region during her stay with her husband,” said Nautiyal. According to historians and researchers of the state culture, the tradition of the marriage of their ‘daughter’ Nanda with Lord Shiva has been prevalent in this region for centuries. But after local kings interfered and arranged the yatra from the 7th century onwards, the tradition was called ‘Rajjat’. “Besides the historical proofs of the yatra being organised by Garhwal king Shalipal in the 7th century, the instances of the Rajjat yatra are found from year 1843 onwards,” said Madan Chandrs Bhatt, a local historian. “We ritually invite the king of Garhwal after releasing the calendar, as his presence is believed to be sacred during the yatra,” said Nautiyal. According to the organising committee, more than five lakh pilgrims are expected to undertake pilgrimage this year. The last yatra organised in 2000 was undertaken by 1.5 lakh pilgrims. |

Dehradun February 15 DIG Amit Sinha expressed hope of achieving success in the matter soon. The police has gained vital clues from the information imparted by Akshat today. He was operated upon yesterday. He sustained injuries in one arm and chest and is recuperating. The family is in trauma. It is said that Akshat had gone to buy a Valentine gift for his wife. It was yesterday at 8.30 pm that Akshat was returning to his hotel via Rispana Pul when he slowed down at a Railway crossing. Two motorcycle-borne boys, who must have been chasing him, came before his car and shot at him. Akshat sustained bullet injuries in chest and arm. His car also got perforated with bullets. The culprits, meanwhile, absconded and Akshat managed to reach his hotel where a staff member took him to hospital and from there he was taken to CMI Hospital. The SSP and DIG also reached the hospital. Rishi Bansal informed the police officials about two incidents in the past where his son was targeted. In one incident, a notorious criminal of eastern UP, Bhupender Bafat, threatened Akshat for extorting money about a year ago. The family took it lightly and did not inform the police. Bafat has come under scanner for investigation this time. In another incident, which happened a few months ago, two persons tried to drag Akshat out of his car and snatch his bag full of money at Patel Nagar. The police found Bansal’s story fictitious at that time but now these past incidents are also being looked into to gain a breakthrough in the incident. |

108 ambulance service to be expanded, says Negi
Dehradun, February 15 State head of the programme Manish Tinku said the changes had been introduced in the software and the server in use at the call centre of the emergency response centre. “Earlier we were commissioning private vehicles for the Kushiyon Ki Sawari programme. But in March we will be running our own vehicles, which entails the adoption of a new software and hardware for route tracking at the call centre,” he said. Besides, GVK EMRI would also run the mother and child tracking programme for the immunisation programme in the state. Further, to improve the services of the 108 ambulances, all 140 ambulances would be equipped with new Advance Vehicle Location Tracking (AVLT) system. These would further aid the ambulances in reaching the patient in the quickest possible time. “With this system the ambulance staff would also register their attendance biometrically. |

Dehradun, February 15 The following nine schools participated in the tournament- Guru Nanak Academy, Carman School, Dalanwala, Raja Ram Mohan Roy Academy, The Heritage School, St Joseph’s Academy, The Aryan School, Summer Valley School, St Thomas College and St Jude’s School. The above teams were divided into two pools- pool A and pool B. All pool A matches were played at the Raja Ram Mohan Roy Academy ground and the pool B matches were played at the St Jude’s School’s ground. Guru Nanak Academy from pool A and St Jude’s School from pool B reached the finals. The final match was to be held at St Jude’s School today but due to rain the match was called off. Both the teams were declared joint winners. Best batsman of the tournament was Sarvnam Gautam of Guru Nanak Academy, who scored 110 runs in the tournament. Best bowler of the tournament was Ankush Bisht of St Jude’s School, who took 7 wickets in the tournament. The chief guest for the day was GIG Mann, Principal, Carman School, Dalanwala, who gave away the prizes. VR Gardner, Principal, St Jude’s School, proposed the vote of thanks at the end of the tournament. |

Dehradun, February 15 Batting first after winning the toss, the Haryana XI scored 284 runs for the loss of eight wickets in their allotted 40 overs. Vikas Bhalla scored brilliant 114 runs. He scored the century in 105 balls with the help of three sixes and 12 boundaries. Udit Mohan also scored 56 runs in 38 balls. Adil Khan took two wickets for 28 runs while Aman Litt took two wickets for 53 runs for the Devbhoomi Cricket Academy. Due to rain, the innings of the Devbhoomi Cricket Academy was curtailed to 20 overs and were required to score 171 runs in 20 overs. The Devbhoomi Cricket Academy team scored 161 runs for the loss of nine wickets and lost the match by nine runs on average. Opener Rohit Chaudhary scored 63 runs in 38 balls with the help of five sixes and four boundaries. Narender, Ravi, Shanu Rawat, and Brij took two wickets each for the SIDCUL team. In reply, the SIDCUL team scored 54 runs for three wickets in eight overs when the rain stopped. Meanwhile, Dehradun today experienced intermittent rain and it recorded the maximum and minimum temperatures of 18.1°C and 12.1°C, respectively. However, students were saved from cold as government schools remained closed due to the festival of Basant Panchmi. |
