Ferozepur feeder to be renovated
Abohar, January 1
Clearing the deck for the much awaited renovation of Ferozepur feeder, also known as Rajasthan feeder, Rajasthan Agricultural Marketing Minister Gurmeet Singh Kunnar has advised farmers in the Malwa region of Punjab and the twin districts of Sriganganagar and Hanumangarh to plan farming activities well in advance as the canal system will remain closed for 40 days beginning April 16.

The chief guest, Gurmeet Singh Kunnar, a minister in Rajasthan, contributed Rs 5 lakh for the construction of Navpal Stadium in the Government Senior Secondary School. Irregularities have been detected in the grants released by the rural development and panchayat department (RDPD) for the renovation of a park and purchase of books for a library.

The park and the library exist only on paper and the grants for the renovation were allegedly being bungled, until the information procured under the Right to Information (RTI) Act by a resident of Deep Singh Wala village in Faridkot district, brought to the fore the reality.

The information procured by Gurbhajan Singh revealed that the state government had released grants worth over Rs one crore in the last four years for the renovation of the park, library and the gymnasium. But in reality, there was no park, gymnasium or library in the village.

After these anomalies were highlighted, the Director, RDPD, ordered an inquiry which is moving at a snail's pace allegedly under political pressure.

In no mood to give up, the residents of Deep Singh Wala have given a call for a protest in Faridkot next week if the inquiry is not completed in the next one week and the accused are not exposed.

Jagir Singh, a member of Naujawan Bharat Sabha, said that after a complaint along with clinching evidence was sent to the RDPD, the director of the department entrusted an inquiry to the secretary in the District Development and Panchayat Office and asked him to submit the report within 30 days.

But as the name of a market committee chairman also figures in the scandal, so even after 45 days, the inquiry has not started, alleged Jagir Singh.

However, Paramjit Singh Sidhu, the secretary, said both the complainant and the accused have been summoned. "I have been asked for a detailed inquiry into the allegations and it is a time consuming process," he said.

It is alleged that there is a lot of pressure on the complainant to withdraw his complaint as there are many influential persons involved in the irregularities.

It may be mentioned that Deep Singh Wala village has received financial grants twice for the library which does not exist in the village.

The place where a well-maintained and renovated park in the village has been shown in government records is presently being used to store wheat husk.

Rape charge turns out to be a case of adultery

The charges of rape and physical exploitation levelled by a woman at Makhu police station yesterday were found to be concocted during an inquiry conducted by the police today.

Earlier, following the complaint lodged by the woman, the police keeping in view the sensitivity of the matter, had immediately booked the alleged accused, identified as Gurjant Singh, who was arrested and taken into custody.

Giving details, Senior Superintendent of Police (SSP) Varinder Pal Singh said one Ranjit Kaur, a resident of village Gudduwala under Makhu police station had alleged that Gurjant used to intimidate her and had physically exploited her for the last one year.

The SSP said during the investigation, the accused submitted some phone call recordings to the police following which the entire data of the phone calls made by the complainant during the last three months was investigated.

The SSP said that during the scrutiny of her phone record, it was found that she had allegedly made around 700 calls to the accused.

Investigations revealed that though Gurjant had a relationship with the complainant in the absence of her husband, it had their mutual consent.

"Later, when her husband Bhupinder Singh came to know about their illicit relation through some villagers, he allegedly coerced Ranjit Kaur to file a complaint of rape and physical exploitation against Gurjant apparently to teach him a lesson," said the SSP.

Following this, the development, the police converted the rape charges into that of adultery and further action was being taken accordingly.

FIR rejected after rape case found to be false

Abohar, January 1
Taking undue advantage of the country-wide situation created by the recent cases of rape, attempts have been uncovered to implicate persons falsely.

The police here has found that the woman who had migrated from Gorakhpur district in UP to Bhagwanpura here and got an FIR registered against Powercom lineman Sardul Singh and three others recently under sections 376, 506 and 120-B of the IPC had actually got married to Sardul Singh last month.

The district police rejected the case after verifying the photos taken at the marriage ceremony. SSP AS Chahal warned against lodging false complaints. — OC

Muktsar gears up for Maghi Mela

With just 13 days left for the annual Maghi Mela to be held on January 14, a day after Lohri, which would be attended by a large number of devotees from across the country, this historic town has started wearing a festive look.

Last year, due to the strict guidelines of the Election Commission of India (ECI) regarding the expenditure incurred on political activities at the time of assembly polls, all political parties had cancelled their conferences at this traditional fair. But this year, the politicians are trying hard to show their strength by organising huge rallies and sound their poll bugle for the parliamentary polls from here.

The ruling SAD-BJP alliance is expecting Gujarat chief minister Narendra Modi to be the chief guest on their political stage, whereas the opposition Congress has also sent an invitation to its national leadership, but no names have been finalised as yet.

This time, from the SAD, its district president Manjeet Singh Barkandi has been made in-charge of the fair, whereas the Congress has assigned this important task to Dera Baba Nanak MLA Sukhjinder Singh Randhawa.

The chief of the Punjab People's Party (PPP) Manpreet Singh Badal has also announced that he would make his presence felt through a political rally.

These political parties have even identified sprawling pieces of land to hold their respective rallies, where they have started a cleaning operation.

The district administration has also started preparations at its level, as not only the memorial gates, built in the memory of 40 Muktas (liberated ones), outside the city are being repaired, but also a new look is being given to some roads and roundabouts.

The land for the installation of swings, circus, 'Maut ka kuan' (death pit) and parking lots have also been earmarked. Yashpal, the owner of an amusement company, said, "This year, we will bring two new swings during the mela, which would last till the end of January."

The preparations for the five-day long annual national livestock championship have also started. The championship would start from January 8.

Besides, special instructions have also been given to the police to make foolproof security arrangements.

The arrangements for the stay and langar for the devotees have also been made by the Shiromani Gurdwara Parbandhak Committee (SGPC) at gurdwaras across the town.

Meanwhile, illegal hoardings, posters of some political outfits related to their Maghi Mela conferences have dotted every nook and corner in the city.

However, the district administration is yet to launch any drive against it and impose any fine for violating the provisions laid under the Anti-Defacement Act.

Increased BSF vigil saw spurt in contraband seizure

Enhanced vigil and better border domination saw a tremendous spurt in the seizure of contraband besides arms and ammunition along the Indo-Pakistan border in Punjab in 2012.

As per the BSF sources, the quantity of heroin seized during the current year was almost three times as compared to the previous year.

In 2012-12, the alert Seema Praharis seized 288 kg of heroin worth `1440.62 crores in the international market whereas only 67.97 kg was recovered last year.

Likewise, the quantity of arms and ammunition recovered along the Zero Line also increased manifold. In all, 23 sophisticated firearms were confiscated from the Pakistani border whereas only nine weapons were recovered last year.

The number of cross-border drug peddlers arrested this year also saw an increase as 19 Indian and as many as 34 Pakistani smugglers were detained. The BSF also seized fake Indian currency notes (FICN) amounting to ` 46.21 lakhs during search operations along the border.

About the spurt in the recovery of contraband, BSF officials said increased strength of troops on patrolling duty along the international border helped in combating the menace of drug peddling.

Another official revealed that due to a bumper harvest of contraband in nine provinces of Afghanistan, the drug mafia made an attempt to push more narcotics towards the Indian side which has become one of the transit centres for drug trafficking. Earlier, the drugs were pushed from the golden crescent route via Pakistan and Iran and then to the international market via Turkey and other places.

However, following the execution of hundreds of drug peddlers in Iran, the modus operandi was changed and the poor economic condition of the rural folks along both sides of the Indo-Pak border were exploited to use them as couriers, confided another senior officer.

BSF officials further revealed that earlier, most cross-border drug peddlers used to adopt the "conceal and clear" strategy to smuggle the contraband into the Indian side.

However, of late, the agents from the Pakistan side come up to the fencing, taking cover in the standing crops in the fields along the border and then either throw the consignment over the fencing or use plastic pipes to push it across the electrocuted barbed wire fencing where their counterparts from the Indian side retrieve it.

In this entire operation, the smugglers on both sides communicate through mobile phones using the Pakistani SIM cards to evade any interception by the Indian security and intelligence agencies.

BSF official said modern surveillance gadgets like HHTI (Hand held thermal imagers) and LORROS (Long range reconnaissance and observation system) besides night vision devices procured from Israel and other countries have also helped the troops in various operations along the Zero Line.

"These gadgets have proved handy for the troops as they have improved the observation and surveillance along the border due to which any movement ahead of the fencing can be easily spotted," revealed BSF sources, adding that the installation of high mask illumination lights along the border has increased visibility for the force even during the foggy days and nights.

Clearing the deck for the much awaited renovation of Ferozepur feeder, also known as Rajasthan feeder, Rajasthan Agricultural Marketing Minister Gurmeet Singh Kunnar has advised farmers in the Malwa region of Punjab and the twin districts of Sriganganagar and Hanumangarh to plan farming activities well in advance as the canal system will remain closed for 40 days beginning April 16.

Presiding over meeting of the Canal Regulation Committee at Sriganganagar, he said the processing of tenders must be completed before the next meeting slated for February.

Canals were kept closed last year but works could not be taken up due to the code of conduct enforced on the eve of Punjab Vidhan Sabha elections.

The Rajasthan feeder which carries Ravi-Beas waters exclusively for Rajasthan off-takes from Harike headworks. It has a capacity of 18,500 cusecs.

The participants at the Canal Regulation Committee meeting were told that budget of Rs 60-crore has been sanctioned to construct a diversion before the proposed 40-day closure to facilitate the supply of drinking water besides making water available for construction work.

Representatives of the farming community who attended the meeting suggested that the renovation of Gang (Bikaner) canal that passes through Abohar can also be taken up during the closure.
