19 objections filed over carving of wards in villages of the district

Nineteen objections have been filed pertaining to the wards carved out in all 315 villages of the district. District Development and Panchayat Officer (DDPO) Rajinder Batra said objections have been received from villages of Bhagu, Balhad Mehma, Pathrala, Kishangarh, Buladhewala, Maanwala, Jodhpur Bagga, Pucca Kalan, Jhumba, Bager Mohabbat, Jangirana, Jhanduke, Selbrah, Bhagwangarh and others.

The year 2012 witnessed a large number of road accidents in which many people, mostly the young, in the age-group of 18 to 25 years, lost their lives. The first accident of the year was witnessed in January on Bajak road in which two youths received serious injuries after the bike they were riding collided with a tractor.

Fog disrupts normal life, Rail traffic hit

Dense fog for the past three days has disrupted the normal life in the city and has affected the public transport system, including buses and trains. Owing to fog, the visibility has reduced to range between 50 metres and 150 meters during early morning or evening hours.

Xmas celebrations at schools in the city

2 city residents booked for demanding dowry
Bathinda, December 26
Two persons have been booked by the police for demanding dowry. In a complaint to the police, one Leelu Rani, a resident of Partap Nagar, said the accused, Manoj Kumar and Darshana Devi of Power House Road, had been harassing her on the pretext of bringing less dowry.

2-day free health check-up camp from Dec 29

The Max Super Speciality Hospital will be conducting a free health check-up camp on December 29 and 30. In a press statement issued here today, the hospital spokesperson stated that considering the severity of Hepatitis B & C in the country, the camp would also be offering free tests for these diseases.

Cash worth Rs 2.74 lakh was stolen from the branch of the Punjab National Bank (PNB) at village Ramsra in the district. The theft was discovered when the staff arrived at around 10 am today.

Encroachment removed
Structure raised by hospital in violation of building by-laws demolished

A team of officials from the Municipal Corporation Bathinda (MCB) today removed the encroachment made by Narang Hospital on Bibiwala Road. The encroachment has been removed for the second time. It was earlier removed on February 14 this year. Led by XEN Tirath Ram, the MCB team razed the structure using JCB machines.

In February, the MCB team had razed the construction wherein a space of 12 feet was to be left on both sides as per the building by-laws but the structure had been constructed. Also, the building was allegedly approved for use as residence but was instead being used for commercial purposes.

"After we demolished the construction in February, the hospital authorities again constructed a wall," said XEN Tirath Ram. After the "renovation", the building was leased out to Imperial Hotel, though the hotel authorities were yet to shift furniture to the building.

Razing a structure is the most severe action that the MCB can take against a violator.

The Narang Hospital was also issued a notice directing it to knock down the entire structure.

"If we knock down the remaining portion, it will damage the ceiling of the adjoining rooms. Moreover, we will also charge the expenses incurred on hiring labourers from the violators," he said.

XEN Tirath Ram added that in case of repeated violations, the municipal commissioner is empowered to get the police force stationed at the site and the violator is supposed to bear the expenses incurred on the maintaining the police force stationed there.

He added that the municipal commissioner may soon take action in accordance with the provisions of the relevant laws.

Other members of the MCB team included the SDOs Gurpreet Singh, Sandeep Gupta, Davinder Jaura and KC Bansal besides the policemen.

19 objections filed over carving of wards in villages of the district

Nineteen objections have been filed pertaining to the wards carved out in all 315 villages of the district. District Development and Panchayat Officer (DDPO) Rajinder Batra said objections have been received from villages of Bhagu, Balhad Mehma, Pathrala, Kishangarh, Buladhewala, Maanwala, Jodhpur Bagga, Pucca Kalan, Jhumba, Bager Mohabbat, Jangirana, Jhanduke, Selbrah, Bhagwangarh and others.

As per the rules, objections can be raised by the people only regarding the continuity of wards in their villages.

However, deviating from the rules, people have filed objections even stating that their houses be included in wards other than the ones in which they have been included.

In some cases, people have even stated that they were personally not informed about the procedure and that their consent was not sought before carving out the wards in the villages.

However, Rajinder Batra said such objections were not tenable. He added that all the objections have been marked to the respective sub-divisional magistrates (SDMs).

The SDMs will now prepare a report of each complaint. The respective block development and panchayat officer (BDPO) as well as the circle revenue officer will also be roped in. The reports prepared will then be forwarded to Deputy Commissioner Kamal Kishore Yadav for his final nod.

The draft notification of the proposed wards was issued on December 20 and claims and objections pertaining to it were invited till December 27.

The list of wards was made available in the offices of the additional deputy commissioner (Development), all sub-divisional magistrates, district development and panchayat officer, all block development and panchayat officers. The lists were also pasted on the notice boards of the panchayats of all villages.

Deputy Commissioner Kamal Kishore Yadav said the wards have been formed as per the provisions in section 10 and section 10-A of the Punjab Panchayati Raj Act, 1994.

As per the draft, the 66 panchayats in Bathinda have 518 wards. Bhagta Bhaika block has 29 panchayats with 223 wards, Maur block has 34 panchayats with 252 wards, Nathana block has 35 panchayats with 289 wards, Phul block has 29 panchayats with 219 wards, Rampura block has 31 panchayats with 255 wards, Sangat block has 41 panchayats with 329 wards and Talwandi Sabo block has 49 panchayats with 383 wards.

The final notification in this context will be issued on January 31, 2013.

The division of villages into wards is expected to ensure the representation of every section of society in a village component. Earlier, the village sarpanch was elected indirectly by the panches. Now, the sarpanch will be elected directly from amongst the people in the village. As a result, there will be stiff competition.

In many villages, the sarpanches have been elected from one family only. The practice would surely end with the holding of elections.

The wards will be reserved for the members of the schedule castes (SCs) as per the rules.

The first accident of the year was witnessed in January on Bajak road in which two youths received serious injuries after the bike they were riding collided with a tractor.

The tractor was towing an agricultural tool and the front wheel of the bike came in contact with it and the youths were thrown off their bike.

In April, 19 people received injuries and an unidentified teenager lost his life after he was hit by a speeding vehicle near Balluana village. The injured was rushed to the hospital where he was declared dead. Similarly, an elderly person lost his life after being hit by a speeding vehicle near Kaleke village.

The list of injured in mishaps includes nine policemen who were on their way to Guru Gobind Singh Refinery when the Prime Minister visited to mark its commissioning.

A Delhi resident was killed on Dabwali road in June and two youngsters lost their lives in the month of May in a village near Bathinda.

Fifteen bus passengers were seriously injured when the vehicle in which they were travelling overturned near Kotshamir village in July this year. Similarly, 12 passengers received injurious when their bus overturned near Bhagi Wander village in August. Three female constables received injuries while on way for the Independence Day function in Bathinda city. They were triple riding near Gurusar Sehna village.

A student of Giani Zail Singh College of Engineering and Technology was killed in an accident on Dabwali road and another student of class XII was killed in a separate mishap on Goniana road this year.

The police also launched a special drive against the traffic rule violators. Traffic policemen said they have been issuing challans to the violators of traffic rules everyday. The cops said that the number of accidents due to wrongly parked vehicles has gone down drastically in the city as people have started parking their vehicles within the yellow line.

Because of a special drive against the traffic rule violators, the number of those who jump the red light and those parking their vehicles in a haphazard manner by the roadside has reduced to a great extent, police said. Cranes have also been introduced to tow away the wrongly parked vehicles and all this has started creating awareness among the motorists.

The number of accidents involving trains too witnessed a rise this year. More than 12 accidents involving trains were witnessed this year, including two major accidents on unmanned railway crossings near Mashana and Akalia village.

Volunteers of the NGO Sahara Jan Sewa, that works for road accident victims, attributed the rise in the number of mishaps to the rise in the number of vehicles, especially the SUVs.

The NGO has launched a special drive to curb mishaps this year by removing road blockades, especially at night.

Fog disrupts normal life, Rail traffic hit

Dense fog for the past three days has disrupted the normal life in the city and has affected the public transport system, including buses and trains. Owing to fog, the visibility has reduced to range between 50 metres and 150 meters during early morning or evening hours. Many trains are running behind schedule as dense fog engulfs the region for most part of the day.

Volunteers of Sahara Jan Sewa, an NGO, said the number of accidents too had shot up due to low visibility on the roads. Two to four accidents are being reported every morning and evening in city and nearby areas, they said.

They pointed out that drunken driving and lack of precautionary measures taken by the motorists accompanied by dense fog led to accidents.

Volunteers of the Naujawan Welfare Society, another NGO, said they had launched a special awareness drive wherein they distributed reflectors to drivers of tractor-trolleys and other light motor vehicles. They said nearly 12 auto-rickshaws parked near the railway station were provided with reflectors to avert accidents.

The volunteers said reflectors would also be given free of cost to vehicles used for public transport. The volunteers said reflectors played a vital role in preventing accidents during fog and night hours.

Weather experts said the maximum temperature recorded today was 13.4 degrees Celsius while the minimum stood at 5.2 degrees.

Traffic policemen suggested commuters should keep the headlights of their vehicles on during fog so that approaching vehicles could notice it.

Passengers at the Bathinda railway station said they had to wait for long hours to catch their trains as many passenger and express trains were running late.

The chief guest formally inaugurated the carnival by releasing balloons in the air. This was followed by song, dance and skit.

The cultural programme at the carnival set alight the festive mood and brightened the Christmas season with some unforgettable performances.

The events included dance, colouring and fancy dress competitions.

The stalls selling lip smacking delicacies were a big attraction and so were the various games stalls meant for all age-groups. Special arrangements had been made for camel ride and the lucky draw.

In the end, Santa Claus arrived and presented chocolates and gifts to school children.

Overall, it was a jubilant way of ushering in the Christmas celebrations and welcoming the stupendous New Year ahead.

Meanwhile, Bachpan, a play school in the city, organised a Donation Week on Christmas.

The principal of the school Palak Jaura said the children and their parents were told to donate their old but usable clothes, toys and shoes which were further distributed among the poor children at Pingalwara. The parents responded overwhelmingly in this endeavour, said the principal.

The directors of the school, Manu Jaura and Vikas Bansal, said the school keeps taking initiatives for the betterment of the children.

Events are organised keeping in view the requirements of the tiny-tots, Jaura and Bansal pointed out.

City students win laurels at karate championship

Students of Lord Rama School and MSD Senior Secondary Public School, who bagged prizes at the North India Karate Championship held in Bhiwadi, Rajasthan, were felicitated here today.

The director of the MSD Group of Institutes, Suraj Setia, said that the students competed with players from Himachal Pradesh, Haryana, Delhi, Uttaranchal, Rajasthan and Punjab.

In the girls' category, MSD School students Monika Singla and Arshdeep Kaur won gold

medal in individual (senior) category. A girl student from Lord Rama School, Uma Roy, won silver medal in the junior (below 50 kg) category.

In boys, Palwinder Singh from Lord Rama School won bronze medal in the sub-junior category (under 12 years). Dipanshu Chopra won bronze in the junior category (below 50 kg).

Sahil Kumar won bronze medal in the junior category (below 55 kg).

Suraj Setia and school coach Sunil Sharma congratulated the students.

Sunil Sharma said the winning players would take part in the National Level Karate Competition to be held at Gujarat in February.

2 city residents booked for demanding dowry

Two persons have been booked by the police for demanding dowry. In a complaint to the police, one Leelu Rani, a resident of Partap Nagar, said the accused, Manoj Kumar and Darshana Devi of Power House Road, had been harassing her on the pretext of bringing less dowry.

The matter was brought into the notice of the police and a case under Sections 498-A, 406, 323 and 34 of the IPC has been registered against the accused persons at the Cantonment police station.

Two booked for cheating

The police has registered a case of cheating against two persons.

In a complaint to the police, Satish Kumar, a resident of Partap Nagar, stated that he had received a phone call wherein he was informed that he had won a lottery of Rs 25 lakh in KBC.

The caller first asked the complainant to deposit Rs 7,000 and later, he told him to deposit Rs 25,000 in two different bank accounts, if he wished to receive the prize money.

The complainant stated that he got suspected over the transactions and later, requested his bank to stop the payment from his account.

The matter was brought into the notice of the police and a case under Section 420 of the Indian Penal Code (IPC) and Section 66 of the IT (Information Technology) Act was registered at the Kotwali police station against two persons identified as Pankaj Kumar and Dileep Gupta.

Ablu resident killed in road accident

A resident of Ablu village was killed in an accident.

In a complaint to the police, one Inderjeet Singh stated that his father Baldev Singh was hit by an unidentified speeding vehicle near Behman Diwana village. The mishap resulted in his father’s death.

The police has registered a case under Sections 304-A and 279 of the IPC at the Sadar police station.

Two arrested for carrying poppy husk

The police has arrested two persons, including a woman, for carrying poppy husk.

The accused have been identified as Kulwant Singh and Romi Kaur, both residents of Patti Sandli, Mehraj village.

A case under Sections 15, 61 and 85 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act has been registered in this connection at the City Rampura police station.

2-day free health check-up camp from Dec 29

The Max Super Speciality Hospital will be conducting a free health check-up camp on December 29 and 30. In a press statement issued here today, the hospital spokesperson stated that considering the severity of Hepatitis B & C in the country, the camp would also be offering free tests for these diseases.

Mayor Baljit Singh Bir Behman will inaugurate the camp.

The cardiac check-up at the camp will help people take their first step to being heart healthy by understanding the risks of heart-attack and other cardiac problems like breathing trouble, chest pain and high rate of heartbeat.

The camp will also aim at spreading awareness about gastric problems like stomach and liver pains, blood in stool or vomit, or problems related to food pipe. The camp will also educate laparoscopic surgery patients by providing help and consultation in cases of stone in gall bladder or kidney, hernia, appendix operation or tumour in uterus.

The information and public relations officer (IPRO) of Guru Nanak Dev Thermal Plant (GNDTP), Satwant Singh Aulakh has been promoted as under secretary, information and public relations head office, Patiala.

Aulakh will be joining his new post at the Patiala headquarters of the Punjab State Power Corporation Limited (PSPCL). He served the GNDTP for 28 years. He joined as an information officer and was promoted as an IPRO in 2007. — TNS

Rs 2.74 lakh stolen from PNB branch

Cash worth Rs 2.74 lakh was stolen from the branch of the Punjab National Bank (PNB) at village Ramsra in the district. The theft was discovered when the staff arrived at around 10 am today.

SHO, Raman, Paramjit Singh said the thieves had disabled the alarm that was supposed to go off in case of burglary. The burglars then broke into the bank and stole the cash.

The SHO added that the bank has a security guard during the daytime, but no guard was posted at night. Police have registered a case against unknown miscreants on the complaint of the bank manager Ashok Kumar.
