Call to hang Delhi gangrape accused
Tribune News Service

Haridwar, December 18
Women activists have demanded death sentence for the Delhi gangrape accused. A 23-year-old medical student hailing from Dehradun was brutally beaten up and gangraped allegedly by four men inside a moving private bus in South Delhi last night.

At a meeting called under the aegis of the Mahila Utpiran Nivaran and the Nirbal Jan Kalyan Samiti here today, women activists said rapists should not go scot-free after committing such a heinous crime.

Vimla Pandey, co-founder of the Mahila Utpiran Nivaran Samiti, said of late, many such shocking incidents had come to light in metropolitan cities.

"In rural areas too, such heinous crimes take place. Here rapists either roam free or go scot-free in just a few years. However, where would the victims go and get justice from?" asked Pandey.

Condemning the incident, Dr Veena Shastri, head of the Kanya Maha Vidyalaya, Satikund, Kankhal, said rigorous punishment was a must for rapists, else they would have no fear of law.

Prerna Kainthola, a former girls' union student leader, said the government should explore the possibility of permitting the imposition of alternative sentences like surgical or chemical castration in such cases.

Prerna cited such a law existing in many developed countries like the USA, the UK and Germany.

Meanwhile, the youth wing of the BJP took out a protest march today and burnt the effigy of Delhi Chief Minister Sheila Dixit for not even giving a statement after 24 hours of the crime.

Naresh Sharma, youth wing chief, said despite being a woman, Sheila Dixit had no emotions. "Sheila Dixit had recently advised girls against wearing western clothes and not to go out after 6pm. However, she does have a word for the Delhi Police or the criminals who do such degrading acts," said Sharma.

Shock waves rock Doon

DEHRADUN: The gangrape of a woman who had undergone training in paramedical science from Dehradun has shocked the citizens of Dehradun, with the social activists calling for severest punishment for the perpetrators of the crime.

The Chairman of State Women's Commission, Sushila Baluni, said that there should be zero tolerance for crime against women. "Lax laws and absence of speedy punishment has emboldened the rapists, who continue to commit the heinous crime. I think the offenders should be hanged," said Sushila Baluni.

Condemning the incident, Geeta Gairola, Project Director, Mahila Samakhya, said that many times the rape victim was harassed by the law-abiding agencies and despite the clamour for more and more women police posts, the government had failed to act.

"There is lack of sensitivity on the part of policemen, which prevents women from lodging complaints. The entire procedure is quite cumbersome," said Gairola.

Shocked by the incident, several college and office-going women said that they dread taking up odd jobs and errands at night. "The streets are not safe, the buses are not safe and the police is not helpful. The conditions are just not conducive for women venturing out alone," said Shrada Diwan, a student.

Mussoorie hotel owners oppose revised minimum wages plan
Our Correspondent

Mussoorie, December 18
The Mussoorie Hotels Association has raised objection to the new revised minimum wages plan as proposed by the state government, as it has created resentment among the hoteliers of the town.

General secretary of the Mussoorie Hotels' Association Ajay Bhargav, speaking on the issue, said that the revision of the basic pay in which the trade unions had demanded hike in pay up to Rs 12,000-15,000 per month was unjustified, and if implemented could lead to additional burden on the hoteliers and trigger unemployment.

He further said that the members of the association met Labour Minster Durgapal in the month of September and told him that the demand by the trade unions was unjustified and their side should also be heard. The association members raised objection about the formation of the committee and questioned it's genuineness to decide on the revision of pay, and demanded that they should also be included in the committee and advisory board formed to revise these wages.

The state government then proposed minimum wages of Rs 5500 per month. Following the announcement, the hotel association filed it's objections once again.

Ajay Bhargav further said that the association had contested the matter and was of the view that since the government revised the Dearness Allowance every 6 months, inflation was neutralised and there was no need of revision.

The association demanded that the food that was given to the staff at the rate of Rs 200 per month be raised by at least 12-15 % of the pay and should be in proportion to the increments in future as in Himachal Pradesh. The association demanded that the base limit of up to 10 employees be raised from 10 to 50, and the formula of DA calculation be the same as 2005 and not as per present proposed formula. Ajay Bhargav said that the abnormal rise in the basic pay shall lead to unemployment and shall be a big deterrent in the growth of industry.

“The members of the Mussoorie Hotels' Association were closely monitoring the situation along with other concerned associations and would contest their case in the High Court, too” added Bhargav.

On the other hand, the workers' association in Mussoorie is livid at delay in implementing the minimum wages as proposed by the trade unions.

RP Badoni, president of the Left-supported trade union in Mussoorie, said that the government was delaying the rise in minimum wages of the workers at the behest of the rich and powerful lobby of Hotel and Restaurants Association, and any move to dilute their demands would be opposed vehemently by the workers.

Govt staff lay siege to Congress Bhawan, burn party’s effigy
Tribune News Service

Dehradun, December 18
Intensifying their agitation after the Rajya Sabha passed the constitutional amendment Bill for reservation in promotions, state government employees today laid siege of the office of the Congress, Congress Bhawan, and burnt the effigy of the party.

The employees from different departments today collected under the banner of the Uttarakhand Adhikari Karamchari Shikshak Sangharsh Morcha at the Parade Ground and heard their leaders reiterating their commitment to continue with the boycott of work till the end of the winter session of the Lok Sabha.

“We are not disheartened with the voting in favour of the Bill in the Rajya Sabha, the Bill has to pass through the Lok Sabha to finally become an Act and we are hopeful the MPs will vote against the party line,” said Suman Singh Valdiya, chief coordinator of the morcha.

He said in the past from time to time the Supreme Court had and the High Court in its ruling had termed the quota in promotions as unconstitutional but the Central Government had gone ahead and passed a Bill in the Rajya Sabha. Later from the Parade Ground, they marched to the office of the Congress and laid siege to the office. They raised slogans against the Congress. The situation turned ugly after the employees started raising slogans and tried to force open the gates of the office. However, after the police intervened the situation was brought under control.

The members later burnt the effigy of the Congress. Meanwhile, there was thin attendance at all government offices. However, in the government hospitals, the medical staff reported for work except for the clerical staff. Due to the absence of clerical staff, the medical certificates could not be made.

Major power crisis in Dehradun
Tribune News Service

Dehradun, December 18
The Power Transmission Corporation of Uttarakhand Limited (PTCUL) erred drastically in estimating the timing of resumption of power supply to 80 per cent of the city, which has remained without power since morning due to repair of earth wire at Rishikesh. The power supply was to resume by 5 in the evening but has not been done as yet.

It is getting further difficult to guess about the resumption of power as the repair work gets impeded due to darkness at night. Residents of 80 per cent of the area could not get water supply in the evening due to power shutdown and had to scurry for water tanks. Most of the town plunged into darkness.

It was due to repair of earth wire at the State Load Dispatch Centre, Rishikesh, that two transmission lines, 132 KV Bindal and 132 Majra, which supplied power supply to Dehradun city, had to be shut down. The third remaining transmission line,132 KV

Khodri-Dakrani line, is, however, providing power supply to VIP locations in the city.

Sources at SLDC, Rishikesh, said the repair of earth wire had become imminent as it was developing faults and could create a huge problem any time. Owing to the mounting power load in winter due to excess use of heating gadgets, the transmission lines become prone to snapping, if not maintained before hand. This exercise of repair and maintenance work should have been taken long ago before the onset of winters. The officials tried to shrug off their responsibility, saying that the task was postponed due to intervening period of the winter session of Vidhan Sabha.
