Jalandhar, November 28 Kanwaljit Singh, lecturer in English, Government Girls Senior Secondary School, Nakodar, had sought some information from Raj Singh, Principal, Government Girls Senior Secondary School, Nakodar, through an RTI application sent to the office of the DEO (S) on February 6, 2012. The information sought from Raj Singh was regarding some school records - the copies of the service book, ledger of the GPF account and ACR (annual confidential report) of the Government Girls Senior Secondary School, Nakodar. While the RTI application ideally should have been transferred (from the DEO's office to the Nakodar school's principal) within a prescribed period of five days, it took as many as seven months for the process. The complainant appealed to the commission regarding the issue first on March 16, 2012, and then again on 18, May 2012, after which the commission summoned the Public Information Officer (PIO) of the DEO's office and directed him to make the information available. The commission, vide its order - AC No 742/2012 - issued on November 7, 2012, to the DEO (S) office, stated that "The commission is of the view that due to the negligence on the part of the office of DEO (S) Jalandhar, the complainant has to pursue the case in the commission and he has to face the undue harassment on the hands of the PIO. So, respondent office is directed to pay the compensation of Rs 1,000 (One thousand only) to the complainant under Section 19(8)(b) of the RTI Act, 2005, before the next date of hearing and the PIO O/o DEO(S), Jalandhar, is also hereby warned to be careful in future." The order, issued by State Information Commissioner Jaspal Kaur also stated, "Respondent from the O/o DEO (S), Jalandhar, stated that the information was in the custody of Government Girls Senior Secondary School, Nakodar, and the respondent has failed to transfer the application to the quarters concerned within the prescribed period, ie five days, thus the respondent has transferred a the application to the PIO concerned of the school after seven months' period." The information was finally made available to the complainant on the date of the issue of the order (November 7, 2012). The commission has set December 12, 2012, as the date for the next hearing in the case. On November 22, 2012, the DEO (S) office issued a memo to the then school principal Raj Singh, now posted at Government Senior Secondary School, Moro, to make the payment to the complainant and submit the receipt to the Jalandhar DEO (S) office. It has also directed the principal to later collect the requiste money from the DEO office. Speaking on the issue, Kanwaljit Singh said he suffered harassment from the DEO office's PIO. He demanded that an inquiry be ordered into the issue by the DEO (S) to get into the root of the matter. The DEO (S), Neelam Kumari, said, "There is no fault on the part of the DEO office. The school delayed in providing information to us due to which the problem arose. Though the school had provided some information on the first hearing, but it was incomplete. That is why the information had to be provided yet again. We had asked the school to pay up." |

The time period of three months given by the court to give a hearing to the petitioner, Manit Malhotra, a BJP leader, as well as the respondent, JIT, and decide on the representations as per law expired on November 23, as the verdict was passed on August 23. Till date, no hearing has been held and no verification of original plan has been brought on record. Since the trust stands dissolved, the charge of officiating chairman has been vested with Deputy Commissioner (DC) Priyank Bharti. The DC, when contacted on the matter, said since the colony of which the Congress Bhawan was a part had been handed over to the MC, the officials of the corporation would decide on the matter. "All records are with them and it should be the MC which takes decision on the shops," he said. But the MC officials are also not ready to take its responsibility on themselves. The officials claim that the JIT should have mentioned during the handing over about the alleged violation. The Commissioner, MC, Viney Bublani, said, "Why should it be so that they develop a scheme, allow some violations and then make us bear with those? We need to look into the aspect as to in which year the shops were constructed and when the scheme was handed over to us. I have instructed my staff to look into the records and report so that we can take up the issue with the trust and draw up some consensus." In the verdict, the court had also ordered that the fact as to whether the construction of the shops along the roadside had been sanctioned or not be checked and its original plan be also verified. In his complaint, the BJP leader had mentioned that the District Congress Committee (DCC) had been allotted a 1 kanal 8 marla land meant for a social institution in the year 1973-74. He had alleged that the shops had been constructed without leaving any parking space. He had also said he was not sure as to whether a building plan for the same had been approved or not. He said he had made two representations on January 11 and February 6 this year to which there had been no reply. Malhotra said if nothing happened in a day or two, he would file a "contempt of court" on the matter. |
Congress leaders want DCC chief’s poll to be held in democratic way
Jalandhar, November 28 Local Congress leaders have started voicing their opinion that others in the committee be also given a chance and appointment be held in a democratic way. Walia was appointed DCC chief in January, 2007, when the previous president Raj Kumar Gupta left the party after being denied the party ticket for the Assembly polls. Walia had then been appointed acting president. It was four years after his appointment that he was nominated as a regular president in 2011. Unlike BJP, where nominations are filed and elections are held after a term of two to three years, things have been different with the Congress. Prior to Gupta, Tejinder Bitu was the Congress chief and was changed when he was appointed Chairman of the Jalandhar Improvement Trust. Prior to Bitu, Vijay Khullar had been on the post for a good period of over eight years starting from 1992 to 2000. Varinder Sharma, Congress leader, said he believed that the policy adopted by Rahul Gandhi on strengthening the cadre and following a democratic procedure had helped make the Youth Congress go stronger. “While earlier it was believed that it would result in infighting, this has not been the case. It has rather mobilised the youth,” he said, insisting on a similar structuring of election even for the DCCs. Sanjay Sehgal, adviser member, Grievances Cell, PPCC, said the party constitution that defines a three-year term for a president should be followed. He demanded that the elections be held on ballot as was the case with most social clubs, lawyers’ chamber and even the opposition party. Arun Walia, when contacted, said he had been appointed for a second time last year with a new body elected to assist him. “Everything has been going on as per the constitution,” he said. |
‘Creative Contour’ begins at LPU

The exhibition showcased about 500 artworks, in different genre, created and designed by the university students. The creations were in different fields of art forms, including charcoal drawings, sculpting, clay-modelling, mural painting, sketching, ceramic designs, metal craft, print/card/poster making, photography, typography, 3-D modelling, graphic designs, canvass paintings, paper-cutting pasting and pottery designing. After display at the gallery and studios of the department, the artistic creations will also be displayed at Students Resource Centre of the university. Appreciating the efforts of the faculty and students, LPU Pro-Chancellor Rashmi Mittal said, " Presenting themselves as professional artists, students have displayed their own area of expertise under unique styles." Appreciating, mural painting, she lauded the work on the ceiling of one of the studios, "Working on the lines of the greatest artist of the world, Michelangelo, students have come out with a great innovative work." NRI releases debut book “Anna’s Canteen”

But when sons of the soil, settled in faraway lands, return to share their tales with the city, it certainly is a moment to cheer. Jalandhar-born Charanjit Singh Minhas’ first novel “Anna’s Canteen” was released here yesterday. A software engineer, even though Minhas is now settled in the US and runs two successful software companies there, his love for words and India made him look towards his land when he thought of penning his debut novel. The delight is the book sort of brings three cultures together. Penned by a Punjabi staying in the US the book talks about the experiences Minhas had at the BN College of Engineering in the little town of Pusad (Maharashtra) where Minhas studied. “The book is inspired by Pankaj Rathod, a man who worked at our college canteen. We called him Annna (big brother). Even as I shifted to the US, I couldn’t think of anything better than the enriching experiences of Pusad for my debut outing as a novel writer,” said Minhas. Pusad being a tribal district many tales and experiences of the exploitation of women and children also stayed on in the mind of Minhas. “The book is also about the fun of college life and the amalgamation of various cultures in colleges. We were all different people from different cultures, but still felt one. In fact sometimes our cultural differences and curiosity to learn about the others’ culture acted as a binding factor. That became the foundation for ‘Anna’s Canteen’.” Currently Minhas runs the Teksprom Inc and Qualitree companies in the US. “The book was penned with constant encouragement from my friends and editors who I kept sending it to, for their response on it, regularly,” Minhas said. Minhas stays at New Ark in Delaware in the US with his wife Harpreet and children Jasmine and Kirit. Minhas’ book launch was an event which saw huge encouragement from the city. The Director of Doordarshan, Om Gauri Dutt Sharma, mediapersons and intellectuals of the city were present on the occasion. |
Kin, friends pray for IK Gujral’s recovery
Jalandhar, November 28 Gujral was admitted to the Medicity Medanta Hospital at Gurgaon for lung infection as he was having difficulty in breathing. Doctors, according to family sources, have almost lost hope as his condition was deteriorating. "His condition is stable, but critical," said his son Naresh Kumar Gujral. "We pray for his good health. He is not keeping a good health. We went to see him last week. All he could murmur after seeing us was thank you," said his old associates Deepak Jalandhari and Surinder Saini. — TNS |

AIR to hold mushaira tomorrow
Jalandhar, November 28 Seventeen poets, including four women, from across the country, shall be participating in the mushaira, which would have "hasya-wyang" also along with ghazals and nazms. Programme Executive, AIR, Dr Tehseen Abbasi, said these national-level poets and poetesses included Anjum Barabanki and Yunus Farhat from Bhopal, Sheen Kaaf Nizam from Jodhpur, Sikander Hayat ‘Garbad’ from Roorkee, Sunil Kumar ‘Tang’ from Sivan, Vidya Rattan Aassi from Jammu, Dr Kalim Qaisar from Gorakhpur, Jahil Sultanpur from Sultanpur, Hasib Soz from Uttar Pradesh, Rajendra Nath Rehbar from Pathankot, Faryaz Farooqi from Ludhiana, Sardar Panchi from Ludhiana and Shamaz Tabrezi from Haryana. 2 shooters of Chotta Rajan arrested in city
Jalandhar, November 28 The shooters were identified as Dilip Upadyay and Talvinder Singh, who were wanted in an incident in which Mumbai hotelier B.R. Shetty was shot at. Shetty is running a chain of hotels in Mumbai, Dubai and Malaysia. He was reportedly shot at and injured on October 3 by the gangsters. Sources said the shooters hailed from Mumbai and had been working for the don for the past sometime. After engineering the shooting incident, they had been hiding in Ludhiana for the past some days and shifted to Jalandhar on Monday only. After knowing their location, sleuths of the Mumbai Police raided the city and nabbed them. Senior police officials of the Jalandhar police, when contacted, said they were unaware of the raid. Additional Deputy Commissioner of Police (ADCP), Headquarters, Navjot Singh Mahal said he did not know about the raid of the Mumbai Police. |
Elderly man dies in accident
Jalandhar, November 28 The deceased was identified as Roshal Lal (75). Police sources said on Tuesday evening Roshal Lal was heading home on his bicycle and when he reached near Badshahpur village he was hit by a speeding vehicle. Roshal Lal sustained serious head injuries in the accident and died on the spot.aThe Lambra police has registered a case under Section 304 A of the IPC. |
Garment showroom burgled
Jalandhar, November 28 The showroom owner, Shiv Kumar, said this morning he was informed by his acquaintances that the locks of the showroom were lying broken and when he reached the spot he found his showroom completely ransacked. He alleged to the police that the miscreants had made off with Rs 50,000 lying in the safe and garments worth several thousands of rupees. Officials of the Division No 8 police station

Tantric ‘dupes’ woman of
Rs 38,000
Jalandhar, November 28 The woman has alleged in the complaint that she had approached the tantric to get solution for her family dispute and the tantric had promised to solve the problems through black magic power. She claimed to have paid Rs 38,000 to the tantrik for the purpose. "When after a few days, my family problem were not sorted out, I called up the tantrik on phone for several times, but he did not respond," she alleged to the police. Surinder Pal, Station House Officer (SHO), said acting on the complaint, the police had detained the tantrik's aide yesterday for questioning, but the tantric could not be detained so far. A case would be registered only after conducting a thorough investigation. |
Gang of robbers busted, 7 held
Jalandhar, November 28
The gang had been involved in several snatching and looting incidents in the past. The arrested robbers have been identified as Ashok Kumar of Kot Sadiq, Sonu of Bhargav Camp, Vinod Kumar, Singha, Ravi of Dadke Jandhu, Raman of Green Avenue and Atul of Deol Nagar. Police officials said during preliminary investigation the police had found their involvement in seven cases of looting and snatching. The police had also recovered three pairs of gold earrings and two mobile phones from the robbers. The police said three more members of the gang had been identified. |
