Credit card racket unearthed, four arrested
New Delhi, November 28
A credit card racket has come to light where the accused allegedly cloned domestic and international cards with the help of a skimmer, an instrument used for copying the data of a credit or debit card.

Tibetans rally around; cry for freedom

A day after a Tibetan youth Kalsang Kyab (24) set himself ablaze in the Ngaba region of eastern Tibet, over hundred residents of Tibetan settlements of Delhi today lodged a protest against the Chinese regime, demanding independence for Tibet and return of the Dalia Lama from exile during a rally at Jantar Mantar here.

Registering their resentment, the group comprising the university students and activists of the Tibetan Youth Congress (TYC), said that the cause of a free Tibet has failed to get the required attention of the world and the only way left for them is self-immolation. Human rights, they say, have lost the meaning in their context.

Sharing his experience, Konchok Yangphel, TYC’s finance secretary, who fled from Tibet after his tenth class, said, “Since 2008 after completing my studies from the university here, I have lost links with my family. I haven’t spoken to them for fear of being tapped. This is true for the majority here. We represent the voiceless people of Tibet and do not have much to depend upon, yet we move on.”

“We have always adhered to non-violence. As hunger strike and protests haven’t moved the government, we are forced to resort to this path (self-immolation). For us, self-immolation is the last step,” said Dorjee, a member of Tibetan Youth Congress.

Apart from Kalsang who set himself on fire in front of a Chinese government office in Kangtsa town on Monday this week, three others had taken the same course and immolated themselves, including a nun Sanjay Dolma in Quinghai and Wangyal in Sichuan province.

“The situation in Tibet is alarming and if the talks about human rights are not empty words, then they should be practised in Tibet too. People there have been living in fear and those in exile have no other option than to live in pain,” TYC’s finance secretary Konchok Yangphel remarked while referring to the United Nation’s Universal Declaration of Human Rights Convention, to which China is a signatory.

To all the Tibetans in exile, with nearly 3,000 said to be residing in Majnu Ka Tila, Buddha Vihar and places close to universities in the Capital, Konchok said life revolves around the struggle that may have disconnected them from their families, but their spirits remain undaunted.

Credit card racket unearthed, four arrested

New Delhi, November 28
A credit card racket has come to light where the accused allegedly cloned domestic and international cards with the help of a skimmer, an instrument used for copying the data of a credit or debit card.

They allegedly used to steal the data of customers and copied them on a plain card having a magnetic strip, through the skimmer.

The four accused in the case namely Dheeraj Khanna, a resident of Geeta Colony, Pankaj Deewan, a resident of Krishna Nagar, Yogesh Mahajan, a resident of Anand Vihar and Mohd. Yasin, a resident of Balimaran, have been arrested. The police has recovered 12 Electronic Data Capture (EDC) machines, one skimmer, credit cards in various names and forged documents from their possession.

Sanjeev Kumar Yadav, Deputy Commissioner of Police, Special Cell, said that a complaint was received from Samarjit Singh Sahi, manager of Risk Control Unit, HDFC Bank, in Rajouri Garden where he mentioned that he had installed EDC machines to facilitate the payment by credit and debit cards through their bank network in the establishments owned by one Rohit Kumar in Chandni Chowk.

“Two EDC machines were provided by the bank in the names of Ultimate Jewellers and Altimate Jewellers in Amar Market, Dariba Kalan, Chandni Chowk. Rohit Kumar had opened current accounts with the bank and asked for EDC machines,” said Yadav.

The police said that the complainant witnessed suspicious transaction pattern at the merchant terminals. A case was registered by the Special Cell, Lodhi Colony, and investigation taken up, said police officials.

During the course of investigation, Rohit Kumar, owner of Ultimate Jewellers, was identified as Dheeraj Khanna, a resident of Geeta Colony. He had opened a current account in HDFC Bank on a fictitious name, said the police.

He used to get 40 per cent of the total amount swiped on his EDC machines. He further revealed that some cloned credit cards were swiped on these machines with the help of Pankaj Deewan, Yogesh Mahajan and Mohd. Yasin.

BJP seeks probe into legislator’s area expenses

New Delhi, November 28
The BJP demands a judicial inquiry into the expenditure of Rs 400 crore spent by various agencies of the Delhi government under the legislator’s Local Area Development (LAD) scheme.

Delhi unit chief of the BJP, Vijendra Gupta said that in view of the special needs of 70 Assembly constituencies of Delhi, the government had started the LAD fund for providing basic amenities in the area. Each legislator gets Rs 4 crore annually for the development of his area under the scheme. The urban development department of the Delhi government releases this fund.

In a statement issued today, Gupta said the urban development department of the Delhi government had not forwarded the accounts of the expenditure from the year 2008 to 2011 to the CAG. The CAG has raised objections to it.

He said that under this scheme from the year 2008 to 2011, the Delhi Jal Board was paid Rs 178.7 crore for providing clean drinking water in the Assembly constituencies. The DJB has not accounted for the amount spent.

Self-defence workshop for Jamia girl students

Jamia Millia Sarojini Naidu Centre for Women’s Studies along with the Delhi police has undertaken a 10-day “Self-Defence Training Workshop” for girl students at the Jamia university.

Director of Sarojini Naidu Centre for Women’s Studies, Bulbul Dhar-James said, “We have received an overwhelming response from the participants. Owing to the ongoing semester exams at the university, we have begun the workshop for Jamia schoolgirls between the age group 16-18. We initially planned two batches for the workshop with the strength of 60 each. We are now running two batches of 110 girls each.”

Minor fire in Parliament Annexe, no one injured

A minor fire broke out in the Parliament Annexe this afternoon though no one was injured, said fire officials.

The fire was reported from room number 7 and 8 around 12:30 pm, said the fire brigade officials. No major damage has been reported.

Five fire tenders were rushed to the spot to control the situation.

The fire officials said that the cause of the fire is yet to be ascertained, adding that it could be a case of shortcircuit.

Three held for forging property papers

A gang of cheats who allegedly sold property by forging documents has been busted by the Delhi police. Fifty-six blank stamp papers which are more than 40 years old were recovered from them.

Deputy Commissioner of Police, northwest district, P Karunakaran said that three persons have been arrested for being allegedly involved in the matter.

The accused Ashok Singhal (40), a resident of Vijay Vihar; Anil Kumar (52) of district Baghpat, Uttar Pradesh; Ganga Parsad Tiwari (58) of Karawal Nagar, Delhi, have been apprehended.

The matter came to light after a complainant Geeta Devi reported to the police that she had purchased a plot measuring 50 square yards for Rs 4,30,000 from one property dealer namely Ashok Singhal in 2011. She said that he had handed over several property documents to her but when she went to the plot, she came to know that it belongs to someone else and the papers executed by the dealer were forged.

The police said that on the basis of her complaint, a case was registered in Swaroop Nagar police station. During interrogation, the accused disclosed the name of another person who made the forged documents of the aforesaid property.

“Anil Kumar was nabbed along with a stamp vendor, Ganga Parsad Tiwari from Kashmere Gate registrar office. The recovered stamp papers are rare. It will be difficult to make the difference when one puts old dates on them,” said Karunakaran.

It was revealed that the accused had been doing this for the last 20 years. “They said that they could not estimate as to how many forged papers had been made by them. More cases of cheating would be worked out from the recovery of old blank papers,” said the police.

Man found dead in house

A 22-year-old man was found dead in his house in the Narela area of northwest Delhi last night, said senior police officials today.

Yogender was found dead in his room in Mamurpur village. Police officials said that the body of the victim has been sent to Sanjay Gandhi Hospital for postmortem.

Yogender lived with his parents and was working in a private company. “On Tuesday evening, Yogender’s parents went to attend a wedding. When they returned late at night, they found the house locked from outside,” said a senior police official.

He said that they tried to call on his cell phone, but it was switched off for a long time. “They grew suspicious and peeped through the window only to see their son lying in a pool of blood on the floor. They immediately called the police,” said the police official.

Six hurt in South Delhi accidents

New Delhi, November 28
Six people were injured in two separate accidents in south Delhi last night, said a police official.

In the first incident, one Audi car hit two persons near Saket Mall, said the official.

The car is believed to be in the name of some BJP leader and was being driven by his son, according to sources.

“Behind the car park of Saket Mall, two parking attendants were hit by an Audi car last night. They were admitted to AIIMS Trauma Centre where their condition is stated to be out of danger,” said the police. The car has been seized and further investigation is being done.

In the second incident, a speeding Esteem car rammed into a bus stop on Lodhi Road near Jawaharlal Nehru (JLN) Stadium, leaving the four occupants of the car badly injured. They were admitted to AIIMS Trauma Centre and are said to be in critical condition, said the police.

According to a police official, a speeding Esteem car was coming from Defence Colony and was headed towards Central Delhi.

“When it reached Lodhi Road near JLN Stadium, the driver lost control of the vehicle and hit the divider, ramming into a bus stop,” said the official. The bus stand was also damaged.

The injured were taken to AIIMS hospital by the police.
