Extension of municipal limits gets final nod
In a hurry, MCB panel puts aside objections by Sr Deputy Mayor as a state govt team in city to start denotification procedure
Megha Mann
Tribune News Service

Bathinda, November 16
An MCB (Municipal Corporation, Bathinda) sub-committee today hurriedly gave the final nod to the extension of municipal limits.
The approval came in at the time when a team of the state government is already in the city to start the de-notification procedure and prepare a proposal for a new formation. The 25-member team is putting up at the community hall in the Model Town, Phase-III.

Headed by Mayor Baljit Singh Beerbehman, the sub-committee gave nod to the extension of the municipal limits.

When senior deputy mayor Tarsem Goyal raised objections on the issue, the sub-committee members requested him to pass it and not level any objection owing to its urgency.

The sub-committee reviewed two objections that public had filed over the delimitation. Both the objections stated that the municipal limits are being extended for political gains of the ruling party. However, the sub-committee considered these objections hypothetical and turned them down.

Corporation officials had stated that extending MCB limits would increase the earnings for the MCB with minimum liability.

Earlier, sub-committee members Tarsem Goyal and municipal councillor Jagroop Singh Gill had demanded exact details of the liability and the profit, which the MC officials failed to provide. The MC officials also could not give a satisfactory answer to this query.

Meanwhile, another sub-committee constituted to assign consultancy for multi-level parking at the fire brigade site on the Mall Road has also passed the proposal. Tenders would be floated inviting consultants to design the project as well as arrange for private builders.

"The private builder, who will undertake the construction on the PPP (public-private partnership) mode, will pay for the consultant's fee. The fee will not be the liability of the MCB. However, in case the government shelves the project before the private builder is given the work, the corporation will have to pay for the work completed by the consultant agency," the MC officials said.

The consultant will undertake conceptualisation, feasibility, techno-feasibility and commercial viability of the project. The corporation plans to start the work on the site by April next year.

Fact file

The present municipal limits are spread on an area of 68.5 sq km.

Last time, the limit was extended in 2008. Then, only cricket stadium area on the Dabwali road was brought under the municipal limits.

Now, the MCB limits have been extended beyond the Bibiwala Chowk covering the Silver Oaks Colony, Silver Oaks School and the Jugraj Marriage Palace.

The areas starting from Gillpatti to Sivian along the proposed Ring Road, along the ring road till Ferozepur railway line, from the Ferozepur railway line to the old MC limit, along the old MC limit to Behman distributary, along the distributary to kacha road, from the kacha road to Ring Road, from the Ring Road to the Sirhind canal, from the Sirhind canal to the boundary of Bir Talab, from the Bir Talab boundary to the Bir Road, from the Bir Road to Ring Road, from the Ring Road to the Badal road and from the Badal road to the old MC limit have also been brought under the MC limits.

On the Malout Road, besides Sanawar School, a petrol pump and Kingfisher Marriage Palace too would now be within the MC limits.

Similarly, on the Multania road, a petrol pump, Virat Greens, Skyland Marriage Palace and small industrial units near the Bir Talab medicines and shops would also fall under the MC limits.

Bathinda, November 16
The city traffic police today impounded a wrongly-parked car belonging to a judge.
The cops deployed near the Arya Samaj Chowk impounded the private car with blue beacon atop and bearing the registration number of Bathinda.

While talking to TNS, ASP (City) Patil Ketan Baliram said the private car, Hyundai Verna (PB-03-AA-8816), of Judicial Magistrate Gagandeep Jindal had been impounded by the traffic policemen after an altercation.

"The 'sifarish' used by offenders to escape punishment are not entertained anymore and the police force has been instructed to impound vehicles even if it bears a red or blue beacon, or belongs to any influential person of the city," the ASP said.

The strictness adopted by the traffic police to streamline the flow of vehicular traffic in the city has been appreciated by the residents.

The vice-president of the Youth Akali Dal, Rahul Jhumba, said the police must crack the whip on traffic violators without entertaining to any 'sifarish'.

"The police is slowly winning the faith of the city residents, who of late, seem to have imbibed a sense of security," Jhumba said.

Another resident Balkaran Singh said now, people don't park their vehicles haphazardly on a roadside.

"The police has now made everybody aware of the importance of the yellow line on the roads. If somebody has wrongly parked a vehicle on a roadside, it will surely be picked up by towing vehicle of traffic cops and will be released after imposing a hefty penalty on the violator," said Rohit Jindal, a city resident.

He said now, even showroom owners, staff of hospitals and other institutions situated on the main roads in the city had started asking visitors to keep their vehicles well within the yellow line.

"I visited a hospital on the GT Road where the receptionist first enquired about my conveyance and then asked if it is parked within the yellow line. Another hospital on the road has put up signboards for proper parking of vehicles," said Vatsal, a resident of Model Town.

She said the institutions advise visitors not to park their vehicles wrongly as it earned them a bad name if traffic cops left a vehicle from outside their premises.
