Colony’s ‘PUDA approved’ claim doubtful

The district police, led by Senior Superintendent of Police (SSP) Snehdeep Sharma, observed the Commemoration Day at the Police Lines here today. Addressing the gathering, the SSP said last year, 566 police personnel had sacrificed their lives throughout the country while performing their duties. He said of them, 29 cops, including three from Barnala district, were from Punjab. The SSP also honoured the family members of 35 police martyrs by presenting them with blankets and cash.

A young officer of the Indian Administrative Service (IAS), Dr Joram Beda, hailing from the tribal belt of Arunachal Pradesh, has taken a novel step to ensure that work related to any government department gets done through the Suvidha Centre situated at the district headquarters here in Moga within a stipulated time period. In case, one does not get his work done on time as per the provisions laid down in the Right to Service Act, the staff at the Suvidha Centre has to provide a one-page form to fill up so that a formal complaint can be lodged against the 'erring' officer who failed to provide the desired service.

Irate over the slow pace of lifting paddy, farmers of Balochkera village in Lambi Assembly constituency of Muktsar district today blocked the Malout-Seetogunno road for over two hours. The agitating farmers demanded speedy lifting of their produce from the focal point. They said the officials of the government agencies, who have been assigned the task of procurement were not lifting their produce citing the high moisture content in the paddy crop.

Colony’s ‘PUDA approved’ claim doubtful

Despite the state government's efforts to put a ban on the registration of sale deeds of plots in unapproved residential colonies to check their mushrooming growth, the problem is far from over.

A residential colony was inaugurated today at Bathinda road in Malout with huge hoardings on the roads describing it as "PUDA (Punjab Urban Development Authority) approved".

The authorities concerned revealed that the colony had not been approved so far and if the owners of the colony had mentioned it as "PUDA approved", then they were inviting legal action.

Uma Shankar Gupta, Chief Administrator, Bathinda Development Authority (BDA), said, "The colonisers have submitted their documents but we have not yet given them the licence. They can't claim it as PUDA approved as of now."

While visiting the site of the 17-acre colony, it was found that its owners had not only installed a huge board mentioning it as "PUDA approved" at the site, but also in other parts of the town.

They were even found distributing free brochures of the colony, mentioning that it had been approved by PUDA, to those attending the inaugural ceremony.

Sources said the colony was being developed by some liquor traders of Muktsar, who have close affiliation to the ruling party.

Meanwhile, Tehsildar, Malout, Harsharanjeet Singh said, "As of now, we have not received a single document regarding PUDA's approval either from the owners of the Star City colony or from the PUDA officials. The plots in this colony are not yet approved in our records."

On the other hand, Gaurav Saluja, MD of the Star City colony, claimed, "We have deposited the fee with the PUDA but the licence is still pending, which is expected soon. The delay was caused only due to some change in the layout of the colony at the last moment."

It may be mentioned that earlier during its survey, the BDA had identified 132 of total 136 residential colonies as unapproved in Muktsar district. And 11 of the total 12 colonies were declared unapproved in Malout town.

Additional deputy commissioner Jora Singh Thind, SP (Headquarter) Vipan Chaudhary, Barnala DSP Harmeek Singh Deol, chairman of Zila Parishad Gurtej Singh Khudi Kalan, former chairman of Improvement Trust Inderpal Singh Chehal and the SAD in-charge for Barnala Assembly constituency Malkiat Singh Keetu were present.

Ferozepur: Rich tributes were paid to the police personel who had laid down their lives during various counter insurgency operations, during the Commemoration Day parade held at the Police Lines here today.

Deputy Commissioner S Karuna Raju, SSP Varinder Pal Singh, SP (Headquarters) Lakhbir Singh besides other senior civil and police officials took part in the function.

The SSP said 43 policemen belonging to this border district laid down their lives in the line of the duty. The SSP said a total of 2 DIGs, 3 SSPs, 4 SPs, 12 DSPs, 32 inspectors, 61 sub- inspectors, 111 ASIs, 268 head constables, 817 jawans, 294 Home Guard volunteers besides 180 SPOs belonging to the police force attained martyrdom during the dark phase of insurgency in the state.

Fazilka: The Commemoration Day was observed at the Sadar police station here today.

Police contingents saluted the martyrs by reversing their arms. Ten police personnel sacrificed their lives in Fazilka district. They were ASI Gurnam Singh, constables Harbans Singh, Iqbal Singh, Rattan Singh, Karnail Singh, Santokh Singh, Punjab Home Guard constables Bulla Singh, Harnam Singh, Rulia Singh and Mangat Ram.

Deputy Commissioner Dr Basant Garg, SSP Amar Singh Chahal, SP (H) Manmohan Kumar Sharma, SP (D) Balbir Singh, DSP Ram Parkash, DSP (H) Vibhor Sharma and other officials offered floral tributes to the martyrs. The kin of the martyrs were honoured.

Speaking on the occasion, the SSP said 1,784 members of the Punjab Police made the supreme sacrifice during the phase of militancy.

Sriganganagar: Thirty eight cops, including women, were decorated with Uttam Sewa and Ati Uttam Sewa medals in recognition of their distinguished service at the Police Shaheed Diwas function organised here today.

In case, one does not get his work done on time as per the provisions laid down in the Right to Service Act, the staff at the Suvidha Centre has to provide a one-page form to fill up so that a formal complaint can be lodged against the 'erring' officer who failed to provide the desired service.

Additional Deputy Commissioner (ADC) Dr Beda has made it mandatory for the Suvidha Centre staff to get this form filled from everyone who does not get the desired service on time. The complaint is then sent to the SDM as per the provisions of the law for a formal inquiry.

“Most people come from rural background and do not know whom to approach for their work. Instead of wasting time to educate them on the Right to Service Act, I have made it mandatory for the staff sitting at the delivery counter to facilitate them in lodging a formal complaint against the head of the department concerned if they do not get their work done on time,” he said.

In the past two months, the Suvidha Centre staff has lodged more than 200 such complaints and sent them to the SDM for inquiry. "Interestingly, when the SDM sends notices to the officials concerned, they spring into action and complete the job before appearing in front of the magistrate to face the inquiry," the ADC added.

Dr Beda said the very idea of introducing mandatory provisions for lodging the complaint is to set the system in order and make government servants answerable in terms of their functions, duties and obligations. "The system has brought wonderful results in just two months. There is no pending work at our Suvidha Centre except for one or two applications due to some complications," he said with a smile.

The next task on the agenda of Dr Beda is to set the things in order at the Suvidha Centre being run by the transport department. There is a long list of pending works related to registration of vehicles, driving licences in the department, which has from time to time faced allegations of corruption leading to registration of criminal cases.

About right to Service Act

  • Basic services like issuance of birth and death certificates, denomination of caste, income and domicile, electricity connection to households and commercial shops, domestic water connections, issue of ration cards and many other such services are included in the Right to Service Act.
  • The Act guarantees delivery of specified services within a stipulated time period. If the service is not provided within the stipulated time-frame, a person can file a complaint within a period of 30 days before the SDM or any other designated magistrate.
  • If the complaint is rejected, then the citizen will have a chance to file an appeal within 60 days of rejection of the complaint before the district magistrate.
  • If the district magistrate fails to provide relief, the citizen can file a complaint at the state-level before the Right to Service Commission.
  • The Act also provides for payment of penalty for failure to provide service without sufficient and valid reasons.

The agitating farmers demanded speedy lifting of their produce from the focal point. They said the officials of the government agencies, who have been assigned the task of procurement were not lifting their produce citing the high moisture content in the paddy crop.

"It is also due to the neglect of the government officials that the produce has been lying in the mandis, facing rains, which has increased its moisture-content," said the farmers.

Malout Naib Tehsildar, Lakhwinder Singh and Lambi SHO Gurpreet Singh reached the spot and persuaded the farmers to lift the dharna.

Infy hires 22 techies from Ferozepur

More than 22 students belonging to the government managed Shahid Bhagat Singh State Technical Campus have been offered placement by the IT giant Infosys during the campus placement drive held in the college campus.

Giving the details, TS Sidhu, campus director, said more than 200 students had appeared in the online test conducted by Infosys and after several rounds of interviews, 22 students were selected which was a landmark achievement.
