Kanungo caught taking bribe

Members of the Punjab Students Union today held a convention at the local Desh Bhagat Yadgaar Hall to protest against Dalit students being reportedly made to pay their fees (school and college) even as the Central Government directives had forbidden the state governments to do so.

Kanungo caught taking bribe

Jalandhar, October 18
The Vigilance Bureau (VB) wing of the Punjab Police today caught a kanungo red handed while taking a bribe of Rs 15,000 from a Ludhiana-based industrialist.

Jarnail Singh, kanungo, Circle Tehsil-I, Jalandhar, was arrested by the VB sleuths, headed by Deputy Superintendent of Police (DSP), Hoshiarpur, Baldev Singh, from his office located in the Tehsil Complex at about 12.30 pm.

Interestingly, the complex is located on the premises of the District Administrative Complex that houses the offices of the Deputy Commissioner, Commissioner of the City Police, Senior Superintendent of Jalandhar (Rural) police, Chief of the VB, Jalandhar, and various other senior functionaries from the civil and the police administration.

Rupinder Singh, SSP (VB), said a trap was laid against the suspect on the complaint of Baljit Singh, a city resident, who is running a small-scale unit in Ludhiana.

In his complaint to the VB, Baljit Singh had alleged that Jarnail Singh had been demanding bribe for conducting the demarcation of a chunk of land that the complainant had purchased adjacent to Surya Enclave for a long time.

As the complainant was not willing to entertain the kanungo, he lodged a complaint with the VB, following which a trap was laid during which Baljit Singh was asked to hand over "powdered" currency notes, amounting to Rs 15,000, to the official at his office. As he accepted the money, the VB sleuths nabbed him red handed.

The police has registered a case under various provisions of the Prevention of Corruption Act against him at Jalandhar.

'Adhere to Centre order on fees'

Members of the Punjab Students Union today held a convention at the local Desh Bhagat Yadgaar Hall to protest against Dalit students being reportedly made to pay their fees (school and college) even as the Central Government directives had forbidden the state governments to do so.

They based their demand on the premise that the Central Government's directive (number 11017/7/2002) SCDV dated 24/2/2004 and the memo (number S.22/11592-95 dated 9/9/2004) of the Director Welfare, stated that the SC students, whose family had an income of less than Rs 1 lakh and SC students - from families having an income of less than Rs 2 lakh ? pursuing studies in research, medical education, higher education, technical education and arts colleges were not to be charged tuition and non-refundable compulsory fees for the same.

On the occasion, PSU state committee member Karam Sekha said the Central Government had sent scholarships for Dalit students as per the post-matric scholarship scheme, but the students never got it.

He said Dalit students were paying lakhs of rupees to college managements as fees.

Despite the Centre directives, Dalit students studying in private colleges were being charged exorbitant fee, while even those studying in government schools (in plus one and two) classes were being charged a fee, he added.

Auto-rickshaw union protests delimitation of routes

The Jalandhar Auto Rickshaw Workers Sangharsh Committee today held a protest outside the District Complex against the order of high court not to ply auto-rickshaws beyond the boundaries of the Jalandhar municipal corporation.

They also submitted a memorandum in the name of the Transport Minister to the Deputy Commissioner. They demanded from the minister that the imposition of the boundary limit on auto-rickshaws should be ended as soon as possible.

They also raised slogans against the traffic police for stopping the autos going beyond the MC limit.

Union leaders alleged that the implementation of the order would directly hit their daily earnings. If we do not ply autos outside the MC limits, we will not be able to earn sufficient daily bread for our family, the protesting leaders alleged.

The Jalandhar MC limit is spread in just 14 km and the city has about 12,000 auto-rickshaws, union leaders quipped. How could these huge numbers of autos be plied in such a small boundary of the MC?

To implement the orders, the traffic police today laid a naka at various boundary points and did not let the auto-rickshaws to cross the MC boundary.

Electrician falls off roof, dies

An electrician fell off the roof of a temple building last evening and died.

The deceased was identified as Ravi Kumar (19) of Lathimar Mohalla. He was working at Aman Light and Sound Corner. Police sources said last evening, he had been installing lights at a Shiv Mandir and his feet slipped off the roof and he fell.

He was immediately taken to a nearby private hospital, but was declared brought dead by doctors. Serious head injuries became the cause of his death.

The Police Division No. 8 initiated inquest proceedings under Section 174 of the CrPC.

Ex-sarpanch among 3 booked for fraud

The Lambra police has booked a former sarpanch of Nahlwan village along with his two accomplices in a fraud case. The accused had allegedly committed a fraud of several lakhs in a property deal case.

The accused were identified as Mahinder Singh, Pritam Singh and Harinder Kaur.

The complainant Manjinderdeep Singh of New Dashmesh Nagar, in his complaint, alleged to the police that in July 2011, he had struck a deal to purchase land worth several lakhs and had also paid the initial installment to the abovesaid persons.

“We had decided to get the registry of the land done in February this year. When the fixed day came, all three backtracked from their earlier statement and did not turn up to complete the final processing of the land deal,” the complainant further alleged.

Meanwhile, the complainant approached the Senior Superintendent of Police (SSP), which led to the registration of fraud case. The accused are still at large, the police said.

Youth booked for sexual harassment

The Nakodar police has booked a person for sexually harassing a woman on the pretext of marrying her.

The accused has been identified as Harpreet Singh of Hargobind Nagar in Ludhiana. A case under Sections 376, 420, 506 of the IPC was registered on Wednesday.

The complainant Arpita(name changed) had complained to the police that after she developed friendship with the said person, he frequently started visiting her home and developed physical relations. On September 29, 2012, he took her to some isolated place in Ludhiana and developed sexual relations with her. “Whenever I asked him to marry her, he never paid heed to my calls and continued sexual harassment.” She alleged that Harpreet’s brother Jaswinder and sister-in-law Harbhajan Kaur also helped him in the crime.

The victim further alleged to the police that the accused had also video-graphed her in objectionable poses and even threatened her with dire consequences if she approached the police. Police sources said after registering a case, investigation had started.

PowerCom, LPU employees killed

A PowerCom employee, Dhani Ram, resident of Gobindpura, died after falling down from an electric pole while repairing power lines at Khalwara Gate here last evening.

In another mishap, a Lovely Professional University (LPU) employee, Jatinder Kumar, hailing from Bihar, died on the university campus yesterday. Both bodies have been sent to the Civil Hospital for postmortem.
