Doon bandh tomorrow
Traders, lawyers, students to protest against rising crime in city
Tribune News Service

Dehradun, October 17
The Dehradun Bar Association (DBA), the Doon Traders Association and the Dehradun Jewellers Association have decided to observe city bandh on October 19 to register their protest against the deteriorating law and order situation in the city. Many student and social organisations have also extended their support to the DBA for bandh.

In the wake of their two-day strike which started from today, the advocates did not go to the district courts today. Advocates will take out a march from the district courts to the Clock Tower. The DBA is hopeful of getting support from the Deradun Transport Association. However, petrol pumps have not been included in the strike.

Members of the DBA also met Chief Minister Vijay Bahuguna today who assured them of taking some concrete steps in this direction soon.

All these associations came together after the wife of advocate OP Saklani was killed brutally in broad daylight at her residence on New Park Road a day before.

One day prior to that incident, jewellers in Dhamawala Bazaar had also blocked traffic when a young man ran away with a gold chain from a jewellery shop.

President of the DBA Surinder Pundir said,

"The killing of our fellow advocate's wife is not the only reason which has prompted us to take the decision to close the district courts for two days followed by city bandh. Life and property of all residents is at stake. Thieves who are targeting traders particularly have created a sense of fear and insecurity among traders. It seems the police has lost grip over the situation and has joined hands with criminals and thieves."

General secretary Anil Gandhi said the police was not registering complaints of people and was arresting innocent people, given to which the anti-social elements had got free hand to go on committing crime in the city.

The Dehradun Jewellers Association, which had a fruitful meeting with Deputy Inspector General, Dehradun Range, Sanjay Gunjiyal a day before after he accepted all its demands with regard to ensuring their security, has also agreed to support the call for city bandh.

President of the association Sunil Masson said, "The Jewellers Association is a part of the Doon Traders Association which is a composite body of around 150 trade associations. The decision taken by the association is applicable on us as well. We cannot separate ourselves from it."

President of the Doon Traders Association, Vipin Nagliya said traders were observing bandh in support of the cause taken up by the DBA but he said they were equally aggrieved over the worsening law and order situation.

He said soon traders would meet the Director General of Police in this regard.

Peyjal staff without salary for month
Tribune News Service

Dehradun, October 17
With the Uttarakhand government backtracking on the centage issue and refusing to bear establishment costs of the Peyjal Nigam as recommended by the Indu Pande Committee, officers and employees of the Peyjal Nigam have once again been deprived of the salary for the month of September.

For the past one year, the Peyjal Nigam has been in the throes of financial crisis and despite the BJP government and the now the Congress government agreeing to go by the Indu Pande Committee recommendations, the financial problem of the Peyjal Nigam persists.

“A total of 1,322 employees of the Peyjal Nigam have been without salaries for the past one month and we have already apprised the authorities of our intention to resort to strike, if the crisis persists,” said engineer BK Jain, president, Uttarakhand Adhikari Karamchari Samanvey Samiti (Peyjal Nigam). A few weeks ago, the Bahuguna government had agreed to heed to the demands of the Peyjal Nigam by not only increasing the centage charge from 12 per cent to 15 per cent but also bear the establishment cost of the Peyjal Nigam so that regular salaries could be given to the employees and officers. But none of these decisions have been implemented.

The Peyjal Nigam gets centage for undertaking works related to construction and maintenance of various water and sewerage schemes. Since the formation of the state, it has been getting little work. As the government does not pay for the establishment costs, the Peyjal Nigam has to allocate a sizeable amount for the payment of salaries from the centage amount which has worsened the matters. Since the creation of the state, the Peyjal Nigam has been saddled with a loss of Rs 107 crore.

The city police has made significant progress in solving the case of murder of Pushpa Saklani, wife of advocate OP Saklani. She was found killed in her house on New Park Road a day before. A team led by Station Officer, Kotwali, MS Negi, is zeroing in on the culprits in Saharanpur.

The culprits have been identified and their location, too, has been traced.

The police is not divulging much at this stage.

According to sources, the convicts might be arrested and brought back to Dehradun shortly.

The maid servant had told the police yesterday that she saw three youths entering the house and pushing her aside. She said she fell down and became unconscious. When she regained consciousness, she saw Pushpa lying dead on the floor. She was changing her statement as well, which made the police suspicious of her.
