Police complaints' body set to send its manual to govt for approval
Dehradun October 14 For the past five years since the authority was set up in the state, it has been running without any rules. The manual sent by previous chairman, Justice SN Shrivastav, was rejected by the state government after the rest of the four members of the authority raised questions over it. Justice JCS Rawat, Chairman of the authority, said, "I am going to ask for a full-fledged investigation team to work upon complaints. At present, the investigation part is referred to the Senior Superintendent of Police (SSP) of the district who generally deputes a Circle Officer. The entire procedure lacks sincerity and dedication." Under the Uttarakhand Police Act, the USPCA can send summons and not warrants. In those matters where information is not furnished to it by police officers, it has not been given any right to complain. The Supreme Court's direction of setting up of the state level and district level Police Complaints Authorities (PCA) was aimed to make it easily accessible for all. This was also to ensure that complaints against officers of the rank of SP and above could be made to the state PCA and, complaints against officers of and below the rank of DSP could be made to the district level PCA. But all these directions of the SC have been flouted blatantly with play of words. Under the Act, it is mentioned that the chairperson and members of the USPCA will inquire into public complaints against the police personnel. Now, the definition of police personnel under the same Act is that "such police officers and all other persons for whom the appointing authority is the Director General of Police (DGP) or any other officer subordinate to him". Sincethe DGP can make appointment up to the inspector level, it means the USPCA cannot accept complaints above inspector-level officers. The authority can only give advice to the state government about the cases regarding misconduct of gazetted
police officers in the quarterly reports obtained from the DGP office. Two district level PCAs which were set up at Pauri and Almora were scrapped within one year in 2007. Now only the state level PCA exists in the capital. People have to travel from all over the state to Dehradun to approach the PCA for their complaints. The state police Act also removes the word "binding" which was used by the SC with regard to decisions of the USPCA. The Act also mentions that the USPCA cannot accept those complaints which have already been registered under other bodies such as the Human Rights Commission or the Lokayukt. With this, sources claimed that 75 pc of the complaints stand cancelled. The authority had demanded that the complaints made to it should not be allowed to be registered in other competent bodies. The intention behind floating the PCA by the SC was to reform police forces and make it
accountable. These objectives stand defeated in Uttarakhand. The first chairman, Justice MC Jain, resigned after he was given neither premises, staff, nor salary. Most of the decisions of the second chairman became controversial for having dispute with his team members, primarily because of absence of manual. At present, besides the chairman, there is only one more member, a social worker Kamla Negi. The appointment of rest of three members have not been made for the past one year. |
School coordinator Ruchita Jain cremated after post-mortem
Dehradun, October 14 Ruchita Jain was working as a coordinator in a reputed school of the city. Her body could be extracted after two hours of the mishap. According to the police, Jain first reached Maggi Point in her Chevrolet car at 1 pm and turned back. After 10 minutes, she was again seen by eyewitnesses but now too she drove back. After 15 minutes, she drove at a high speed and jumped into a gorge while breaking the parapet. The scene led to shock on the site. The police was called and it took two hours to bring her out of the gorge. She was declared dead by doctors of 108 ambulance. The police is also working on another account, given by eyewitnesses where they said Jain came to the same spot a day ago. She was crying in her car. A young man who came after some time talked to her. Later both left the place. The call details about Jain’s phone are being verified to ascertain about this new angle. Senior Superintendent of Police Neeru Garg has given direction to investigate the case. Her body was cremated. The police could not make much headway as it was mourning time for the family members. There can be some more revelations tomorrow, according to the police. Both her children, who were at school at the time of mishap, are in great shock. They have not come to terms with the tragedy. Her father said the children were desperately trying to contact their mother on the phone. She lived on Convent Road, Dalanwala. She was having dispute with her husband Vikas Jain, owing to which she deserted him two and half year ago and came back to stay with her parents along with her two children, aged 15 and 17 years. She worked as photo journalist for one year, then six months as faculty member in an accountancy coaching centre and now she was working with the school. She belonged to Ghaziabad. Her marriage with Vikas Jain, chartered account, in Mumbai took place 18 years ago. The couple was blessed with a boy and a girl. Later, Vikas moved to Kolkata. Vikas began incurring losses in his profession which led to altercation between them and she got separated from him and filed a divorce suit and came back to stay with her parents. Her father Dinesh Gupta is a chartered accountant and RSS leader. |

BJP workers take out victory procession
Dehradun, October 14 Party workers greeted the procession at number of places showering flower petals on Mala Raj Lakshmi Shah. In her brief addresses, Mala Raj Lakshmi said the downfall of the Congress in Uttarakhand had begun. She asked party workers to highlight the “misdeeds” of the Congress-led state government to the people. Trivendra Singh Rawat, who had lost the Assembly elections to the Congress from Raipur, said the people of the Raipur constituency had reposed faith on the BJP by giving a lead to Mala Raj Lakshmi. |
21 vie for Miss Body Beautiful sub-contest
Dehradun, October 14 The organiser Dalip K Sindhi said the girls were judged on the basis of their physical fitness for this title. Besides their physical appearance, fitness and vitals, they were questioned about their diet regimen as well. While almost all participants are thin, they have started doing serious workout in last one month. The winner of the title will be announced on the finale in November. |
Tulsi, Jatin winners in dancing, singing competitions
Mussoorie, October 14 More than 42 participants were selected for the final round to be held in the coming days in the singing and dancing competitions' preliminary round. The participants showcasing their talent presented various programmes in several languages mesmerising the audience present on the occasion. Arushi, Karan, Anjali and Ashish Thapa also made it to the final round in the keen contest held in the junior division. In the senior division, a singing competition Khushveer Khanna, Prerna Bhandari, Virender Panwar also made it to
the final of the competion. In dancing competition of the same category,
Raj Kiran, Avinash, Rahul Prakash and Mamta also reached the final rounds. The organisers of the competition said the finals would be held on

Mussoorie, October 14 Chief guest on the occasion Maria Deili, an Italian national who has been associated with the project and has also provided financial assistance to it, distributed the educational material on the occasion. The secretary of the Lodge Dalhousie, past master, Dr GK Thakral, while conducting the meeting said the organisation was not providing the help in the form of any charity or donation but as a mark of respect and encouragement to meritorious children from low-income groups. The exercise was aimed at encouraging them to acquire good education and become useful to society. Dehradun, October 14 Rawat said the t-shirts would be an integral part of the DFA members’ uniform and coaches while in field. He said it would inculcate a sense of discipline among them. He said Mumbai-based company Budweiser had provided supplied the t-shirts. He also held that the DFA was looking
forward to an interesting super league. He said that Adidas had promised to provide balls for
the game. The super league of the DFA will kick off at the Maharana Pratap Sports College ground. Eight clubs will fight for the top honour in the final leg of the league. Uttarakhand Police, Garhwal Sporting, Wills Youth Club, Vijay Cantt, 1/5 Gorkha Rifles, Cantt Blues, Doon Eagle and Sports Hostel made it to the super league this time. The semifinal and final of the annual football finale will be hosted at the Police Lines ground in Dehradun. Dehradun, October 14 Welham Boys became the overall tournament champion. In the event of roller hockey senior boys, Welham Boys beat St Georges Mussoorie 4-2. In junior boys roller hockey, Welham Boys beat Doon International School 6-2. In sub-junior boys too, Welham Boys beat St Georges Mussoorie 4-2. In the girls' section, Unison beat Waverly Convent Mussoorie 3-1 in senior category roller hockey. In junior girls, Jaswant Modern School beat Hill Grange School 5-3.
