Jalandhar, August 26
While Punjab Local Bodies Minister Bhagat Chunni Lal and Mayor Rakesh Rathour laid the foundation stone of a food court-cum-third-generation aquarium at Nehru Garden recently, the Congress termed the stone-laying ceremony as against the norms and said it was done without getting a prior approval from municipal council house.

The secretary of Punjab Congress, Virendra Sharma, and district Congress (urban) president, Arun Walia, said they would not allow the proposal of aquarium to pass in the MC house. The meeting of new MC house is likely to be held during the second week of September.

Mayor Rakesh Rathour said the project would be developed on an area of 0.95 acre by a Philippine-based company Manila Oceanics and Rs 30 crore would be spent on the project. The entire money for construction will be spent by the company and it will be given operational rights for a period of 47 years. The MC will get Rs 11 lakh per annum with an increase of 10 per cent every year.

Meanwhile, Terming the agreement for setting up the aquarium as murder of democracy, Virendra Sharma and Arun Walia stated that Rakesh Rathour was a caretaker Mayor, so he had no right to decide about any agreement for any development work.

The Congress leaders alleged that the agreement was done by Rakesh Rathour on the behest of Local Bodies Minister Bhagat Chunni Lal “in exchange of money”. Describing it as a legal crisis, the Congress leaders said this was the first instance in the history that two houses, old and new, exist at the same time.
