One of the families rendered homeless by the demolition drive in Prajapat Colony, saves itself from the scorching sun by seeking shelter on the premises of the Bathinda Improvement Trust Office on Friday. The slum dwellers, who were evicted from the land encroached upon by them for over a decade, have sought shelter on the premises of the Bathinda Improvement Trust office. Around 200 families were removed by the Municipal Corporation last week and since then, they have been camping in the Trust office, that is nearby.
The dwellers said they would not leave the place until they get alternate land in Kheta Singh Basti.

In a letter written to the all the District Education Officers (senior secondary) and the heads of all the government schools in the state, the Punjab ICT Education Society (PICTES) has directed that the without pay leave of computer teachers, recruited under the Sarva Shiksha Abhiyaan, for foreign tours to be cancelled.

Man awarded life sentence in murder case

The court of the district and sessions judge SK Aggarwal today awarded life sentence to a man in a murder case. The court awarded life imprisonment to 21-year-old Binder Singh, alias Rodi, of village Nehianwali for killing 52-year-old Krishan Lal, from the same the village on May 19 last year.

The last date to submit the admission forms was June 22 and going by the number of applications for admissions, the response of the students to the 20 courses of study being offered this year at the University has been good.

3 booked for land encroachment bid
Bathinda, July 6
Canal colony police have booked three persons for attempting to encroach upon a plot in Parasram Nagar and injuring its owner. Gagandeep Grover of Rampura Mandi has lodged a complaint in this connection against three persons, including Avtar Singh Randhawa, of Dhobiana Road, Ram Lal of Ganesha Basti and Canal Goyal of Aggarwal Colony besides 15 unidentified persons.

Rs 7.5 cr released for dist’s social security schemes
90,000 beneficiaries were found eligible for financial assistance

The Punjab Government has released an amount of `7.5 crore to the Bathinda district for disbursing amounts to the beneficiaries of old-age pension scheme and other financial assistance schemes of the Social Security Department for widows, dependent children and disabled persons.

The amount has been released by the government for disbursing the benefit to the beneficiaries for the months of February, March and April of this year.

The amount has been released for about 90,000 beneficiaries of this district who were found eligible for the old age pension and other financial assistance schemes during the inquiry, conducted by the government to delete the names of ineligible beneficiaries.

The names of those beneficiaries have been deleted from the lists who remained absent or were found ineligible during the inquiry process. After the deletion of the names of ineligible or absent beneficiaries, there are now about 90,000 beneficiaries in the district, including about 63,000 old-age pension cases, about 14,000 widow cases and about 7,500 disabled person cases.

Talking to this the Tribune News Service here today, district social security officer (DSSO) Rajwinder Singh Gill said the pension amounts of the rural beneficiaries would be transferred to the Panchayats and the urban beneficiaries to the banks in the next week. He said the amounts of May and June months’ old age pension and other financial assistance schemes would also reach the district soon.

The DSSO further said the pension of the deleted cases could not be revived as the government had decided that if they wanted revival of the old-age pension or other financial assistance benefit, they would have to apply afresh for the same.

Replying to a question, Gill said the electronic benefit transfer (EBT) system in the district, for disbursing the pensions and other financial assistance amounts, through biometric machines would be implemented in the second phase as the district would be covered by August 14 for the purpose. He said in the first phase, eight districts of the state had been covered under EBT system.

The life of a three-month-old baby girl was brutally cut short by some unidentified persons. Her badly-mutilated body, infected with worms, was found near the canal adjoining National Colony.
The body had first been covered with a piece of cloth and then stuffed in a cement bag. The cement bag was packed in another cement bag.

President of a city-based NGO, Sahara Jan Sewa, Vijay Goyal, said the workers who extricated the body were unable to bear the sight.

“The lower portion of the body seems to be intact while the face is hardly recognisable. The recovery of the body is testimony to the fact that female foeticide and infanticide still exists, despite the tall claims of the government,” Goyal said. He added that earlier, four female foetuses were recovered in Bathinda and this is the fifth incident this year.

He said the government’s claims of creating awareness among the people were falling flat as there seemed to be hardly any decline in the killings of newly-born girls or female foetus.

The body of the girl seemed to be a day old and it appeared that somebody tried to throw the bag into the canal but failed. The bag was found lying on the bank of the canal and was noticed by some children playing nearby. The matter was brought to the notice of some elderly persons nearby, who the informed police and the NGO.

Officials from the Thermal police station said a case under the section 318 of the Indian Penal Code had been registered in this regard against unidentified persons.

The viscera sample, to ascertain the age of the baby and other facts, would be sent to the chemical laboratory in Kharar from where a report is likely to be received after 15 days.

“It will take another 15 days to complete other paper work and the process of investigation would begin nearly one and a half months later,” said a policeman at the Thermal police station. He added that in most such cases, the the criminals remained untraced.

Comp teachers demand salary hike, benefits...

The Computer Teachers’ Union today protested against some school principals who are not releasing the salaries of computer teachers deployed at various places.
Presiding over the meeting of the union held today, the union’s president and chief advisor, Punjab, Balkaran Singh Blassi said due to the tussle between school in-charge and drawing and disbursal officer (DDO) of the government schools, the salaries of computer teachers were not being released.

“The school in-charge says that salaries, funds and all other monetary works are to be done by the DDOs, whereas the DDOs said they are only associated with the treasury work and that it’s the school in-charge who is responsible for giving salaries, etc,” he said.

He added that in the tussle between the two, computers teachers have not got salaries for the past three months. The internet bills are also not cleared.

The government regularised computer teachers under Punjab Civil Services Rules but these teachers have not been given benefits of abroad leave, medical claim, seniority and grade pay of `5400. They have also not been given benefits at par with the vocational masters.

The teachers have now decided that if they are not given due salaries and benefits, they would protest against the government.

Spokesperson Pradeep Maluka, senior vice-president Sukhdev Singh, Gurpreet Singh, Kulvir Singh, Iqbal Brar, Harcharan Singh, Kulwant Singh, Dharamvir Mehraj, Sandeep Singh, Manpreet Adampura etc teachers were also present at the meeting.

Dwellers seek shelter at Trust office

The slum dwellers, who were evicted from the land encroached upon by them for over a decade, have sought shelter on the premises of the Bathinda Improvement Trust office.

Around 200 families were removed by the Municipal Corporation last week and since then, they have been camping in the Trust office, that is nearby. The dwellers said they would not leave the place until they get alternate land in Kheta Singh Basti.

“The authorities and the middlemen have delayed the provision of alternate land in Kheta Singh Basti. We have nowhere to go and will continue camping in and around the premises of the Improvement Trust building,” said Ram Das, a leader of the Prajapat Colony slum dwellers.

He regretted that the authorities did not even pity the newborn children and pregnant women who were driven out of their homes in the scorching heat.

Das claimed a newborn had died and two women suffered abortion due to lack of care and hot weather. The women, children and the elderly are sleeping under the open sky and the shade provided by the trees and the building of the Improvement Trust.

President of the General Samaj Party, Suresh Goyal, who is helping the slum dwellers, said the families could have been evicted after arranging alternate land for them to save them from the searing heat.

Goyal claimed some unscrupulous element have threatened him with dire consequences over the phone two days ago for helping these families. The matter has been brought to the notice of ASP City-II Kuldip Chahal, he said.

In a letter written to the all the District Education Officers (senior secondary) and the heads of all the government schools in the state, the Punjab ICT Education Society (PICTES) has directed that the without pay leave of computer teachers, recruited under the Sarva Shiksha Abhiyaan, for foreign tours to be cancelled.

In a letter dated July 2, the Punjab ICT Education Society has asked the school heads and DEOs to not only cancel all the without pay foreign tours of the computer teachers with immediate effect but also neither to approve, nor to forward any such leave applications.

Interestingly, on March 29, the then newly-appointed Punjab Education Minister, Sikander Singh Maluka, while announcing some of his major decisions and reforms in the education department, had said he had taken a major decision regarding the sanctioning of ex-India leave to teachers.

He had said no teacher would be given ex-India leave beyond three months for visiting a foreign country. He had also said in case any teacher wanted to go on ex-India leave for years together, the teacher would have to resign as the state could not afford such a long leave at the cost of the studies of the students.

“The decision has been taken to avoid adding to the number of latent vacancies in the government schools across the state. Records show that posts of teachers remain vacant for a long duration of time on account of their ex-India leaves. The education minister had announced that such leaves, beyond a period of three months, would not be approved,” said a source in the education department.

“It proves to be difficult for the school authorities as well as the education department since the posts of the teachers, who go take long leaves to on foreign tours, remain practically vacant but are not vacant in papers. The studies of the students suffer," added the source.

The court of the district and sessions judge SK Aggarwal today awarded life sentence to a man in a murder case. The court awarded life imprisonment to 21-year-old Binder Singh, alias Rodi, of village Nehianwali for killing 52-year-old Krishan Lal, from the same the village on May 19 last year.

Krishan Lal’s body was found lying on the railway track between Bathinda-Goniana railway stations. He had been hit on the forehead with a sharp-edged weapon.

The blood trail from the site (where the body was found) had led the police to the house of deceased, situated nearby.

At the deceased’s house, the police found blood splattered between two cots and a spectacle was also found lying nearby.

During the course of the investigation, village resident Govind Ram told the police that on the night of May 19, he was passing from in front of Krishan’s house when he saw Binder and Krishan consuming liquor and talking to each other in loud voice.

Police found out that Binder had killed Krishan in an inebriated state and later dumped his body near the railway tracks to mislead any kind of police investigations.

Binder, apparently, wanted to show that Krishan had died in a train accident. However, no train passed by that night. Later, police recovered the murder weapon — the sharp-edged weapon — as well as some blood-soaked clothes from Binder’s possession.

Based on circumstantial evidence, the court awarded life term to Binder and imposed a fine of `10,000 on him. Of the `10,000 fine, `5,000 would be paid to the kin of the deceased.

 

Trail of blood

l On the fateful night of May 19, 2011, 21-year-old Binder Singh and 52-year-old Krishan Lal, both residents of Nehianwali Village, sit down to consume liquor together.

l Another resident, Govind Ram sees them talking to each other loudly.

l In an inebriate state, Binder hits Krishan on his forehead with a sharp-edged weapon. On the process, blood splatters between the two cots.

l Binder, in a bid to mislead any police investigation by portraying the murder as a train accident, dumps Krishan’s body on the railway track between Bathinda-Goniana railway stations. However, no train passes by the entire night.

l Police catches up with Binder, recovers blood soaked clothes and the murder weapon.

Manch wants report of interlocutors scrapped
Says their views on Jammu & Kashmir favours Pakistan

The members and activists of various organisations, including the Rashtriya Swayamsevak Sangh (RSS), the Vishwa Hindu Parishad (VHP), the Bajrang Dal, and the Akhil Bharatiya Vidyarthi Parishad (ABVP), today staged a dharna outside the Mini-secretariat here against the report of the Jammu and Kashmir interlocutors.

Holding protest under the banner of Jammu-Kashmir Bachao Manch, Bathinda, they demanded the scrapping of the report, terming it as "anti-national".

The members of the Jammu-Kashmir Bachao Manch also submitted a memorandum to the Additional Deputy Commissioner (ADC) with the request that it should be forwarded to the President of India for further action.

It may be recalled that the Union Government had appointed three interlocutors, journalist Dileep Padgaonkar, educationist Radha Kumar and former Information Commissioner MM Ansari, on October 13, 2010 to prepare a report on the Jammu and Kashmir issue.

However, the report has been rejected by the various organisations, on the ground that it is not in the interests of the country.

The protest was held under the presidentship of the district convener of the Manch, Chanchal Malhotra, while the "Vibhag Karyavahak" of the RSS, Ashok Gupta was the key speaker at the programme. Gupta said Jammu and Kashmir was an integral part of India. Therefore, it was not possible to accept the report of three interlocutors that favoured Pakistan.

State secretary of the VHP, Sukhpal Singh Sra, said they would not accept the report and would continue their struggle till the Central government scrapped it. He said the report had hurt the sentiments of the people of the country. He said Jammu and Kashmir had great importance for India on security and scientific fronts and no compromise could be made on the issue. The protesters also raised slogans, like "Jo desh nu torrega, voh singhasan chhorrega" and "Jahan hue balidan Mukherjee, voh Kashmir hamara hai".

Among others who were present on the occasion included the vice-president of the ABVP, Ashutosh Tiwari, district convener of Bajrang Dal, Sandip Aggarwal, co-convener of the Manch, Gulzar Singh, former chairman of Bathinda Improvement Trust, Ashok Bharti, district president of the BJP (Rural) Dayal Dass Sodhi and founder president of the General Samaj Party Suresh Goyal.

Online admission test at CUP on July 7

The admission process at the Central University of Punjab (CUP) has got a good response.
The last date to submit the admission forms was June 22 and going by the number of applications for admissions, the response of the students to the 20 courses of study being offered this year at the University has been good.

A centralised online admission test is being conducted at nine centres spread all over India on July 7.

As many as 1371 candidates applied online of which 421 applications are for 75 seats of M.Phil-Ph.D integrated programme in Biosciences, Environment Science and Technology, Comparative Literature, South and Central Asian Studies and Development Economics.

Starting this academic session, the University is offering a new course, M.Tech programme in Computer Science & Technology. The University received as many as 240 applications for the 20 seats for the course.

This year, the candidates from Bathinda and its surrounding areas have also applied in good number. As many as 357 candidates from the city will b appearing for the test at the city campus of the University.

The result of the entrance test would be declared online.

Another five courses for direct admission to Ph.D. are being offered this year.

The admission process for these courses would also start shortly.

3 booked for land encroachment bid

Canal colony police have booked three persons for attempting to encroach upon a plot in Parasram Nagar and injuring its owner. Gagandeep Grover of Rampura Mandi has lodged a complaint in this connection against three persons, including Avtar Singh Randhawa, of Dhobiana Road, Ram Lal of Ganesha Basti and Canal Goyal of Aggarwal Colony besides 15 unidentified persons.

Investigating officer Jaswant Singh said the victim was rushed to the Civil Hospital for treatment and the matter was brought to the notice of the police by one of the relatives of the victim.

The officer said a case was registered against the accused after the x-ray report of the victim was received. A case under sections 325, 323, 148 and 149 of the IPC has been registered against the accused at the Canal Colony police station. No arrests have been made so far.

Thieves steal motorbikes

Thieves have stolen two motorbikes from Model Town phase-II and from the Housefed Colony. Umesh Kumar of Housefed Colony said his bike was parked in Harbans Nagar and some unidentified persons took it away without being noticed by anyone.

He said the bike was worth nearly Rs 15,000. A case under sections 379 of the IPC has been registered against unidentified persons at the Canal Colony police station.

In another similar incident, Tarun Kumar, a resident of Model Town Phase-II, said thieves stole his bike, which was worth nearly Rs 13,000. A case under section 379 of the IPC has been registered against unidentified persons.

One arrested with 30 litres of illicit liquor

A resident of Bir Talab has been arrested by the police with 30 litres of illicit liquor. The accused, Jangir Singh, was caught carrying the liquor from near Bir Talab village during a special naka laid by the Sadar police. A case under sections 61, 1, 14 of the Excise Act has been registered against the accused at the Sadar police station.

One booked for outraging modesty of a woman

A resident of Jassi Baghwali has been booked by the police for outraging the modesty of a woman. Sarwan Singh was accused by a woman of entering her house and outraging her modesty on the intervening night of June 21 and 22. A case under sections 458, 354 and 506 of the IPC has been registered at the Sangat police station.

Five of a family booked for demanding dowry

Police have booked five family members including a couple and their son for demanding dowry and harassing a woman married in their family.

A complaint was lodged with the women's cell of the Bathinda police by Priyanka, a resident of Basant Vihar. She accused Rakesh Kumar, son of Chaman Lal, Santosh Rani of Parasram Nagar, Ranju Bala, the daughter of Chaman Lal and Rajeev Kumar, all residents of Balla Ram Nagar. Police have booked the family members under sections 498-A, 406 and 109 of the IPC at the women cell police station.

Rajasthan resident arrested with 1kg opium

Police have arrested a resident of Behror district of Rajasthan with one kilogram of opium. He was arrested on the basis of a tip-off provided by a police informer. The arrested has been identified as Sunil Kumar. A naka was laid to arrest the accused who was caught carrying the contraband near Talwandi Sabo. A case under sections 18, 61, 85 of the NDPS Act has been registered against the accused at the Talwandi Sabo police station.
