The Deputy Commissioner of Bathinda, KK Yadav, has sent a proposal to set up gaushalas in the jail. In a press release issued here, it was stated that the DC has sent the proposal through the Chief Secretary, Punjab, to the Chief Minister.

Police have booked four residents of Rampura for looting Rs 50,000 from another resident of Rampura at gunpoint. The accused Manpreet Singh, Maninder Kumar and two unidentified persons have been booked at the Rampura city police station. A case under sections 382, 323 and 34 of the IPC and 25, 54, 59 of the Arms Act has been registered.

MGSIPA’s regional office to be shifted to Bathinda
The office was situated at F’pur and catered to five districts

Bathinda is all set to be a regional office of Mahatama Gandhi State Institute of Public Administration (MGSIPA), which is being shifted from Ferozepur.

While the shifting will enrich Bathinda, it has drawn ire from the border areas for shifting would create problem for the government employees.

The MGSIPA imparts training to the serving government employees from all the departments as per their need and brush up their knowledge according to the new government rules and regulations.

Besides shifting the regional centre, the MGSIPA, Chandigarh, has even announced the closure of district centres at Hoshiarpur, Kapurthala and Ludhiana from June 30.

At the same time, Amritsar has been developed as the regional centre to cater to the needs of border districts, including Pathankot, Amritsar, Gurdaspur and Tarn Taran.

“Government benefited one border area and neglected the other. Even Ferozepur is a border district and we used to cater to the areas of Muktsar, Moga, Fazilka, Ferozepur and Faridkot districts. Now the employees will have to come all the way to Bathinda for training,” said officials at the Ferozepur MGSIPA centre.

They added that keeping in view staff shortage in various government offices, the centre officials used to adjust by holding half-day training camps allowing employees to complete their respective office works in another half. Worst to suffer would be the female employees who will have to travel long distances for different training programmes.

The officials reasoned that before closing down the office at Ferozepur, the government should have considered performance of the centre.

In the last one month, seven batches have been imparted training on disaster management. “We follow all the programmes and modules of the MGSIPA headquarters at Chandigarh,” he added.

As per the orders of the MGSIPA director-general, Dr G Vajralingam, the furniture and equipment would be shifted from Ferozepur to Bathinda. To accommodate the new centre, four rooms have been provided on the second floor of the newly developed district administrative complex.

While nothing has been specified about providing additional staff for running the regional centre at Bathinda, provisions are being made to set up a library providing ample reading material to the trainees.

Earlier, the Bathinda district centre was serving the employees of Bathinda as well as Mansa.

After June 30, all the districts of the Ferozepur regional centre as well as Faridkot district will fall under Bathinda.

The MGSIPA has four wings, including training division, administrative research division and infrastructure division. It has 15 subject-specific centres and cells.

Bank staff up in arms against proposed banking reforms

The employees of various banks today held demonstration against the union government on the call of Union Forum of Bank (UFBU) in front of State Bank of Patiala zonal office on Amrik Singh Road.

The convener of UFBU’s Bathinda unit, Pawan Jindal, said all the bank employees’ associations oppose the proposed banking reforms, which are meant to privilege private banks only.

“The proposed banking law amendments aim at granting licence to corporate and private houses to start their own banks. There is an attempt to shut the rural branches and open a large number of ultra small branches, thereby privatising banking operations through business correspondents,” he said.

The bank employees also opposed outsourcing of regular banking jobs of employees and officers which jeopardises the jobs of the present officials.

They emphasised upon the need for adequate recruitments and revival of the Banking Services Recruitment Board.

Employees also trashed the recommendations of the Khandelwal Committee terming it as anti-employees.

“While we have been demanding uniform pay package for all the banks, the committee has recommended that every bank should have a separate salary set up. This would imply that some part of the salary would be fixed while the remaining would be variable. It is up to the whims and fancies of respective banks to fix the variable salary, which may not match the workload given to employees,” reasoned the general secretary of the Associated Bank Officers Association, Chaman Lal Singla.

Protesters sought implementation of revised compassionate appointment scheme, regulated and defined working hours, revised guidelines on staff housing loan, five day banking, non-extension of pension option facility to voluntarily retired and resigned persons, improvement in pension scheme like updation and uniform for employees.

The agitating employees threatened that if their demands were not met with they would hold a badge-protest on July 10, dharna on July 17, demonstration on July 24 and a two-day complete strike on July 25 and July 26.

For want of NOC, plot owners in Pratap Nagar unable to start construction

Alleging high-handedness on the part of the Municipal Corporation Bathinda (MCB) for not passing building maps of area under khasra no 4748 that falls on the main road Pratap Nagar, the owners of land said their lifetime investments have come to a naught.

The area under khasra number 4748 is commonly known as the Dussehra ground.

Krishna Devi, who owns 200 sq yards of plot in the area for the last six years, said the corporation had refused to pass the building map of their house.

“MCB officials told us to get a no-objection certificate (NOC) from the Bathinda Development Authority (BDA) stating that the area falls under their jurisdiction. However, the BDA has refused us the NOC without giving a valid reason for the same,” she said.

Similarly, Pushpa Rani owns 150 sq yards of land, Shyam Lal Singla owns land for two shops, Naresh Kumar owns 400 sq yards and a dozen such persons are barred from carrying out any construction in the area.

Moved by the plight of these people, a resident of Tezab Factory Wali Gali, Pradeep Kumar Goyal, filed an RTI application with the BDA asking for the reason for non-issuance of NOCs.

Replying to the query, the BDA stated that the land under aforesaid khasra number 4748 was disputed. “There are no directions for not issuing NOC for this particular area. But whenever a case for NOC comes up to the BDA, we ask concerned field staff to visit the area and we find that this area’s case of unauthorised colony is pending,” the RTI reply states.

“But the corporation has passed building maps of two houses in the past one year. If the area is disputed, why and how were the maps of these buildings passed,” questioned a resident, Ashwini Kumar Bunty.

Fact file

Pradeep Kumar posed questions to the BDA under the RTI asking why was it necessary to seek an NOC from the BDA for getting maps passed from the MC. He asked whether the land's dispute was pending in some court or it lies under any scheme of the BDA for future development.
The BDA has skirted around the issue and given an ambiguous answer stating that the MC engineer demands an NOC from the BDA for passing the building maps and hence, has transferred the RTI query to the MC office.
It also mentions that no NOC has been granted in the area since June 1, 2010.
Municipal commissioner Uma Shankar Gupta, who is also the chief administrator of the BDA, said he was not aware of the issue. "The affected people should come and meet us. We will see how the earlier maps have been passed," he said.

Eyeing greener pastures, girl loses Rs 7 lakh to fraudster

A girl who advertised in a newspaper to find a match for herself, lost Rs 7 lakh to a fraudster who promised to send her to Germany on the pretext of marrying her.

The girl, a 10+2 qualified, dreaming of greener pastures, handed over the money to the accused, a resident of Maaga village.

The police has booked the accused, identified as Narinderpal Singh, under Sections 406 and 420 of the Indian Penal Code at the Sadar police station.

Investigating officer in the case, Kaur Singh, said the accused called up the girl after getting her phone number from the newspaper advertisement.

He asked the girl to get in touch with him if she wished to go abroad.

The girl handed him over various documents pertaining to her education, residence proof and other details.

The accused promised to send the girl to Germany if she could arrange for Rs 7 lakhs. The girl provided the money to the accused and despite waiting for a long time, failed to get back the money or manage to go abroad.

Police officials said the accused promised the girl to marry her so that she may go abroad.

The girl finally lodged a complaint against the accused and he was booked by the police for further investigation following a detailed inquiry conducted by senior police officials.

Body found on rly tracks

Bathinda, June 28
The body of an unidentified person was found on railway tracks near the Patiala railway crossing.

The badly mutilated body was spotted by a passerby at around 6 am and the matter was brought into the notice of the Government Railway Police (GRP).

Volunteers of the Sahara Jan Sewa, an NGO, said the body got split into more than 20 pieces and it had become quite difficult to ascertain the identity of the accused. They added that alphabets ‘WS’ were tattooed on one of the arms of the deceased.

The body has been kept at the mortuary of the local Civil Hospital and inquest proceedings were being initiated in this regard. — TNS

DC sends proposal for gaushalas in jail

The Deputy Commissioner of Bathinda, KK Yadav, has sent a proposal to set up gaushalas in the jail. In a press release issued here, it was stated that the DC has sent the proposal through the Chief Secretary, Punjab, to the Chief Minister.

It was stated in the proposal that at present, 403 gaushalas are functioning all over the state.

Even then, the stray cattle menace is very much present on the road and in agricultural fields, thus causing concern to the commuters and farmers alike.

He said that committees could be formed at the district level so that the members could take care of the gaushalas and manage works related to the food and shelter for the cows.

The Deputy Commissioner said that fodder could be grown on the jail premises itself and space could also be created for the gaushalas.

It may be mentioned that the state faces a situation where stray cattle menace is rampant on its roads and on the other hand, the slaughter of cows, at Joga in Mansa district, had created a furore, forcing the CM to announce a memorial for the cows to assuage hurt feelings.

The proposal for gushalas in jails would help in solving the stray cattle menace and also provide a chance to engage the jail inmates in constructive activities, thus attempting to wean them away from drugs and substance abuse.

Dabwali residents hurt in mishap

A resident of Dabwali and his daughter received serious injuries after a speeding pick-up jeep hit their car. The accident took place near Chak Ruldu Singh village on Tuesday.

The complainant in the case, Mangat Rai, a resident of New Anaj Mandi, Mandi Gobindarh, alleged that the vehicle was being driven rashly and it hit his car, which caused injuries to his daughter and himself.

The complainant said the collision also damaged his car to a great extent. The accused driver of the vehicle that hit the car has been identified as Jasvir Singh of Sangharia village in Rajasthan. A case under sections 279, 337 and 427 of the IPC has been registered against the accused at the Sangat police station.

One held with poppy husk

A resident of Maur Mandi has been arrested by the police with 40 kg of poppy husk. The accused has been identified as Lakha Singh. Police arrested him during a naka laid near the Ram Nagar village. A case under the NDPS Act has been registered at the Maur Mandi police station.

Woman, son booked for dowry

Police have booked a mother and her son for demanding dowry. The accused, Manoj Kumar and his mother Lakshmi Devi, have been booked under sections 498-A and 406 of the IPC at the women police station.

The matter was brought to the notice of the women cell by the victim, Nisha Rani. She informed the police that she was married to Manoj Kumar and was continuously being harassed by her husband and mother-in-law.

Despite fulfilling all the wishes of her husband and mother-in-law, she was harassed by the family members. She informed the police about the brutalities and misbehaviour by the family.

The family members of the woman told the police that despite giving dowry to their daughter during her marriage, the boy's family members demanded more money. They beat up the girl and demanded various household items and cash. The girl's family members expressed helplessness in fulfilling all the monetary wishes of the boy's family members and pleaded that their daughter should be allowed to live in peace.

Various influential people of the city too intervened and mediated between the boy's and girl's family members but failed to unite the family.

Counsellors at the women cell too failed to resolve their problem and a case was finally registered against the in-laws for causing harassment to the girl and demanding dowry.

Woman arrested with poppy husk

Police have arrested a woman with 10 kilograms of poppy husk from Santpura road. The accused woman, identified as Jasvir Kaur, was found to be carrying the contraband on Santpura road.

She was taken to the Kotwali police station with the contraband where she was booked for further investigations in the case. A case under sections 15, 61, 85 of the NDPS Act has been registered against the woman.

Jewellery stolen

Jewellery worth Rs 90,000 was stolen from a house in Hans Nagar. Suresh Singh complained that some unidentified persons entered his house and ransacked all the rooms and took away jewellery made of gold and silver.

Police have registered a case under sections 457 and 380 of the IPC at the Canal Colony police station.

In another similar incident, jewellery worth more than Rs 1.8 lakhs was stolen from a house in Rampura. The complainant, Makhan Chand, said some unidentified persons entered his house and took away the gold and cash after breaking open the locks of the boxes. A case under sections 457 and 380 of the IPC has been registered against the accused at the Rampura Sadar police station.

Bir Talab resident arrested with illicit liquor

A resident of Bir Talab village has been arrested with ten litres of illicit liquor and 100 litres of material to prepare illicit liquor. The accused, Kehar Singh, was arrested by the police following a tip-off received by ASI Jai Singh. A case under sections 61, 1, 14 of the Excise Act has been registered against the accused at the Sadar police station.

Police officials said despite the registration of numerous cases and arrests of more than a dozen persons during the last few months, there seems to be no end to the preparation of illicit liquor at Bir Talab.

Police have busted many distilleries in the village and have confiscated the material used in illicit liquor. The residents prepare liquor amid unhygienic conditions which prove quite harmful for the health of those consuming it. Many people are suffering from various diseases due to the consumption of illicit liquor, the police said.

Domestic quarrel takes a violent turn

Quarrel over a minor incident turned violent, injuring a woman of Bhucho Kalan village. In her complaint to the police, Lakhwinder Kaur alleged that Kala Singh and Gurpartap Singh, both residents of Poohla village, and an unidentified person, attacked him and inflicted injuries upon him. The complainant said the accused entered her house and started shouted at her.

They entered into heated arguments over a petty issue and then he started beating her up. She received serious injuries in the attack and was rushed to a nearby hospital with multiple injuries.

The complainant said the accused Kala Singh's wife used to fight with her and enter into verbal duel every morning. She accused Kala's wife of losing her temper over trivial issues and instigating Kala to teach her a lesson. She also accused Kala of beating her up and threatening her with dire consequences. A case under sections 452, 324, 506 and 34 of the IPC has been registered against the accused at the Nathana police station. No arrests have been made.
