Alleged negligence on the part of the management of Hotel Country Inn and Suits in getting a toilet seat of a room repaired has cost it dear. The District Consumer Disputes Redressal Forum has directed the hotel’s manager to pay Rs 3,138 to a complainant as medical expenses in addition to Rs 5,000 as compensation and litigation expenses.

A new grievance emerged in the case of the “bonded labourer” family (of five), who were rescued from a farm in Ghug village by the administration. Activists of the Pendu Mazdoor Union (PMU) yesterday submitted a letter to the Deputy Commissioner (DC) alleging that the SDM-II, Isha Kalia, on Monday tried to pressurise the labourer couple, Maya and Hari Prasad, to arrive at an agreement with the owners of the farm.

The Anti-Narcotic Cell today arrested a drug peddler and recovered 30 gm of Ice from his possession. The value of the synthetic drug in the international market is said to be around Rs 50 lakh.

The drug peddler has been identified as Harbhjan Singh, alias Teetu, resident of Dhan Mohalla here. His accomplice, identified as Parampreet Singh, also resident of the same locality, managed to escape.

Sukhwinder Singh, in charge of the cell, said the police had installed a naka at Bhai Dit Singh Nagar and on suspicion signalled two youths riding a motorcycle to stop for checking. Instead of stopping the motorcycle, the duo tried to flee, but the police nabbed one of them.

On search of their belongings, the police recovered 30 gm of Ice.

During questioning, Teetu revealed to the police that they had been supplying the drug for the past several months in the city and this afternoon as well they were on their way to supply the contraband, the police revealed.

It also came to the fore that Teetu had a criminal past and earlier on several occasions he was arrested by the city police in drug peddling and liquor smuggling cases.

His arrest may give lead to the police in Rs 200-crore Ice racket busted recently. If Teetu has any link with Raja Kandola, kingpin of the gang busted earlier and whose 17 accomplices were recently arrested by the police along with Ice worth Rs 200 crores, it may give vital lead to the police to trace the other peddlers involved in the Ice trade.

Alleged negligence on the part of the management of Hotel Country Inn and Suits in getting a toilet seat of a room repaired has cost it dear. The District Consumer Disputes Redressal Forum has directed the hotel’s manager to pay Rs 3,138 to a complainant as medical expenses in addition to Rs 5,000 as compensation and litigation expenses.

In his complaint, Rashpal Singh, an Inspector with the Punjab Police, had claimed that his friend Kuljit Waraich had come from Surrey to spend holidays in India on April 15, 2009. He said he had got a luxurious room booked for his friend for six days up to April 20,2009, for Rs 27,000.

The complainant said his friend invited him and his wife for a birthday party in his room number 206 on April 19, 2009. During the party, he went to the washroom to answer the call of the nature when suddenly the toilet seat broke down and he fell down on the floor and suffered multiple injuries on his back. He alleged that he had an excessive bleeding from his lower back which started after coming in contact with the sharp-edged jet of the toilet seat.

He said on an inquiry he came to know that the toilet seat of the washroom was not properly maintained. His friend also called the manager of the hotel, who admitted that the seat was not properly fitted. He was immediately taken to Patel Hospital, where he remained admitted till the next day.

The hotel management countered the allegation saying that the complaint was not maintainable as the complainant was not a consumer. It denied any ill-fitting in the toilet and any injury caused to the complainant in the washroom. It also submitted, “There is a rule of the hotel that if anybody wants to meet any guest staying in the hotel and if wants to go to the room in the late night, he will be inquired about his identification by the authorities. The complainant, however, had refused to cooperate while also threatening that he would teach a lesson to them by involving them in a false case.”

The forum decided that the complainant was a consumer as even a beneficiary who had not hired or availed himself of services was a consumer. It relied on the hospital records as per which he had got admitted on April 19 at 11.52 pm and got discharged the next day at 11.20 am. It also depended on the history of the patient recorded by the hospital, which tallied with the version of the complainant. The forum directed the hotel authorities to pay up the medical expenses and compensation within one month, failing which it would be liable to pay an interest of 12 per cent per annum.

ASSIF flays CM for not constituting ‘truth commission’

Karnail Singh Peermohammad, president, All-India Sikh Students Federation (AISSF), today condemned Chief Minister Parkash Singh Badal for not constituting the ‘truth commission’ to investigate the alleged fake encounters in the state during riots.

He alleged that while wooing the voters during the 2007 Assembly elections, the CM had promised to constitute the commission to investigate the deaths during riots in 1984.

Holding Jagdish Tytler and KPS Gill responsible for orchestrating genocide attacks and extra judicial killings of Sikhs during riots, he said they had also submitted a memorandum to the British Government to ban their entry into England.

Citing the recent refusal of visa by the UK to Syrian Chief of Olympics, Peermohammad stated that the British authorities should similarly deny entry to Tytler and Gill for their alleged role in extrajudicial killings of Sikhs.

The AISFF also introduced a Makhu-based woman, Jasvir Kaur, to the media, who claimed to have lost seven members of her family in fake encounters.

SDM ‘tries to pressurise’ labourer couple for agreement

A new grievance emerged in the case of the “bonded labourer” family (of five), who were rescued from a farm in Ghug village by the administration. Activists of the Pendu Mazdoor Union (PMU) yesterday submitted a letter to the Deputy Commissioner (DC) alleging that the SDM-II, Isha Kalia, on Monday tried to pressurise the labourer couple, Maya and Hari Prasad, to arrive at an agreement with the owners of the farm.

Activists of the union alleged the labourer couple were taken to the farm in Ghug village yesterday on the pretext of getting them back their belongings left in the village.

Talking to The Tribune, PMU activist Kashmir Singh Ghugshore said, “Dalit woman Maya and her husband Hari Prasad were taken to the village on June 25 by SDM-II Isha Kalia. At the farms, they were pressurised for hours to arrive at an agreement with the farm owners, in return of which the owners would have given them Rs 25,000. The labourers, however, refused to make an agreement and reiterated their demand for action against the owners.”

When the labourers did not relent, the SDM also did not make sure to get their belongings back to them.

When questioned on the issue, Isha Kalia said, “To pressurise the labourers into an agreement would have been illegal, and no such attempt was ever made.”

“The complaint by the activists is motivated. It is not a case of bonded labour. I and my team, comprising police and health officials, yesterday, went to the spot. We made inquiries from the labourers present there and they all said the couple wasn’t bonded labourers, nor the children were made to do labour. We got the couple’s medical examination done and while they had said they had been beaten, no bruises were found on their body,” she added.

“Inquiries at the school (from Principal) where they were studying also revealed that the three boys, Sanjay (7), Sonu (8) and Rajkumar (12), were pretty much enrolled there,” the SDM said.

When asked whether the couple’s daughter Geeta was enrolled there, the SDM said she wasn’t and mainly the complaint was about the three sons, not the daughter.

She said a challan had been issued against the owners of the farm as per the Minimum Wages Act because their register wasn’t proper.

The couple was rescued by the Naib Tehsildar, Bhogpur, on the orders of the SDM on June 23. They had alleged that they were being made to stay at the farm and not being alowed to take any leave. They had also alleged that queries about their pending dues were met with hostility and beatings from the owners. The couple had alleged that their children were being discouraged to go to school and were made to do labour.

PMU activists demanded that the administration initiate strict legal action against the farm owners.

Improvement in city bus service in the pipeline

With the city bus service set to enter the fifth and final year of its lease period, the Municipal Corporation (MC) has started delving into various existing lacunae in the service and making suitable modifications in its local transport system.

Executive Director of the project-cum-MC Commissioner Viney Bublani said various issues, such as deploying small-size buses and creating dedicated bus lanes, were being discussed before floating in fresh tenders. All 16 buses being used currently are very long, owing to which these at times prove to be a cause of traffic snarl on city roads.

Bangalore-based bus operators are currently running buses in the city on the PPP mode on four routes - bus stand to Rama Mandi, bus stand to railway station, bus stand to Maqsudan and bus stand to Kartarpur. “While earlier, the permit charges levied on each bus were Rs 5,000 per month, these were enhanced to Rs 8,500 a month when the bus route, which was limited to Bidhipur railway crossing. was extended up to Kartarpur, making it highly profitable,” he said.

As per the plan, the new buses may have their exit doors on the right side so that the passengers could alight directly on central verges and the buses could run only on the extreme right lane to be dedicated only for buses. Bublani said the buses, which were currently running at a slow pace, would then be able to ply at a speed of 35 to 40 km an hour, making them used more by the masses vis-a-vis other transport systems in the city, including auto-rickshaws.

He said the scheme was also a part of the 30-year Comprehensive Mobility Plan for the city, being prepared by Egis India, a private consultancy firm.

Anti-Child Labour Week
Labour Dept mum on number of children rescued

While a huge number of raids were conducted during the recently concluded (on June 25) Anti-Child Labour Week, the lack of any details about the raids that took place is discomforting.

Even two days after, the Labour Department maintains a studied silence on the total number of children rescued during the week, information that should have been available as soon as the week was over.

As per information earlier provided by Labour Department officials, at least 38 children were rescued by the department til Saturday and three more in one of the circles.

Unlike earlier, when the Labour Department roped in NGOs, this week was a hushed affair, with only labour officers, ALC or labour inspectors being part of the raids (along with other task force members).

Talking to The Tribune, Dinesh Kumar, an activist of the Bachpan Bachao Andolan (BBA), NGO, said, “We had submitted a complaint to the Labour Department on the June 19. We knew about sites where child labourers had been employed. We were never asked to accompany them even though our information has helped them bust many establishments employing children as labourers in the past.”

The Labour Department even refuses to disclose the names and total number of the owners from whose establishments children were rescued. Challans have also not been issued to any of the owners so far.

Labour Officer ML Sharma (circle 3) was unavailable for comment and Assistant Labour Commissioner (ALC) Satnam Singh refused to divulge any information saying that he was on leave.

Labour Officer Balwinder Singh Rangi (responsible for circle 2) said they had rescued a total of 20 children through the week (taking the tally of the number of children rescued during the week to 41).

He made it clear that only constables had been part of the task force (even though a senior police official should be a part of it as per the SC guidelines). Also, no FIR was registered against any of the owners.

When asked why none of the owners had been challaned so far, Rangi said, “The procedure will take another five to 10 days.”

The Labour Department also hasn’t placed any of the rescued children in police protection or at the child homes.

Dinesh Kumar adds, “We have worked in Ludhiana, Delhi and other parts of Punjab. In Ludhiana, during the labour week, 90 children were rescued. The administration was responding to our complaints and also took us along. The owners of establishments at Ludhiana have all been challaned.”

“But in Jalandhar, repeated questions about the number of children rescued and other details have met with silence. No FIRs have been registered and despite our pointing it out regularly, the task force is also not proper,” he added.

“During Delhi drives, FIRs were registered on the spot. Factories were sealed and owners arrested. In Jalandhar, not a single owner has been arrested and no factory has been sealed so far. On top of it, the Labour Department’s silence only suggests they have something to hide,” he said.

Army recruitment rally at Ramgarh Cantt from July 9

The Sikh Regimental Centre, Ramgarh Cantt (Jharkhand), will hold a recruitment rally at Ramgarh Cantt under the unit headquarter quota for the wards of servicemen, ex-servicemen, widows, war widows for enrolment of soldier (general duty) and soldier tradesmen (carpenter) from July 9 and 10.

All Sikh candidates except Mazbi, Ramdasia, SC and ST from any states and UT of India (only for relationship candidates) can appear for the soldier (general duty) category.

The screening for soldier tradesman (carpenter), relationship candidates, from Uttar Pradesh only would be considered.

For general duty soldier, candidates should have passed Class X with minimum 32 per cent marks in each subject and 45 per cent marks in aggregate. The candidates having higher qualification need not to have this stipulated percentage of marks in Class X.

Candidates hailing from Jammu and Kashmir except Jammu, Kathua and Samba districts should be simple Class X pass and candidates hailing from the Ladakh region should be Class VIII pass.

For the category of tradesmen (carpenter), candidates hailing from Uttar Pradesh should be Class X pass or should have done an ITI diploma (carpenter). Candidates are also required to bring their original educational certificate mark-sheet, residence certificate, caste certificate issued by the Sub Divisional Magistrate, tehsildar and a school character certificate in original issued by the headmaster, village sarpanch within six months from the date of issue and sports/NCC certificate.

Candidates from Kandi area should bring their Kandi area certificate (only declared by Central government and not by state government in case candidates hailing from Punjab hills). Candidates from Jammu and Kashmir must be in possession of state subject certificate.

The candidates should bring 12 copies of their latest passport size coloured photographs whereas Sikh candidates should bring 12 copies of their photographs with turban and without turban. Children of servicemen and ex-servicemen should bring their relation certificate in original.

The candidates should also bring photographs of all family members duly verified by the village sarpanch with stamp affixed and pasted on the reverse side of the character or pre-verification certificate.

Revenue officials sore over delay in promotions

Resentment prevails among revenue officials awaiting promotions in the PCS (Executive) following postponement of the meeting of the Punjab Public Services Commission scheduled to be held in Patiala.

As many as 37 names of revenue officials were sent to the commission for 12 posts of the PCS (Executive) as the process was hanging fire for the past few years.

Talking to newsmen, Punjab Revenue Officers’ Association president Ram Singh said though the PPSC had raised objections on the files four times, but the personnel department sent the files after clearing all of the objections. He said the meeting of the PPSC was postponed when one of the members said at the meeting that the seniority list of the district revenue officers could not be finalised so the said meeting should be postponed.

When contacted, PPSC member Anil Sareen refused to comment and switched off his mobile phone. More than 150 posts of PCS officers are lying vacant in the state.

The Phagwara police has nabbed a person on the charges of duping people under the guise of providing them jobs in different banks. Talking to mediapersons Phagwara SP Harkamalpreet Singh Khakh said the swindler was posing himself as a bank manager and was roaming in the area in his Tata Nano car (PB-08BY-8376) having a plate of “district manager”. Khakh said the accused has duped over 10 persons of more than Rs 8 lakh.

The SP said the accused allegedly took Rs 1 lakh from Amarjit Singh of Kanna Kalan, Rs 2 lakh from Raj Kumar of Kannian Kalan, Rs 2.75 lakh from Vinod Kumar of Nangal Dam, Rs 1 lakh from Balbir Ram of Kannian Kalan and Rs 1.25 lakh from Tipu Sultan of Kannian Khurad.

Bank opens four ATMs

The Central Bank of India today opened four ATMs in different localities of the city, including at Urban Estate-I Market, Model House, PUDA Complex, opposite DC Office and Silver Plaza, Sodal Road.

SS Bhalla, deputy general manager, Jalandhar region, thanked the customers.

The bank also organised a mega credit camp at its Civil Lines branch in which loans amounting to Rs.5.31 crore were disbursed.

B Akbaraly, zonal manager of the bank, also inaugurated the gold loan scheme on the occasion.

Patwari suspended for dereliction of duty

Deputy Commissioner Alaknanda Dayal suspended Sabuwal patwari Jaswinder Singh on the charges of dereliction of duty. The DC found huge work of ‘intkals’ (mutations) of land records pending in halqa Sabuwal during inspection.

At this, she suspended the patwari on the spot. The DC had gone to the Sultanpur Lodhi BDPO office to inspect the work of revenue department. During inspection, she disposed of 274 mutations on the spot of Sutanpur Lodhi, Kabirpur, Talwandi Chaudhriya, Dadwindi and Tibba Kanugo circles of the Sultanpur Lodhi sub-division. — TNS
