residents struggle for a dignified existence

Majority areas in Ward number 60 are categorised as slum colonies. Residents face a long fight for development of the area. Sandwiched between the Amritsar-Attari road and Guru Ki Wadali village, areas in this ward can only be called a part of the city on paper.

WARD NO 59
Part of city, but deprived of basic amenities
Amritsar, June 7
Frequently choked sewerage, bumpy roads, contaminated water supply and garbage dumps are the major problems faced by the residents of all  localities of Ward number 59. The residents rue that though these localities were included in the MC limits more than 15 years ago, but development has not taken place as  expected.

Tubewells mere showpieces here
Amritsar, June 7
Poor supply of drinking water, broken roads and choked drains are some of the major problems in Ward 47. The areas in the ward include Gali Lamba Wali, Krishna Colony, Haveli Jamadara, Khuh Suniara, Sirki Banda, Chowk Katra Bhai Sant Singh, Dhab Khatika, Bazaar Toba Bhai Salo and Katra Dulo.

Dharna against police inaction
Amritsar, June 7
Alleging police inaction, supporters of an Independent candidate from Ward number 53 held a protest dharna at Islamabad Chowk here today. Independent candidate Happy Nayyar alleged that the supporters and a close relative of the SAD candidate from the ward Avinash Jolly beat up his supporters, including women.

Smoke-free status: Admn told to fulfil criterion
Amritsar, June 7
The process to declare Amritsar a smoke-free city has begun. The Deputy Commissioner has received a letter in this regard from Punjab Tobacco Control Cell, which has said that if the city administration is successful in fulfilling criterion, Amritsar would be declared a smoke-free city on July 31 (a tentative date).

13 held in attempt to murder case
Amritsar, June 7
As many as 13 persons were arrested on charges of attempt to murder on the basis of the complaint of Sunil Kumar, a resident of Chogawan. Kumar and his family were brutally beaten up when he was taking his wife to the hospital.

Poornima Mahajan of BBK DAV Collegiate School bagged the first position in the district in Class XII examination conducted by the Punjab School Education Board (PSEB). PSEB spokesperson Raminderjit Singh Wasu said Poornima scored 924 marks out of 1,000 and secured the 28th position in the state.

Accompanied by her parents, Pardeep and Anjana Mahajan and school principal Dr Neelam Kamra, Poornima credited her success to the strict study regimen and conducive environment provided by the school, faculty and her parents.

A commerce student, her favourite subject is accountancy and she wants to excel in the subject by doing specialisation ahead. Elaborating her strict study regimen she said morning hours are her favourite to concentrate on her studies. She said the provision of weekly tests kept her updated.

BBK DAV Collegiate School's principal said barring the PSEB all kinds of other expenses on Poornima's education were waived when she scored 94 per cent marks in the last semester.

Ankur Popli of Sant Singh Sukha Singh Khalsa Senior Secondary School bagged the second position in Amritsar. He scored 919 marks in the non-medical and was placed at the 48th position in the state. He credits his success to God, teachers and his parents. Self study is his success mantra as he took instructions from his teachers only. Mathematics is his favorite subject but he aims is to go for a specialisation in the subject of computers. In the first semester, his score was 91 per cent and in matriculation he had bagged 92nd position in the state. His father Yogesh Popli works with the LIC as a professional career and his mother Asha Popli is a housewife. He studied for seven hours everyday. Karan Thakur of Shri Ram Ashram Senior Secondary School bagged the third position in the city as he scored 910 marks in the non-medical stream. Interested to join the Navy, he is waiting for the result of National Defence Academy (NDA).

Poll officials get outdated instruction manuals

A section of the presiding officers in Amritsar have been issued outdated instruction books to conduct the Municipal Corporations elections. Published and printed by the Punjab State Election Commission in 1997, these instruction books provide information regarding conducting elections. However, these manuals, instead of carrying instructions regarding the use of EVMs, highlight the use of ballot boxes and papers.

These manuals, issued to the presiding officers, contain provisions and instructions to hold municipal corporation elections. Its foreword page carries comments from Man Mohan Singh, the then state election commissioner, Punjab, which carries the date as February 4, 1996.

Each instruction manual has 13 chapters and five annexures. Of these, chapters 9, 10, 12 and annexure fifth give information regarding the ballot boxes and casting of votes by ballot papers. Besides, there are many forms which instruct the presiding officers to keep ballot paper account and other such information. Presiding officers feel that these chapters have lost their relevance as ballot boxes and ballot papers are no longer in use.

Confusion prevails among the presiding officers who are not aware of the latest rules since the instructions guide is outdated. Members of the polling staff say before the Assembly elections, at least three training sessions were conducted for the Presiding Officers and Assistant Presiding Officers. This time only two days were reserved for rehearsals on June 1 and 6. The first day rehearsal saw only instructions being passed verbally. The second rehearsal was held at six venues and each of them had over 500 polling staff. They were demonstrated EVMs and its working in the third rehearsal.

Deputy Commissioner Rajat Aggarwal said these instruction manuals were combined and consolidated information regarding smooth conduct of MC polls. Barring parts on ballot boxes and ballot papers, these are of use by the polling staff. Besides, separate EVM manuals have been issued.

MC polls: Results likely to spring a surprise

With new comers joining politics through the upcoming MC polls and old leaders switching their loyalties to the opposition parties, the poll results are likely to take everyone by surprise. In some of the wards the SAD-BJP are trying to topple each other's candidates.

Ward no 24 has City Mayor Shwait Malik is contesting against a new entrant of the Congress Gurinder Singh Rishi. Post delimitation, Malik's parent ward no 51 was declared reserve for women therefore the BJP fielded him from here.

Malik boasts of having never lost any election and was elected councillor for three consecutive terms (1997, 2002, and 2007) before getting elected as Mayor. On the other hand, Rishi's connection with the masses cannot be denied. As president of Shaheed Bhagat Singh Welfare Club, he has always helped the needy like getting operations done, funding education or wedding expenses for the poor etc. Both are from an engineering background and are calculative in nature.

Airing his message on the FM radio, Malik promised to make this ward the best ward in the state by installing coloured interlocking tiles on roadside, introducing new water supply pipelines, CCTV cameras to check crime and upgrading garbage lifting mechanism.

Rishi said a cash-starved corporation cannot fructify Malik's dreams. “I want to pump in funds from my pocket to give quality life to the residents by providing them with safe drinking water by installing RO system and an uninterrupted electricity supply by installing generators," he claimed.

In Ward no 9, the BJP's dissident leader and sitting councillor from Ward 26 Rajinder Mahajan Pappu has fielded his wife Neetu Mahajan against the BJP's Madhu Khanna, the wife of Improvement Trust chairman Sanjeev Khanna. It will be tough for Madhu, an unknown face in political circles, to beat Neetu, going by her popularity. Showing solidarity with her, the residents of a locality here have even installed notice boards urging the BJP contender not to enter their premises.

The outcome of Ward no 20 will also be very interesting. Allotment of the BJP ticket to the Congress rebel Ajit Singh Bhatia's daughter-in-law Simarpreet Kaur Bhatia was hard to digest for hardcore BJP activists. Simarpreet is contesting against Congress candidate Narinder Pal Kaur. Simarpreet's claim to fame is that she contested the Assembly polls as an Independent and gave a tough fight to the winning BJP contender Dr Navjot Kaur Sidhu, the wife of MP Navjot Singh Sidhu. It will be interesting to see whether Simarpreet is able to live up to the party's expectations or not.

In ward no 16, Mohinder Singh, district secretary, circle, SAD, who was claimant for party ticket, is thinking of fighting as an Independent after the party announced the candidature of Ajit Lal at the last moment. "The SAD overlooked my 30-year long ties of my family with the SAD. Now I will prove my worth," he claimed.

The outcome of Ward no 36 too promise to be interesting. SAD MLA Inderbir Bolaria's wife Geetinder Kaur is making her debut in politics by contesting against Bhupinder Singh Bittu of the Congress from here. Here, Bolaria's prestige is at stake because Geetinder is an unknown face and she is banking on Bolaria's influence. Equally tough fight will be witnessed at Ward no 14 and 53 where the ruling alliance has fielded candidates against each other. The BJP has fielded Neelam Bala from Ward number 14 against Kashmir Kaur of the SAD. In Ward number 53, Som Dev Sharma of the BJP is pitted against Avinash Chander Jolly of the SAD.

Arun Kumar Pappal and his wife Manju Mehra are contesting as Independent candidates from Wards 46 and 47, respectively, after the BJP withdrew its support from Pappal over his wife's candidature as an Independent against the BJP contender. Local candidates feel that with the couple contesting in the election, the fight for official BJP candidates has become harder.

Majority areas in Ward number 60 are categorised as slum colonies. Residents face a long fight for development of the area. Sandwiched between the Amritsar-Attari road and Guru Ki Wadali village, areas in this ward can only be called a part of the city on paper.

Residents of Balmiki Mandirwali Gali, Vishwakarma Mandirwali Gali, Tittuwali Gali, Thathi Mohalla, Sone Avenue and other localities in this ward rue that they have been denied the basic amenities for a long time.

Availability of more than 25-feet wide roads in the ward can be very lucrative for any real estate developer to set up planned localities in various parts of the city.

Residents say they can be free from being clubbed with slum localities as soon as sewerage system and streetlights are put in place and potable water supply is ensured.

An Independent councillor does not get as much funds as the candidate belonging to a ruling party but I got several roads built during my last tenure. I am a resident of Kot Khalsa and a majority of roads here are metalled. While roads in other areas could not be metalled as work to install new sewerage has started from Gurdwara Baba Jiwan Singh road. Besides, three new tubewells have also been approved for my ward.

Dusty roads are a perennial source of ailments as each passing vehicle left behind a trail of soil and dust. Each household requires two to three times dusting in a day. Monsoon is the most fearsome season of the year. Even a small shower is enough to make the streets full of puddle and slush.

The area falls within the corporation limit but water supply line is yet to reach here. Households with adequate resources have installed submersibles but people like me have to travel all the way to Gurdwara Baba Jiwan Singh to fetch water.

Frequently choked sewerage, bumpy roads, contaminated water supply and garbage dumps are the major problems faced by the residents of all 
localities of Ward number 59. The residents rue that though these localities were included in the MC limits more than 15 years ago, but development has not taken place as 
expected.

Residents of Bharariwal locality in the area complain of a garbage dump near the government elementary school. “The dump is located along the wall of the school. This has made the surroundings very unhygienic,” said a resident.

The residents of the locality rue that though the sewerage pipes beneath the roads were laid more than a year ago, the road was not carpeted. The residents complained that bad road is a cause of accidents.

The residents also complained about the condition of the cremation ground in the area. The condition of the community hall in area is also bad.

During past five years we have carried out several developmental works in the area which lagged behind. Five years are not enough to set things right in these localities. We will be planning another phase of development after the elections. Presently works on various projects in these localities are going on at a fast pace.

The streets in Fatehpur are usually water logged and in a very bad condition. Four wheelers can hardly enter the area. The councillor has failed to respond to our requests.

The water supplied to us is not safe to drink. While laying sewerage pipes, water supply pipes were damaged at various places. As a result people get sewerage mixed water at their homes.

The roads in Bharariwal are the worst in the entire area under the MC. Most of them are kutcha and have huge potholes. The MC should get these carpeted at the earliest.

Poor supply of drinking water, broken roads and choked drains are some of the major problems in Ward 47. The areas in the ward include Gali Lamba Wali, Krishna Colony, Haveli Jamadara, Khuh Suniara, Sirki Banda, Chowk Katra Bhai Sant Singh, Dhab Khatika, Bazaar Toba Bhai Salo and Katra Dulo.

Several tubewells have gone defunct over the past years hitting the supply of drinking water. Prolonged power cuts have worsened the matters. Without electricity, the newly installed tubewells could not be made functional.

Spilling of garbage especially polythene bags obstructs the passage of drains. Once choked, the filthy water from the drains come on to the streets making it extremely difficult for shopkeepers in the Katra Dulo locality in the ward. The problem gets more severe when MC safai karamcharis remain on leave during holidays and Sundays.

I admit that there is a shortage of water supply. But the problem will be solved soon. As many as four tubewells have been installed. We need just power connection to make these operational. For now, the overhead water reservoir has been restarted to provide water in the ward. The garbage problem exists in the ward as most of the green garbage bins installed in my ward have been shifted by the ruling party. The bins which are there serve little purpose because they have no lid and animals scatter the garbage on the roads.

Dharna against police inaction

Alleging police inaction, supporters of an Independent candidate from Ward number 53 held a protest dharna at Islamabad Chowk here today. Independent candidate Happy Nayyar alleged that the supporters and a close relative of the SAD candidate from the ward Avinash Jolly beat up his supporters, including women.

He alleged that later his brother Lucky Nayyar was abducted by the police at the behest of the ruling party who has not been found so far. He alleged that a false case has been slapped against on him at Islamabad police station. He alleged that last night his supporters who were pasting posters in the ward were beaten up by Jolly's men. He said his election booth in B-block area was also burnt by the accused.

Meanwhile, Som Dev, the BJP candidate from the ward also joined hands with Nayyar in holding a protest against the alleged high handedness of the police. Addressing the protesters, he assured his support.

Happy Nayyar demanded immediate release of his brother besides registration of a case against jolly and his supporters for criminal assault on his supporters.

Avinash Jolly has refuted the allegations and alleged that it was Nayyar's supporters who had assaulted the children who was pasting posters. Police teams headed by Gurcharan Singh said they were investigating the case and action will be taken accordingly.

Smoke-free status: Admn told to fulfil criterion

The process to declare Amritsar a smoke-free city has begun. The Deputy Commissioner has received a letter in this regard from Punjab Tobacco Control Cell, which has said that if the city administration is successful in fulfilling criterion, Amritsar would be declared a smoke-free city on July 31 (a tentative date).

The cell has asked the administration to strictly implement the laws to control sale and consumption of tobacco and tobacco products.

It has also asked the administration to display boards outside each and every establishment notifying a ban on smoking.

The administration has also been asked to get the names and addresses of officials authorised to listen to complaints in each office.

Civil Surgeon Dr Hardeep Singh Ghai said the health department has already started drives to issue challans against violators. He said heavy fines would be imposed on defaulters. The administration has also planned to involve NGOs and religious leaders for the initiative.

13 held in attempt to murder case

As many as 13 persons were arrested on charges of attempt to murder on the basis of the complaint of Sunil Kumar, a resident of Chogawan. Kumar and his family were brutally beaten up when he was taking his wife to the hospital.

The incident took place on Wednesday evening near Chogawan. A case under Section 307, 341, 324, 427, 506, 148, 149 IPC has been registered in this connection.

The accused include Kashmir Singh, Chamkaur Singh, Gurbir Singh, Jagbir Singh, Sardool Singh, Ajit Singh, all residents of Kotli Kairo, Pargat Singh, Kashmir Singh of Kohala village, Badal of Umarpura, Sahib Singh, Malkiat Singh and Bachan Singh of Dullo Chak, Happy of Sarai and other unidentified persons.

Sunil alleged that he along with his wife and brother Pawan Kumar were going to Chogawan in a car, the accused who were armed with sharp-edged as well as other weapons were blocking traffic leading to a jam.

He said he pleaded with them to let them go as his wife required immediate attention, but instead they attacked them. They also damaged their car. He said they were saved thanks to the intervention of local shopkeepers otherwise the accused could have even killed them, he alleged.

Investigating officer, Sawinder Singh, said 50 armed persons arrived at the Chogawan turn on a truck and started damaging vehicles and left several persons injured.

He said 13 accused have been arrested so far while raids were on to arrest the remaining.
