Diarrhoea breaks out, over 250 hospitalised
Ambala, June 2 Most of them are residents of slums and undeveloped colonies. Their relatives have alleged that contaminated water is being supplied for the last several weeks. They say they have reported the matter to the public health department, but no official has taken the matter seriously. Led by Civil Surgeon Satish Aggarwal and Ambala Cantonment SMO Vijay Bansal, a health department team has destroyed unhygienic eatables in the market. The health department had recently taken 31 samples of drinking water from Ambala City and Ambala Cantonment, of which 24 were found to be without chlorine. The Civil Surgeon said he had sent the report to the health directorate and informed the public health department about this. |
HC notice to admn
Chandigarh, June 2 Taking a serious note of the allegations, the High Court issued notices to
the UT Inspector-General of police and the UT administration. The notices were issued by the Division Bench of Acting Chief Justice MM Kumar and Justice Alok Singh on a public interest litigation filed by Advocate Utsav Singh Bains. He has sought directions to the respondents to issue detailed guidelines on how to deal with children. The petitioner has also sought the issuance of guidelines to the Juvenile Justice Boards to record statements of children, when presented before them, regarding police abuse and order registration of FIR in case of abuse. In the PIL, Bains has also demanded the setting up of a special investigation team to investigate the abuse of children by the police and review cases of children lodged in the Chandigarh observation home by any independent agency. It should submit a periodical report regarding police abuse and other grievances to the court for appropriate action. Direction to Inspector-General of Police has also been sought to initiate criminal and disciplinary proceedings against the police officers for the brutal torture and abuse of children in police custody. Utsav Bains has attached statements of the victims with the petition. One of the children told the petitioner that he had committed theft in Sector 38 last year. After arrest he was severely thrashed by policemen in police custody. Another child, an inmate, told the petitioner that he was given electric shocks by the Chandigarh police officials. |

Property Dispute case
Chandigarh, June 2 The report, which was submitted to the Punjab and Haryana High Court on May 21 reads: “Keeping in view the entire material available on record, the undersigned (CJM) is of the view that actual possession of the disputed portion was delivered to Rajesh Kumar (respondent accused of trespass and claiming possession) on April 21, 2011, on the date of execution and registration of the sale deed.” The report further reads: “No role was played by Inspector Poonam Dilawari and Sub-Inspector Pradeep Kumar to deliver the possession in favour of respondent Satjit Kaur. Therefore the undersigned is of the view that there was no violation of the Punjab and Haryana High Court order dated December 22, 2011.” The report was submitted following a petition filed by Manavjit Kaur, co-owner of the Sector 8 house. Satjit Kaur had moved the High Court after the Chandigarh Police had registered a case against her and two others at the Sector 3 police station for manhandling Dilawari. The dispute pertains to a portion of house number 506, Sector 8-B, Chandigarh. She had alleged that on December 24, 2011, the Chandigarh Police had illegally barged into her house along with the respondents despite a High Court order in
her favour. |

Chandigarh, June 2 As the case came up for hearing before Justice Augustine George Masih, advocates Jasmeet Singh Bedi and Anil Mehta, appeared on Sharma’s behalf and requested for additional time to file the written statement. Gurcharan Singh, a resident of Chhat village in Zirakpur, had filed an election petition on the ground that at the time of filing the nomination papers, Sharma was holding the post of Mohali planning board, which was an office of profit. The High Court had earlier dismissed another petition seeking cancellation of SAD candidate NK Sharma’s nomination from the Dera Bassi constituency. Independent candidate from Dera Bassi, Deepinder Dhillon, had alleged that Sharma had not furnished complete information in the affidavit on the case registered against him on September 9, 2003. Returning officer and SDM of Dera Bassi constituency, Rajesh Tripathi, had earlier held the candidature of SAD candidate NK Sharma as valid. Tripathi had said all objections raised against Sharma were invalid and he was fit to contest the elections, as he was not yet convicted in the 2003 assault case. |

HC declines to entertain pleas
Chandigarh, June 2 The assertion came during the hearing of a bunch of two petitions filed in public interest by the Welfare Association and the Panchkula National Highway Reforms Association against the Union of India and the NHAI, along with other respondents. Taking up the petitions, the Bench of acting Chief Justice MM Kumar and Justice Alok Singh asserted that civil writ petitions filed as public interest litigation under Article 226 of the Constitution raised common issues. The Bench observed that the petitioners had sought “directions to respondents to build adequate and standard-sized underpasses, special and safe lanes for cyclists and standard-sized footpaths, which must be user-friendly”. They had also sought directions for the construction of underpass foot-bridges “keeping in view the actual population and projected population in the area of the Sector 12-12A-21, T-point at Panchkula”. The Bench observed, “The counsel for the petitioners have drawn our attention to site plans and various photographs of the area to argue that difficulties are being caused to residents of Panchkula, especially of Sectors 12, 12-A and 21, which are situated along National Highway 22. “According to the petitioners, the cause of such difficulties is improper planning of four-laning of the Zirakpur-Kalka road. Due to non-provision of adequate underpasses, people have to cover extra distance to enter the main Panchkula side. “Having heard the counsel for the petitioners at some length, we are of the view that the issues raised in these petitions, such as whether there should be a cut or underpass at a particular place is necessary for the smooth movement of traffic and whether the extra distance required to be travelled by the local residents is justified in the larger interest of public etc, are questions that are primarily required to be decided by the authorities concerned and
not by court. “Accordingly, we come to the conclusion that the present one is not a case which could be entertained by us. We, therefore, decline to entertain these writ petitions, which are accordingly dismissed, however, without any order as to costs. “Our order will, however, not stand in the way of the petitioners’ approaching the authority concerned in the matter and for the said authority to decide the same in its best discretion and
judgement.” |

Whereas Rahul Gandhi's counsel KC Mittal confirmed that the petitioner's advocate had informed the court about the withdrawal of the petition. Thakur had sought action against Rahul Gandhi for comparing the RSS with SIMI, a banned organisation. |

8,023 cases disposed of in lok adalat
Chandigarh, June 2 In this lok adalat, 20 benches were constituted, in which cases of different categories like motor accident claim cases, matrimonial cases, civil cases, civil appeals, compoundable criminal cases, cases under Section 125 of the CrPC, rent cases, executions, cases under Section 138 of the NI Act, complaints, bank cases, telephone company cases, revenue cases, labour and consumer cases, traffic challans and cases pertaining to pre-litigate stage, etc, were taken up for settlement. Out of the total cases, the settlement of 7,231 traffic challans ended up with the court collecting Rs 18,10,450. Apart from traffic violations, the lok adalat also settled MACT cases, in which compensation of Rs 16,85,000 was awarded. Besides this, about 290 civil cases, rent cases, labour cases and other categories of cases were also disposed. |

Gang of thieves busted
Chandigarh, June 2 On June 1, a police party of the Sector-34 police station arrested Prince, a resident of Hangola village, Raipur Rani, in Panchkula with a stolen motorcycle, which bore a fake registration number. During interrogation, Prince told the police that his accomplice, namely Deepak, alias Kala, Vikas, Kanwar Pal, alias Kamru, and Mohammad Ahkam were also members of their gang and indulged in thefts of motor cycles in Chandigarh. Police parties were constituted to nab the other members of the gang. The police stated that Kanwar Pal and Mohammad Ahkam were nabbed at the Sector 32-33 roundabout along with a stolen motor cycle. Meanwhile, Deepak and Vikas were arrested from Terrace Garden in Sector 33, and a stolen motorcycle was recovered from their possession. The police stated that a country-made pistol was also recovered from Deepak who is also the kingpin of the gang. During investigation, they revealed that they used to steal motor cycles from various parts of the city and sell them after preparing fake registration certificates. The master keys they used for unlocking motorcycles were also recovered
from them. The members of the gang have admitted to stealing 35 motor cycles from various parts of the Chandigarh. So far, the police has recovered 21 stolen motor cycles from the arrested members of the gang. The police stated that further interrogation of the suspects is on and that might lead to more vehicle recoveries in the future. |

Boy commits suicide
Panchkula, June 2 The police took the body in custody and sent it to the Sector-6 General Hospital for post-mortem examination, which would be conducted tomorrow. The deceased's father was a sanitation worker at the centre. He told the police that his son was watching a television programme last night. They asked him to go through his books, he added. He said their son went out after switching off the television and did not return. They received the information about his body being recovered from the complex this morning, he further said. |

Kaur, residents of the Ivory Towers at Sector 70 in Mohali. Sohana police station SHO Harjinder Singh said Vikas had sold his Lancer car before fleeing the city. |
