Bathinda, May 14
The general house meeting of the Municipal Corporation Bathinda (MCB) today witnessed uproarious scenes with municipal councillors lodging their protest against the Mayor for not convening the House regularly. The meeting was held today after a gap of six months.

The first to lodge protest was MC Jagroop Singh Gill who accused the Mayor of infringing upon the democratic right and duties of the councillors. The MCs also expressed dismay over the agenda for the meeting reaching them less than 24 hours before the meeting. The stipulated time-frame for this is at least 72 hours. The councillors were also agitated when a supplementary agenda with six new resolutions was moved for the consideration of the House just before the start of the meeting.

MC Mandeep Kaur alleged that when she sent a list of works to be carried out, the civic authorities refused saying model code of conduct has been implemented in the wake of municipal corporation elections in four districts of the state.

However, municipal commissioner Uma Shankar Gupta clarified said the government is yet to issue a notification for the code of conduct and since many important public matters were pending, the meeting was convened hurriedly.

The issue of localities like Lal Singh Nagar getting hefty water bills, even when the area does not get adequate water supply, was also raised. Mayor Baljit Singh Beer Behman said the problem was not limited to Lal Singh Nagar but many other pockets of the city as well.

The meeting also decided to form a sub-committee that would conduct a survey of areas in the city that do not have water supply, but are receiving bills for it. "As per the survey, we can then recommend to the government to waive the water user charges in all such places," he said.

MC Basant Bhatia complained about the supply of dirty drinking water. He said his area had been getting drinking water supply mixed with sewage. "There are around 17 handpumps in my ward of which only four are functional. I took up the matter with the department concerned but none of the pumps have been repaired," he said.

The MC officials informed that the city has four new water projects lined up and those would be implemented soon. These include a new water works at the Giani Zail Singh Engineering College, construction of a tank of one lakh gallon capacity for Pujjan Wala Mohalla, capacity augmentation of the tank at the industrial growth centre and a new tank for the Ajit Road area.

The House also discussed the streamlining of the city bus service and distinctly mentioning of its routes and the time-table at the stoppages. The municipal commissioner said that for the trans-railway line area, the PRTC would be asked to run six buses of smaller designs that can have penetration in the narrow lanes of the city.

In the wake of the approaching monsoon, MC Krishan Kumar Garg demanded that drains should soon be de-silted. Municipal commissioner Uma Shankar Gupta replied that the city is being divided in zones for this purpose.

Budget misleading: Goyal

Senior Deputy Mayor Tarsem GoyalSenior Deputy Mayor Tarsem Goyal said the MC budget, presented in April, was misleading and the House had recommended certain changes."The House would like to see the final copy of the proposed budget to see if our recommendations have been added to or not," he demanded. The MC officials will present it in the next meeting of the House.

Important decisions

  • The term of the house tax committee expired on March 31 this year. The MCs demanded that either new committee be constituted or the old one be revived so that house tax matters can be expeditiously processed.
  • All resolutions were unanimously passed today, the most important of which was the policy of change in land usage (CLU) --- a facility that would now be available at Bathinda itself.
  • The corporation has proposed buying recovery van for easing traffic congestion. MC Raj Kumar Sood, however, said the facility can be outsourced at shoe-string budget, on the lines of the Ludhiana Municipal Corporation and lakhs could be saved. The matter has been taken up for consideration.
  • The corporation would be outsourcing security guards to guard its assets at Rose Garden, office and health department. Ten guards would be hired for each location and Rs 75 lakh would be spent on it annually.
  • A special lift trolley is being bought for Rs 1,62,000 to pick stray animals and leaving them at the cattle pounds.

Govt & private institutions lie in ruins here

Tribune News Service

Bathinda, May 14
Due to the lack of proper accommodation or other reasons, some government and other institutions are being run from the government quarters here for the last couple of years. These institutions are the homoeopathic dispensary, school, library and an Anganwari centre, which have been functioning from the H-type quarters of the Civil Station area here.

It is difficult to believe that these institutions are being run from the government quarters in the city. But after visiting the area and the quarters, housing these institutions, the real picture automatically comes to the fore.

During a visit to the H-Type quarters in the Civil Station area here, one can find the Government Homoeopathy Dispensary housed in quarter number

H-21. As per the available information, the dispensary has been functioning here for the last many years. Earlier, the condition of the roof of the quarter was dilapidated but about seven years ago, the roof was changed with the funds provided by the administration.

A primary branch of the MHR Senior Secondary School, Bathinda, is being run from quarter number H-64 for about two years. Earlier, it was housed in quarter number G-19. In this dilapidated quarter, about 100 students have been studying. In view of this, the principal of the school has written to the administration to provide the school with new space.

Likewise, an Anganwari centre is being run in quarter number H-73 for the last over two years. The centre in-charge has reportedly given in writing to the municipal councilor of the area to arrange for a good building to house the Anganwari centre as it is situated in an old quarter now.

However, a Government Elementary School is also being run from the space of two quarters (H-55 and 56). The building of the school is in good condition as it was built by clubbing together two quarters.

Besides these institutions, the Lala Sant Ram Memorial Library is also situated in quarter number H-48 in the Civil Station area.

Keeping in view the dilapidated condition of the quarters, employees of the institutions, except for the Government Elementary School, have been demanding good accommodation from the district administration here.

Some employees also suggested that if the administration, at present, had no other suitable accommodation for them, then for now, it could provide them with space in the newly built quarters in Civil Station area.
