On the eve of the 96th birth anniversary of the former President of India, Giani Zail Singh, senior citizens, old-time companions who shared Giani Zail Singh’s political activities and some senior Congress leaders of Faridkot asked Prime Minister Manmohan Singh and Congress president Sonia Gandhi to preserve a barrack in Faridkot in which Giani Zail Singh was incarcerated for five years (1938-43), for opposing the repressive policies of the feudal lords of that time.

Anticipatory bail applications by doctors
Judges in Faridkot decline to hear the plea

Two government doctors, who are facing a criminal case for the alleged offence of preparing fake medical record to help the jail inmates ‘escape’, today faced more trouble when two judicial courts in Faridkot declined to hear their anticipatory bail applications.

The courts of sessions judge Fateh Deep Singh and the additional district and sessions judge Ramesh Kumari asked the accused doctors to approach the Punjab and Haryana High Court for anticipatory bail. The reason, according to the judges, is that one of the judges, Fateh Deep Singh, is the complainant against the doctors in the case and the second judge, Ramesh Kumari, is well-known to the father of one of the accused.

Dr Vishavdeep, a medical officer at the Civil Hospital in Faridkot and Dr Darshan Kumar, a doctor in Central Jail, Faridkot, were booked by the police on April 20 under Sections 465, 467, 468, 471 of the IPC and the Prevention of Corruption Act.

The case was registered after the SP (D) at Faridkot conducted an inquiry on the directions of the district and sessions judge, Faridkot.

The sessions judge had ordered an inquiry after The Tribune, on October 12 last year, exposed how some accused in many criminals cases, at times, avail of the benefits of the hospital's 'comfort' with their family members on the basis of fake medical grounds in connivance with the doctors.

Seeking anticipatory bail in the case, the doctors today presented their applications through their council in the court of the additional district and sessions judge, Faridkot, Ramesh Kumari. But the judge declined to hear the application, saying the father Dr Vishavdeep was a member of many Lok Adalats in Faridkot and was well-known to the judge. So, the judge referred the application to the district and sessions judge, Fatehdeep Singh.

However, Fatehdeep Singh also declined to hear the application on the ground that he was a complainant in the case. It would be better if the accused approach the High Court for a decision on their anticipatory bail application, said the sessions judge.

After The Tribune report, there were two independent judicial and police inquiries which found the doctors guilty of helping an accused in a criminal case to escape the jail on 'frivolous' medical grounds and giving him 'comfortable treatment' in the special rooms in the hospital.

But as the doctors blame the police for conducting a biased inquiry, another inquiry was conducted by the SP (D) Lakhbir Singh.

In his report, the SP (D) revealed that the treatment given to the jail inmates by shifting them to the Civil Hospital was a bit dramatic.

Ferozepur’s Shekhar gets 71st rank

An alumnus of IIT Guwahati and a postgraduate in structural engineering from the University of California (Berkeley, USA), Shekhar Singh has brought laurels to his family after he bagged the 71st rank in the UPSC civil services examination 2011, the results of which were declared yesterday.

Shekhar's father, Chanderhas, who is posted here as the General Manager in Bharat Sanchar Nigam Limited, while sharing his joy, said his son had left a promising career in the US to come back to India and appear in the civil services exam. “He always wanted to serve his homeland rather than enjoying a comfortable life in plush offices in California,” said Chanderhas, adding that he was happy that his son had done it.

“I have been lucky that I qualified the exam in my first attempt,” said a jubilant Shekhar, while speaking to The Tribune over the phone. Shekhar said his father was his role model and he inspired him to take on the onerous challenge.

Belonging to village Oon in Prabudh Nagar district of Uttar Pradesh, Shekhar's family is involved in several social and religious initiatives. His sister Aanchal is pursuing law from the NUJS, Kolkata.

Friends and staff members of the BSNL today congratulated Chanderhas on the success of his son.

Defying Directives
Liquor vends hike price of beer

Throwing the directives of the state excise and taxation department to the wind, liquor contractors in Muktsar are fleecing the consumers by charging an extra amount of Rs 30-35 per bottle.

As per the excise policy for the 2012-13 fiscal, the department has fixed the maximum retail sale price of light and strong beer at Rs 70 and Rs 75 per bottle, respectively. But here, the liquor vends are charging Rs 100 and Rs 110 per bottle, varying according to the brands.

A visit made to liquor vends here in the city revealed that the liquor contractors had hiked the prices on their own, without bothering about the norms fixed by the department.

When this correspondent asked an employee of a liquor vend located near the bus stand about the reason for the hike in the price, he said, “The owner has told us not to sell a bottle of Thunderbolt brand of beer below Rs 100 and others below Rs 110.”

“Before April, we sold every bottle of light and strong beer for Rs 90 and Rs 100, respectively. We are not aware whether the government has reduced or increased the price,” he said.

The situation was the same at every liquor vend, putting a question mark on the functioning of the department.

BS Kahlon, Assistant Excise and Taxation Commissioner (AETC), Muktsar, said, “No liquor vend owner can sell beer below the minimum or above the maximum price fixed under the new excise policy for the year 2012-13. If some contractors have hiked the prices, we will first issue a warning to them and then raids will be conducted to penalise them.”

“People should feel free to lodge complaints with the department to keep a check on illegal practices,” the AETC added.

Demand to preserve Faridkot barrack

Giani Zail Singh was born on May 5, 1916 in village Sandhwan in Faridkot district in a family of artisans. In March, 1972, he was elected unanimously by the Punjab Congress Legislative Party to be the Chief Minister of Punjab. He was elected the President of India on July 15, 1982. "Even the SAD (B) had voted in favour of Giani Ji for his election as the President of India," said Kultar Singh, a grandson of the former President of India.

Till some time back, this barrack was part of a sub-jail in Faridkot. But now, after a new and modern Central Jail was constructed in Faridkot, the old jail, including Gianiji's barrack, was given to the Baba Farid University of Health Sciences (BFUHS) and the university has a plan to demolish the old jail building.

Therefore, the old comrades of Giani Zail Singh want the jail barrack to be preserved in the memory of the former President of India.

"The BFUHS rejected our request to preserve the barrack, so we have requested Sonia Gandhi and Manmohan Singh to interfere and ask the state government not to demolish the old barrack," said Surinder Gupta, an old companion of Giani Zail Singh.

Bathinda to host unique eco festival

Bathinda is all set to host a unique environmental and organic farming festival, complete with elements of knowledge, entertainment and traditional food from May 11 to 13 at the Teachers’ Home.

Kheti Virasat Mission (KVM) is hosting the fest.

Executive director, KVM, Umendra Dutt said the fest is part of a social movement for the ecological reconstruction of Punjab.

The first day would have millet-based traditional food, termed Bebe Di Rasoi, exhibition on various issues, stalls on traditional and native seeds and on sale of organic products. Farmers’ seminar on what should be the direction of their movement in the present context, talk on emerging crisis of corporate control over water by Himanshu Thakkar would be the highlights on May 11. May 12 would be an all-women day with women's convention on environment, health and food, natural farming workshop, talk of the day on health impacts of GM Food by Dr Amar Singh Azad and folk music, songs and poetic program.

On the concluding day, a public dialogue on what should be the direction of environmental movement in the era of GM foods, corporate control over food and agriculture, folk music and songs by Jagsheer Jeeda and others would be the highlights.

Chiranji Lal Garg appointed

The Punjab Pradesh Congress Committee’s (PPCC) chief Captain Amarinder Singh has appointed Chiranji Lal Garg as the member of Punjab Election Committee. Garg has thanked Captain for posing faith in him and giving him the responsibility. He will be a representative from the Malwa region in the panel.
