Working overtime, men with machine still not tired

Jalandhar, April 23
It has been a exhausting week for JCB operators of the Municipal Corporation and private construction firms who have been working 13 to 14 hours a day to clear tonnes of rubble at the collapsed Shital Fibres factory site since last Sunday night.

For over a week, these men have been manoeuvring their machines in and out on the 100 marla stretch of the building, breaking some portion of it and then loading the debris into trucks all through the day. These men, however, term coordinating the gears and levers of the two-way running machines a part of their duty.

Pardeep, a JCB operator with the MC for the past 18 years, said: “Normally, we work for only a few hours whenever we are required to demolish an illegal construction or remove debris from some area. The working hours have been long all these days. But we have not felt overworked even for a second, for perhaps we were doing it for a social cause.” Pardeep said he had done similar work during a MiG crash in the thickly inhabited Basti Adda area.

Pardeep’s brother Sanjiv, too, is a JCB operator. He said: “It has given me satisfaction working on the machines to help the Army and the NDRF teams save lives. I have never done that earlier.”

Gopal Verma, another operator, says the worst that he had seen was facing bullets and the stones from the parties whose properties they were asked to pull down by the MC. “Last month, I escaped an injury as we went ahead to bring down jhuggis on the Gujral Nagar road. However, there was no opposition from the other side here. At times, we have had problems pulling out mangled iron rods. The arm of the machine is 12 feet and sometimes these got entangled while clearing the rubble,” he said, adding that even as the rescue teams would go, he would have to come for another week to clear the area. Their work at the site was monitored by an SDO of the MC.

JCB operators had been working only in the peripheral areas as the tanker-loaded machines of a private construction company cleared the internal area. Unlike the other more powerful machines, the MC’s JCB machines have the capacity to bear 1.5 tonnes of weight. The operators said that they were initially trained by the manufacturing companies after which they were attached with a new machine that the MC bought.

Not regularised

JCB operators rued that the MC has not regularised them even after putting in over 15 years of service. The operators said they were getting meagre Rs 5,000 a month which was not enough to meet the needs of their families. They said that their repeated requests had failed to move MC officials.

Councillors upset over‘sloppy’ rotation policy

Jalandhar, April 23
Several councillors of the ruling as well as the opposition parties are upset over the 'haphazard' women reservation policy adopted by the local bodies department for the ensuing MC elections.

They say there has been no fixed pattern like the previous year when the 1, 4, 7… pattern had been adopted. While the pattern this year should have been 2, 5, 8… or 3, 6, 9…, the BJP minister did it deliberately to save his men and to target others, councillors claimed.

The rotation this year has started from Ward No. 2, but Ward No. 5 represented by Sunil Jyoti, a close aide of Mayor Rakesh Rathour, has been spared with the next one coming at Ward No. 8. The reason given is that there were two SC wards, including Ward 3 and Ward 6, coming in between.

Even Ward No. 20, represented by the Mayor, which would have fallen in the 2, 5,8… pattern has been left unreserved. Similarly, the wards of BJP state secretary Ravi Mahindru (Ward No. 38), BJP councillor Joginder Singh Tony (Ward No. 35), SAD councillor Balbir Singh Dhillon (Ward No. 11), BJP's Iqbal Gill (Ward No. 41) and SAD councillor Manjit Singh Titu (Ward No. 47) which fell in the sequence have also been spared.

The ruling party councillors, including Shiv Dyal Chugh of the BJP, are upset. His Ward No. 33 has been reserved even as his ward did not fall in the sequence. "Such a step has been taken deliberately to throw me out of the game. It is clearly a pick-and-choose policy," he alleged.

Some Congress leaders, including Jagdish Raja, too, are dissatisfied. "My ward was not in the order of the reservation pattern, but the government has targeted me. I will fight it out legally," he added.

Clearing debris a daunting task for district administration

Jalandhar, April 23
Clearing of debris from the collapsed factory site remains a Herculean task for the district administration.

This despite the fact that the district administration has hastened the process of clearing the rubble, torn blankets, chemicals, yarns and iron structures by pressing into service 15 tippers of the Jalandhar Municipal Corporation (MC) and a private construction company - Soma Enterprises.

While the rescue teams - the National Disaster Response Force (NDRF) and the 103 Engineer Regiment from Vajra Corps -jumbo cranes and earth moving machines have made passages through the rubble, the iron and concrete has been posing a major problem in locating the bodies, if any.

Talking to Jalandhar Tribune, SDM-I, Iqbal Singh Sandhu said the trucks have been carrying the rubble 24X7 and the attempt was to clear the debris soon. “Ever since the rescue work began on Monday morning, trucks have consumed 14,500 litres of diesel to date. The cost of the diesel would be borne by the district administration and all out efforts were being made to complete the debris clearing work,” he said.

The NDRF had already written on a pillar of the collapsed building site ‘no victim live’ and the rescue teams were now working day and night to locate the bodies buried under the rubble.

From day one, the rescue teams have been segregating the rubble, including the dismantled iron pieces, blankets and the cement structure, but as the debris on the ground is badly entangled with concrete and iron, it may take some time to clear it.

Jalandhar, April 23
Taking cognisance of the report, “Dilbagh Nagar residents get panicky”, published in these columns, students of Dr BR Ambedkar National Institute of Technology (NIT), Jalandhar, have decided to conduct a survey on the noise pollution caused by the hammer unit of Inder Industries, situated on 120-Feet Road.

Students of industrial and production engineering of the NIT, under the leadership of Assistant Professor Lakhwinder Pal Singh, will visit the houses of the Dilbagh Nagar Extension Colony to gather information about the extent of noise pollution caused by the unit.

A questionnaire has been made to ascertain various factors causing the noise pollution and its impact on the local population dwelling near the factory. The factory is situated in the heart of the colony.

Talking to Jalandhar Tribune, Prof Lakhwinder said, “We have made a set of 10-15 questions to find out the impact of the noise pollution on their health. Usually it has been noticed that people who reside near such industries develop sleep disorders, which leads to cardiac diseases, thereby inviting many serious health hazards,” he added.

The researcher said the survey was his volunteer work, which he started as a social cause. “The industries reap benefits at the cost of the poor labourers, who work in inhuman conditions. There is a dire need to conduct researches so as to ensure proper working conditions, safety of human lives and avoid any industrial accidents,” he said.

He said while industries in developed nations had conducted such researches and adopted its findings, hence ensuring safety and implementation of guidelines, those in India are lagging behind in this aspect. Prof Lakhwinder has been pursuing his PhD on “Occupational health and safety”.
