Fighting Swine flu
Civil Hospital sets up special ward
Tribune News Service

Amritsar, April 21
The district health authorities have reserved a special ward for patients suspected of swine flu at Jallianwala Bagh Memorial (JBM) Civil Hospital here.

Senior Medical Officer, Civil Hospital, Dr Balbir Singh Dhillon said a ten-bed special ward has been reserved for suspected swine flu cases. He claimed the hospital is prepared for the situation. He said medicines have already been procured to treat such cases if any. He said the ward is isolated from other wards so that the virus is not transmitted.

No case has been reported from the city so far but a patient suspected of the disease was reported at a private hospital. The district health department too has denied any case so far. “We are keeping a strict vigil,” said Dhillon. The department has also sent instructions to report any case as and when it comes to them to private hospitals.

Dhillon said the throat swab of the suspected patients, if any, will be sent to the PGIMER at Chandigarh to be tested. He said there is no alarmingsituation in the city as the department has already taken all necessary measures in this regard.

Even as the health department claims to be ready, the city still awaits its very own swine flu testing lab approved by the government in 2009.

The project has been hanging fire for more than two years.

The lab was to be constructed at Government Medical College. Once the lab is ready, adjoining districts too can send samples here instead of sending them to Chandigarh.

Government Medical College principal Dr SS Shergill said setting up of the swine flu testing lab at the college has been delayed as the college authorities are yet to receive financial sanction for the project. He claimed the project got the required sanction recently.

Cheque bounce cases
MC notices to tax defaulters

Tribune News Service

Amritsar, April 21
The Amritsar Municipal Corporation today issued notices to tax defaulters after the cheques submitted by them bounced. Notices were issued after the deadline given to them to make the required amounts available in their bank accounts expired.

They would still be given a timeframe to clarify their position before they face legal action under Section 138 of the Negotiable Instruments Act.

Till date, there were 70 cheques amounting to Rs 29 lakh which were dishonoured by the respective banks. Ironically, a majority of the tax payers denied the payment of dues by exercising stop payment option with the bank.

The cheques which bounced include 12 cheques issued by various liquor vends. In addition, there were 33 other cheques issued by several high-end property owners and 45 cheques of lower denominations, which were denied clearance for one reason or the other.

Joint Commissioner Pardeep Sabharwal said, “All defaulters will be issued legal notices by this evening. These cheques were re-deposited after the lapse of grace period granted to them and that they may get their property sealed as well as face legal action,” said Sabharwal.

Meanwhile, the AMC has sought police protection for Monday to initiate a sealing drive.

MC House Tax superintendent Shushant Bhatia said, all defaulters had deliberately committed the double offence, first by issuing cheques to evade the sealing procedure of their property and later stopping their tax payments.

Giving two hoots to the law, alleged men of a liquor contractor broke the official seal of the liquor shop, after failing to comply with the tax norms. The recovery team had to visit again to affix the seal.

Among the defaulters, a renowned hotelier is liable to pay Rs 10 lakh.

He had issued a cheque of Rs 5 lakh on the spot when the AMC House tax team reached the hotel to seal it. His cheques too got bounced.

Illegal hoardings dot city walls
GS Paul
Tribune News Service

Amritsar, April 21
Even after the announcement made by the Deputy CM and subsequent issuance of orders by the AMC Commissioner, the illegal hoardings continue to deface the key intersections of the holy city. Most of these have been put up by political parties, including the ruling alliance, to greet their leaders.

The MC Commissioner has even issued a circular stating that police action will be initiated against the violators. Most of these hoardings are illegal and enjoy the patronage of political leaders who make big moolah by renting them out. The authorities, however, refute the allegations. The MC officials claim they have a list of locations where hoardings or posters is allowed.

Yet, the ones installed over the newly-renovated decorative lights outside the Hall Gate and the recently installed huge billboards on the key roundabouts of the city about the arrival of the leader of the Opposition Arun Jaitely's visit tomorrow cannot come under any legal frame.

Similarly, the series of posters, depicting political leaders with folded hands, on the road dividers or on the roundabouts, can no more be termed as legal because these distract commuters' attention. Still, these enjoy immunity from MC's anti-hoarding drive. Another favourite spots are the pillars of the elevated road on the GT road, right at the entrance to the city. Visitors find themselves welcomed by 'Abdul lenter (lintel) chukan wala', 'meri jaan mera auto Cassette wale'! These are the advertisements pasted on the pillars of the main elevated road by various firms and individuals thus defacing the entrance of the city.

Individuals too have pasted pictures of leaders alongside their own pictures or with the pictures of some products or institutions.

Two years ago, taking cognizance of pasting of advertisements, posters on government property, the AMC had launched a campaign and the then Commissioner DPS Kharbanda had even got FIRs registered against 10 individuals and firms.

He had also enclosed 10 pictures of such posters, mentioning the pillar number with his complaint as well as the mobile numbers of persons or firms concerned mentioned on the posters. No action followed.

Non payment of dues by the firms or individuals putting up the posters has led to loss to the cash-starved AMC.
