MC to launch door-to-door survey to identify defaulters

A door-to-door survey of the Jalandhar Municipal Corporation under the Global Information System (GIS) technique to identify the water bill and house tax defaulters will be revived. The survey was suspended a few months ago.

The survey which had brought to fore startling revelations had to be left midway owing to mapping problem of the MC’s data with the ground reality. After nearly 10 wards had been visited by the staff of the Noida-based RMSI company, it was found that more than 60 per cent of the data collected manually did not conform to data available with the MC.

Chief Engineer, Local Bodies, AS Dhaliwal said: “The unmapped data was increasing each day. There were hundreds of cases of double bills, wrong addresses, wrong names and untraceable water connection holders with us. We wanted more manpower from the company for looking into the problems, besides the daily data collection. The pace of work was getting affected as we had been demanding data collection from at least 10 wards in one month, which they were not able to do.”

The 10 wards for which the data had been collected also include Ward Nos. 9, 24, 31, 39, 54, 56 and 57. Dhaliwal said the project already had a provision that in case there were problems of validation of data by the field staff, it would be re-designed. “We are now re-designing it as per the problems encountered and would get it approved from the House again with demand of increase of manpower,” he claimed.

The poor update of records by the MC seems to have helped thousands of property owners remain unnoticed, evade taxes and enjoy free water connections for years. The survey is aimed at nailing all such evaders.

MC officials also believe that if their record is corrected and recovery is made 100 per cent, the income of the MC could go up many times, facilitating the civic body to become a highly profitable public office. The survey has been done after taking the satellite imagery of the city.

In Ward No. 39, illegal water connections outnumbered the legal ones. In Ward No. 54, there were 31 mapped house tax properties and as many as 782 unmapped. 

 

2 lakh properties to be surveyed 

The survey is being conducted as part of the e-governance project. After it is over, every property in the city will get a unique identification number by the MC. Over 2 lakh residential and commercial properties in the jurisdiction of the MC limit are to be surveyed. A two-page performa is being filled with details regarding the owner, occupant, relation between the owner and occupant (son, relative, tenant, etc), its use, total area, covered area, type of water supply (through submersible, hand pump, etc), details of the recently paid house tax, electricity, water supply and sanitation bills.

MGN Public School also celebrated Baisakhi with gaiety and fervour. Students were made aware of the significance of the festival and its cultural importance. Students from classes V to VIII recited poems on Baisakhi. A turban tying contest, giddha and bhangra was also held.

Farewell party

Students and faculty of CT Maqsudan Campus gave a farewell party to the final year students of MBA. A cultural programme was also presented by the junior students on the occasion. Irfan Ghazi from the CT Institute of Advanced Management & Sciences (CTIAMS) was titled Mr Farewell while Majid Misgar was chosen Mr Farewell from CT Institute of Management & Information Technology (CTIMIT). The title of Miss Farewell went to Ridhima (CTIAMS) & Divya Gandhi (CTIMIT), respectively.

Accreditation

Kapurthala-based Bawa Lalvani Public School has won laurels by bagging the accreditation from the British Council on the basis of yearly assessment of various projects and activities held on the campus.

School principal Jaspal Gill said nearly 250 students had applied for the same of which 25 schools had qualified. The principal said she would now be proudly using the Accreditation Scheme Advisory Committee (ASAC) logo on the school hoardings, almanacs, stationery and other items for the next three years.

Placement drive

Microbiology, biotechnology and chemistry students of Lovely Professional University were selected by premier companies in the field of beverages and biotechnology. In this context, Jagatjit Industries Limited and Ind-Swift labs Ltd selected nine students. The selected students will join their duties in June as Quality Control Officers.

Seminar

Punjab Technical University on Thursday a held a seminar on "Rating of Management Institute-Objective and Scope". The seminar was attended by more than 50 directors, deans and faculty members of around 40 management institutes, affiliated with PTU. Addressing the gathering, Vice-Chancellor Dr Rajneesh Arora emphasised upon the need for improving quality standards and thereby making efforts to fill the vacant seats by attracting students from not only Punjab but from throughout India.
