Submit memo to Governor

While BJP MLAs continued to put pressure on the Bahuguna government on the issue of trust vote inside the House, outside the House they submitted a memorandum to Governor Margaret Alva demanding her intervention in the matter.

A delegation of ex-servicemen meet Chief Minister Vijay Bahuguna in Dehradun on Wednesday. Uttarakhand Chief Minister Vijay Bahuguna today met a number of delegations in the state capital of Dehradun. A delegation of retired paramilitary personnel led by SS Kothiyal, president of Akhil Bharaitya Ardh Sainik Sanghatan Uttarakhand met Chief Minister Vijay Bahuguna and informed him about various problems being faced by retired paramilitary personnel residing in the state.

Teachers of Buxa schools not paid salaries
Dehradun, March 28
The Uttarakhand Finance Department has stopped the salary of around 135 teachers teaching at non- government organisation (NGO)-run 14 primary schools in Udham Singh Nagar for children belonging to the Buxa tribal community since April last year.

BJP MLAs press for trust vote, Cong reluctant

Daring the Bahuguna government to prove its majority on the floor of the House, the opposition BJP on Wednesday once again disrupted the proceedings of the House forcing the Speaker to resort to repeated adjournments.

Leading the charge, former Speaker Harbans Kapoor along with other MLAs asked the Bahuguna government to first take the trust vote. The repeated pleas by the Speaker to maintain order were turned down by the vociferous BJP MLAs who even prevented the motion of thanks to the Governor’s address.

“The Bahuguna government has been flouting democratic norms since day one and we will continue to raise our demand. Our demand for a trust vote is based on past precedence. It has happened in the past. Whenever the ruling party did not form the government on its own strength, it went for the floor test. This has been done 27 times in the Lok Sabha and 17 times in the Uttar Pradesh Assembly," claimed Kapoor.

Intervening in the matter and replying to the demands put forth by the Opposition BJP, Speaker Govind Singh Kunjwal said the government had already proved its majority during the election of the Speaker and there was no need to do so.

The reply did not appeal to the BJP MLAs who then stormed the well of the House forcing the Speaker to call for second adjournment.

With the Bahuguna government dependent on seven non-BJP MLAs and still unsure about its own MLAs, the opposition BJP’s strategy is to exploit these weaknesses and press for secret voting.

Earlier, Parliamentary Affairs Minister Indira Hriyadesh had also questioned the need for a trust vote when the ruling party had already proved its might during the election of the Speaker.

Echoing similar sentiments, senior Congress leader Yashpal Arya also pointed out, “The election of the Speaker was one way of proving majority, this is one way of proving strength. We will again do it tomorrow while passing the vote on account,” said Arya.

Submit memo to Governor

While BJP MLAs continued to put pressure on the Bahuguna government on the issue of trust vote inside the House, outside the House they submitted a memorandum to Governor Margaret Alva demanding her intervention in the matter.

The memorandum was submitted by state BJP president Bishan Singh Chufal, Madan Kaushik, Banshidhar Bhagat, Harbans Kapoor and Ramesh Pokhriyal Nishank.

"The Bahuguna government has not proved its majority on the floor of the House. We have asked the Governor to direct the government to do so," Kaushik.

Vote on account tabled in House

Dehradun, March 28
Instead of presenting a regular budget, the Bahuguna government today tabled a vote on account totalling Rs 7018.65 crore for the first four months for the financial year 2012-2013.

The vote of account was tabled in the evening session of the Assembly and will now be passed tomorrow. Out of the total outlay of Rs 7018.65 crore, the plan expenditure has been pegged at Rs 2,293.37 crore and non-plan expenditure Rs 4,725.29 crore. Besides the Right to Service Act, the Uttarakhand Lok Sevak Annual Transfer Policy and the Pandit Deen Dayal Updhyaya University Acts have now become laws. In the morning, the Congress government also tabled the Security Bill for medicos and hospitals and the Uttarakhand Krishi Utpad Mandi Bill in the House. — TNS

Implement 74th constitutional amendment to empower local bodies: Mussoorie MC

The demand for devolution of powers to municipal councils as envisaged by the 74th constitutional amendment, 1992, to make the urban local bodies vibrant self-governing institutions and usher in an era of urban governance, is gaining momentum in Uttarakhand.

The president of the Mussoorie Municipal Council, OP Uniyal, said members of the Pradesh Nagar Panchayat and Nagar Nikaay Mahasangh met Union Minister for Urban Development Kamal Nath at a national-level conference held under the aegis of the Ministry of Urban Development in New Delhi on March 26. They presented to the minister a memorandum seeking more powers for the urban local bodies with the implementation of the 74th constitutional amendment by the state government so that they were able to strengthen democracy at the grass-roots level.

Uniyal said the delegation also told the minister that though some work was done in the beginning in this regard, mere lip service was paid to many aspects of self-governance, leading to the stalling of the process of implementation of the 74th constitutional amendment in the state.

It said the state Legislature be directed to pass the necessary legislation so that ample powers and authority as enlisted in the Twelfth Schedule of the Constitution be transferred to the urban local bodies. This schedule enables the urban local bodies to function as institutions of local self-government, especially in the fields of urban planning, regulation of land use, construction of buildings, water supply for domestic, industrial and commercial purposes, urban forestry, protection of environment and public amenities, including streetlights etc.

Uniyal said a delegation of the Mussoorie Municipal Council under his leadership also met Kamal Nath separately and apprised him of the problems being faced by the local body in the absence of the implementation of the 74th constitutional amendment.

Uniyal presented a memorandum to the Union minister stating that the council was unable to perform urban planning, including town planning, due to an insensitive and corrupt Mussoorie Dehradun Development Authority. He sought the transfer of powers from the Public Works Department to the council and the transfer of vacant land from the Uttar Pradesh State Mining Development to it so that it could formulate schemes in the larger interest of the town.

Uniyal said they also apprised the minister about the problems the council was facing in providing safe drinking water, electricity supply and parking space for the tourists, as they were under separate departments. Uniyal also presented proposals of several schemes and projects mooted for the betterment of the town to Kamal Nath, who assured him of cooperation in this regard.

Newborn baby goes missing from Women’s Hospital

Dehradun, March 28
A new-born boy has gone missing from the District Women’s Hospital, according to reports. The incident took place between 3pm and 4pm on Wednesday, the hospital authorities said.

A woman on the pretext of administering medicines allegedly took the baby born to Ruby and Neeraj Kashyap, residents of Gandhi Gram on Monday. Believing that the lady was from the hospital, the mother did not get suspicious but alarm was raised after the father enquired about the woman from the hospital staff. A case has now been registered with the police who has not ruled out kidnapping.

“The matter is under investigation. We have already inquired from the staff and any lapse on our part will be thoroughly investigated,” said Dr Archana Srivastav, CMS District Women’s Hospital.

Meanwhile, the incident has once again exposed the failure of the pass system introduced by the hospital authorities to curb the entry of unwanted elements. “The pass system introduced by the hospital authorities is not in place. Though the hospital has blocked the backdoor entry, unwanted elements can still find a way of getting inside the hospital,” said a patient.

The hospital authorities claim that a similar incident had occurred some five years back when a new-born had gone missing but was later found in the hospital compound.

Two killed as car falls into gorge

Mussoorie, March 28
Two persons were killed while three other sustained serious injuries when the car they were travelling in fell into a gorge on the Delhi-Gopeshwar highway.

The deceased have been identified as Hukum Singh (51) and Jamuna Pal (42), both residents of Chamoli. The injured, Usha Devi, wife of Hukum Singh, Umesh Pal and driver Pappu, have been admitted to Base Hospital, Srinagar.

Meanwhile, Governor Margaret Alva has expressed grief over the incident. She has prayed for the speedy recovery of the injured.

Ex-servicemen meet Bahuguna

Uttarakhand Chief Minister Vijay Bahuguna today met a number of delegations in the state capital of Dehradun.

A delegation of retired paramilitary personnel led by SS Kothiyal, president of Akhil Bharaitya Ardh Sainik Sanghatan Uttarakhand met Chief Minister Vijay Bahuguna and informed him about various problems being faced by retired paramilitary personnel residing in the state. Kothiyal said the retired paramilitary personnel residing in Uttarakhand were not getting facilities at par with ex-servicemen of the state. Chief Minister Bahuguna assured to take up the concerns of retired paramilitary personnel in priority.

Meeting Reserve Bank of India’s General Manager RL Das, Chief Minister asked RBI for giving more concessions to Uttarakhand in the banking sector, particularly for setting up branches in the rural areas. He also favoured increase of the bank’s credit deposit ratio in the state.

Later, meeting Quazi Mufti Salim, Uttarakhand Chief Minister reiterated commitment of Congress to take all sections of society together towards ensuring all-round development of the state. Mufti Salim greeted Vijay Bahuguna for announcing number of schemes for welfare of minorities in the state. Salim sought a separate ministry for minority welfare.

Teachers of Buxa schools not paid salaries

The Uttarakhand Finance Department has stopped the salary of around 135 teachers teaching at non- government organisation (NGO)-run 14 primary schools in Udham Singh Nagar for children belonging to the Buxa tribal community since April last year.

The primary schools run by non-government organisations are providing education to the children belonging to the Buxa tribal community and were established in 1980. There are a of total of 35 schools in the state and are semi-aided schools run through NGOs.

“The Finance Department has not released the salaries of the teachers, so much so it is becoming difficult to run the schools,” said Prem Vallabh Mungali of Servants of Indian Society that is running a school in Udham Singh Nagar.

The members submitted their plea to the Chief Minister and State Congress chief Yashpal Arya.

The schools were set up to provide education to Buxa tribe children. Last year the Social Welfare Department had questioned the utility of the schools and had almost set the process of closing them down. “The authorities had at that time stated that these schools failed to fulfil guidelines set under Sarv Shiksha Abhiyan. So a third party inspection was started and the schools passed the test. "Though we were successful in resuming running of these schools, the Finance Department has not released the salary amount for the teachers,” said Mungali.

The Dabbu XI team beat the Institute of Technology and Management (ITM) by 3 wickets in a match in the 4th Uttarakhand Cricket Cup here today.

Electing to bat after winning the toss, the ITM team scored 199 runs in the allotted overs. Pramod was the highest scorer with 33 runs. Nadeem contributed unbeaten 22 runs. Ritesh and Raj Verma took 3 wickets each for the Dabbu XI team. Dabbu XI easily achieved the target score, thereby ensuring 3 wickets win for itself. Naresh Parihar was the highest scorer with 61 runs. Gandhi contributed valuable 38 runs. Shoaib of the ITM took 3 wickets.
