Balance tilts towards Congress in DMC

With Raj Kumar, councillor, Dalanwala, registering victory from Rajpur segment in the state Assembly elections, one more seat has got vacant in Dehradun Municipal Corporation (DMC). Two are already lying vacant as former councillor Ganesh Dangwal vacated the Race Course seat to join a government job eight months ago and councillor of Mata Mandir Road, Uday Chandel, died five months ago.

Mahant Devender Dass leads ‘Nagar Parikarma’ on the concluding day of Jhanda Mela in Dehradun on Wednesday. Following an old tradition set by Guru Ram Rai, Mahant Devinder Das of Darbar Sahib accompanied by his followers did the parikarma of the old city today and bid a farewell to the sangat that had come for Jhanda Mela. The parikarma started from Darbar Sahib and after passing through Saharanpur Chowk, Kanwali Road, Clock Tower and Guru Ram Rai Public School, Bindal bridge, it culminated at Lakhi Bagh.

CM pays courtesy visit to Governor

After taking oath as the seventh Chief Minister of Uttarakhand yesterday, Vijay Bahuguna today paid a courtesy visit to Governor Margaret Alva and her husband Niranjan Alva.

‘Finish sewerage project by March 25’
Mussoorie, March 14
Unhappy with the slow pace of the ongoing sewerage project being undertaken by the Pey Jal Nigam under the Jwaharlal Nehru National Urban Rural Mission (JNNURM) in Mussoorie, the president of the Municipal Council, OP Uniyal, today directed the officials concerned to complete the project before the March 25 deadline or discontinue it till the peak tourist season was over.

Indo-US workshop lays stress on green chemistry

A three-day Indo-US workshop on “Green Chemistry for Environments and Sustainable Development” that was held at a hotel in Mussoorie concluded yesterday with the emphasis on forging a bilateral cooperation in promoting green chemistry throughout academia and chemical enterprise and reducing toxic waste to provide a cleaner environment.

The Uttarakhand Congress government has welcomed Union Railway Budget even as opposition BJP described the Budget as not in consent with the railway concerns of Uttarakhand. The industry in the state, too, has given its mixed reaction to the Railway Budget provisions for Uttarakhand.

The newly appointed Uttarakhand Chief Minister Vijay Bahuguna has described the Railway Budget as balanced and in aid of the common man. He has expressed gratitude to the Union Railway Minister for proposing to start the survey for laying of Haldwani-Chorgaliya and Haldwani-Reetasahib railway tracks. The Chief Minister also thanked the Union Railway Ministry towards extending Dehradun-Chennai express up to Madurai and increasing the frequency of the Howrah-Lalkuan express.

Bahuguna said the new projects will be of great benefit for the people of Uttarakhand. He said that he was now looking into all the correspondence that has taken place between the state and the Railway Ministry. He said the Union Railway Minister in his Budget speech today laid stress on expansion of railway network in the remote and border areas of the state and asserted that Uttarakhand that shares international borders will be sending railway-linked proposals to the Centre.

Haridwar MP Harish Rawat, too, has expressed gratitude to Union Railway Minister Dinesh Trivedi for sanctioning linking of Doiwala to Rishikesh-Karanprayag railway line in the Union Railway Budget 2011-12. He has also welcomed doubling of Haridwar-Luxor railway Line and starting of tri-weekly train from Haridwar to Ajmer.

However, Uttarakhand BJP has held that Railway Budget has completely ignored Uttarakhand. “There is nothing new in the Railway Budget for Uttarakhand. While adequate attention has been paid to the North- East, Uttarakhand stands completely ignored”, said BJP spokesperson Satish Lakhera.

Meanwhile, Industries Association of Uttarakhand has held that while passenger fare hike was reasonable, a lot more needs to be done in the hill state in terms of expansion of the railway infrastructure. The association has expressed concern that no new train has been introduced for Uttarakhand in the Budget.

Garhwal MP Satpal Maharaj has termed Union Railway Budget 2012-13 as financially balanced in times of economic recession.

In a statement issued today, he said the passenger fare hike had not been increased in the last 9 years and, thus, increasing the fare in the Budget presented today was justified. He said the Budget had given all importance to safety aspect in the Railways, which was a welcome development.

Maharaj said the sanctioning of Doiwala-Rishikesh-Karanprayag railway line in the Budget was a big achievement for Uttarakhand. He said doubling of Haridwar-Luxor railway Line was also matter of appreciation.

A day after his swearing-in as the new Chief Minister of Uttarakhand, Vijay Bahuguna today visited the state Congress headquarters in Dehradun.

Bahuguna reached Congress Bhawan during the afternoon hours today and spent over an hour with Congress workers who had turned up in large numbers to greet the new Chief Minister. Bahuguna interacted with the party workers and expressed gratitude to them for ensuring Congress victory in the Assembly elections in the state.

Uttarakhand Congress president Yashpal Arya, state Congress vice president Suryakant Dhasmana were among prominent Congress leaders who accompanied the Chief Minister. In a brief interaction with mediapersons, Chief Minister Vijay Bahuguna said it will be his priority to take all sections of society together in the works of development.

Earlier, Congress workers resorted to large-scale bursting of crackers at the state Congress headquarters.

There was also large-scale beating of drums to welcome Vijay Bahuguna.

Balance tilts towards Congress in DMC

With Raj Kumar, councillor, Dalanwala, registering victory from Rajpur segment in the state Assembly elections, one more seat has got vacant in Dehradun Municipal Corporation (DMC). Two are already lying vacant as former councillor Ganesh Dangwal vacated the Race Course seat to join a government job eight months ago and councillor of Mata Mandir Road, Uday Chandel, died five months ago.

Seeing that no efforts had been made to fill the already vacant positions by BJP government, it will be interesting to see whether the new Congress government will take any initiative in this direction.

In the DMC, which has 60 councillors, both BJP and Congress have more or less equal number of councillors. But with two Congress MLAs, Umesh Sharma and Raj Kumar, winning in the current Assembly elections and five Congress MPs, who have been empowered to vote on policy issues in DMC, the balance has tilted towards Congress in DMC board. Not to forget, the three seats lying vacant are also of Congress.

While giving his take, Ganesh Dangwal said: “The BJP government did not take initiative to inform the office of state Election Commission to hold election for the two vacancies pending in DMC for many months

out of fear that if it lost, it would send a wrong message to the public.” Surprisingly, Congress too did not press for it. Leader of Opposition, DMC, Ashok Verma said the BJP government should have held the election for the vacant seats in corporation. “Now with the Congress government in the saddle in state, we will take up this issue,” he added.

Mayor Vinod Chamoli pushed the buck on the state Election Commission in this regard. Dangwal said the election for three wards seemed a remote possibility now as the tenure of the present board was coming to an end after one year.

Nevertheless, beyond political equations, it is the residents of these wards who are suffering the most in the absence of their councillors who would push the development work in these localities. At present, the neighbouring councillors are shouldering the responsibilities.

The second casualty is the democratic process under which the members of DMC Board exercise their votes on important policy matters, something that does not happen in DMC at all. While appreciating the culture of unanimity in DMC board, Vinod Chamoli said: “I never let any matter reach a juncture where voting is ever required. On the issues of discontent, I patiently wait and make efforts in sorting out the differences with the opposition. Hence I never bothered about the number game in the corporation.”

Jhanda Mela concludes

Following an old tradition set by Guru Ram Rai, Mahant Devinder Das of Darbar Sahib accompanied by his followers did the parikarma of the old city today and bid a farewell to the sangat that had come for Jhanda Mela.

The parikarma started from Darbar Sahib and after passing through Saharanpur Chowk, Kanwali Road, Clock Tower and Guru Ram Rai Public School, Bindal bridge, it culminated at Lakhi Bagh.

At Lakhi Bagh, Mahant Devinder Das paid homage to former Mahants.

After establishing his dera in Dehradun, Guru Ram Rai used to do the parikarma of the areas under his dera and also meet the people. The tradition continues to be followed even today. The group covered a distance of 10 km.

Later in the evening, Mahant Devinder Das gave a good send-off to the sangat with prasad and gifts.

Seminar on violence against women

A one-day seminar was organised by the YWCA, on the theme ‘Violence against women’ in regard to International Women's Day.

Sushila Baluni, president of the state Women Commission, Advocate Anjali Gosain, police officer Sarla Rawat and Principal of St Xavier School Jyotika Gonsalves placed their views before the women audience.

Baluni said, “In the present times, women must know about their rights to fight against injustice. In the same vein, they should not forget their cultural values and direct their strengths in the right direction.”

Gosain congratulated the women for being associated with the YWCA and giving their selfless services to society. She enlightened the audience about the various rights being given to the women by the Constitution of India such as the right to education, career, property, maintenance and protection against physical, domestic and financial violence.

Rawat elaborated on helpline services and numbers such as 108 and 100. She also advised the audience not to ignore violence of any kind and report to the police immediately.

‘Finish sewerage project by March 25’

Unhappy with the slow pace of the ongoing sewerage project being undertaken by the Pey Jal Nigam under the Jwaharlal Nehru National Urban Rural Mission (JNNURM) in Mussoorie, the president of the Municipal Council, OP Uniyal, today directed the officials concerned to complete the project before the March 25 deadline or discontinue it till the peak tourist season was over.

Local residents and tourists have expressed resentment over the lackadaisical approach of the Pey Jal Nigam that has left the work incomplete at several places along the Mussoorie-Dehradun highway and on Mall Road, making them unsafe for travelling.

Uniyal, at a hurriedly-called meeting with the Pey Jal Nigam officials on the Municipal Council premises, today directed them to complete the work before March 25 in view of the tourist season.

He said the local residents felt that the Nigam had “captured” the town in the name of the sewerage project for the past couple of years. Roads had been dug up at several places and debris had not been lifted, posing risk to the lives of commuters.

Indo-US workshop lays stress on green chemistry

A three-day Indo-US workshop on “Green Chemistry for Environments and Sustainable Development” that was held at a hotel in Mussoorie concluded yesterday with the emphasis on forging a bilateral cooperation in promoting green chemistry throughout academia and chemical enterprise and reducing toxic waste to provide a cleaner environment.

The workshop was organised under the aegis of Hemwati Nandan Bahuguna Garhwal University and Texas University. The speakers from the USA and India elaborated in detail about green chemistry and need to promote it in daily life so that there is reduction in the amount of the toxic waste in the planet. Dr J Leazer from the USA, while discussing the 12 principles of the green chemistry, said synthetic methods should be designed to maximise the incorporation of all materials used in the process into the final product. He also laid stress on the prevention of the waste rather than clean it up after it was formed. Dr Leazer also said that chemical products should be as effective as possible. He further said auxiliary substances such as solvents and separation agents should be avoided. He also said energy requirements should be low and extreme temperatures and pressures should be avoided so that there was decrease in the level of the toxic waste. Leazer also said the chemical products should be designed in such a way that at the end of lifetime they readily break down to harmless products.

Eminent chemical scientists Dr Joseph M. Fortunak from Howard University in Washington said there was need to educate cooperates about the green chemistry as it was economically beneficial to them apart from keeping the environment clean. Dr Fortunak also said that one thing that was needed at the government level was imposing strict regulations which were not being done so far.

Dr Fortunak said, “There was need to change the way we look at this planet and the workshop is a step on that direction”.

Praising India on its initiative to reduce toxic waste, he said India had done a lot to reduce the waste and using the material that was abundant in nature much more judiciously than many other countires. He also said india could become a leader in promoting green chemistry in near future as the enthusiasm among the people was immense in the country.

Dr Rajendar Bhatnagar later speaking to the media said the objective of the workshop was to forge ahead a bilateral understanding with the United States and India in regard to reducing the harmful chemical products from entering the environment. Dr Bhatnagar also said India should learn from the past mistakes and disregard such technologies which damaged the environment and the best way to work on that path was through introducing green chemistry in the academia and the chemical enterprise. He also said that the organization which was keenly following the green technology should be rewarded so that others were also motivated towards following green chemistry practically.

Elated at the outcome of the workshop on green chemistry, he said around 150 delegates from the various fields around the world participated and shared their experience and divulged various ways to reduce toxic waste from the environment.
