5 Africans held for printing dollars, forging passports
New Delhi, February 17 The Crime Branch of the Delhi police was tipped off about the foreign nationals. The gang operated in Delhi and the National Capital Region (NCR). The police busted the gang by using a decoy customer. The person had struck a deal with the racketeers for getting a passport with a fake Indian visa and immigration stamp. On February 15, two persons were apprehended when they came to deliver the fake passport to the decoy at Golcha Cinema in Darya Ganj. They were identified as Gabriel Olawale Ajisafe (52) and Sunny Odigie, alias Sunday (40), who are both Nigerians. The former stays at Rohini and the latter is a resident of Saraswati Vihar. The police seized 12 fake Indian visas from them. Thereafter, the cops raided a hideout at Ganesh Nagar. Three other persons, including a woman, were arrested. They are named Enwere Okechukwa Kelvin Enwere (33), a Nigerian national; Caroline Cherotich (41) who belongs to Kenya; and Augustine John Kwaku Kyare, who is from Ghana. Enwere and Caroline reside at Ganesh Nagar. Augustine is a resident of Mandawali Fazalpur. Deputy Commissioner of Police (Crime and Railways) Ashok Chand said, "From their hideout, we seized counterfeit $22,000 of 100 denominations, 120 fake passports of Lesotho, Ghana and Botswana and 35 more passports of other countries, including the United Kingdom, Germany, South Africa and China. We also recovered 330 fake Indian visa stickers, watermarks, 61 seals of Indian and Foreign immigration authorities and stamps of Indira Gandhi International (IGI) Airport and embassies. There were also screen printing machines and computers." The DCP said that Gabriel is the kingpin of the gang, which has been active for more than a year. He has been living in India for the past 30 years. He has married an Indian woman and has three children. All the accused are highly educated. They printed US dollars with the help of screen printing technology. "They claimed that the counterfeit US dollars are being sent to the African countries for circulation. The arrested persons also told us that they provided fake passports to African nationals, whose passports had been impounded in criminal cases. They also provided travel documents to those people who entered India illegally and wanted to stay in the country. They charged their clients an amount between Rs 10,000 and Rs 25,000. The money they received was transacted via their own channels. They have received about Rs 40 lakh," said the officer. The Indian visa and stamps were used in making the travel documents. The passports were made for criminals who wanted to return to their country after being granted bail. The police said that it is trying to ascertain whether the racketeering has a pan-India operation. It is also searching for more people, who are involved in this business. It is also investigating as to how many people were sent abroad on forged passports. |
18% MCD school kids infected with parasitic worms: Survey
New Delhi, February 17 The study was conducted to assess prevalence of disease among the children of Delhi. It was carried out in 3,251 children with 40 from the Delhi government schools, 40 from MCD schools and 48 from slums across the Capital. Senior leaders of Municipal Corporation of Delhi (MCD) said that around 18.86 per cent municipal students have been found infected with the parasitic worms. In the study, the average prevalence of soil-transmitted helminth was found to be 16.09 per cent with a maximum of 83.6 per cent in a particular slum. Study results showed that the average prevalence was significantly higher in MCD schools at 18.86 per cent and slums with 18.79 per cent compared to Delhi government schools at 9.91 per cent. Chairman of Medical Relief and Public Health Committee, Dr. VK Monga and chairman of Education Committee, Dr Mahinder Nagpal said that during the Anaemia Control Programme started by the corporation in October 2007, 80-85 per cent children in class four and five were found to be anaemic. "Soil-transmitted helminths are the most common infestations in pre-school and school-age children amongst general classes. It causes anaemia, malnutrition, retarded physical and mental development, reduced educational attendance and achievement besides reduced productivity as adults," said Dr Monga. Following the result of studies, the two leaders said that a two-day mass de-worming programme has been conceptualized which will help in bringing positive impact on children's health, nutritional status growth, cognitive function and educational achievements. Dr Nagpal said that MCD will hold a mass de-worming programme in around 1,742 schools with student strength of over 9.5 lakh wherein the students would be given chewable tablets of Mebendozole (500 m.g.) on February 21 and those remaining absent would be covered in the final round on February 27. The tablets do not have any side-effects. The chairmen said that all the schoolteachers besides all concerned, including medical officers, representatives of school health services and school inspectors, have been imparted training in this regard. |

New Delhi, February 17 They said that most of the times parents procure the certificates through bribes. While discussing the issue, panelists Sister Nirmalini, principal of Carmel Convent School, M.P. Raju, advocate and Bibiana Tirkey, former deputy director, Education, Delhi government, recommended that all the minority institutions should be under one umbrella and managing committees should have members of the minority community only. The RTE Act is relevant to all. But some of its clauses are very congenial to minority institutions. According to government statistics, 42 million children are outside school. To educate them, nearly one lakh teachers are needed even if there is one teacher for 42 children. Besides, the government has no specific resources to build schools in a short span. This may be the reason that the responsibility to educate these children is being given to minority, government and private schools, they said. Sister Nirmalini said that the minority schools are doing their best in educating children. |
Cloudy day in Delhi
New Delhi, February 17 The day temperature today was recorded at 22 degree Celsius, average for this time of the year. For tomorrow, the weatherman has predicted similar weather conditions. "The city is likely to witness cloudy skies tomorrow. The maximum and the minimum temperatures are likely to oscillate between a high and low of 22 and 8 degrees Celsius respectively," said an official of the Indian Meteorological Department. Humidity levels today wavered between a high of 67 per cent and a low of 28 per cent. |
Disaster response force to be set up
New Delhi, February 17 Talking to media after the drill report submitted by the Army, the LG said that the response of Delhi Police Control Room (PCR) vans was most appreciated, followed by the Delhi Fire Service. They reached the spot within the given time. The Army monitored the mock drill conducted by the Delhi government in association with the National Disaster Management Authority. He said that the review meeting of the exercise today threw up numerous suggestions, including setting up of a State Disaster Response Force (SDRF). The SDRF could be set up on the lines of National Disaster Response Force (NDRF), responsible for operations in the entire country. To start with, it was discussed that 900 men could be initially recruited under it, 100 each for the nine districts of Delhi. They would be trained to handle disaster situations and would go from door to door to create awareness, said Khanna. He said since the recruitment process could take a long time, men from Delhi Armed Police (DAP) battalion could be immediately roped in for the training. It was also decided in the meeting that a land be allotted to the organisation to put up its base here. "We would give them two plots of land in east Delhi and west Delhi to set up bases," said Khanna. The review meeting was attended by representatives from National Disaster Management Authority (NDMA), Delhi Disaster Management Authority (DDMA), Army, and other senior Delhi government officials. Standard structural design of the building was also discussed at the meeting. The LG also said that since a number of buildings in the city are unsafe, a consultancy wing be opened with each of the three municipalities to check the strength of buildings. Experts from Delhi Technical University and Delhi IIT can be roped in for evaluating the structural safety of buildings. Besides, experts from the Central Building Research Institute in Roorkee have agreed to provide technical support for the purpose, Khanna said. |
Delhi appeals order on gurdwara polls
New Delhi, February 17 The February 7 order had directed the city government to update, within a month, the electoral rolls with photographs of voters for the DSGMC elections. The directorate of gurdwara election (DGE) also challenged the order of Justice Vipin Sanghi ordering it to complete the exercise of delimitation in 46 wards within a month. A bench of Acting Chief Justice A K Sikri and Justice Rajiv Sahi Endlaw posted the matter for hearing on February 21. Challenging the order, the government in its petition said that “the single judge has no right to pass such order once the directorate has declared the schedule for the polls”. On the exercise of delimitation of 46 wards, the government said that it would take a long time and could be done only after the elections. The single court’s order came on a petition filed by Harmohan Singh, a poll aspirant, alleging that the directorate had virtually announced the schedule for the election but the notification was yet to be issued. The election is scheduled for March 11 and the filing of nomination papers by candidates would have started on February 16, he said. “The election of DSGMC on the basis of incomplete list of voters and without delimitation of wards will cause unfair representation of the members from each ward,” the petition said.—IANS |
Notice to Delhi on illegal colonies
New Delhi, February 17 A bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Shah Endlaw also issued notice, returnable by May 2, to the DDA and the MCD on the issue. The petition, filed by H.R. Suri through advocate Anil K. Aggarwal, challenged the powers of the DDA to frame regulations for regularisation of unauthorised colonies in 2008, saying that no such provision for regularisation of unplanned and illegal massive construction was permissible under the Delhi Development Act. Even the Delhi government was barred, under a constitutional provision relating to land development and colonisation, to frame any rules in the matter, the petition maintained. "The elected municipal body - the MCD - was the exclusive agency, which could take over and bring out schemes for improvement of such unauthorised and unplanned colonies," the petition said. Further, the DDA had failed in curbing unauthorised construction, and to cover up its laxity, it illegally regularised as many as 567 unauthorised colonies in 1990, the petition alleged. - IANS |

Israeli woman discharged
on request
New Delhi, February 17 Wife of the Israeli defence attaché, the woman, who had suffered spine and liver injuries while travelling in a car and was operated the same night by doctors at Primus Hospital, is likely to be flown tonight for further treatment. "The family and embassy authorities had put up a request earlier this week that she (Tal) wanted to be with her family back in Israel. Her condition had improved and so we discharged her today. After requests we discussed the matter with their doctors who were here and then took the decision," said Primus Hospital's Dr N D Khurana. Doctors said, on the day of the blast, Tal was brought with serious shrapnel injuries of spine and liver, almost with paralysis of a leg for which a team of 10 doctors attended her over the last five days. "The injuries of spine and liver were managed promptly by experts who fixed up the spine nerve hit by the shrapnel and the liver wound as well. She was recovering well and would be airlifted to her home country," added Dr Khurana. |
One held in orphanage abuse case
New Delhi, February 17 The girl who was a class 3 student had died on December 24. She had been studying at Kanya Sadan, a government school that is situated on the premises of the orphanage. On December 24, she was admitted to LNJP Hospital around 10.15 am, when she started vomiting and complained of loose motions. Doctors at the hospital examined her and prescribed medicines for her treatment. She was thereafter brought back to the orphanage and kept at the dispensary. The girl's condition worsened and she was again admitted to the same hospital at 12 pm. She later died about 5 pm. A postmortem report of the girl's body at the Maulana Azad Medical College revealed that she was sexually abused. A case under Indian Penal Code Section 376 (punishment for rape) and Section 377 (unnatural offences) was registered at the Jama Masjid police station. The police apprehended the 13-year-old accused on February 9 in connection with the girl's death and also for sexually abusing the 10-year-old boy. He was presented before the Juvenile Justice Board and has been sent to the Observation Home for Boys. |
Metro drive to check men from entering women’s coaches
New Delhi, February 17 "Eleven flying squads, each comprising one station manager, one Delhi Metro Rail Police staffer, one security controller and two Group-4 security guards have been set up for all the six lines of Delhi Metro which will keep a vigil on unauthorized entry of male passengers into the ladies' coaches, especially during morning (09:00 am to 11:30 am) and evening (7:00 pm to 10:00 pm) hours," said a DMRC spokesperson, explaining about the drive. This drive will continue for the week. |
Labourer crushed to death
New Delhi, February 17 The deceased, Naveen Yadav worked as a labourer at the mill. Sources said that he operated the electric grinder. The incident happened about 11 am today. His right hand was stuck between a pair of iron rollers of the grinder. Yadav was sucked in by the machine and crushed to death. A case was registered at the Narela police station. The owner of the mill was arrested under IPC section 287 (negligent conduct with respect to machinery) and section 304A (causing death by negligence). Yadav lived with his family at rented accommodation at Banka Vihar, Narela. |
Doctor charges senior with molestation
Ghaziabad, February 17 The doctor, working in Bhojpur Veterinary Centre, alleged that deputy chief medical officer Dr Mahender Pratap Singh molested her in his Modinagar office yesterday and banged her head on the wall when she refused to oblige, Inspector Sudhir Kumar said. The woman said she had gone to Singh's office for discussing some matters related to vaccines. She also claimed that the veterinary staff at Singh's office saw him assaulting her. Kumar said lawful action will be taken against the doctor if found guilty. Singh, however, denied all the charges and said that the woman wanted some favours from him and when he refused she began making such claims.--PTI |

New Delhi, February 17 District Judge H S Sharma also imposed a fine of Rs 200 each on convicts Rajesh and Monika, residents of Chattarpur Enclave here. Rajesh, along with his sister Monika, had killed Renu with whom he was in a relationship, at his house in September 2006. "The chain is complete. It leads to irresistible conclusion that in all the probabilities, the accused (Rajesh and Monika) had committed the murder of the deceased (Renu)," the judge said.--PTI |

Noida, February 17 Gautam Buddha Nagar member of Parliament Surinder Singh Nagar said, "Noida was the first among the NCR towns to have got the Metro rail in 2009. Besides, the Metro ring service is planned between Noida and Greater Noida. The 6-lane Yamuna expressway built at a cost of Rs 9,935 crore between Noida and Agra is ready for opening." He said that the construction of flyovers and underpasses with an estimated investment of Rs 1,600 crore has already been initiated. Gautam Buddha University, sprawling over an area of 511 acre, at a cost of Rs 600 crore, is a major education project developed during the BSP tenure. Furthermore, four hi-tech English medium government schools having infrastructure as good as that of reputed private public schools have been set up in the twin cities, he said. In healthcare, Noida's first 300-bedded, multi-speciality hospital is being built on the lines of AIIMS in Delhi, at a cost of Rs 300 crore. Under the power sector, 220 KV substation at Sector 129 has been developed. Another 400 KV substation at Sector 148 and 132 KV substation at Sector 115 have reached the final stage of implementation where work is expected to start soon, Nagar said. For solving the power shortage problem, a 2000 MW power generation plant was planned at Greater Noida. For providing potable water to the residents, Ganga water project was launched. Ganga water is being mixed with tap water to improve the quality. As many as 1,000 houses have been allocated to people below the poverty line (BPL) under the Kanshi Ram housing scheme, the MP added while seeking support for the Noida candidate. |
