New Delhi, January 15 The violence left about 14 policemen, including an Assistant Commissioner of Police (ACP) and an inspector injured, while 15 people were wounded, after they were beaten with batons, according to sources. The security forces also fired teargas shells. Sources added that two people have been detained by the police. About 6 pm today, the Chehlum procession of Shia Muslims was proceeding to the Karbala mosque. The procession consisted of about 5,000 people. They were entering the mosque via one gate, which was overcrowded with worshippers. Some of them chose to enter through an old gate which is situated near a residential colony. Sources said that some policemen who were present there prevented them from entering through the gate. After a few minutes of heated arguments, tempers rose which sparked off the clashes. Worshippers started pelting the policemen with stones, who called for reinforcements to control the situation. Sources added that a total of about 500 security personnel arrived at the venue. They included one Central Reserve Police Force (CRPF) battalion and three units of the Delhi police. Teargas shells were fired at the crowd in order to disperse them, added sources. The security personnel also had to use baton-charge. The police is presently claiming that 14 of their officials, including an ACP, an inspector and four CRPF personnel were injured. Some of the worshippers said that 15 of their own people were also severely wounded in the clashes. |
Admission norms flouted in Delhi, allege parents
New Delhi, January 15 Many schools are forcing parents to buy prospectus at a price as high as Rs 500, while others are allegedly screening the income and educational qualifications of parents. Certain schools have stopped sale and submission of application forms before the January 16 last date and some have even tinkered with seat reservation meant for various categories, including the economically weaker section (EWS), parents alleged. Biswanath Dash, a south Delhi resident trying to secure a nursery seat for his son in a reputed school, says he was taken for a ride by a school of that area. Dash, a central government officer, said he had visited a reputed school in the Safdarjung area three days after the admission process had begun, but was told that the nursery branch is located in Vasant Kunj. "After reaching there, I found that forms had already been sold," he said. "When I drew their attention towards the DoE guidelines, they told me I better approach DoE for forms," he said. Ranjeet Kumar, another harassed father, alleged that a top school in Dwarka had been forcing parents to buy prospectus for Rs 500 along with the application forms. "When I referred to the DoE guidelines, they told me that was not for them and I am free to complain," he posted on online parents' forum admissionsnursery.Com. Another parent, who bought a form from a school in Pitampura, said the school was asking income and educational qualifications not only of the child's parents but also of grandparents -- both maternal and paternal. "This is a brazen example of how serious the schools in Delhi are in abiding the established norms. The government has to wake up and take a look at the ground reality," says Sumit Vohra, founder of the admissionsnursery.Com. However, when contacted, school officials rejected these allegations, insisting that there has been no violation of the guidelines.

Motive behind W Delhi murders ‘not robbery’
New Delhi, January 15 The police has claimed that an insider could be involved in the crime. The investigations into the case have revealed that the motive behind the murders of Gurpreet Kaur, a.k.a. Simi and her daughter, Jasmine is not robbery, "but more than that". A police official said, "In a case of robbery, the thieves usually target rich households. The killer(s) had stolen about Rs 35,000 and gold jewellery, but they left behind the artificial jewellery. During a robbery, a thief would be in a hurry to steal all the valuables, which is not the case in this robbery. And since the artificial jewellery was not looted, it gives an indication that an insider, who was aware of the valuables, is probably involved." The police further claimed that there were deep wounds on both the victims, something not usual in the cases of robbery, where the thieves work hurriedly. The injury wounds on different parts of the bodies of both the victims indicate that they were probably murdered by two persons, according to sources. Their bodies were sent to the Deen Dayal Upadhyay Hospital for a postmortem. Simi's youngest daughter was spared as she would probably not be able to recognize the assailants and be an eyewitness against them, added the police. She was playing on the bed when a servant, Sanjeev Kumar, found the bodies. Sources said that the motive behind the murders could be personal enmity and business rivalry. The police is now analyzing the phone details of Simi and her husband, Gurpreet Singh. Furthermore, the police has questioned the servants and neighbours besides grilling Sanjeev Kumar, Baldev Gill's servant. Gill is Gurpreet Singh's uncle. The sources said that seven members of the family have been questioned so far. Yesterday about 4.15 pm, Gill had sent Sanjeev for some work upstairs, where Simi and Singh stayed with their two daughters. At that time, Singh had gone to his office in Mangolpuri. When Sanjeev reached their residence, he found Simi lying in a pool of blood on the floor, while Jasmine was on bed. The police said that the murders possibly took place between 2.30 pm and 4 pm. |
10-yr-old boy averts train accident
New Delhi, January 15 Locals said that Deepak had alerted the authorities concerned about the problem. Railway officials, however, said that the cracks formed on the tracks were noticed with the use of the automatic circuit. The circuit breaks down when there is a problem in the railway track, alleged the authorities. Today about 7.20 am, the Patna-Rajdhani train carrying several passengers was scheduled to leave the station. At the same time, Deepak, while strolling near the railway line noticed a crack on the track. "I saw sparks coming out of the tracks and thought that I should inform the authorities. When I told them about the problem they asked me to show them the spot," he said. The officials immediately started the work to mend the railway track. Using the information centre of the railways the driver of the Patna-Rajdhani train was asked to slow down. The officials, along with Deepak, waved a red flag made from his sweater to ensure that the driver stopped at the station. The driver moved the train forward only after the problem was fixed. Locals thronged the railway station and praised Deepak, after witnessing him with the railway officials, who together helped to signal the train to halt. Four other incoming trains were also asked to slow down. The drivers were requested to reduce the speed of the trains. The officials said that after the trains halted, the problem was fixed within 25 minutes. None of the trains were damaged. The northern railway officials said that the boy had discovered the cracks, but the trains were alerted in advance. "Such cracks keep recurring due to the weather. The automatic circuit breaker has been installed to check these problems," said a northern railway official. |
Cops ticked off for shoddy probe

New Delhi, January 15 Metropolitan magistrate Vishal Singh ticked off the city police, saying that it had made a mockery of the trial. "Copy of this judgement be sent to the police commissioner, Delhi police, for conducting the inquiry against the police officials responsible for conducting a deficient investigation of the case, which made the present trial a mockery," the court said. The court sought a departmental probe against the erring policemen while acquitting Roop Singh, who allegedly had used a forged Scheduled Tribes certificate for getting the job of constable in 1989-1990. The magistrate came down heavily on the police, saying the way the investigation in the case had been carried out by it revealed its lack of willingness to prosecute the accused, who was a "member of its own brass". "The manner in which the case was investigated by the police, the evidence collected by the IO during the investigation of the case and the content of the evidence led by prosecution reveal much about the willingness or the lack of the same to bring the culprit to account for his offence, especially when the culprit is a member of its own brass," it said. According to the prosecution, Roop Singh used a forged caste certificate and after verification by the then DCP, the complaint was registered and Singh was arrested. The court had framed charge against Singh, who claimed trial saying he was falsely implicated in the case. During the trial, the DCP deposed that caste certificate of the accused was not found to be genuine. The court, however, pulled up the police, saying the probe was conducted in reference to two certificates of May 18, 1980 and October 7, 1993 purportedly issued in favour of Singh but neither the chargesheet nor evidence explained from where the second caste certificate came into picture. "The prosecution of the accused was always a non-starter. The very bedrock of the case was recruitment of the accused as constable in the Delhi police under reserved quota of the Scheduled Tribes. "However, the police did not even place the recruitment documents of the accused on record... The very foundation of the case vanishes into thin air," it said.

Experts for better labelling of gluten-free food
New Delhi, January 15 More so, as the autoimmune disease having a genetic disposition goes undiagnosed in 97 per cent of those suffering from it and may not manifest in people through the classical symptoms-recurrent digestive complaints, weight loss, mouth ulcers, milk intolerance, liver dysfunction, loss of appetite, to name a few- as seen in 45 per cent of affected children in the northern region, where wheat is the staple food. The disease, a type of allergy due to proteins found in wheat, barley, rye and oats that damage the lining of the small intestine, has become endemic in the country's northern part, which shows one per cent of community prevalence, higher than that of HIV/AIDS. Though there is not much indigenous data to suggest its trend in keeping with the changing environmental factors, recent studies from Delhi and Ludhiana suggest a steady increase in the cases of celiac disease due to serological tests, said experts this evening during a meeting organised by The Celiac Society for Delhi to sensitise the government doctors about the less-known disease. Experts maintained owing to low awareness, celiac disease has become a cause of concern and addressing it will help tackling anemia, diarrhoea and malnourishment, as a whole. "Even as diarrhoea and malnutrition are the common symptoms, there could be signs such as isolated abdominal pain or constipation for some time that also call for serological tests," said senior pediatric gastroenterologist and group medical director of Apollo Hospitals Group, Dr Anupam Sibal. Conditions such as stunted growth, iron deficiency and neurological problems apart from abdominal pain and constipation could be pointers towards the disease and thus demand attention. They necessitate screening for celiac disease. Consultant paediatric gastroenterologist at Medanta Medicity, Dr Neelam Mohan found 10 per cent of those who are diagnosed positive for the disease to be manifesting neurological problems. Dr Archana Dayal Arya, senior paediatric endocrinologist, Sir Ganga Ram Hospital, recommended introducing screening in schools of Delhi. "Screening short-statured children in schools can increase early diagnosis along with checking children with type I diabetes," she said, naming the three at-risk groups, susceptible to the disease. However, according to professor A S Puri from the gasteroenterology department at G B Pant Hospital, screening all the children would be a costly proposition here. "Screening is a problem. While adult people coming with anemia and patients with Down syndrome should be screened as 5-25 per cent of them are seen to be having it," Dr Puri stressed. |
Youth approaches court to be father’s guardian
New Delhi, January 15 On the plea of Vineet Aggarwal of Mukherjee Nagar in north-west Delhi, district judge AK Chawla has asked the medical superintendent of GB Pant Hospital to constitute a medical board to examine the physical and mental condition of his father Ashok Aggarwal. Vineet told the court that his father was suffering from brain hemorrhage and paralysis and was bed-ridden, besides being unable to speak. Making the plea to the court as per the provisions of the Mental Health Act, Vineet told the court that his father owned several properties but was unable to sign any document and was wholly dependent upon him and his family members. He also sought appointment of a medical expert to visit his residence and verify the mental and physical condition of his father. "To my mind, the mental condition (of ailing man) can be ascertained by a medical board only. Inquisition is to be conducted by the court and in pursuance thereof, I direct medical superintendent, GB Pant Hospital, Delhi, to constitute a medical board for the purpose and submit the report of the medical board within two months," the court said. Vineet submitted that his father was undergoing treatment at Maharaja Agrasen Hospital and also placed on record the medical prescriptions for the period 2006 to 2008. The court ordered constitution of the medical board after Vineet brought his father to the court as per its order and it sought to interact with him and found that he was not able to speak. "Ashok Aggarwal was brought to the court on December 17, 2011 and an effort was made to converse with him, but no rational response was given by him. Ascertainment of Ashok Aggarwal's present mental condition, for whom the petitioner seeks to be appointed as the guardian, is quite necessary for the just disposal of the petition." -- PTI |
Metro to install automatic card refilling system
New Delhi, January 15 Besides, the commuters will also have the option of recharging their cards through net-banking by using credit and debit cards. The attempts are being taken as a part of the DMRC's effort to make the experience of travelling in the Metro a cashless transaction. The initiative is still in the process of deliberation. "We are mulling to install the AFC gates with a new technology where the smart cards will be able to get automatic top up by using the bank accounts of card holders via electronic clearance system ," said Anuj Dayal, DMRC spokesman. "This is being aimed to reduce the long queues at customer counters for recharging the smart cards. It will allow free movement of passengers at the Metro stations," he said. Keeping in mind all the requirements, this new technology is being developed to provide the DMRC commuters this facility. "The DMRC is currently working on the finalisation of this technology. It is expected that the facility will be made available to the commuters in another seven to eight months," he said. According to the new technology, as soon as the balance in the smart card will go below the pre-defined amount, the AFC gate will transfer a particular value, defined by the card holder, to the card automatically," said Dayal. The transferred amount will be deducted from the card holder's bank account by the Metro fare collection system. "The system is aimed at not only reducing cash transactions at the ticket counters, but also help commuters to avoid long queues for the recharge of their cards," he said. |
Dhobi ghats to don international look
New Delhi, January 15 Taken as a model project, the MCD has initiated the construction work of a modern dhobighat at Lodhi Road at a cost of Rs 3 crore. Announcing the upgrade of all 54 dhobi ghats, chairman of the MCD works committee Jagdish Mamgain said that the modern dhobi ghat at Lodhi Road would have 50 units. In order to ensure minimum water wastage, solar system would be used for washing and drying clothes as well as for illumination. Waste water treatment plant for heating effluent from washing would be installed at the place. The other important features of the modernised dhobighat include rainwater harvesting, construction of underground and overhead tanks for collection of fresh water and heated water, diesel based silent generator set, fire-fighting equipment will be installed, provision of LPG gas pipeline and gas cylinder with furnace will also be made available. Mamgain said that though the modern dhobighat to be constructed by the MCD would have all latest features, it would be managed by dhobis only through their registered association. "We will provide store rooms, toilets, bathrooms and canteen for their convenience. The present washing system affects their hands badly and leads to more wastage of power, water and time. Also, a lot of time and sun is needed for drying clothes. Therefore, we will equip the new system with better facilities," said Mamgain. The better version of dhobighat will also prevent and manage pollution in the Yamuna caused by allowing lesser flow of water into the river. "It will able to use lesser water, electricity and time. It will be eco-friendly. The people of Delhi will get washed clothes in lesser time and less money," he said. |

Convict denied fund money for daughter’s marriage
New Delhi, January 15 Special Judge VK Maheshwari agreed with the report of the deputy superintendent central Jail number 2, saying that the fund is meant for welfare of victim's families. The jail authority said: "It is submitted that the Victim Welfare Fund is for the families of victims and not for the families of convicts. Hence, no fund can be given to the convict out of the fund." The court while disallowing the application also observed that the convict is a habitual jail offender and had been punished several times. He has been released on parole twice but had surrendered in jail after the due date on both occasions. The court sent a copy of the order sheet to the convict lodged in the central jail. Convict Raj Kumar is serving life for kidnapping and murdering a 10 year-old-boy. He has already completed 18 years and four months and has earned remission of over four years and three months. Kumar had told the court that his daughter was of marriageable age and he needed money for it. He had requested the court to allow around Rs 2 lakh to be withdrawn from his contribution to the fund and it should be delivered to his family.

Trader jailed, fined Rs 54 L for issuing dud cheque
New Delhi, January 15 The court dismissed Taneja's appeal, saying there was no "illegality" in the order of the magistrate and also ordered him to pay Rs 54 lakh as penalty to Bharat Bhushan, a Delhi-based complainant. "There is no impropriety, illegality or irregularity in the findings given by trial court in the judgement of July 20, 2010 and appreciation of evidence is accordance to the law and has been done in a correct perspective," additional sessions judge Virender Kumar Goyal said. Bhushan in his complaint said Taneja had agreed to pay him Rs 27 lakh as full and final payment following a settlement arrived at to solve their business dispute in 2004. The accused, in July 2004, gave a post-dated cheque for Rs 27 lakh to Bhushan, but it was dishonoured in January 2006.

New Delhi, January 15 After retiring from the air force, Surender Gardisa (48) was working as a general manager in Sonex India Private Limited that is based in Himachal Pradesh. He was staying with his wife and two sons at Sector 10, Gurgaon and made frequent trips to
Himachal. He was to reach his home in Gurgaon after leaving Himachal about 5 pm yesterday. He was travelling in a Wagon-R car that belonged to his company. "According to his company policy, he cannot take the vehicle beyond a particular distance. As he had crossed that limit, he parked the car in Ambala and took a bus to Delhi," a police official said. His wallet and mobile phones were missing. When he did not arrive, his relatives lodged a missing report with the Gurgaon police, the sources added. Today about 9 am, the police found his body near Swaroop Nagar. There was no trace of blood near the body which indicated that he was murdered somewhere else. The sources said that it could be a case of personal rivalry or a case of robbery. |
Minor raped, killed in Ghaziabad
Ghaziabad, January 15 Unable to find her, the family then approached the police, but was allegedly turned away. The family members claimed that even though they had apprised the police of the suspect who had kidnapped their daughter, the police made no efforts to trace her. The girl's body bore injuries on the head and her face was bruised. Her mouth was gagged with a cloth. A police official said: "We have sent the body for postmortem. The nature of the injuries would be clearer only after we get the postmortem report. It is too early to say anything." The family has named Babu Lal, who also hails from the same place in Madhya Pradesh from where the victim's family belongs. He frequented the family's house. A case was registered at the Loni police station under Section 302 (murder) against Babu Lal, who was however, yet to be arrested. -- IANS |

Noida, January 15 District Magistrate Hridesh Kumar today said, "All political parties have been warned against giving any speech or comment that may disturb communal harmony in the state. They should respect all religions and not hurt anybody's feelings." "Promoting or attempting to promote hatred on the grounds of religion, race, caste, community or language is an offence under Section 125 of the Representation of the People Act 1951 and Section 153A of the IPC. It is a cognisable offence and carries a punishment of imprisonment from three to five years or fine or both," said Kumar. The leaders have taken the warning seriously and expressed that to promote a healthy democracy, one should respect all religions and their sentiments.
