Authorities fail to check poll code violations

Three days after the election code of conduct came into force, the district election authorities not only failed to remove hoardings, posters and flags of various political parties in the city, but also from the district administrative complex and government offices.

The Jalandhar rural and city police today seized 172 cases of illicit liquor and arrested three bootleggers in this regard. Senior Superintendent of Police (SSP) Yurinder Singh Hayer said acting on a tip-off that a bootlegger was on his way to supply illicit liquor near Akalpur village, a police team intercepted a Tata 207 (PB-10-CW-3880). On checking, 127 cases of illicit liquor were recovered.

Traffic police nets Rs 2.43 crore; 83,615 violators challaned
Jalandhar December 27
The city traffic police has collected a whopping Rs 2.43 crore and challaned 83,615 persons for traffic violations in 2011. Official records reveal that the police collected around Rs 34 lakh and challaned 12,083 violators in August followed by a collection of Rs 33.71 lakh from 6,503 challans in September.

Pucca houses a distant dream for slum dwellers

Slum dwellers of Jinda Pind are a harassed lot. Many of them allege that after having released two instalments, the Municipal Corporation failed to release the remaining dues for the construction work of their pucca homes under the Centre-sponsored Integrated Housing Slum Development Scheme.

MC speeds up road construction work ahead of elections

Work on a road in Model Town market in full swing on Tuesday. With assembly elections round the corner, the civic authorities were seen hastening the construction work of the road in Model Town market this morning. Even as winter is not considered appropriate time for road construction, the work to re-lay the road was under way to take advantage ahead of the assembly polls.

Better known as the sports city of the state, Jalandhar witnessed major sports events in all disciplines this year with the national game hockey hogging the limelight. The year started with the Punjab Games then came the triumphant moments of the Cricket World Cup, the euphoria of which was hard to resist and the rising of city cricketer Rahul Sharma and the World Kabaddi Cup.

Authorities fail to check poll code violations
Government offices, buildings still display posters, hoardings with pictures of political leaders

Three days after the election code of conduct came into force, the district election authorities not only failed to remove hoardings, posters and flags of various political parties in the city, but also from the district administrative complex and government offices.

Posters and hoardings of the SAD, the BJP, the Congress, the BSP and the PPP are still on display at various intersections of the city, leading to defacement as well as violation of the code of conduct.

However, the election authorities today claimed that ever since the code of conduct was implemented, they had removed 2,000 hoardings, 3,000 banners and 5,000 buntings of various political parties.

While a long strip of buntings was found hanging in the main Model Town market, posters of the SAD, the Congress and the PPP chief Manpreet Badal were found displayed under the Khalsa College Railway overbridge and the BMC Chowk flyover.

A huge hoarding bearing the pictures of Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Badal highlighting education reforms launched by the SAD-BJP government were displayed atop the Punjab School Education Board (PSEB) regional depot building on Shastri Market Road.

A large poster of AICC chief Sonia Gandhi and PMManmohan Singh was also spotted on the Shastri Market road lauding the scholarships distributed among students across the country.

At the district administrative complex, posters of ministers were found hanging in various offices and glaring violation was found at the election cell in the complex. The poster of Food and Civil Supplies Minister Adesh Pratap Singh Kairon was put up outside the booth of UID Aadhar Kendra. A Punjab government calendar bearing pictures of works done by the CM was found hung on a wall in the election cell.

It’s raining promotions for MC staff

It being poll time, promotions have come raining for hundreds of MC employees. But there is utter confusion as the MC Commissioner’s office has no intimation about the same. The employees have, however, got copies of their promotion from the local bodies department.

Though the letters bear December 23 or 24 as the dates of promotion, most employees reveal they managed to get the copies just last evening. While those who got promoted were seen distributing sweets, others who missed the chance were seen fuming.

There has been a problem of plenty for the topmost officials, while the lower ranks and the field staff have gone almost vacant after the promotions. The maximum number of postings have come for the building branch of the MC.

Five head draughtsmen over one draughtsman

There now are five head draughtsmen (HDMs) with just one draughtsman under them. Vinod, Vikas Dua, Balwinder and Ashwini have been promoted as HDMs. Head draughtsmen Lakhbir Singh and Sham Sunder have been promoted as Assistant Town Planners.

Two MTP and a lone STP

Since the local bodies department could only promote staff and not give postings to all in time, there will be two Municipal Town Planners (MTPs) and one Senior Town Planner (STP) in the MC. Assistant Town Planners Tejpreet and Des Raj have been promoted as MTPs while MTP Tirlok Singh has been elevated as the Senior Town Planner.

Another assistant and joint commissioner

While the MC already has Ved Vyas as Assistant Commissioner and DP Bhardwaj as Joint Commissioner, the office has reportedly got another Assistant Commissioner and Joint Commissioner. Executive Officer at Kapurthala Gurbinder Kaur Randhawa has been promoted as the Assistant Commissioner. There are reports of VK Gupta joining as the Joint Commissioner after promotion. Owing to too many senior-level functionaries now, the office is now facing the problem of providing rooms and furniture to everyone.

SE promoted as CE

SE (O&M) AS Dhaliwal has been promoted as the Chief Engineer, but will function from Jalandhar for the time being even as there was no CE’s post earlier. There are reports that three SEs from across have been promoted as the CE, even as there was just one sanctioned post earlier.

Nomenclature changed

In a bid to woo the technical staff, the SEs new nomenclature has been declared as the Additional Commissioner (technical) and that of the Executive Engineer as the Assistant Commissioner (technical). There have been promotions at other levels as well, including those of class IV employees as drivers.

217 cases of illicit liquor seized, 5 held

The Jalandhar rural and city police today seized 172 cases of illicit liquor and arrested three bootleggers in this regard.

After impounding the vehicle, a case under the Excise Act has been registered against the accused. The accused has been identified as Jai Dev, resident of Phillaur, the police said.

The police also recovered 150 kg, 800 kg and 1,000 kg of 'lahan'from Shahkot, Mehatpur and Lohian Khas villages.

In another operation, the Rama Mandi Police station of the city seized 45 cases of illicit liquor and arrested two accused in this regard, the police said.

The police has also recovered Rs 85,000 from their possession

The accused has been identified as Gurdev Singh, a resident of Amritsar, and Rakesh Kumar, a resident of Nawanshahr.

Traffic police nets Rs 2.43 crore; 83,615 violators challaned

The city traffic police has collected a whopping Rs 2.43 crore and challaned 83,615 persons for traffic violations in 2011.
Official records reveal that the police collected around Rs 34 lakh and challaned 12,083 violators in August followed by a collection of Rs 33.71 lakh from 6,503 challans in September.

Helmet-less driving tops the list with 47,536 persons being challaned. The maximum number of helmet-less driving challans (8,586) were issued in July, followed by 7470, 6689 in May and June, respectively.

The second offence in the list is driving without licence. The traffic police nabbed 14,565 persons without driving licence (DL). The police issued 2,939 challans in July, followed by 2,183 in August and 1,848 in June.

The traffic police challaned 4,464 drivers for jumping red light. In February alone, the police challaned 1,625 violators under thjis head.

The police fined 4,393 persons who were driving without safety belts, 3,246 for violating pollution norms and 2,789 who were without vehicle registration certificate. The traffic police also challaned 2,489 persons for triple riding and 842 vehicles for creating noise pollution.

Only 168 challaned for drunken driving

The traffic police challaned only 168 persons for drunken driving in the past 11 months. The maximum number of challans issued under this head were 78 in October and 61 in November. Interestingly, only 29 drivers were found drunk in the remaining nine months, on an average three per month. The police found only one driver drunk in June.

Smoking while driving

Only 73 riders were penalised for smoking while driving. A total of 12 offenders were booked in July and only one in November.

643 underage drivers

Though underage driving is quite visible on city roads, the traffic police challaned only 643 offenders in the past 11 months. In January, 170 underage drivers were challanded.

Pucca houses a distant dream for slum dwellers

Slum dwellers of Jinda Pind are a harassed lot. Many of them allege that after having released two instalments, the Municipal Corporation failed to release the remaining dues for the construction work of their pucca homes under the Centre-sponsored Integrated Housing Slum Development Scheme.

The slum dwellers said that they were being given one excuse or the other by MC officials. They claim that they have been running from pillar to post to get the remaining amount but to no avail. Most inhabitants who are daily wage labourers complain that it being the peak of winter season, many of them who had raised the building up to the door level were now unable to get roofs of their houses constructed forcing them to bear the harsh weather.

The slum dwellers said that since the scheme envisaged that the beneficiaries have to get the houses constructed on their own in four stages and get as many instalments at the completion of each stage, many of them had even taken loans for the same.

Since women are the beneficiaries under the scheme, a widower claimed that while the MC officials cleared his case after scrutinising his documents and even paid two instalments, but later refused to pay the remaining dues as his wife passed away.

A daily wage earner, Baljinder Singh, said that he had already got his room constructed on his own before the announcement of the scheme. “I was given permission to construct a bathroom and kitchen which was earlier a temporary one. I got the old structures demolished and started new construction. I have managed to raise the kitchen and bathroom at the door level but have got just one instalment of Rs 9,200,” he alleged.

“The officials are now raising the objection that I cannot get the remaining dues as my wife Balwinder Kaur is no more and that I cannot be the beneficiary. I really do not know how to proceed further. Had I known that there would be a problem of the sort, I would not have got the construction started”, he has raised the issue. His daughter Kiranjit Kaur showed the documents.

Kashmir Kaur, another beneficiary, said, “After having paid two installments of Rs 9000 each, the officials are now not making the remaining payments as they now object that I have raised the construction on the first floor of the house. How had the officials earlier passed the payments, if they have an objection now?”

Gurmeet Kaur, another resident, said, “I am awaiting the third installments since the past three months but to no avail. There has been no objection but there has been no payment made either. I have already submitted by claim with photographic evidences”.

SE (B&R) Kulwinder Singh said he would have to see all cases. “I do not think there should be any problem at all,” he said. 

IHSD scheme

The scheme stipulates that inhabitants are to first get the houses constructed on their own in four phases and they get a grant from the MC in instalments after finishing each phase. There are 26 beneficiaries under the scheme at Jinda Pind in ward number 1. The beneficiaries are to get pucca houses with kitchens, toilets, proper sewerage, roads and streetlight system. As many as 2,300 slum dwellers in 22 areas in the city had been chosen to get the benefit. While the central government had even sent its 80 per cent share of Rs 42.4 crore by the end of 2007, the delay came from the MC side owing to nil response for tenders and later policy changes in the scheme. Later the number of beneficiaries came down to just 700 with cases for three colonies including Jallowal Abadi and Togri Mohalla cancelled from the list, the are being on government land.

MC speeds up road construction work ahead of elections

With assembly elections round the corner, the civic authorities were seen hastening the construction work of the road in Model Town market this morning.
Even as winter is not considered appropriate time for road construction, the work to re-lay the road was under way to take advantage ahead of the assembly polls.

It came as a surprise for shopkeepers of the Model Town who were all thanks to the sudden announcement of the elections on January 30. A majority of shopkeepers said had the elections been announced in mid-February, the construction of the road would have been delayed.

“The road was in a bad shape for the past many years and finally people visiting the Model Town market will get a smooth drive,” said a juice shop owner in the market.

Councillor ward number 55 Aruna Arora said the Rs 98 lakh road construction work started around eight months ago, but it was left midway owing to delay in payments. “Earlier, the construction of the road was done from Model Town dairies up to Parkash Nagar locality,” she added.

Arora said the work orders of the main Model Town market road was done around a month ago and the constructed started a week ago. “Thankfully, the work was started before the implementation of code of conduct. Moreover, it has been after 15 years that this road had been constructed. People visiting Model Town market for shopping used to face problems of stagnant water amd potholes,” she said. “There is nothing wrong with the construction work of the road as it was started long before the implementation of code of conduct came into force on December 24,” she added.

The year started with the Punjab Games then came the triumphant moments of the Cricket World Cup, the euphoria of which was hard to resist and the rising of city cricketer Rahul Sharma and the World Kabaddi Cup. Jalandhar Tribune takes a look at events, which made this year memorable.

Nehru Champion Colleges Hockey

The 18th SAIL-Nehru Champion Colleges Hockey tournament was held at local Olympian Surjit Hockey Stadium in February. An annual tournament, it was jointly conducted by the Surjit Hockey Society, Jalandhar, the Association of Indian Universities and the Jawahar Lal Nehru Hockey Society, Delhi. The tournament saw the participation of as many as 12 champion college teams of various universities.

Controversy marred Punjab Games

The first-ever Shaheed-e-Azam Bhagat Singh Punjab Games held in March this year witnessed a controversy over the induction of ‘outside hockey players’ from Railways and the services in the Ludhiana men hockey team and the Kapurthala women team. The issue was resolved only after Director Sports Pargat Singh intervened in the matter.

World Cup win

City residents accorded a hero’s welcome to off-spinner Harbhajan Singh after India won the Cricket World Cup-2011. Such was the craze among city residents that all roads leading to Harbhajan’s residence in Chotti Baradari, Phase-I, remained block till late night.

Surjit Hockey Academy win

Budding hockey players of the Olympian Surjit Hockey Academy won the SN Vohra (U-14) All India Hockey tournament held at Chandigarh in August this year.

FIFA approved Nivia football

It was a rare honour for city based football manufacturing unit ‘Freewill Sports’ as its FIFA approved ‘Simbolo football’ under the brand name of Nivia as the official football for a friendly match to be played between Venezuela and Argentina. Soccer star Argentina captain Lionel Messi had played with this football.

Balwant Kapur Hockey

The 8th All India Balwant Singh Kapur Memorial Schools Hockey tournament for Mata Parkash Kaur Cup (for boys under-17) was held at the local Olympian Surjit Hockey stadium in which as many as 15 schools from across the country participated.

Cricketer Rahul Sharma

Rookie leg-spinner Rahul Sharma from Jalandhar was selected in the Indian squad for the ODI and later hogged limelight after making a promising debut in Indore during the India-West Indies series held recently.

World Kabaddi Cup

The second World Kabaddi Cup saw international men and women teams participating in the event. Barring reports of players getting caught in the doping net, the kabaddi cup matches invited the attention of the rustic youth, sports clubs and sports lovers.
