Migrant labourer turned ‘king of bookies’ arrested
Jalandhar, December 19
Moti Lal, a migrant labourer from Bihar, who had allegedly turned “the king of bookies” in the city, was arrested by the police today. The accused had been arrested by the police in April last year when he was found indulged in gambling at a public place. The police had registered a case under Section 420 of the IPC and 3/13(a) and 3/67 of the Public Gambling Act against him.

Cops clueless in GPO robbery case

The general post office in Jalandhar. The city police has failed to make any headway in the Rs 40-lakh robbery at General Post Office (GPO) even after three years of the occurrence of the crime. Four robbers had struck on the night of November 5 in 2008 at GPO, near Nehru Garden here, and decamped with Rs 40 lakh after breaking the lock of the iron box and tying the watchman with ropes.

The victim has been identified as Neeraj, a resident of Bihar. Sources said the deceased had taken a room on rent at Basti Bawa Khel locality just a day before yesterday.

The Police Division No. 8 today arrested two proclaimed offenders (PO) wanted in a theft case. The accused have been identified as Harpal Singh, alias Pala, a resident of Mohalla Amrik Nagar, and Deepak Kumar, a resident of Gandhi Nagar.

 

City shivers at -0.4°C

Mercury dipped to a sub-zero level with Adampur remaining the coldest in the region at a shivering low of minus 0.4 degrees Celsius. It is for the first time in this season that mercury dipped to the sub-zero level in December. Although it remained sunny throughout the day, the sudden dip in mercury made life miserable for people, especially the homeless. Even during evening hours, people were seen sitting around bonfires or sipping a cup of tea to keep themselves warm. In the early morning hours, a thick blanket of fog engulfed the city and its periphery, which led to poor visibility. Commuters and schoolchildren had to face a tough time in the morning. Minister Gulzar Singh Ranike quietly opens incomplete Dr Ambedkar Bhawan

When majority of the Akali leaders of the district were away to attend the rally at Moga yesterday, the Minister for Welfare of SCs and BCs, Gulzar Singh Ranike, quietly came to the city last evening and inaugurated the incomplete Bharat Ratna Dr BR Ambedkar Bhawan in the district administrative complex here.

It being Sunday, none of the officials even got to know about the event. It was today when they came to the office that they got to know that the bhawan had already been inaugurated. The function seemed to have either been done in a hurried manner perhaps owing to the fact that the ruling party leaders are expecting implementation of the election code anytime now.

The fact that neither the press relation office was not aware nor the media was not invited gave an indication that the minister perhaps wanted to avoid media glare to escape from questions regarding its incomplete status. A foundation stone bearing the name of the minister, few marigold garlands and mineral water bottles were the only signs of the presence of the minister at the bhawan yesterday.

The hurriedness was evident from the fact that the floors of the bhawan were unclean and the area around the frontal side was all dug up with stones and mud around. The boundary wall of the complex to give a gate on the front side on Ladowali Road has not been pulled down. The sanitary fittings are yet to be done. There is no furniture as yet for holding any meeting or public function.

All local Akali leaders, when asked about the same, said that they were not aware of the event as they were away to Moga.

Sukwinder Kotli, BSP leader, said, “It seems that the Akali minister came from some chor rasta (hidden passage). Several people like me who have been following the project were not even aware of the inauguration. The minister should have at least called on some local dalit representatives.

Even as the stone also bears the name of Deputy Commissioner Priyank Bharti, he too reportedly did not attend the inauguration. When asked, he said, “I was away to attend an election meeting. There is no harm in inaugurating the bhawan quietly.”

 

Building to house Dept of Social Welfare

The building, which has come up at a cost of Rs 1.15 crore, will house the Department of Social Welfare which is currently lodged on the third floor of the main administrative complex. The shifting of the department to the new building will be of much help to the elderly, who are beneficiaries of various schemes like pension and shagun, and have to frequently commute to the office for availing the certificates and grants. The bhavan that houses nearly 15 rooms will also be used for dispensing benefits under various SC welfare schemes and providing free coaching to poor, bright kids for entrance examination to professional colleges. It will also house a library from where the youth could find an extensive literature about the life and teachings of the architect of the Indian constitution. A hall in the bhavan would also be made available for SCs for holding marriages, social functions and meetings.

Youth shot at in bus, Akali leader booked

A youth was shot at allegedly by an Akali leader late last evening.
The victim, Hari Lal of Chandpur village sustained a bullet injury on his left feet. The accused was later arrested by the police under an attempt to murder case.

The accused has been identified as Sukhwinder Singh, a resident of Kotli Than village and case under Section 307 of IPC and the Arms Act has been registered against him at the Rama Mandi police station. The pistol used in the crime has also been recovered, the police said.

The victim's brother told the police that they were daily-wage labourers and were waiting for a bus at Dhilwan Chowk late in the evening.

He said he and his brother Hari Lal boarded a wrong bus. "When we boarded the bus, youths sitting in the bus started saying that the bus was not for regular travellers. In fact they were returning home after attending the SAD rally in Moga."

The youths started abusing them and even tried to manhandle them. "When we protested, one of them threatened us to leave the bus or face the bullet. The accused then pulled out his weapon and fired at us."

The bullet hit the victim's left feet. He was rushed to a nearby private hospital where he is undergoing treatment.

When contacted, Assistant Police Commissioner Naresh Dogra said the accused was arrested immediately after the incident and the pistol used in the crime has also been recovered.

Colleges in no rush to register young voters

A handful of educational institutions - two colleges and a school - in the district have registered young voters in the age group of 18 years above as voters for the ensuing assembly polls in the state.

Evan as Punjab Chief Electoral Officer Kusumjit Sidhu had issued directions to ensure enrolment of maximum young voters for the assembly polls, most of the educational institutes have failed to so. Young voters were supposed to fill voter form number 6 for the purpose.

Surprisingly, Jalandhar is a leading educational hub with a sizeable number of women and co-educational institutions. It has been more than two months and only three educational institutions, including the Government Polytechnic for Women, Ladowali, Hans Raj Mahila Maha Vidyalaya (HMV) and MGN Girls Senior Secondary School, Adda, Hoshiarpur Chowk, took the initiative of registering young voters.

While Government Polytechnic has forwarded 74 names, HMV sent 220 names and MGN School forwarded 52 names to the respective electoral registration officers (ERO) in the administration. The youths were to be registered as voters under the nine assembly constituencies of Jalandhar.

However, EROs claimed that they held meetings with principals of schools and the colleges to register voters and the number of applicants were more in certain constituencies.

When contacted, a majority of principals of schools and the colleges feigned ignorance of any such directions issued to them. Naresh Dhiman, the principal of Doaba College, said they did not receive any such formal directions following which the response was nil.

Kiran Arora, the principal of Prem Chand Markanda SD College for Women said they had forwarded a few names around a month back. “The officiating principal of the college at that time had attended a meeting chaired by the Deputy Commissioner. However, despite informing students, the response remained lukewarm,” she added.

ERO for Jalandhar Cantonment constituency

Jaskiran Singh, the Secretary Regional Transport Authority also said the response had been lukewarm as despite holding meetings, not many educational institutions came forward for this work.

Iqbal Singh Sandhu, SDM-II-cum ERO, Jalandhar Central, said said around 400 youths were registered in his constituency. “The process of revision of voters’ list started from October 4 and will be completed by January 2, 2012, after the publishing of the final list. Now, a special drive to register the first voters will begin from January 5 to January 12 to enrol the first time voters,” he added.

 

346 registered

Only three colleges in the district have registered voters in the age group of 18 years and above. These include Government Polytechnic for Women, Ladowali, with 74 voters, Hans Raj Mahila Maha Vidyalaya with 220 and MGN Girls Senior Secondary School with 52 voters

 

Enrolment of voters

Any student born before January 1, 1994, and had not been registered as a voter was to be registered as a voter. The student should be above 18 years of age. Principals of the schools and the colleges were given directions to ensure filling of the voter form number 6.

After making waves in popular TV shows, including Dance India Dance, Little Masters and Boogie Woogie, city girl Avneet Kaur has made it big in the tinsel town. The talented girl has bagged the lead role in a TV serial, which had already earned accolades in its Bengali version.

Meet Jhilmil aka Avneet, the character of a new daily soap ‘Meri Maa’, on a new channel ‘Life Ok’ which started yesterday. Life Ok was launched on December 18.

A student of the local Police DAV Public School, 11-year-old Avneet, who is presently busy shooting the episodes of the serial, is on cloud nine. She has shifted base to Mumbai along with her mother.

Talking to Jalandhar Tribune, Avneet’s father Amandeep Singh, who runs a medical store, said: “It was her spectacular dance performances in shows like Dance India Dance, Boogie Woogie and Chak Dhoom that she was roped in for the lead role in the serial. She has been exceptionally brilliant not only in dance shows, but in acting too. We are glad that she is able to pursue her dream of dance and acting simultaneously.”

About the storyline of the serial, he said the entire show revolves around his daughter, who gets lost in a fair as a kid. Later, she is brought up in a poor family living in slums. Her poor mother hands over a pendant with a picture to ‘Jhilmil’ at the time of her death and then begins the search and the story of the serial.

At present, Avneet is studying at a school in Mumbai. Talking about her plans to continue acting, her father said, “Looking at the bright prospects, even we have decided to shift base to Mumbai soon.”

Avneet has also acted in a daily soap ‘Choti Bahu’ on Zee TV and has done some advertisements too. “This serial ‘Meri Maa’ has already completed 500 episodes on Star Jalsa, a Bengali channel. After the success of this serial 
in Bengali, now it has been launched in Hindi,” he added.

Migrant labourer turned ‘king of bookies’ arrested

Moti Lal, a migrant labourer from Bihar, who had allegedly turned “the king of bookies” in the city, was arrested by the police today.
The accused had been arrested by the police in April last year when he was found indulged in gambling at a public place. The police had registered a case under Section 420 of the IPC and 3/13(a) and 3/67 of the Public Gambling Act against him.

He was later released on bail, but he started evading hearings. Consequently, he was a declared a proclaimed offender in April . Since then, he had been evading arrest.

Following a tip-off, the police laid a trap at the Tehsil Complex and arrested him. Sources said that Moti Lal had been hiding in the New GTB Nagar locality of the city. He had come to the city around 20 years ago. Initially, he worked at a lottery stall at the local bus stand. He shifted to gambling and luck favoured him and he started wining huge money. Sources confirmed that when Moti Lal started earning lakhs in gambling, he started diverting the money into betting on cricket matches. Moti Lal had properties worth crores in and around the city, said sources.

Cops clueless in GPO robbery case

The city police has failed to make any headway in the Rs 40-lakh robbery at General Post Office (GPO) even after three years of the occurrence of the crime.
Four robbers had struck on the night of November 5 in 2008 at GPO, near Nehru Garden here, and decamped with Rs 40 lakh after breaking the lock of the iron box and tying the watchman with ropes.

As the police failed to make any headway in this case, the Jalandhar Senior Superintendent of post offices, AS Pahuja, met Police Commissioner Gaurav Yadav a few days ago in this regard.

Confirming about his recent meeting with Gaurav Yadav, Pahuja said “The Police Commissioner asked me to meet the Deputy Commissioner of Police (DCP), Yurinder Singh, in this regard and I did so.”

Though Yurinder Singh could not be contacted for his version, Pahuja said, “The DCP told him that the matter is being re-investigated to solve the case and catch the culprits at the earliest.”

An FIR under sections 392, 457 and 34 of IPC had been registered at police station division four in this regard. The police came to know about the robbery on November 6 morning when the mail motor driver came to the post office at 7 am to collect sacks of post. On finding the main gate locked from inside, the driver called up the then Jalandhar Senior Superintendent Of Post Offices NR Meena, residing in official house at P & T Colony. Meena, along with other employees, reached there and entered the office premises by jumping the wall.

They found watchman Ashok Kumar and labourer Darshan Lal Yadav tied with ropes near the strong room. The labourer was engaged by a Chandigarh-based company to carry out the construction of stairs at the office.

Robbers were armed with sharp-edged weapons. After visiting the spot, the then SP (city I) SK Kalia said the robbers also tried to break a safe having cash and gold worth nearly Rs 3 lakh, but did not succeed. The police at that time did not deny the hand of some insider behind the robbery. The police also questioned the watchman and the labourer.

NRI electronic help desk at Div Commissioner’s office

In a novel initiative of its kind, an electronic help desk has been set up in the office of Commissioner, Jalandhar Division, for assistance of persons coming for embossing of the documents received from foreign countries.

Anurag Verma, Commissioner, Jalandhar Division, said daily about 25 to 30 documents are presented in his office for embossing. Out of these, generally five to six documents suffered from one shortcoming or the other. In case of shortcomings, the NRIs have had to face a lot of problems and many a times have had to send fresh documents from abroad.

Verma said to avoid such a problem, now the NRIs would be able to send the scanned copies of their documents at help.desk.embossing@gmail.com. "The office of Commissioner, Jalandhar Division, shall examine these scanned copies and in case they suffer from any shortcomings, those will be pointed out to the NRI via return email so that he is able to rectify those short comings before physically sending the documents," he revealed.

Verma said the most common shortcoming found in the foreign documents presented in his office for embossing was that in the power of attorneys. "The details of the property regarding which the attorney is being given are not mentioned. In such a case, either the NRI has to send an affidavit giving details of the property or has to send the fresh power of attorney itself. Since these documents have to be physically sent again from a foreign country, it takes a few weeks and the NRIs feel harassed", he pointed out.

On the other hand, the office of Commissioner cannot go beyond the clear-cut instructions issued by the government in this regard. Verma said with the introduction of this electronic help desk, the NRIs will be able to get a confirmation from the Commissioner's office via email that his documents are in order and so will not have to face any harassment.

Verma said another major shortcoming found in the documents presented for embossing is that the photographs of the executants is not pasted on the document. Sometimes the photograph is pasted but is not attested by the notary etc. In some cases, the names and addresses of the witnesses are not mentioned properly on the documents. The Divisional Commissioner has directed the officials concerned to respond to the emails received at the electronic help desk within three days.

Jagbir Brar joining Congress baffles many in city

The decision of former Akali MLA and PPP founder member Jagbir Brar to join the Congress has sent ripples across the entire city and the political arena.

Having remained popular for managing to defeat the Congress candidate with a margin of 18,000 votes from Jalandhar cantonment constituency that has been the party’s traditional stronghold, Jagbir Brar yesterday announced his decision to join the party against which it had contested.

Further even as it is quite likely that Brar gets a ticket from the Congress, it has left the candidates of the party in a tizzy. The Congress leaders have already started opposing any such decision raising various questions, “How can the party trust a man who has switched over three parties in one tenure? Moreover, he has ditched his own cousin Manpreet Badal who had been showering him with grants till the time he was in power.”

There are others who have been saying, “First let him serve the party for at least three years, understand its working and culture and then award him any ticket. Giving ticket to him right away will discourage many who have worked for years to establish them in the area”.

Brar had made the announcement of joining Congress yesterday at Chandigarh. He is expected back in the city tonight. His changeover clearly has upset the plans of other Congress ticket aspirants including former minister Gurkanwal Kaur, former Adampur MLA Kanwaljit Singh Lally and potato grower Jaswinder Sangha.

Even on the Akali front, things are pretty unclear. While sugarmill owner Jarnail Singh Wahid was being termed as the SAD’s most likely candidate, Ranjit Tut who owns transport business in the US is also now being projected as the second choice. Earlier, SAD urban president Gurcharan Singh Channi, SGPC member Paramjit Singh Raipur and Jalandhar Improvement Trust chairman Baljit Singh Neelamahal have also been ticket-seekers from the party.

Labourer ends life

A 25-year-old migrant labourer reportedly committed suicide by hanging himself from a ceiling at his house in the Basti Bawa Khel locality late last night.
The victim has been identified as Neeraj, a resident of Bihar. Sources said the deceased had taken a room on rent at Basti Bawa Khel locality just a day before yesterday.

The deceased was working in a factory as a labourer. The police said no suicide not was recovered from the spot.

The Basti Bawa Khel police has initiated inquest proceedings under section 174 of the CrPC. The body has been sent for post-mortem.

Apeejay College wins youth festival

Creating a history of sorts, the Apeejay College of Fine Arts won the trophy in the Zonal Youth Festival (Zone-C) of Guru Nanak Dev University, Amritsar for the 12th time in a row. The youth festival was held from October 7 to 10 this year. The college secured first position in 20 items, stood second in six events and third in four events.

DAVIET wins PTU badminton trophy

The DAV Institute of Engineering and Technology (DAVIET) clinched the Punjab Technical University (PTU) inter-college overall badminton trophy in the boys and the girl's categories, which was held in the month of October.

As many as 44 teams from across the state participated in the tournament. Out of this 29 teams of boys and 15 girl's teams participated in the tourney.

Charge of DPI Colleges

Karamjit Kaur Chaudhary, who worked as the principal and lecturer of Government Arts and Sports College, Jalandhar joined as the Director Public Instructions (Colleges), Punjab, in March this year. She is the wife of Congress leader Santokh Singh and the mother of Vikramjit Singh Chaudhary, who is contesting the Punjab Youth Congress elections.

Dharnas by aided colleges

Studies took a back seat as lecturers of the government-aided colleges across the state took to roads against the failure of the state government in fulfilling their long pending demands of pension gratuity, lifting ban on fresh recruitments of lecturers and implement revised pay scales of non-teaching staff from 2008 instead of 2010.

Inter-college championships

Continuing its supremacy in sports, local Lyallpur Khalsa College has been giving a tough competition to its rival DAV College, Amritsar, in the ongoing GND University Inter-College Championships. The college participated in 43 disciplines of sports events while the GND varsity conducts games in total 47 events. The championship began in July and would conclude in January.

Khalsa College has been leading in disciplines like football, archery, athletics, gatka and kho-kho. The college stood first in ten events and has scored second and third position in other events.

DAV College wins National Youth Parliament

The students of the DAV College won the 10th National Youth Parliament organised by the Union Ministry of Parliamentary Affairs. The ministry would honour the winners during a function to be held at Parliament house in the second week of January.

Now, the students would enact the parliament before the parliamentarians and they would also get a chance to meet the President of India, Pratibha Devi Singh Patil. The college was awarded a running Parliamentary Shield and trophy for standing first at the national level.

Int'l women conference

A two-day long international conference on "Empowering Women through Higher Education" was organised by Kanya Maha Vidyalaya, to commemorate 125th year of its existence in the northern India. Union Minister of State of Parliamentary Affairs, Rajeev Shukla, Laxmi Kanta Chawla, Child and Women Development Minister, Punjab, Vice chancellor of Guru Nanak Dev university, Dr A.S. Brar and various senior academicians and social thinkers from across the world were part of this event.

KMV- NSS camp

A week-long NSS camp began today by Kanya Maha Vidyalaya, at Hazara village near Jalandhar. The camp would conclude on December 25. Principal of the college, Dr Atima Sharma, village sarpanch Balbir Kaur and a large number of the villagers were present on this occasion.

During the camp, the NSS unit would undertake projects of school campus beautification and tree plantation. Rural training in fashion designing and cosmetology would be taught.

The Police Division No. 8 today arrested two proclaimed offenders (PO) wanted in a theft case.
The accused have been identified as Harpal Singh, alias Pala, a resident of Mohalla Amrik Nagar, and Deepak Kumar, a resident of Gandhi Nagar.

Both the accused were arrested following a tip-off. The police said the accused had committed a burglary in August 2008 and a case was registered under Sections 379, 511 and 34 of the IPC at Police Division No. 8

Stolen goods recovered

The Police Division No. 8 today recovered electronic goods which had been stolen a few days ago from Bama Electronics. The police has also arrested Parhi Swami, a resident of Madrasi Mohalla near Quazi Mandi, in this regard. The recovered goods include an LCD, a DVD player and a music player. The other electronic goods were yet to be recovered, the police said. The accused is in police remand till December 21. — TNS
