Even as the state government had zealously launched its ‘Plan Scheme NRI 1’ for launching development projects in the state on 25:75 sharing basis, it has got a feeble response with just 20 projects launched in the past three years. Of these 20 projects, a few have been non-starters owing to lack of some technical details. There also are a few that have been stuck mid-way owing to delay from the fund-starved Punjab government in doling out its 75 per cent share.

As many as five persons were killed and four others were injured in two separate road accidents near Behram village on Jalandhar-Nawanshahr-Chandigarh highway here on the intervening night of Wednesday and Thursday.

Akali sarpanch Amarjit Singh of Khakh village along with four others have been booked under Sections 452, 323, 354, 427, 148 and 149 of the IPC for forcibly entering into the house of a widow Satinder Kaur (35) of Goindwal Sahib village.

Poor response to govt’s Plan Scheme NRI 1
Only 20 projects launched in past three years

Even as the state government had zealously launched its ‘Plan Scheme NRI 1’ for launching development projects in the state on 25:75 sharing basis, it has got a feeble response with just 20 projects launched in the past three years. Of these 20 projects, a few have been non-starters owing to lack of some technical details. There also are a few that have been stuck mid-way owing to delay from the fund-starved Punjab government in doling out its 75 per cent share.

The state government had on October 3, 2006, launched a 50:50 matching grant scheme with NRI and the government sharing half of the total amount of the project, but the share of the NRI was reduced to 25 per cent in December 2008 so as to encourage more investment.

Call it procedural delays or lack of faith of the NRIs with the state government, the project has not still been able to generate a good response. UK-based MP Varindra Sharma, too, had pointed out to these reasons during an interaction with the media at NRI Sabha recently.

Another major problem hindering the project is the presence of middlemen under the banner of some foundation who have been charging 2 per cent or more of the total project for preparing technical proposal for the same and have rather been providing incomplete documents.

The sewage laying projects worth Rs 2.12 crore in Uppal Khalsa and Rs 1.43 crore in Uppal Jagir villages of Nurmahal blocks have been hanging fire for the same reason. Similarly, the Rs 89.4 lakh project of sewage laying, concrete lanes and street lights in Kandola Khurd village of Nurmahal too has been lying pending for want of certain documents by the intervening agency. The revelations came out in a meeting convened by Deputy Commissioner-cum-chairman of District NRI Committee for Development (DINRICD) Priyank Bharti recently.

There, however, have been some good initiatives as well as in Bir Pind. As many as 14 classrooms, examination hall, administration block, science room and wash rooms have already come up in the Government High School there under the 50:50 matching grant scheme, sarpanch Inderjit Kaur said.

Even the construction work of Guru Nanak Mission Hospital at Mithapur is on at a cost of Rs 2.4 crore. The project is half-way through and the government share is being awaited. Asked about low response, the DC said that there was no glitch at his end as he was clearing all cases that came his way and was even reviewing all ongoing projects from time to time.

Three of family among 7 killed in accidents

Nawanshahr, December 15
As many as five persons were killed and four others were injured in two separate road accidents near Behram village on Jalandhar-Nawanshahr-Chandigarh highway here on the intervening night of Wednesday and Thursday.

Rekha Dutta (56), along with her grandchildren Aditi(3) and Ishant (2) and driver Som Nath were killed on the spot when their Indigo car rammed into a stationary truck. Resham Chopra (13), Abhishek and Anu were injured in the mishap. The injured were admitted to Guru Nanak Mission Hospital, Dhahan Kaleran. Resham was referred to Ludhiana. They were returning from Amritsar.

In another accident, Jagmohan Singh, sarpanch of nearby Kattan village was virtually charred when his Scorpio caught fire after colliding with a truck and later ramming into a tree. Ramesh Kaushal of Jassomazara village, block BJP president, travelling with him was seriously injured. He was admitted to Guru Nanak Mission Hospital, Dhahan Kaleran.

Pathankot: Ramesh Kumar, a Home Guard jawan posted at Kanwa police station, was crushed to death near Bhagwansar today.

Ramesh Kumar, a resident of Sohria village, was on duty at police naka at T-point on Sunderchak-Bhagwasar road. As a truck coming from the Suderchak side was signaled to stop for routine checking, the driver of the truck lost control over the vehicle and hit Ramesh Kumar. He was killed on the spot. The driver of the truck sped away from the spot leaving the truck behind. The police has impounded the truck and started investigations. The police has registered a case under sections 304 and 279 of the IPC. The body was handed over to the family members after conducting the postmortem examination at the Civil Hospital.

Phagwara: As many as 12 persons, including five women, sustained serious injuries, when a bus of PUNBUS rammed into a private bus near Khajurala on the national highway between Phagwara and Jalandhar this afternoon. The injured were admitted to Phagwara and Jalandhar hospitals. Both buses were badly damaged in the accident, police said.

Meanwhile, one person was run over by a moving goods train near Mauli village between Phagwara and Goraya last night. The man, whose identity could not be ascertained, was crossing the railway tracks, said GRP officials. The body of the deceased has been sent to local civil hospital for a post-mortem examination.

SAD sarpanch, 4 others booked for trespass as DIG’s report puts police in a spot

Akali sarpanch Amarjit Singh of Khakh village along with four others have been booked under Sections 452, 323, 354, 427, 148 and 149 of the IPC for forcibly entering into the house of a widow Satinder Kaur (35) of Goindwal Sahib village.

Sources said the other accused have been identified as Dilbag Singh Tur, Sukhbir Singh Sukha, Devinder Singh Sangha of Goindwal Sahib and Bhola of village Kawan (Hansanwala). They were also workers of the ruling SAD.

The incident had occurred on August 12. The accused had barged into the house of Satinder Kaur in the town and damaged household items.

They also allegedly gangraped her.

Satinder Kaur brought the matter of the police. The police not only denied to entertain the complaint of the widow, but also booked her in three criminal cases including a theft case.

The widow highlighted the matter in different newspapers and also approached the higher police officials.

Shashi Prabha, DIG, arrived to investigate the matter. In her 79 pages report, Prabha rapped the local police for its inaction in the matter. She in her report (a copy of which is available with The Tribune) has suggested departmental inquiry into the role of DSP and SHO Goindwal Sahib.

The DIG has also termed all the three cases registered against the widow false.

She said the local police intentionally delayed the medical examination of the “rape” victim, and neither lodged a case against the accused.

The case has been registered last late evening on the facts, revealed in the report submitted by the DIG.

Satinder Kaur has also filed a writ petition in the Punjab and Haryana High Court to book the accused in a rape case.

The body of Gurdial Singh (60) of nearby Khangura Village, was found floating in a pond of a religious place near Chack Hakim village on Wednesday.

The deceased was missing for the last 15 days, the police said.

The police has registered a case and sent Gurdial’s body to local civil hospital for the post-mortem examination.
