‘Spark’ing contests among schools

KMV Collegiate Senior Secondary School organised an inter-school competition ‘Spark 2011’ in which as many as 15 schools participated. Students took part in various events like radio jockeying, photography, power-point presentation, e- collage, face painting, landscape, rangoli and quiz.

Youth integration camp begins

The Asia level youth integration camp began today at the youth hostel, Burlton Park, in the city. On day one, the students carried out a peace rally, which started from Burlton Park and went upto the local Patel Chowk.

Hockey tourney from Dec 21

The 14th Olympian Mohinder Singh Munshi Sub Junior Hockey Tournament would be held from December 21 to 24 at the local Olympian Surjit Hockey Stadium. The league-cum-knock out basis tournament would give a chance to the school teams (Under -19) from across the country to participate in the tournament.

Police control room goes ‘out of control’
Providing wrong information about postings of officials as its records need to be immediately updated

The Police Control Room of the Jalandhar Commissionerate of Police these days is running “out of control” and needs to update its records immediately. Officials of the control room have been providing erroneous information to the public.

The idea behind launching the control room was to enable public of the district to seek the contact number of any police official by dialling toll-free No 100.

Surprisingly, the alternative control room mobile number (9915716100) provided by the district police has also been switched off for the past few days.

The public is being provided wrong contact numbers and wrong names of the chiefs of police stations of the district by the control room.

When The Tribune called the control room to inquire about the names of the chiefs of police stations of the district, it got quite a few wrong answers.

When the name of the Station House Officer (SHO) of the New Baradari police station was asked, control room official said Inspector Onkar Singh, but in reality the SHO of the police station is Beant Juneja.

Similarly, control room records show Manmohan Singh as the SHO of the Division No 3 police station, but in reality Surinder Pal is the SHO of the police station.

The control room records show Sub-Inspector Harbhajan Singh as the SHO of the Division No 2 police station, but in reality Sukhdip Singh is heading the police station.

When the mobile phone number of the munshi of the Cantonment police station was asked, the contact number provided by the control room turned out to be that of an Assistant Sub-Inspector (ASI).

The control room records also have discrepancies regarding the rural police. According to the control room records, Sub-Inspector Tarsem Singh is heading the Lambra police station, but in reality Inspector Paramjit Singh is the in charge of the same.

The records of the police control room say the head of the Shahkot police station is Inspector Gurmit Singh and of the Lohian police station Lakhwinder Singh. But Lakhwinder Singh is heading the Shahkot police station, while Gurmit Singh is heading the Lohian police station.

“Sadey kol ta jehri list wa us wich ta eh hi likhya wa sir. Asi ta list de hisab nal dasi jana (we are giving you details according to the list provided to us, because we follow the list),” control room officials told a person who called the control room and told them that they were providing wrong information.

The Assistant Commissioner of Police (ACP), Police Control Room, when asked why the control room records have not been updated, he replied, “Yes some information needs to be updated and he today instructed the engineer concerned to feed the updated information of the police officials.”

Regarding the alternative control room number, 99157-16100, he said, the company had not dispatched the bill of the mobile number, hence company had disconnected the control room number. “Now we have paid the bill and connection has been restored today,” he disclosed.

Hygiene takes a hit as Civil Hospital sans water supply

Ever heard of a hospital without water? Our city has one.
While the water supply to the Civil Hospital had been fickle for the past many days, today there wasn’t a drop of water in the entire hospital since morning.

The staff and patients of every single ward faced tremendous problems due to the lack of water and it is, in turn, hitting cleanliness and hygiene.

There was no water in the surgical wards (male and female), medical wards (male and female), TB Ward, De-addiction Ward, Paediatric Ward, Orthopaedic Ward, Trauma Centre, ART Centre, all the toilets, offices and the worst hit - Maternity Ward.

What is worse is that no water tank came to provide water to patients and staff today.

While the Maternity Ward (and the entire wing on that side of the hospital, including the TB, de-addiction and paediatric wards) had already been not getting water for two days (except the one-day breather yesterday), no water supply today aggravated the problem.

As The Tribune visited the Maternity Ward today, the staff said, “There have been five deliveries since morning and we have not even washed our hands. We will do that when we go home. The washer man has come twice, but he can’t take the dirty linens as there’s no place he can wash them at. We brought water in water bottles, but we have used all of it now. There isn’t a single drop of water and we are delivering babies here.”

The linens stacked two days ago had not been washed and more were dumped over them. The cleaning staff was livid. There is just one sweeper for both the wards and she was just sitting around. She would have to handle the dirty floors and overflowing toilets once water comes.

While things at the Maternity Ward had reached a disgusting level, the state of other wards was not also not good.

A conversation with the staff at the TB, de-addiction, paediatric, male and female surgical and medical wards and the trauma wards revealed that they all were suffering and facing the same crisis.

The staff counters were stacked with mineral water bottles which they used for the chores since many of these wards did not even have buckets for storing water. The rest of the work was handled through gloves, etc.

In case of dire emergency, staff and patients had to get water from across the street.

Medical Superintendent Avtar Chand said, “The water has been creating problems for the past few days. When a motor of 32 hp was out of order, a new 40 hp motor was brought. Due to the increased pressure, pipes have been bursting pretty often. Our workers are fixing the problems, the hospital will soon get water.”

On the Maternity Ward he said: “We have dropped the idea of getting it renovated because it is in a very bad state. We will shift the patients to the new wing. The work on the new wing will start as soon as the work on the already under-construction wing is finished.”

NCLP’s sports day postponed to Feb

The administration has abandoned plans to hold a sports day in Ludhiana for students of the National Child Labour Project (NCLP) schools, which was to be held tomorrow.

While there was an outrage from teachers and many NGOs over the sudden declaration of holding the sports day, the administration bowed down to the pressure and postponed the sports day to somewhere in February.

While Project Director Inderjit Singh said the decision was taken because there was “lack of consensus” on the issue, sources in NCLP schools say the administration never bothered about a consensus before imposing the decision on the teachers in the first place.

Teachers of the NCLP schools across the city heaved a sigh of relief. They said it was only yesterday that their field officers informed them that the sports day had been postponed. While some thought the event had been postponed, others were told it was cancelled.

Like is the norm, this time too, there was no formal letter or memo informing schools about the decision. The letter regarding holding the event had also not been sent to many schools.

Even as the teachers are still without salaries (and their students without stipends) at least for the moment they have been relived of the burden of playing coach to their students (who hadn’t even heard about the games they were supposed to compete in).

MC starts covering open manholes

Ever since the MC authorities faced the ire of the public over the death of the son of a labourer after falling in the manhole in the Basti Peer Daad area, the office has covered over a dozen manholes, which were lying partly or fully uncovered.

Satnam Singh, Executive Officer (O&M), MC, said one or two manhole were covered in each of the eight zones daily in the past three days.

He said wherever the patrolling teams found a missing or broken cover of manhole, a new one was laid there almost immediately.

He added that as a safety measure, all SDOs had been provided additional manhole covers so that no time was wasted in procuring these.

Inquiry report submitted

Chief Vigilance Officer VP Singh has submitted the inquiry report in the case with the Director, Local Bodies, Ravinder Singh. The Director said he had got the copy today, but could not go through the details of it. “I will deal with the copy tomorrow and see what action has to be taken,” he pointed out.

Consumer forum

Former member of the District Consumer Disputes Forum Surinder Mittal has said the parents of the deceased boy Sagar could file a complaint with the forum and get a compensation. He said the negligence on the part of the MC authorities in not ensuring that its manhole was covered amount to deficiency of services. He cited a previous case of the national commission where a resident who had complained of sewer water entering his house had been awarded a compensation of Rs 1 lakh by the MC.

He also quoted another case wherein the Andhra Pradesh MC had been asked to pay Rs 5 lakh as compensation following the drowning of a 23-year-old youth in its swimming pool.

Sewer desilting leaves Gujja Peer Road area stinking

Hundreds of commuters faced a lot of inconvenience on the busy Gujja Peer Road as Municipal Corporation (MC) employees threw sewage water on the road after pumping it out from a choked sewer for desilting it.

Workers of the MC used a pump attached with a tractor to take out sewage water from the sewer and instead of throwing it into the nearby sewer manhole with the help of a portable pipe, they kept on throwing the same on the road itself.

As a result, stink emanating from the sewage water spread all over, which made it inconvenient for the commuters to use the road connecting several localities of the city with the New Delhi-Amritsar national highway.

When the MC men started pumping out water on the road, several shopkeepers of the area objected to it, but to no avail. One of the shopkeepers, Ashok Sachdeva, said, “He do not get much customers today as they avoided to visit his shop due to stink all over.” Same was the case with other shopkeepers.

Meanwhile, PPCC secretary GS Bhullar, who resides in a nearby locality, and shopkeepers demanded that the MC should do away with the unhygienic practice of desilting choked sewers.

They also said “Even silt keeps on piling near the sewers after their desiltation as the MC usually does not lift it for weeks after desiliting them. The silt should be lifted immediately.”

Services under RTS Act badly hit

The much publicised Right to Service (RTS) Act, which assures timely delivery of various services, has come crumbling down following the prolonged strike of the ministerial staff in the district.

This has also raised questions over the functioning of the state government, which has neither made any alternative arrangements at the district administration and the state departments offices and nor has assured the protesting staff of fulfilling their demands.

Under the RTS Act, various services like registration of vehicles, getting scheduled castes and backward castes certificates, ration cards, registration of sale and lease deeds, driving licence, which are meant to be delivered within a time bound schedule, have come to a halt. Even today, scores of residents had to return empty handed at the suvidha kendra.

A family from Jamsher village who had come to get the sale deed certificate from the kendra lambasted the state government for not facilitating the public. “The government has put up huge billboards of RTS Act but what is its usage if the services were not being delivered well on time?” said Jagtar Singh, a farmer.

Suvidha kendra staff expressed helplessness in dealing with the situation, as the administration had not made any alternative arrangements to deliver the services under the RTS Act.

“I came to apply for the learner’s licence but that counter lying closed for the past almost a week. This is my third visit to the suvidha kendra”, said Ravinder Singh, a resident of Rama Mandi.

Sandeep Sharma, manager, suvidha kendra, said, “We are informing people about the strike and that the work would be further delayed. As far as the learner’s licence work is concerned, we are asking people to take the phone number of the kendra and find out whether the snag has been rectified or not.”

Meanwhile, the members of the ministerial staff have now decided to seek the support of the employees of the suvidha kendra in support of their demands. Tomorrow the ministerial staff would hold a protest rally and block traffic at the busy intersections of the city to urge upon the government to accept their demands.

PCS (Judiciary) prelims

As many as 11 students of St Soldier PCS Coaching Centre have cleared PCS (Judiciary) Preliminary Exam. Three students namely Mandeep Singh, Navjot Kaur and Indu Bala got the highest marks and joined the list of the top 10 toppers of the state. Nirmala Devi, Harjinder Singh, Kunal, Amrit, Manu, Ranjit, Hamjot and Khushdeep are the other selected students.

Fusion

Trinity College organised Fusion-2011, a state-level inter school competition, today on the occasion of the completion of 10 years of its journey. The students from different schools participated in 12 events like Googling, PPT, e-collage, e-painting, rangoli, declamation, creative writing, model and collage making. Saint Joseph Boys School bagged the overall trophy and received a cash prize of Rs 1,000.

Faculty development

A faculty development programme was held at the local Apeejay College of Fine Arts today in which Professor KK Bajaj, former Dean of colleges-cum-director College Development Council, Himachal Pradesh University, delivered a talk on 'Positive Attitude: Key to your success in teaching' as it leads to to good teaching and learning skills.

NSS awareness

The Department of NSS Community Awareness Programme and the Department of Youth Welfare of Kamla Nehru College for Women, Phagwara, organised an educational trip to Shaheed-E-Azam Nagar, Nawanshahr, where the students visited the ancestral house of Bhagat Singh as well as the library and the museum built in his memory.

Pharmacy week

CT Institute of Pharmaceutical Sciences organised a 'National Pharmacy week' as part of its golden jubilee celebrations held from November 21 to 28. A free health check up camp was held at Jamsher Khas village in collaboration with the BBC Heartcare Hospital. As many as 150 patients were given free medicines and were benefited by free diagnostic tests as prescribed by the medical staff. A social awareness rally about the drug safety, prevention of drug abuse and health care was also carried while a pharmacy quiz contest, extempore competition was also held.

Youth integration camp begins

The Asia level youth integration camp began today at the youth hostel, Burlton Park, in the city. On day one, the students carried out a peace rally, which started from Burlton Park and went upto the local Patel Chowk.

Assistant director of the youth services, Capt Dhami, said the youth were today given the lodging after which they gathered in the evening for the rally. “This will be followed by a cultural evening in their welcome at the auditorium of the DAV Institute of Engineering and Technology,” he added. — TNS
