The Punjab State Ministerial Services Union today went on a three-day strike, bringing major public services to a halt. This was the third strike by the union in the past six months. The strike, which began today, would conclude on November 25, as November 24 is a public holiday on occasion of the Martyrdom Day of Guru Teg Bahadur. Offices of various departments in the administration wore a deserted look with people waiting for hours and returning empty handed. As if this was not enough, none of the departments had put up any notice outside their offices to guide the people about the strike till November 25. Offices of the social welfare department, district transport office, SDM office, food and civil supplies, drainage department, land records, marriage registration, driving license, farad and land mutations and others remained empty. Paramjeet Kaur, a local resident, who had come here for a grant under the Shagun scheme along with her mother, said: “This is my second visit to the office since morning. Earlier, some people told me that the staff has gone for a special duty and will return after 3 pm. But now, attendants informed us that the staff is on a three-day strike. At least they should guide the people. I am a daily wage earner and have already wasted the entire day and money in visiting the office.” Manjit Singh, an elderly NRI, who visited the DTO office for the registration of his vehicle, too, was a harried lot. He said: “The sudden strike has come up as stumbling block as I am going back to US after a few days. I wanted to get the vehicle registered so that I could go to attend a wedding at Zirakpur along with my family.” The strike effect was also felt at other government departments, including the cooperative societies, irrigation, forest, pension, treasury, agriculture, excise and taxation, PWD, health, education and public relations. However, for some people, the services at the Suvidha Centre were a big respite. A couple from Kartarpur, who had come for the birth registration of their baby said: “Thankfully this service is available at the Suvidha Centre and we managed to get out work done today itself.” Even at the Suvidha Centre, the learners’ license counter was not functional due to a technical snag. The Punjab State Ministerial Services Union, a representative organisation of the ministerial services of the Punjab government, lambasted the government for not enhancing their pay bands. They said that the clerk cadre in all state departments were being paid a pay band of Rs 5190-20,200+2,400 while other categories equal to the clerk cadre were getting Rs 10,300-34,800+5,000 pay scale. Chandigarh, the Punjab and Chandigarh Teachers’ Union (PCCTU) and the Federation of Non-Teaching Employees in Punjab. A meeting in this regard was held at the local Lyallpur Khalsa College in which it was decided that owing to the “indifferent” attitude of the state government, a ‘college band’ would be observed. The lecturers and the non-teaching staff will hold district-level protests on November 30 in support of their demands. SAD-BJP government should immediately implement the pension gratuity scheme approved on December 12, 2001. “The government is challenging its own decision by not implementing it. We have been demanding scrapping the ban on fresh requirements imposed in July 2005. The non-teaching employees should be granted enhanced pay scales and allowances on the basis of their parity with their counterparts in the government colleges from January 1, 2006 onwards,” he added. Meanwhile, the Joint Action Committee also clarified that keeping in view the interest of students, the semester examination of universities would be held as per schedule. “As a major responsibility towards students, we will not let the students face any difficulty,” he added.

NRI’s wife murdered
Jalandhar, November 22 Hailing from Sita Mori locality in Bihar, Naresh Kumar, the domestic help of Harkamalbir Singh, a neighbour of the deceased, has been arrested by the police for his involvement in the murder. He was looking after Harkamal's dairy in the same locality for the past over seven years. Deputy Superintendent of Police (Rural) HPS Khakh revealed that Jaswinder Kaur had gone to buy milk from the dairy when Naresh Kumar overpowered her in an attempt to rape. As the woman resisted the move, Naresh allegedly hit Jaswinder with a log on her head leaving dead at the spot, the DSP added. Khakh revealed that during interrogation, the accused said he bundled the body in a jute bag and then dumped it in a heap of cow dung nearby. He then consumed liquor that night and called on her son Gurwinder Singh's mobile demanding Rs 50 lakh as ransom. The next day, he fled from the city, the DSP added. Since Gurwinder Singh had complained to the police regarding the ransom call, the police after registering a case of abduction, laid a trap and managed to locate the accused with the help of his mobile phone network, sources revealed. The police nabbed him from Ambala today. Khakh added that Naresh confessed to the crime and also told the place where he had dumped the body. The body was later exhumed in the presence of a magistrate-level official. The body was sent to the Adampur Civil Hospital for post-mortem late this evening. A case of murder has been registered against Naresh Kumar at the Adampur police station. The police has also sent venial swap to confirm if the victim was raped. The police is also working on various other theories behind the brutal murder. The husband of the deceased, Jasbir Singh, had returned from South Africa just over a fortnight ago. |
Accused in shootout case arrested
Jalandhar, November 22 ACP (West) RPS Sandhu claimed that Rocky was having a criminal background and was wanted to the city police in over eight cases, including attempt to murder, firing and other offences. The ACP said Anil had also jumped bail in a case of attack on a personnel. The police has been hunting him after his name surfaced in the marriage place shootout case in which he had opened fired at Ashok Kumar, a member of an orchestra team. The incident took place when a Model House-based family was organising the ring ceremony of their son on November 10. Rocky, a resident of Kabir Nagar, under the influence of liquor, opened fire at Ashok Kumar, a resident of Model House, leaving him critically injured. Crime against women: Over 1,000 complaints, only 57 turn into FIRs
Jalandhar, November 22 During the investigation process, disputed parties reach a compromise and complaints are withdrawn. Many times, the complaints turn out to be fake. Data available with Jalandhar Tribune revealed that the women police received 1,007 complaints, a majority of them related to dowry torture and domestic violence, but only 57 FIRs were registered out of the total complaints. Police sources said many times, wives file a complaint of domestic violence against their in-laws, but after investigation, these complaints are found false. In such cases, the police always prefers to strike a compromise between the disputing parties. Out of the 1,007 complaints registered, compromise was reached in 751 complaints, while 199 complaints are still under investigation. Asha Rani, sub-inspector, women police station, said: “The police always avoids registering FIRs if there are chances of compromise. We have a panel of 25 counsellors in our police station, appointed by the Police Commissioner. These counsellors hold sessions with the disputing parties.” She said counsellors give three chances to hear both the parties and if still compromise could not be reached, the police begins legal proceedings like registration of an FIR. The sub-inspector said many times, women try to register fake complaints and shrewdly name even those persons in the complaint, who have no role in the dispute between couples. “If police senses anything fictitious like that, then we carry out thorough investigation before naming anyone in the FIR,” she said. According to the high court ruling, in dowry torture or domestic violence complaints, mother-in-law and husband of a woman could be the main accused. The sub-inspector said complaints against wives by husbands are also on the rise. |
Ancient jail complex to go under hammer
Jalandhar, November 22 Owned by the Punjab Infrastructure Development Board (PIDB), the jail complex has been handed over to the Punjab Urban Development Authority (PUDA) under the optimum use of vacant government lands (OUVGL) scheme. With the shifting of its inmates to the Model Jail at Kapurthala, PUDA started the assessment of each and every item on the jail premises and finished its job last week. PUDA sources revealed that a team had finished the assessment and keeping in view the values of the items, the authorities would call tenders from interested companies for the demolition of buildings, including religious places and residential accommodations on the jail premises. Spread over 22 acres, the jail premises also houses an industrial unit, a farmland, high tension wires, a deep borewell, an overhead water tank, an outer boundary wall, a religious complex and the main jail. The government has also prepared a blueprint of the proposed commercial complex that is to replace the existing historical ancient jail with an ultra-modern outlook. In an effort to provide easy access to the proposed commercial complex, the authorities have already widened the approach roads and also removed encroachments from the main and the internal link road roads leading to the site. A senior official of PUDA revealed that after levelling the site, the government would either develop the site of its own and auction the sites or there was also a possibility that entire site would be sold out in an open auction. He, however, said that the future plan of the government was not clear as yet, but the existing jail complex would definitely be demolished, he added. |
Firm told to pay insurance claim
Jalandhar, November 22 Earlier, the complainant had filed a claim before the private insurance company along with the requisite documents after her husband’s death. However, the complainant only receives a letter on March 25, 2010, from the insurance company stating that the company had only agreed to refund the cash surrender value of the policy as full and final settlement to which she did not agree. Meanwhile, the president of the District Consumer Disputes Redressal Forum, Hoshiarpur, Ashok Kumar, and its member Sushma Handoo directed Birla Sunlife Insurance Company to pay Manisha Dhiman of Bhawanipur village in Tehsil Garshankar of Hoshiarpur district the entire amount of benefits under the policy amounting to Rs 1 lakh along with Rs 3,000 as compensation on account of harassment and mental harassment and Rs 2,000 as the litigation cost. In her complaint filed under Section 12 of Consumer Protection Act, Manisha Dhiman had stated that her husband Ashok Padam had bought a policy from Birla Sunlife Insurance Company in 2008. Manisha stated her husband paid the first premium of Rs 10,004 to Birla Sunlife Insurance Company on September 18, 2008, and the application for life insurance was accepted. She stated that her husband died on January 19, 2010. After his death, she filed a claim before the private insurance company along with the requisite documents. However, the complainant received a letter on March 25, 2010, from the insurance company stating that the company only agreed to refund only the cash-surrender value of the policy as full and final settlement, to which she did not agree. It was also mentioned in the letter that the complainant’s husband was suffering from hypertension and that the given information that he did not have any medical problem at the time the policy was bought was false. On the other hand, the complainant stated that hypertension is not a serious disease and non settlement of the claim amounts to deficiency in service and asked the forum to direct the insurance company to pay her the insured amount along with the damages. The Forum pronounced the 12-page order after hearing the arguments of the complainant’s counsel CS Marwaha and Birla Sunlife Insurance Company’s counsel Manu Kaushal and after going through the documents. |

100 wait for CM’s cancer relief fund
Jalandhar, November 22 The programme stressed upon spreading awareness regarding CM’s cancer relief fund. Stressing on the cancers spread due to various sorts of addiction, District Health Oofficer, Dr RL Bassan, said poverty leads to early marriages and in some cases multiple abortions. Poor hygiene and ignorance were also the leading factors contributing to the number of cancer cases in the country, he said. He said while the country had 25 per cent cervical cancer cases, breast cancer was the second most deadly form of cancer. About the number of people who had availed the grant of Rs 1.5 lakh under the CM’s cancer relief fund he said, “So far 51 persons had been provided the requisite money (in the past two to three months) after they filled forms for the same at the civil hospital here. As many as 100 more are in the waiting list for the much-publicised scheme, he added. Prof Lakhbir Singh, president of Pahal said, “Pollution, consumption of contaminated food, use of pesticides, fertilizers and addiction are some of the prime causes of cancer.” Singh, a cancer survivor himself said, “Regular exercise, healthy food, an active and upbeat lifestyle can work wonders in countering the deadly disease.” Dr Satish Sharma, epidemiologist; Dr Rupinder Bhargav, cancer specialist; Principal BB Sharma and Gurpinder Kaur were among others present on the occasion. Stray sambar falls off
overbridge, killed
Jalandhar, November 22 The animal hit a boundary wall adjacent to an approach road under the bridge and died. The police and the Wildlife officials were informed about the incident. Police and a team of wildlife officials comprising Sukhi Lal, block officer and Kapil Dev, forest guard, reached the spot. The carcass was later taken to the veterinary hospital and was buried after a post-mortem examination, said Rajinder Kumar, range officer (RO), Jalandhar. Similarly, another stray sambhar entered the cowshed owned by Gurned Singh, in Bolina village near Nangal Shama on the Jalandhar-Hoshiarpur road. The sambar had not been caught till the filing of the report. |
VIRSA begins at LPU
Jalandhar, November 22 The festival, which will conclude on November 26, will see students competing in more than 23 events. An audience and spectators' gallery, of about 25,000 students, including around 1,400 participants witnessed the celebrations. The inauguration saw competitions in classical instrumental percussion. It also featured special non-competitive performances by 100 students from LPU. Mizo dance, gidda, bhangra and kathak were the highlights. The festival has been sponsored by the Ministry of Youth Affairs and Sports, Government of India, under the National Programme for Youth and Adolescent Development (NPYAD). |
