Amritsar, October 20 Three persons were seriously injured when several persons, armed with double- barrel guns and pistols, allegedly opened fire at them over a land dispute late last evening. Those injured include Baljinder Singh, Balwinder Singh and Jatinder Singh. They were rushed to the hospital where their condition is stated to be serious but stable. Sultanwind Police has registered a case under Section 307, 148, 149 of the IPC and 25/54/59 of the Arms Act against five persons, including Hardev Singh, Manpreet Singh, Harpreet Singh, Joga Singh and Sukhwinder Singh Mahal, all residents of Sultanwind village.

Amritsar, October 20 Police commissioner, RP Mittal, said as the two officers had led the raiding police party, the Punjab government has placed them under suspension. “Both are gazetted officers who were leading the police teams during the raid conducted at the resort where mass-level gambling incident was reported. As per the media reports the amount of seized money was much higher than what the police party had later reported to the higher authorities. The matter is under investigation and therefore the Punjab government has ordered to put them under suspension with immediate effect,” said Mittal. Four police officials, including SHO of Gate Hakima police station and three Assistant Sub Inspectors, including a police post in-charge have already been put under suspension during the preliminary investigations in the case. RP Mittal was entrusted with the investigations into the case. The incident hit headlines and the matter came to the knowledge of Punjab government. Even as the senior police authorities maintained that the raiding party had seized Rs 7.50 lakh during the Diwali fest wherein the who’s who of the city, including wards of businessmen and political leaders were allegedly involved, sources claim that more than Rs 1 crore was seized during the raid. The programme was organised under a charity organisation. Reports of the presentation by Russian bar dancers have also been received. The police has registered a case under the Gambling Act against 44 persons, including the organisers of the programme who were later released on bail. He said probe in the case was still on. So many aspects are involved which are required to be investigated, he added. Alleging that the city police was shielding influential people, who were rounded up during the Diwali fest, the Punjab Human Rights Organisation (PHRO), headed by its chairman Justice (retd) Ajit Singh Bains, had demanded the constitution of a special investigation team (SIT) to probe the case besides immediate transfer of Mittal in a letter to the Chief Minister, Parkash Singh Badal. |

At the time of the incident the accused had come back from a wedding function where he had consumed liquor. A drug addict, the accused was out of work. The Majitha police, falling under Amritsar rural police district, has registered a case under Section 302 of the IPC in this connection on the basis of the statement of Amarjit Kaur, the wife of the deceased. Amarjit Kaur, in her statement to the police, alleged that Jaswant Singh was washing white radish in the house when the incident took place. “My husband expressed his anguish that when he was working day and night at this age why his son could not. An infuriated Guriqbal hit Jaspal on his head with a bamboo stick as a result my husband started bleeding profusely,” said Amarjit Kaur. She said her husband died on the spot. Amritsar, October 20 Dr Balwinder Singh, president of the GNDU Teachers Association said, "It was also observed that the logical implementation and fulfillment of demands can take real shape only after the next Syndicate meeting and so the ongoing protest dharnas should be suspended till that time. Dialogue with the varsity authorities had a positive outcome. The academic struggle of the teaching community found a befitting conclusion. We hope the university authorities do not discourage us in the future," he said. Vice Chancellor AS Brar said, "I am happy that this meeting bore positive results. I was always open to deliberate and review the issues which came under my jurisdiction. Similarly, a way can still be found by consulting the University Grants Commission (UGC) about those matters having technical and procedural hitch. I have no complaints with any department because the teachers have not let the studies of the students get hampered during their agitation," he said. A modalities committee would be constituted under the chairmanship of Dean, Academic Affairs and other members with the president of the teachers body as one of the members to study the University Grants Commission rules and forward its recommendations to the VC for implementation. It was also resolved that Dr Balwinder Singh, who was removed from the headship of the Commerce and Business Management department, would be reinstated as the head of the department, yet the inquiry against him would go on in a transparent manner. In the case of Dr GS Bhalla, who was allegedly negligent in performing his duties while awarding an internal assessment for the performance of the students, the matter would be reviewed in the next Syndicate meeting and no action would be taken by the university till then. About the teachers whose promotions were due on or before December 30, 2008, under the AICTE rules, it was decided that they would be governed under the old AICTE rules only. A committee comprising the Registrar, Professor in-charge (Finance and Development), Secretary of GNDU Teachers Association and KS Chahal of the varsity architecture wing, has been constituted to facilitate the process of their salaries. It was also unanimously resolved that the cases of anomalies regarding the teachers promoted by the Syndicate in its meeting held on September 27 would be referred for legal advice and would be discussed in the next Syndicate meeting. Meanwhile, the decision of the Syndicate to exclude University College, Mukandpur, from the membership has been
suspended.

Amritsar, October 20 Sukhwinder Singh, a resident of Bhagtupura, in his statement to the police alleged that the accused, who were armed with two .12-bore double barrel rifles, a pistol besides sharp-edged weapons, came in a Verna car and fired at them. Baljinder Singh sustained bullet injuries on his forehead and the chest while Balwinder Singh and Jatinder sustained injuries on their shoulders and legs. Harinder Singh, in-charge, Sultanwind police chowki, said they had received information of gun fire in Sultanwind. During the preliminary investigations it was found that both the groups had a land dispute due to which both groups claimed their ownership over the disputed piece of land. The matter is pending in the court. He said the accused are absconding. |

Amritsar, October 20 There are scores of government and aided schools in the state where the Mid Day Meal cooks have not been paid salary for several months. The reason for this is that the cooking cost (Rs 2.89 each for primary and Rs 4.33 each for upper primary children) has not been received by the district Mid Day Meal organisers here. An official, on the condition of anonymity, said despite repeated reminders to the office of Director General Schools, not a single penny for the cooking cost of Mid Day Meal has been received since August," he said. There are 2,500 mid-day meal workers in the district, who cook meal for one lakh students of the 865 primary and 55,000 students of the 414 upper primary classes up to Class VIII schools. The last payment received by the Mid Day Meal organisers here was Rs 2.5 crore as the cooking cost to cover the cost for the period up to July 31. The school managements falling under the zila parishads, in the wake of their demand to shift them under the school education board, refuse to reveal the details of the number of children enrolled with them who have to be fed under the scheme. “This problem persists in the entire state. They have not submitted their attendance records with us since October. It is only the attendance of children on the basis of which we procure the food stock from the Centre. They are demanding that they should also be categorised under the mainstream state education board. This matter too has not been resolved as yet. Consequently, we are facing a shortage of foodgrain," the officials said. District Education Officer, Amritsar, Jaspal Singh, denied any miss in the mid-day meal schedule but was also apprehensive of the crisis in case the government did not release the funds soon. “Till date, the mid day meal has not been missed even for one day, despite the fact that we are facing procedural delays in getting the grants. The teachers have been told to arrange the foodgrain on credit on their own and they are doing it. The grocery traders from where they pick foodgrain stock are cooperating with us because they understand that though there can be delays in their payments but they will not be denied the same,” he said. |

Hospital runs out of X-ray films
Amritsar, October 20 Inquiries revealed that the entire stock of photographic films at the X-ray room was used a few days ago. As a result, patients coming to the hospital have no option but to go to private hospitals to get X-ray scans conducted. The indifference of the authorities concerned is clear from the fact that the supply has not been restored despite numerous patients paying the price for the same. According to hospital staff, only large sized films that are used for the X-ray scan of legs and the back are in short supply while they have sufficient stock of smaller ones. Most vulnerable among the patients are those who come to hospital daily hoping that the hospital might have arranged for X-ray films. One such patient from Ajnala, Ravinder Singh said, "I have been coming here everyday for the past four days but every time I am told that films are not available." He said the hospital should get these films so that the patients don't have to suffer. Radhika, another patient, said, "My daughter has been advised by the doctor to get the X-ray of the back done. She has a severe backache problem. Under such emergent situation we will have to get the same conducted from some private laboratory." She said the hospital should make arrangements for these things well in advance. The hospital staff at the radiographer's room adjacent to the X-ray machine said they cannot do anything when the films are not available. Even the attendants are not sure that when the supply would be restored. Senior Medical Officer of the hospital Dr Balbir Singh Dhillon said, "The shortage of films at the X-ray room has not come to my attention. Though we have stopped local purchase of films as they are sent by the state health corporation but these can be purchased locally in case of a shortage." He said the films would be made available soon. Dr Balwinder Kakkar, hospital SMO with financial powers said, "The matter has not come to my attention yet. I would enquire and get the problem solved.” |

Amritsar, October 20 He has been charged with spoiling and disposing off the official records. A case under Section 409, 120-B has also been registered against him. Agarwal had asked him to produce records in connection with an Inteqal numbering 4921 and 4922 of a piece of land at Pandori Waraich village. However, the retired tehsildar had failed to produce the record. In another case, a case of fraud was registered against Tehsildar Rajesh Sharma who had filed a writ in Punjab and Haryana High Court. The court while granting a stay in favour of Rajesh Sharma has asked the district administration to produce the records belonging to the case. Then Amritsar Deputy Commissioner Kahn Singh Pannu had instructed him to produce the record. However, he had failed to do so. |

Amritsar, October 20 She completed the walk in an hour and 45 minutes and 38 seconds. College principal Sukhbir Kaur Mahal said she is already a record holder and gold medalist in Junior National and School National Games-2010. She is also an international level athlete, the principal said. She also took part in Youth Olympics in 2010 in the 5 km walk completing her event in 24.30 seconds and again won the gold medal. The aim behind the workshop was to apprise the students of BCA final year, BSc (IT) final year, MSc Computer Science and MSc Internet Studies on the subject. The workshop was sponsored by the Department of Information Technology, Government of India. Professionals from C-DAC emphasised on the need for information security at all levels from the individual users to organisation. The experts explained how viruses, worms and spyware affect computers and how such attacks can be avoided using appropriate safety measures. |

DPS students meet farmers to advise against stubble burning
Manawala (Amritsar), October 20 Only recently three boys were burnt alive when their auto-rickshaw overturned in a burning field. The driver lost control of the vehicle as smokes from the adjoining burning field disrupted visibility. As many as 30 students of the school’s ‘Environment Club’, under the supervision of two teachers, visited Manawala village to create awareness regarding the adverse effects of burning crop residue. School Principal, Sangeeta Singh said the school had already faced the brunt of such stubble burning in fields located around the school. The students tried to convince the farmers to stop the practice, which results in loss of organic matter, kills the essential micro-organisms and also emits poisonous gases that pollute the environment. Students held one-on-one conversations with the farmers and asked them their reasons behind burning crop residues. The farmers explained that purchasing or hiring devises to dispose off stubble, by converting them into pieces required both funds and labour. The school’s Science department held a seminar-cum-awareness programme in which farmers and village panches of adjoining villages were invited. |

Amritsar, October 20 They asked the students and the general public to take steps to protect themselves and especially children from such hackers by employing technology and other safety measures. They said hackers worldover are a threat to individuals, institutions and government organisations. Apoorv Sharma and Davneet Singh Lobana presented power-point presentations regarding hacking of e-mails, social networking sites and infecting virus and worms to corrupt data. "Computers, which are part of our daily lives, are always susceptible to such dangers. There are ways, including installing branded and original software operating systems, virus-fighting software and awareness to protect data and files," said Sharma. The aim of the seminar-cum-workshop was to spread awareness about the use and misuse of the Internet. He said apart from virus and worms, the spyware, Trojan, link manipulations, filter evasion and malware attacks are too common today and security agencies and government organisations are also worried about these attacks. |
