Assembly sees more ruckus as Congress stages walkout
Srinagar, September 29 The pandemonium continued after the House resumed after half an hour as the Congress members remained engaged in heated arguments over the issue of cross-voting. Panthers Party members, all from Jammu, also continued their agitation, demanding the dissolution of the House over the alleged charges of bribing the BJP members. The Speaker, Mohammad Akbar Lone, later disclosed the names of the seven members who had been expelled or suspended by the BJP high command last year. The members continued to be in the House as per the HC order to maintain status quo before any final judgment was out, the Speaker said. Reiterating the observation that the matter was sub judice and status quo had to be maintained, the Speaker came out with the list of the BJP members, one of whom, Chaman Lal Gupta, had been expelled by the party high command for a period of six years. Other suspended members include Jagdish Raj Sapolia, Baldev Raj, Gharu Ram, Lal Chand, Durga Dass and Bharat Bushan. Earlier, intervening during the uproarious scenes, PHE Minister and senior Congress leader Taj Mohiuddin had said it was important for the Speaker to disclose the names of the suspended members. There were also heated arguments between the Speaker and members of the PDP, which had remained “silent” during the commotion within
the House yesterday leading to the proceedings getting stalled. However, PDP leader and Deputy Speaker Sartaj Madni said the Speaker during his meeting with various party leaders yesterday had asked them to allow a smooth conduct of the proceedings and the PDP members were going by that decision. Later talking to mediapersons, the agitating Congress members led by former ministers G A Mir and G M Saroori said the suspended MLAs had no right to be in the House. |

Upper House adjourns over ‘non-serious’ attitude of ministers
Jammu, September 29 As soon as Question Hour ended, all the ministers left the House. NC legislator Vijay Bakaya stood up to raise the issue regarding the problems being faced by the Kashmiri Pandits, who wanted to return to the Valley. Congress legislator Bashir Ahmed Magray sought to draw Bakaya’s attention towards the first row in the House where no minister was present. “What is the fun of raising the issues of public importance when the government is not interested in listening to them?” he said. Magray was joined by some other legislators. PDP legislator Murtaza Ahmed Khan said the government was not taking the Upper House seriously. Panthers Party legislator Rafiq Shan also charged the government with adopting a casual approach towards the proceedings of the Upper House. Congress legislator Ravinder Sharma said the government should also take the issues raised in the Legislative Council seriously. As legislators cutting across party lines expressed resentment against the indifferent attitude of the ministers, the acting chairman adjourned the House for 15 minutes. Later, a meeting of the Rules Committee of the Legislative Council was held under Micky’s chairmanship. A threadbare discussion was held on the proposed amendments to the Rules of Procedure and Conduct of Business in the Legislative Council. |

Rashid protests outside Assembly
Srinagar, September 29 However, Rashid, accompanied by a group of supporters from the Langate constituency, was prevented by the police from holding the protest on the main road outside the Assembly. The protesters scuffled with the police and Rashid received bruises on his face and neck in the melee. The police managed to shift Rashid inside the main gate though he continued with his dharna while surrounded by a large contingent of police. However, his supporters were not allowed to enter the Assembly premises. “The police claims I am a free man, but I am not allowed to leave the (Assembly) premises to stage a sit-in outside,” Rashid told mediapersons as he tried to jostle his way out of the main gate. Rashid was protesting against an alleged “conspiracy” by the NC, the Congress and the PDP to stall the tabling of the resolution by creating pandemonium in the House yesterday. The House was adjourned for the day amid an uproar and as a result Rashid’s resolution lapsed. |

Mehbooba into cheap politics, says Speaker
Srinagar, September 29 “Mehbooba ji you are doing cheap politics.... You are very very cheap in politics,” the Speaker said as the PDP leader rose to defend her party’s silence during yesterday’s commotion in the House over the clemency resolution for Parliament attack convict Afzal Guru. After the House proceedings were disrupted yesterday, the Speaker had told reporters that he regretted the silence of the main opposition PDP since the resolution for Afzal Guru was listed in the day's business. “Yesterday you kept quiet and did not utter a word. What was the meaning of your silence (over Guru resolution). You should be ashamed,” Lone told Mehbooba. — PTI |

42 transformers stolen in Anantnag
Srinagar, September 29 Minister of State for Power Nasir Aslam Wani admitted in the Legislative Assembly yesterday that 42 transformers installed under the scheme in Anantnag district had been stolen. “We have already initiated an inquiry to identify the persons involved in the theft of the transformers,” he said. The minister said this while replying to a charge by PDP legislator Nizamud Din Khatana that the departments concerned were not taking charge of the transformers installed under the RGGVY to electrify villages in the backward areas. NC legislators Ajay Sadhotra and Khalid Najim Sohrawardy pointed out that some contractors engaged under the RGGVY had installed the transformers but the departments concerned were not taking charge of the transformers. “The departments concerned are not making these transformers operational following some confusion regarding their maintenance, but common people are suffering,” Sadhotra said. Earlier replying to a question by Mohammad Amin Bhat, Wani said, according to the RGGVY guidelines, the charging of the areas where works like the erection of poles, the laying of conductors, the installation of transformers had been completed, could be done only after quality control inspections had been carried out by the project implementing agency, besides the third party inspection by the agency appointed by the Union Ministry of Power. |
