Need to sustain Himalayan ecology: Governor
Dehradun, September 26 She said a “Core Group” should be constituted which would prepare an action plan for the protection of the ecology and livelihood in the fragile Himalayan region. She said a peoples’ movement was required to be initiated to conserve the Himalayan ecology. “Vulnerability of the people inhabiting the region and their livelihood should be kept in mind before any policies are made for the region,” said the Governor while inaugurating a two-day workshop on the “Himalayan Glaciers and Community Responsibility” at the Wadia Institute of Himalayan Geology (WIHG) here today. “Climate change will adversely affect habitats and ecosystems and endanger the very existence of life not just in the adjoining areas of these mountains, but also of those living below in the plains,” said Alva, while expressing concern on the subject. She said it was essential that workshops like these deliberated on strategies which would help protect the existence and livelihood of the local hill communities. “The core group should have representatives from among scientists, government and voluntary agencies,” said the Governor. Addressing a gathering of scientists and other eminent persons present at the
workshop, the Governor said the three urgent questions that needed to be studied were whether the receding trends of glaciers were due to global warming, whether it was possible to decipher influence of each factor and finally, whether these trends could be reversed. She said the glaciers, known as Asia’s “water towers”, that melted into the Himalayan rivers and supplied drinking and irrigation water to billions of people were under threat due to rising carbon dioxide levels and were shrinking. She said she hoped that some guidelines and strategies would emerge from this workshop on significant and urgent steps required to safeguard the ecology of the Himalayas and the livelihoods of people inhabiting them. The workshop has been organised jointly by the Wadia Institute of Himalayan Geology, the Uttarakhand Space Application Centre (USAC) and the Himalayan Environmental Studies and Conservation Organisation (HESC), a voluntary group, to provide a platform for interaction of scientists from different organisations working on Himalayan glaciers and climate change. The Governor lit the ceremonial lamp at the start of the event. Professor AK Gupta, Director of the WIHG , delivered the welcome address, Dr VC Tiwari of WIHG introduced the workshop and Padmashri Anil Joshi spoke about the role of HESCO in the workshop. Dr SJ Chopra, Chancellor of the university of Petroleum and Energy Studies and RBS Rawat, Principal Chief Conservator of Forests, were also present on the occasion, besides several eminent scientists. |

Despite SC order, hoardings being put up on road
Musoorie, September 26 A large number of hoardings erected at the both sides of the Mussoorie-Dehradun highway are not only becoming a potential accidental threat but also marring the scenic beauty of the Doon valley. An investigation by The Tribune revealed that more than 12 hoardings were being erected on both sides on the highway which was full of traffic, especially during weekends. Daily commuters have said these hoardings displaying the beauty of the top models could become a major distraction on the route surrounded by dangerous ravines where possibility of accidents cannot be ruled out. Sanjeev, another daily commuter, said the Municipal Council in its bid to increase the revenue, had turned a blind eye to the increase in number of hoardings without realising the serious implications attached to it. Some commuters were also of the view that rampant installation of these hoardings was carrying on despite the Supreme Court ruling. Municipal Council president OP Uniyal said the beautification project had been allotted to a private firm in lieu of advertising rights on the Mussoorie-Dehradun highway near Kholhukhet but was unaware of the number of such sites. He also said the Mussoorie-Dehradun highway came under jurisdiction of several departments and it was not clear if they had been installed on the MC land. He said if any guidelines were flouted, action would be taken without any

However, the Central Government’s insistence on good quality planting material as one of the main conditions for funding the project has led to the department approaching the National Research Center for Citrus (Nagpur), the Central Institute of Temperate Horticulture (Srinagar) and Dr YS “While planting material for litchi and guava will be locally procured, we have written to the Central institutions about our requirements for citrus plants, apples and walnut plants. By December, these will then be planted by farmers in their nurseries. The guidelines by the Central Government to go in for grafted plant material even for citrus plants too has made us approach the Nagpur-based institution for plant material,” said GS Pandey, Director, Horticulture. A total of Rs 15 crore have been released under the project. The programme also involves subsidy to farmers under both normal spacing and high-density methodology of plantation. The farmers opting for normal spacing are entitled to a subsidy of Rs 30,000 per hectare and those opting for high-density methodology are entitled to a subsidy of Rs 60,000/ per hectare, depending upon the survival rate of plants. |
Cong not playing role of constructive Oppn: BJP
Dehradun, September 26 “The party that is seeped in five-star culture and whose leaders have never ventured out of their air-conditioned cars cannot be expected to lead an agitation. He charged the Congress with failing to play the role of a constructive Opposition in the state in the past five years. “They have no road map for the state’s development and are adept at levelling allegations against other
parties. If the Congress is serious about these corruption charges with the help of the Central Government they can initiate a CBI inquiry,” he said. He also termed the changing of the guard in the government, with the incumbent BC Khanduri taking over as Chief Minister midway, as a routine matter. “The decision was taken at the highest level and it is an internal matter of the party,” said Joshi Coming to the party’s election programme in the state,
Joshi said the BJP would formally launch it on October 9 when the BJP chief, Nitin Gadkari, and Uttarakhand in charge Rajnath Singh would address the workers of the party in Dehradun. “Around 8,000 workers of the party from 163 divisions and
