Legal experts and Sikh intellectuals today asked the Central Government to register Sikh marriages as per the Anand Marriage Act after making certain amendments in the present act framed in 1909 keeping in view that Sikhs have a separate identity.

Police personnel get training for faster delivery of passports

To reduce the time required to deliver passports to applicants, the Regional Passport Office (RPO) organised a training camp for the police authorities, where the officials learnt how to send and receive verification reports online.

Tractor-trailers defy Deputy Commissioner’s directions
Jalandhar, September 25
Tractor-trailers and other vehicles are openly defying directions of Deputy Commissioner Priyank Bharti. These vehicles transport sand without covering it with tarpaulin. Some of these vehicles also enter old parts of the city where entry of heavy vehicles is prohibited from 8 am to 8 pm.

Nawanshahr, September 25
The protest by relatives of a woman, Santosh Kumari, alias Raman (32), resident of nearby Begumpur village, who allegedly died of electrocution, against the alleged police inaction in booking her in-laws turned ugly when the irate mob attacked the doctors and paramedical staff deputed to conduct her postmortem at the Civil Hospital here today.

Afterwards, the irate mob blocked traffic at the Chandigarh Chowk for about half an hour. Meanwhile, taking serious note of the incident of attack by the mob as well as failure of the police to provide protection to the health staff, the doctors and paramedical staff went on a strike in the district. The doctors also sat on a dharna on the premises of the Civil Hospital demanding stern action against the miscreants.

“It is the prime duty of the police to provide protection to the doctors when they are conducting postmortem in such sensitive cases, but it is for the second time in the past couple of weeks that the doctors have to face such a situation,” said the irate doctors, lamenting that instead of providing them protection and taking immediate action against the miscreants, police officers were even reluctant to listen to their grievance. The doctors would continue their strike till stern action was taken against the miscreants, they said.

Civil Surgeon Dr Bhag Mal said he had taken up the issue with the SSP and the DC.

However, the traffic blockade by the irate mob was lifted late in the evening on the assurance of the police that a case would be registered.

Earlier, accusing the in-laws of Santosh Kumari of fabricating a story that she died of electrocution, the parents and relatives of the deceased married woman demonstrated in front of the city police station. They were demanding registration of a case against the in-laws.

Surinder Kumar of Dansiwal village in Hoshiarpur district and Resham Kaur of Langeri village, brother and sister, respectively, of the deceased, while talking to mediapersons said their sister was married to Jeet Ram, son of Dharam Chand of Begumpur village, in 2001 and they had three daughters. Her husband and other members of the family had been harassing her for giving birth to daughters and she had to work on daily wages for meeting her expenses.

“Today at about 8.30 am, they got a telephone call regarding the death of Santosh, that, too, from one of their relatives. When they reached Begumpur, they were told that Santosh had died of electrocution, but they were not allowed to see her. Instead, they were pushed away,” they alleged while threatening to

hold a dharna to press the police to register a case against the in-laws of the deceased.

The protestors were pacified and the SHO (Sadar), Hardeep Kumar, was assigned the duty to conduct investigation. While the SHO (Sadar) was investigating the case at Begumpur village, the SHO (City), K.D. Sharma, started the proceedings to conduct postmortem on the the deceased. When the protesters came to know about the conducting of postmortem without their consent, they attacked the doctors on duty - Dr Harvinder Singh, Dr Ashok Kapila and Dr Kulwinder Kaur. Dr Harvinder Singh and safai sewak Balbir Kumar received injuries in the attack.

Afterwards, the mob held a dharna and blocked traffic at Chandigarh Chowk. DSP Jasbir Singh Rai, Inspector Rakesh Kumar, CIA in charge, SHO Hardip Kumar, immediately reached the site and finally the protesters were pacified on the assurance of the registration of a case against the in-laws of Santosh Kumari.

‘Register Sikh marriages as per Anand Marriage Act’

Legal experts and Sikh intellectuals today asked the Central Government to register Sikh marriages as per the Anand Marriage Act after making certain amendments in the present act framed in 1909 keeping in view that Sikhs have a separate identity.

They were speaking at a panel discussion on ‘Anand Marriage Act’ held at Shri Guru Harkrishan Public Senior Secondary School here today. The penal discussion was presided over by the Sikh high priest Giani Gurbachan Singh. The programme was organised by Chief Khalsa Dewan in which eminent legal experts and Sikh intellectuals participated.

Besides, the intellectuals also voiced to form a separate Sikh Marriage Code as per the Sikh Rehat Maryada.

While passing the resolutions, various Sikh intellectuals urged the Central Government to accept the long-pending demand of the Sikh Community regarding the amendment in the act so that they could further discuss the framing of Sikh Personal Law in order to distinguish themselves from the word ‘Hindu’.

The participants also urged the Sikh Member of Parliaments in the country to rise above their political parties and make strenuous efforts to bring amendments in this act. They also appealed to the community to persuade their local MPs to take up the issue of amendment of the act and make efforts to resolve the issue.

Dr Daljit Singh, principal Khalsa College, said the Act was not Sikh Marriage Act and we should not limit our efforts only to have amendments in the present act. “We should aimed at the formation of separate Sikh Marriage code as other communities including Muslims, Christians and Parsis already have it,” he pointed out.

Navkiran Singh, noted lawyer from Punjab and Haryana High Court said that the main issue is related with the separate identity of the Sikh community. He said although Hindu Marriage act, under which the marriages of Sikhs are registered at present, was a progressive law but it has the word ‘Hindu’, which gives an impression that Sikhs are part of the Hindu community, which is not acceptable.

Police personnel get training for faster delivery of passports

To reduce the time required to deliver passports to applicants, the Regional Passport Office (RPO) organised a training camp for the police authorities, where the officials learnt how to send and receive verification reports online.

Perneet Singh, RPO, said the system would be in place from October 3. The system is introduced under the Passport Seva Project. He said that the on-line service would reduce the time spent in sending and receiving police reports.

The system will be of a great help in order to get access to the police reports from far-flung districts like Karnataka, Uttar Pradesh and West Bengal, he pointed out. It will also help the RPO in cases where the police authorities send incomplete reports and that are sent back to the authorities concerned. This causes hardship to the applicants and waste a lot of time. In the new system, it will not be possible to send an incomplete police report because the software will not accept the report unless all the columns are filled, he said.

It will be helpful in cases where applicant’s photograph gets misplaced. Now, the photographs will be scanned and then it will go along with the report, he added. Singh said that the police reports are often sent to wrong addresses by the passport office. Such mistakes will not take place as the new software has the provision for automatic re-routing of the report from one district police headquarter to another.

The new system is user friendly. The software will automatically fill up all the columns by default if the police report says ‘ok’. The police authorities do not have to fill all columns manually and they can send the reports immediately.

The reports will be computer-generated and therefore will be error free and there is no possibility of cutting or overwriting of the reports. From now on there will be only one consolidated report as oppose to two reports, one is for the Intelligence Bureau (Chandigarh) and another for the local authorities, he added.

Once a report is received, the passport will be printed automatically. An applicant will be able to know the status of his or her police report through website (www.passportindia.gov.in) on real time basis, he revealed.

Tractor-trailers and other vehicles are openly defying directions of Deputy Commissioner Priyank Bharti. These vehicles transport sand without covering it with tarpaulin. Some of these vehicles also enter old parts of the city where entry of heavy vehicles is prohibited from 8 am to 8 pm.

The Deputy Commissioner has issued directions to owners of tractor-trailers and other vehicles asking them to cover sand and soil with a tarpaulin while carrying these from one place to another. Deputy Commissioner also instructed the District Transport Officer (DTO) and police officials to take action against those who disobey rules.

A social activist, Rajat Mohindru, demanded that strict implementation of the DC’s instructions should be ensured.

Trade unions to hold strike on Oct 3

Various trade unions, including AITUC, CITU, INTUC, HMS, CTU, would launch two-day statewide strike and agitation from October 3 over the non-enhancement of monthly minimum wages of industrial workers.

The AITUC (Punjab) president Nirmal Singh Dhaliwal and general secretary Bant Singh Brar stated that the state government has failed to enhance the minimum wages for industrial workers for a long time now.

They pointed out that the government should increase the minimum wages for the unskilled worker from Rs 4,000 per month to Rs 10,000 per month, while for the skilled and highly skilled industrial workers wages should be fixed at Rs 15,000 and Rs 20,000 per month, respectively.

Amarjit Singh Asal, secretary of the AITUC, said the activists of various trade unions would protest to press their demand and would gherao the Deputy Commissioner Officer on October 4. All the leaders and workers would present themselves for the court arrest.

Help pours in for war veterans, widows

A two-day Army Mela concluded today. Lt-Gen AK Choudhary, GOC, 9 Corps, felicitated Honorary Lt Joginder Singh, father of Lt Navdeep Singh of Gurdaspur district, who died fighting terrorists in Jammu & Kashmir.

Besides this, 25 wounded Army soldiers were given modified scooters and 7 children of war widows were awarded education scholarships. Seven wheelchairs and 15 artificial limbs were also given to veterans. Sewing machines were also given to needy.

Partap Singh Bajwa, MP, Gurdaspur, presented a cheque of Rs 11 lakh out of MP local Area Development schemes for purchase of an ambulance.

SK Punj, chairman, Sri Sai Group of Institutions, Badhani, assured to provide free education and hostel facilities to children of all martyrs in all courses, run in their institutions. the concluding ceremony saw a daredevil sky diving show by Army sky diving team and a fly past by helicopters impressed the audience.
