Extortion Charge
Haridwar, September 24 Pandey was arrested last week and charged with extortion. He has been accused of plotting the kidnapping of a girl and later demanding Rs 1 lakh from his father, who belongs to a minority committee, to release the girl. Meera Raturi, state secretary of the Congress city unit, and Indu Pandey, chief of the city women Congress, said Pandey had been associated with the statehood agitation, social causes and had been working for the cause of the poor for the past two decades. They claimed that the allegations against the party leader were baseless and had been levelled against him at the behest of a local BJP legislator and the BSP’s Lal Dhang legislator, as Pandey had been quite active in Lal Dhang. They further said protests would be carried out at different places in Haridwar till Pandey was released. Meanwhile, protests against the arrest of JP Pandey were also held at Lal Dhang tehsil and a one-day agitation was organised at the Uttarakhand Kranti Manch’s sub-office. Amar Singh Ahtiyan of the UKM said they had also taken up this matter with Union Minister of State for Parliamentary Affairs Harish Rawat and Leader of the Opposition in the state Assembly Harak Singh Rawat. |

Haridwar, September 24 This was stated by Pradesh Congress Committee (PCC) general secretary Santosh Chauhan here at a party workers’ meeting yesterday. She said: “If nothing was wrong in the government, then why the Chief Minister has been changed when only a few months are left for the Assembly elections.” On the issue of a rift between Union Minister for Parliamentary Affairs Harish Rawat and state Congress chief Yashpal Arya, she said it was only a rumour and both were working round the clock to ensure that the maximum number of seats are won by the Congress in the elections. |

Gihar community seeks ST status
Haridwar, September 24 He pointed out that a derogatory word being used for community people should be banned and they should be given their due i.e. the ST status. Citing reasons for this status, Naresh Gihar said people of this community mostly resided in the rural areas and were quite backward both economically and educationally, which was the prime reason that despite 64 years of independence, the Gihar community had not come out of its backwardness. While Meera Kumar, representative of the Gihar community, New Delhi, voiced for free education from primary to higher classes as via education only the upliftment of their backward community could be done. She also voiced for more and more Gihar community people joining politics as by this they could have authoritative powers to provide reservation and other facilities to the Gihar community who are almost 4 crores in the country. As per the organisers, Chief Minister Bhuwan Chandra Khanduri will be the chief guest of the national convention that starts from10 am onwards tomorrow and by evening itself community people from Gujarat, Rajasthan, Haryana, Delhi, Himachal Pradesh, Uttar Pradesh and host Uttarakhand state numbering about 8,000 had reached the venue for participation in the convention. Among others who addressed the briefing were Ram Ratan, Mahesh Hansmukh, Gautam, Rakesh Gihar and Harish Gudda. Research group submits papers on study of state dialects
Dehradun, September 24 Sansthan director Kavita Mohan disclosed that the efforts were first-ever comprehensive social study of Uttarakhand dialects. “So far the study of dialects in Uttarakhand has been little and isolated and has never been taken up collectively”, Mohan said. The group members, who kept a long track record of study of various dialects, had worked hard and come up with initial documents. The group had already convened two meetings, one at Haldwani and other at Rudraprayag. “By April next year, the group is expected to come up with its findings, which will be first-ever comprehensive document linked to all the dialects of Uttarakhand”, she pointed out. She said Uttarakhand was quite rich in terms of dialects and apart from the most-known Garhwali and Kumaoni, dialects of the Panda samaj in Haridwar and Sikh settlers in the Terai area were an interesting subject of study. Headed by Padam Shri DD Sharma, the research groups comprise Dr Shobha Ram Sharma, Sher Singh Pangtey, Padam Shri Shekhar Pathak, Ratan Singh Jaunsari, Dr Sher Singh Bisht, Dr Bhawani Dutt Kandpal, Dr Kamla Pant, Mahaveer Rawalta, Dr Suresh Chandra and Surendra Pundeer as their members. The completion of social study is also expected to pave way for linguistic survey towards ascertaining the strength of those speaking various Uttarakhand dialects. According to Shobha Ram Sharma, an expert of the Raji dialect of Uttarakhand disclosed that the region had been a witness to linguistic survey way back in 1898 when George Abraham, a superintendent in the Linguistics Survey of India conducted a national survey in the entire Indian subcontinent which included the Uttarakhand region. Interestingly, that was the first and last survey for Uttarakhand dialects so far. Sharma also favours a conduct of survey for Uttarakhand dialects. It is noteworthy that in 2008, UNESCO Atlas of The World Languages had put the Garhwali and Kumaoni dialects of Uttarakhand in the endangered category. Significantly, the Rankas and Tolcho dialects of Pithoragarh district of Uttarakhand have already gone extinct. |

Workshop on Understanding Cinema
Nainital, September 24 The two-day event organised by cultural organisation Yugmanch has experts from the world of the visual medium talking about the finer aspect of the art. On Saturday, it was Sudarshan Juyal and Sanjay Joshi who provided the participants a peep into the world of making of films. The first session was about the definition and the history of cinema. Juyal began with the filming done by Auguste and Louis Lumiere in 1895 and the subsequent screenings. He went on to talk about the grammer of editing that was introduced by Allan Porter. Juyal then referred to the contribution of Russians in transforming the entire art of cinema making. He said the existing socio-political realities combined with the developments in the
other spheres contributed a lot towards the evolution of cinema as a powerful medium. Side by side he also related how film making moved from the 16 frames per second shots to 24 frames per second shots and how sound was infused into the films that were shot. Stating that film making involves contributions from all sorts of professionals, Juyal described it as a “complete form of art”. The session involved screening of two of the critically acclaimed masterpieces shot by Dutch master Bert Haanstra, “Glas” and “Zoo”. Both these films are considered to be landmarks in the art of short film making and have a liberal usage of Jazz music accompanying the visuals. The second session was concentrated on the topic of the language of cinema. Two well-acclaimed short animated films “Printed Rainbow” by Gitanjali Rao and “A Chairy Tale” by Norman Mc Laren were showed to the participants to help them understand the concept of the importance of sound in the medium. The first one is about a big city where an old woman and her cat live in solitude, stuck in their daily chores against the hiss of the city. It brings out the dry character of the metros where everyone is lonely in the streaming crowds. The windows of her apartment look out into more windows with more desolate lives. The old woman, however, has a secret window which is her precious collection of match boxes. Their printed labels open into a myriad of exotic worlds. The cat is the sole companion in her explorations of these magical worlds where beauty, imagination and wonder triumph over the insignificance of her existence. The film speaks about the desolation of the old in the metros. The second film humorously portrays central character Jutra's attempts to sit on the chair - and it on him - set to the music of Ravi Shankar and Chatur Lal. Earlier, at the start of the workshop, Zahoor Alam of Yugmanch underlined, ”There are very few viewers of good cinema. Although good cinema is available, yet collective viewing of such films is very rare.” |

Development Works
Pithoragarh, September 24 “During the past three years, all development works have been shown only on paper and not even a single work is visible on the ground” said Dinesh Arya, tehsil coordinator of the Anna Manch. On the other hand, gram pradhan Parwati Devi and village development officer Prakash Bhatt have assured the villagers that the details of the development works would be provided to them within a week. “The government had approved a budget for the development works, including potable water, streetlight facility, but nothing has been done in the village despite it being an Atal Adarsh village,” said the Anna Manch coordinator. “Our manch has decided to stage protests in other village panchayats also as these gram pradhans are cheating people by showing development works only on paper and not completing them in reality,” said Dinesh Arya. Villagers of Holli-Piplati in Champawat district today met District Magistrate Pankaj Pandey and urged him to order an open meeting of the panchayat as the village pradhan had not even held a single meeting in the past three years. “Funds released by various agencies for the development of the village are being misused,” alleged Diwan Singh, a member of the Anna Manch, in Champawat district. Champawat DM Pankaj Pandey said according to the rules, villagers had right to know every development activity in their village and to assess whether the money sanctioned for the purpose was being spent in accordance to the norms.

Drunk man kills friend in US Nagar village
Nainital, September 24 He is employed in a unit manufacturing children’s wears. At a little distance away resided his 35-year-old friend Bhimram of Chinki village. On late Friday night, the two of them, along with another friend Chandan Singh, cooked fish and rice at Janak’s room and also drank liquor. Following the drinking session, there was a spat between Bhimram and Janak following which Janak allegedly hit the former with a rolling pin on his head. When Bhimram fell down, Janak caught hold of a wooden block and allegedly hit him repeatedly till he succumbed to the injuries. Still in a fit of rage, Janak allegedly went on to stab him with a knife and even chopped of his sex organ. A scared Chandan Singh, who is a resident of Thal near Munshiyari, fled from the spot. The police has registered a case of murder and arrested the accused. Meanwhile, no headway has been made by the police with regards to the murder of a taxi owner from Haldwani whose body was found on Thursday evening from the Tanda forest area. The deceased identified as Shahnawaz alias Lallu was found from the Sanjay Van area of Tanda Forest. He had purchased a taxi 15 days back and had left his house on Tuesday morning for earning his daily bread. His vehicle had reportedly been hired by three youths who first brought him to Nainital and then asked to be dropped at Rudrapur. He had even had a telephonic talk with his friend while he was on his way to Rudrapur. After that his telephone was switched off. It is being assumed that he was strangulated to death with the motive of loot. |
Rajbhasha status sought for Kumaoni, Garhwali
Dehradun, September 24 He favoured studies in the Garhwali and Kumaoni dialects up to the postgraduate level and also making these dialects compulsory subjects up to Class VIII. Expressing concern over the dwindling number of Garhwali and Kumaoni speakers, he said the Dhaad planned to hold workshops in various districts of the state and other parts of the country to promote the use Garhwali and Kumaoni as the common man’s languages. “We will be holding a Bhasa yatra that will cover every district in Uttarkhand and other parts of the country in order to create awareness about Garhwali and Kumaoni. He said Uttarakhand should have an academy for the promotion of Garhwali and Kumaoni on the lines of the Urdu Academy. Mamgain said the Uttarakhand Government needed to make efforts to ensure the inclusion of the Garhwali and Kumaoni dialects in the 8th Schedule of the Constitution. He announced the Aditya Ram Nawani Lok Bhasa Award 2012 for Vimala Negi in the Garhwali dialect category and Hyat Singh Rawat in the Kumaoni section. |
US trekker still untraceable
Pithoragarh, September 24 “Other 16 members of the trekking team have reached Munsiyari and will leave for New Delhi on Sunday,” said JS Rathor, SDM, Munsiyari. According to the SDM, the trekkers’ team violated some rules by trekking during evening time. The trekking in evening is considered risky in this part of Himalaya. “Not only the team violated the trekking norms but also informed the administration 11 hours late on Friday morning though the incident had occurred at 5.30 pm on Thursday,” said the SDM. The Munsiyari administration has taken the statements of other members of the trekker team, including the statements of Isabella Nori and Donald Kohl, the two trekkers of the team who have claimed to have seen Tom falling into the river. “Our six teams are looking till the downstream of the Gori at Jauljibi and one team has been kept stand by at Munsiyari and whenever any information of any stuck body reaches us, we will reach the spot immediately to trace and identify the missing trekker,” said the
