Around 5,199 constables and head constables got promotions at a state-level ceremony at the PAP Complex here today. Punjab Deputy Chief Minister Sukhbir Singh Badal announced the promotions as part of a series of welfare measures for the police officials and their families.

“The Punjab Police is recruiting more than 2,000 women constables in next three months. Around 4,000 constables will also be recruited within this period. The Phillaur-based Punjab Police Academy is also being converted into country’s first Police University at a cost of Rs 100 crore. The proposed university will run in collaboration with the best police institutes of the world,” said Sukhbir.

The constables and head constables have been given promotion to the rank of Senior Constables and Assistant Sub-Inspectors. “The SAD-BJP Government is the first one to focus on welfare of the constabulary. Earlier, constables used to get the rank of senior constable after nine years of service that has been reduced to eight years, benefiting 1,600 constables. Similarly, 3,599 head constables, who have completed 10 years of service, have been promoted as ASIs (local rank) under the new policy,” said Sukhbir.

The Deputy CM also contributed an amount of Rs 5 crore towards the police welfare fund in presence of Punjab DGP PS Gill and other senior officials, including Suresh Arora, Harjit Dhillon, Parmjit Gill, Ishwar Chander, MS Chinna and Rajan Gupta.

Lashing out at the Congress for neglecting the police force, Sukhbir said 8,028 police officials have been promoted by the SAD-BJP Government, as compared to 2,338 promoted during the Congress regime.

“Besides, names of 124 inspectors have already been cleared for promotion to the rank of the DSP. We have recruited 20,064 police personnel so far, whereas the Congress recruited only 1,542 constables and head constables,” said Sukhbir, adding that entire constabulary would now get 100 per cent house rent allowance and each of the police personnel would get free world class health treatment facilities worth Rs 2 lakh, via a group health insurance.

“Henceforth, an amount of Rs 5 lakh ex-gratia will be given to the police personnel, who die while performing duty. Similarly, Rs 10 lakh ex-gratia will be given to the police personnel, who die in action against terrorists and anti-social elements. Families of the police personnel, who die on duty, will get Rs 1 lakh for the marriage of their daughters. Moreover, the wards of such employees will get jobs within 15 days,” assured Sukhbir. The Deputy CM also gave awards for excellent service to DGP PS Gill, DGP (PAP) Shashi Kant, ADGP Rajinder Singh and AIG (Welfare).

Nod to 758 posts in polytechnics

Chandigarh: The state government has approved 758 posts for newly set up polytechnics at Bareta, Badbar, Randwa, Begowal, Kotkapura, Fatuhi Khera and Bahram. Of the estimated Rs 80 crore, the Centre has provided Rs 70 crore as grant for setting up these institutions. Meanwhile, the state government has extended the benefit of promotional scale after 4, 9 and 16 years of service to the 273 officials of the Technical Education Department. — TNS

The Gurdwara Election Commission (GEC) today notified the winners of the Shiromani Gurdwara Parbandhak Committee (SGPC) elections paving the way for constitution of the new house but is yet to take any action on complaints of bogus voting by non-Keshdhari Sikhs in the recently held polls.

The Commission, which notified the results today, five days after the SGPC election, was still unable to give the party position of different parties despite the fact that the SAD had won most of the 170 seats to which elections were held. The panel also could not provide the voting pattern of men or women in the elections or the voting percentage of each party.

GEC Commissioner Justice (retd) HS Brar when questioned on these issues said the Commission had only been provided the details of those who had won the elections. When asked to provide details of the party-wise position, he initially said this would be provided soon but then was unable to do so. Brar also had a standard one-line reply on all questions regarding "irregularities" in voting during the elections, particularly instances of voting done by non-Keshdharis, saying inquiry was on.

On how long these inquiries would take, he said he had told the Commissioners to inquire into irregularities pointed out by the media. Asked if any deadline had been given to the Commissioners, he said, "You tell me whether any deadline can be given in such cases."

When questioned about the role of observers posted for the SGPC elections and as to whether they had given any report of irregularities, the GEC Commissioner said the observers had not submitted any report to him.

Brar also denied all allegations that he had not reacted to poll complaints. He said PPCC president Capt Amarinder Singh was a "learned man" and he did not think the latter could make the statement attributed to him. Amarinder had, in a recent statement, claimed that the Commissioner's decision to hold an inquiry into bogus voting was like "bolting the stable door after the horse had bolted".

Meanwhile, the poll panel today sent the detailed results of all three states of Punjab, Haryana and Himachal and the Union Territory to the respective governments and the UT administration for publication in official gazettes.

Punjab Pradesh Congress Committee president Capt Amarinder Singh today said the SAD leadership, instead of celebrating victory in the SGPC elections, needed to ponder over the fact that about 40 per cent of the electors had voted against them.

Replying to a query on the issue while talking to mediapersons outside the District Courts here, Capt Amarinder said, "The Akalis may have managed to win maximum number of seats by the use of force and intimidation, but the actual vote count must be worrying them." Amarinder alleged that despite the misuse of the entire state machinery, particularly the police, they faced a lot of opposition. The PPCC president claimed the number of votes they polled in the SGPC elections was all that the Akalis had and that they may not be able to add even a single vote to it in the assembly elections. On the voting rights of the Sehajdharis and other Sikhs, Capt Amarinder reiterated his support to them. He said they must not be denied the right to vote as long as they followed the Sikh tenets.

On Supreme Court's dismissal of Punjab's appeal against the concrete wall along the Hansi-Butana canal, the former Chief Minister said, "I feel they deliberately put up a weak defence so that they can exploit the issue for political mileage in the elections," he added.

The Indian agencies have been unable to find a solution to this practice which can pose a serious threat to the country’s security.

A BSF official, pleading anonymity, said Pak-based operators had penetration inside the Indian terrain along the border but the strength of the signals varied from place to place. However, Indian companies have been barred from providing high connectivity in the border areas.

Pakistani service provider Mobilink, with 30.75 million subscribers, has connectivity up to hundreds of metres in Mamdot, Khemkaran and Ferozepur areas while another company U-Fone has its signals reaching villages in Mamdot and Amarkot areas.

Several foreign companies also operate in Pakistan, which include Telenor (Norwegian) which has 20 million customers, Zong (Chinese), WorldCall (Oman) and UAE-based Warid. Security officials say that in the absence of any stringent regulatory laws in Pakistan, a large number of unregistered SIM cards are in circulation there, which at times make their way into India.

On several occasions, the BSF and other security agencies have recovered these SIM cards during seizure of drugs, arms and other contraband.

State girls surpass boys in higher studies

The region may be struggling hard to improve the declining sex ratio, but as far as getting the benefits of higher education are concerned, the girls have outnumbered the boys 
in Punjab.

The current data (2009-10) available with the state government shows that 2,42,190 students are getting higher education in all the streams (humanities, medical, non-medical), out of which 54 per cent are the girl students while 46 per cent are the boys.

As per common notion, boys do not take up higher studies seriously due to which girls have surpassed them in every field. The boys have been dominating the girls only in engineering courses where their percentage is 75 per cent against the 25 per cent of the girls.

Head of the Economics and Sociology Department at Punjab Agricultural University Dr MS Sidhu said there was a need to change the mindset of the society against the girls, as the latter had proved their mettle in every field.

“Instead, they are becoming so qualified that parents are finding it difficult to find a suitable match for them. To be compatible with them, boys need to get respectable higher education,” said Dr Sidhu.

Norms to get disability medical certificates relaxed

Keeping in view the difficulties faced by the physically challenged in availing disability medical certificates from the Health Department officials, the state government has brought drastic changes in the relevant rules and procedures.

From now on, in case of an obvious disability such as blindness, amputation of some parts of the body, permanent paralysis etc, the authority to issue the disability certificates has been given to all the district hospitals, sub-divisional hospitals, community health centres and primary health centres. There are 650 such civil health institutions, which will now be issuing disability certificates to physically challenged persons having obvious disability. The facility will be available in almost all the towns and cities, besides big villages where the primary health centres are located.

In case of multiple disabilities, all the district hospitals and sub-divisional hospitals have been authorised to issue the disability certificates. In such hospitals, medical boards will be set up to handle the task. There are about 55 health institutions in the state where certificate for multiple disabilities will be issued henceforth.

In case of single disability, a doctor having a post graduate degree in the discipline dealing with relevant disability will be authorised by the head of the institution to issue the certificates. The doctor concerned should have an experience of three years. There are about 170 civil hospitals where certificates regarding singled disability could be issued henceforth.

Earlier, the disability certificates were issued at the civil surgeon’s level and the physically challenged persons had to go through a cumbersome procedure. They had to appear before the board of doctors set up by the civil surgeon and the facility to issue disability certificate was available only at the district headquarters.

Principal Secretary, Health, Satish Chandra said all the health officials concerned had been directed to implement the order in this regard with immediate effect.

Five months after the IIT-JEE 2011 copying scam in Giani Zail Singh College of Engineering and Technology (GZSCET) in Bathinda, which blurred the image of the college and the IIT Kanpur, came to light, Principal Secretary (Punjab Technical Education Department) has demanded Technical Education Minister Surjit Kumar Jaiyani to take necessary action against college Principal TS Sidhu and IIT-JEE exam coordinator BS Sidhu in the college. The GZSCET was also blacklisted for conducting any IIT pertaining examination in the future.

Principal Secretary Suresh Kumar has demanded the action after an inquiry by Director (Technical Education and Industrial Training) Vivek Partap Singh pinpointed TS Sidhu and BS Sidhu for their dubious role in the IIT-JEE copying scam.

Relying on the circumstantial evidence, Vivek Partap, in his inquiry report submitted to the Principal Secretary, said the scam was pointing indirectly towards some senior functionaries in the college, without the help of whom the copying in the exam was not possible.

Meanwhile, Suresh Kumar declined to comment on the issue, saying the case file and inquiry report had been sent to the minister. “We are waiting for the next action as per minister’s recommendations,” he said.The Technical Education Minister said he was yet to go through the report.

Vivek Partap started probe into the scam after a probe by IIT Kanpur held many teachers of the GZSCET and faculty members of the IIT Roorkee guilty for facilitating the copying in the JEE in the GZSCET, Bathinda.

Suvidha centre staff to go on strike from tomorrow

Around 1,021 employees of all the 21 Suvidha centres situated across the state will go on strike from September 26 onwards in wake of their long-pending demands.

Offering 36 services to people, including passport, driver’s licence, arms files, birth and death registration, character certificate, verification, RTI Act copies and many other kinds of certificates of the rural and border areas and domicile certificates, these centres are lifeline of the governance in the state.

As a part of good governance, these centres started giving its services in 2004. President of the State Suvidha Employees Union Om Prakash Rana said, “Per month salary of a data entry operator is Rs 5,000; of peon is Rs 3,000 to Rs 3,500; of system administrator Rs 10,000; and that of district system administrator is Rs 16,000.”

“These salaries were according to the revised pay scale in 2008. While the government employees are getting 60 per cent dearness allowance to combat inflation, we are getting peanuts. How can one run a family at just Rs 5,000? We compromise with the needs of our children and families,” said Rana.

The union had earlier sent representations to the Chief Minister, Principal Secretary (Information and Technology) and the Director (IT) apprising them of ongoing strike. “We don’t want to go on strike unannounced as we know that ultimately public will be at the receiving end. We are amongst those protesters who do not climb water tanks or set themselves on fire to be heard. We are peaceful people and don’t want to harass anyone. But when our pleas are going unheard, we have no option but to protest,” added an employee of the Bathinda Suvidha Centre.

Meanwhile, Director (IT), Punjab, Kavita Singh said matter was in her knowledge and she had apprised the government about it. “We will soon be taking a decision beneficial for all the employees,” she said.

Heritage walk in Amritsar on September 27

The holy city of Amritsar is going to host a 3-km heritage walk on September 27. In a meeting with the district administration, the Punjab Heritage and Tourism Promotion Board officials decided this here today. The meeting was chaired by Principal Secretary, Tourism, Geetika Kalha.

The walk will cover the British era Town Hall, Saragarhi Gurdwara, Quila Ahluwalia, Chowk Jallebiyan Wala, Akhara Sangalwala, Akhara Chitta, Darshani Deori, Baba Bohar, Thakurdwara Dariana Mal, Chaurasti Attari Chowk, Taksal, Radha Krishan Mandir, Crawling Street, Puratan Rasta and Akhara Brahm Buta. Previously decided 18 heritage sites have been reduced to 14 to save tourists from exertion. The three-hour walk would begin at 8 in the morning.

Police foils farmers’ march, over 800 held

Pakho Kalan (Barnala), Sept 24
The police today thwarted the march by farmers to Gobindpura village in Mansa district and rounded up more than 800 of them at different places in the Malwa region.

The police, deployed in strength at various places, did not allow the farmers to reach Mansa where they had planned to hold a rally before marching to Gobindpura. They held a rally here and about 300 of them were rounded up when they tried to proceed towards Mansa.

Top farmer leaders argued with the police for not being allowed to proceed to Gobindpura, but their pleadings were not accepted. Among those rounded up were senior leaders Joginder Singh Ugrahan, Jhanda Singh Jethuke, Shingara Singh and Ruldu Singh.

SSP Barnala Gurpreet Singh Toor was present here with a strong posse of police to prevent the farmers from proceeding further.

Special centres to spread awareness about rights

Mahatma Gandhi State Institute of Public Administration, Punjab, will set up information, education and communication (IEC) units in villages and cities of the state in order to apprise people of their rights and responsibilities.

The institute will select five IEC volunteers from each village and municipal ward in cities and train them to spread awareness.

Director general of the institute BK Srivastava said this project had been initiated to create awareness in the residents about their rights, moral values and social responsibilities.

“Lack of information about various issues often leads to problems for common people and they fall prey to the traps of agents, who misguide them about their rights. Therefore, we are looking forward to train people with a view to eradicate ignorance,” Srivastava said.

He said the administrative research and training centres would also be established in the offices of the SDMs in order to inform people at the grassroots level about administrative reforms introduced by the government with the help of NGOs. This would help them in keeping themselves update and act accordingly.

Srivastava said as many as 90 per cent cases were sorted out at the level of SDMs and they acted as a link between common people and higher administrative officials. “Due to lack of knowledge about their rights and responsibilities, common man is often deprived of government facilities,” he added.

Virtually passing strictures on Bharat Sanchar Nigam Limited (BSNL) for making an effort to “pollute the stream of justice by misleading the Court” in a property eviction matter, a Division Bench of the Punjab and Haryana High Court has imposed a cost of Rs 1 lakh on the organisation. The amount is to be spent on safeguarding protected monument “Royal Shahi Samadhan” at Patiala.

Going into the background of the controversy, Acting Chief Justice MM Kumar and Justice Gurdev Singh asserted the ancient monument was declared as a protected monument by Punjab Department of Cultural Affairs, Archeology and Museums, on February 27, 2009. “It was found that the petitioner-appellant has established its office and tower on the protected monument area without any prior sanction and permission of the competent authority….”

The Bench observed that eviction order was issued on August 23 last, but the fact was not brought to the notice of the Court. “The suppression of the order assumes great significance because the petitioner-appellant failed to reveal that the order dated August 23, 2010, stands implemented and they have been deprived of possession. However, they proceeded to institute the writ petition….”

In its detailed order, the Bench observed: “The Writ Courts are the Courts of Equity. The Courts of Equity are required to be kept absolutely clean. There are well known maxims of equity viz., he who seeks equity must do equity and who comes to equity must come to it with clean hands and the misrepresentation before a Court of equity is fatal….

“We find that an effort has been made to pollute the stream of justice by misleading the Court. Accordingly, we hold that the petitioner-appellant is not entitled to any relief…. which even otherwise would not be available to it….

“The cost shall be paid to the Department of Cultural Affairs Archaeology and Museums, Punjab. The amount is required to be spent on protecting and upkeep of the protected monument, namely Royal Shahi Samadhan, situated at Patiala and it would not be utilised for any other purpose. The cost shall be paid within a period of two months failing which appropriate proceedings be undertaken.
