Breakthrough in jailer murder case
Dehradun/Haridwar, September 17 It arrested an alleged criminal Anubhav Vashisht today who was involved in a bomb blast in the vehicle of the deceased jailer prior to his murder. Anubhav revealed in the presence of mediapersons and police officials at the Gangnahar police station that he was given Rs 12 lakh as ‘supari’ to kill the deputy jailer by Praveen Valmiki and Sunil Rathi. He involved a sharpshooter Sonu to implant a locally made bomb under the car of Narinder Singh, though as the blast was not much powerful and Singh escaped the attack but later was killed by three motor bike-borne assailants a week later. According to sources, Sunil Rathi is currently imprisoned in Roshanabad-situated Haridwar district prison and Praveen Valmiki in the Pauri district prison. Kewal Khurana, Senior Superintendent of Police (SSP), Haridwar, claimed that the special task force of the police had arrested Anubhav, a known criminal from Nagina town of Bijnor district of neighbouring Uttar Pradesh. Khurana said during the interrogation, Anubhav had confessed to the crime of keeping a bomb under the car of the deceased Roorkee jailer on August 31, 2011. Anubhav was in the Haridwar jail on the charge of murder but was presently on bail and hiding in Bijnor. The arrest of Anubhav had brought a few important clues in solving the case of killing of the Deputy Jailer. Khurana further claimed that Anubhav, who had come in close contact with the gangsters during his imprisonment, told the police that Sunil Rathi had talked about taking revenge from the jailer and Chief Warden Prison Lakhi Ram Dhobal. Sunil Rathi was angry with the jail officials for putting an end to his extortion and ransom business that he was running from the jail and he had promised Rs 12 lakh for killing these officials. Khurana said it had also come to notice that the criminals involved in the case were in close contact with some police personnel in the jail who had been providing complete information about the daily routine of the jailer which helped the criminals to work out on their plan easily. The SSP said further investigation was on and the case would be solved with the arrest of the persons involved in the murder. The police had recovered a Pulsar motorcycle bearing number UP 20Q 8894 allegedly used in the murder. Meanwhile, Sunil Rathi has submitted an application to Roorkee additional district judge CP Bijalwan to either shift him to any other prison or provide him adequate protection citing security concerns. Rathi said he felt threat to his life from the Haridwar district prison jailer as to the Roorkee deputy jailer was his relative and so he wanted to take revenge. Though Rathi tried to prove himself innocent saying that he had got no involvement in the murder case and was just being wrongly framed. Narinder Singh Thapa was shot dead outside his house on the morning of September 12. |

MPs’ meeting with North Eastern Railways GM
Nainital, September 17 They took up issues pertaining to the development of the railway network and facilities in this part of the country with the General Manager of the North Eastern Railways KBL Mittal at a meeting held in Nainital on Friday. Pradeep Tamta raised the issues of a survey regarding the launch of train services between Tanakpur-Jauli, Tanakpur-Bageshwar and Tanakpur-Chaukhutiya. He said a train from Kathgodam to Mumbai should be started once the gauge conversion was completed on the Lal Kuan-Bareilley-Kasganj stretch, the work for which was going on. Tamta also suggested that the Lal Kuan station should be developed as terminal station. He also underlined to maintain the timings of Ranikhet Express and suggested that the Anand Vihar Express should be converted into a Shatabdi Express. Lok Sabha member KC Singh Baba wanted a survey on the Kashipur-Jaspur-Dhampur stretch to be completed at the earliest. He wanted that Ramnagar should be linked to Delhi by a direct train and also sought a train from Ramnagar to Amritsar via Kashipur. Baba further underlined the need for building a flyover at the Kashipur crossing to do away with the regular traffic jams. He also wanted the Ramnagar-Hardwar train announced in the Rail Budget to start at the earliest. He further underlined the need for stopping the Kathgodam-Delhi Sampark Kranti Express at Haldi Road and to build a halt station at Mahuva Kheda Ganj. Virpal Singh Yadav asserted that the railway network in Kumaon should be developed on the lines of the development carried out by China on the other side of the border. He suggested the upgradation of medical facilities at Izzatnagar Division Railway Hospital for the retired railway personnel. The parliamentarian wanted the Railways to make commercial use of the land available with it at the Shyamganj area of Bareilley. Sarika Devendra Singh Baghel wanted an extension of Utsarg Express till Mathura and called for increasing the levels of platforms at Hathras station in Uttar Pradesh. Mittal apprised the parliamentarians of the works done for increasing the facilities to the passengers. He also presented a further route map with regards to extension of the rail network and further development of facilities across the region in the times to come. |

Get all scams during Nishank’s tenure probed, Cong to CM
Nainital, September 17 Senior Congress leader BS Bhakuni has stated that if Nishank's successor, BC Khanduri, is really interested in tackling corruption in the state, he must get the controversial scams that took place during Nishank's tenure probed and get him arrested. Talking to mediapersons here on Saturday, Bhakuni pointed out,"Khanduri has started the Suraj Evam Bhrashtachar Unmoolan. If he is really serious about tackling corruption, he should start a probe into various scams that took place during Nishank's tenure. A list of these scams is very long and Nishank needs to be thrown into prison for them." Bhakuni said, "There was a scam of more than Rs 400 crore in organising the Kumbh last year. Then the precious land belonging to the Bhawali Sanitarium was sold at a cheaper rate to a cosmetics company. Then there was the infamous Citurgia land use case. To top it all, there was the scam involving the allocation of 56 hydro-power projects. If Khanduri really wants himself to be projected as an honest leader, he must get these cases investigated." Ironically, Nishank had been demanding a Nobel Prize for organising the Kumbh which was now seeped into controversies involving financial irregularities as had been pointed out in the report of the Comptroller and Auditor General (CAG). Referring to a High Court order on Citurgia, the Congress had now raised questions over the committee that was set up to investigate the role of erring officials. Bhakuni asked, "Whatever happened to that committee and the subsequent probe must be put before the public. The people want to know whether such a probe was started or not, whom did it pin down and whether any action was initiated against any bureaucrat."

Dehradun, September 17 Addressing a press conference here, Agarwal said development had received a big setback in the state due to frequent changing of Chief Ministers by the BJP. He said such changes had only resulted in political uncertainity in the state affecting development. He said the people of the state had rejected Chief Minister BC Khanduri during parliamentary elections as the party lost all five Lok Sabha seats in the state. He said Khanduri had been pledging to uproot corruption in Uttarakhand and must now probe all acts of corruption committed during the tenure of his precedessor. He said law and order situation in Uttarakhand had deteriorated particularly in Dehradun. Agarwal also asked the state government to clarify its position on the issue of a permanent capital. “The BJP government must clarify its stand on the permanenet capital as it is the party in power.”

Demand to link villages to highway
Pithoragarh, September 17 “We have been demanding the construction of road beyond Darati village and linking of over 12 villages to the highway for long, but successive governments have failed to fulfil our demand. Irked over this, we have decided to go on a relay fast,” said Radheshyam Dwivedi, who is leading the agitation. People from all villages situated across the river came in a procession to the subdivision office and raised slogans against the government before launching the relay fast. Dwivedi said: “With the construction of road beyond Darati village, nearly 5,000 persons belonging to Darati, Matiyali, Ucheti, Dheelam, Basantkot Bothi and Dhapa villages would have got some relief from travelling over 20 km on steep heights.” Dwivedi is also the organiser of the Gori Par Vikash Manch, an organisation leading the movement. Later, the agitators handed over a memorandum to the Munsiyari SDM, RS Rathor. In the memorandum, they said in the absence of the road, children had to miss their schools during rain. “During the monsoon season, we reel under an acute shortage of ration as there is no way to supply ration to the villages of this most backward area of the border subdivision. It also becomes difficult to send goods on mules or through porters,” said Rudra Singh Panda, a senior BJP leader. Villagers said if the administration failed to take any step to solve their problems, they would intensify their agitation by launching an indefinite dharna at the district headquarters. They have also threatened to boycott the forthcoming Assembly elections.

Dehradun, September 17 Dr Ramachandran commented that the shift of population to the urban areas, over the years, has posed serious challenges to the urban infrastructure where 30 per cent of the population was residing in slums and this percentage was a whopping 60 per cent in Mumbai. Besides this, water supply, sanitation, solid waste disposal, housing and urban transport had become other major challenges in the cities. “The urban areas contribution to Gross Domestic Product (GDP) rate has increased to 60 per cent and is projected to rise to 75 per cent by 2030. The cities will be the real growth engines and generators of wealth and this makes all the more important that the basic amenities be provided in the urban areas” said Dr. Ramachandran. “The implementation of the Government of India programmes, advisories in the right earnest, setting clear PPP Policy/Structure and Constitution amendment at the state level on the one hand, and accountability of Municipal Corporations, e-Governance, treating land as resource to generate revenue at the field level on the other hand are some measures that can significantly contribute to the urban development in India,” suggested Dr.

Haridwar, September 17 In the Hindi vocal competition, Angels Academy from the Bahadrabad block has won the first position followed by Saraswati Vidya Mandir, Mayapur, and Government Intermediate College, Jwalpaur. In the Sanskrit vocal competition, host team Saraswati Vidya Mandir won the first position followed by Divya Bharat Siksha Mandir. With the event coinciding with Environment Day, saplings were also planted on the school premises. Kusum Gandhi, chief of the Bharat Vikas Parishad, urged students to keep their environment neat and clean. “Students should be made aware of the importance of Sanskrit that is the mother of all languages. Camp for Haj pilgrims opened
Dehradun, September 17 Khanduri said the BJP government was committed to the welfare of the Muslim community and had launched several welfare schemes for the minorities. He further said the state government had taken several steps to ensure a comfortable Haj pilgrimage for pilgrims from the state. “In 2003, only 450 pilgrims were allowed to go on Haj from the state but due to constant efforts by the state government, the Haj quota for the state has been increased to 1,072. We are also providing insurance worth Rs 2 lakh per
pilgrim, for which no premium is being charged since 2008.” The Chief Minister also released two booklets giving information about the rituals to be performed during the Haj pilgrimage. |

Sensitising people on health through street plays
Haridwar, September 17 Be it the National Rural Health Mission, pre and post-pregnancy care, family planning, right age for marriage, girl foeticide or myths regarding various health aspects, theatre artistes are staging street plays in villages on these themes to create awareness among people. While the government spends a large chunk of budget on the health sector, the condition in rural areas is still poor due to the lack of awareness and knowledge but it seems these
theatre artistes are conveying the message to the targeted audience in an effective way. The Health Department has roped in a renowned social theatre group from Pauri Garhwal, “Param”, which is staging plays daily in the interiors of Dehradun district be it Laksar, Lal Dhang, Bahadrabad or Roorkee. The focus of the group is women, as convener of the Param group Yogambar Poli pointed our according to the reports, the health status of rural women was a matter of concern which further affected the health of children too. “We incorporate local characters, situations, names and health problems in our plays by first interacting and researching in the targeted region. After this we distribute pamphlets, requisite information material and then stage skits to drive their point home in an easy and effective manner. Villagers make queries after the plays,” said Poli. Chief Medical Officer of Haridwar district Yogesh Sharma said the idea came to their mind after the success of this group conveying various other social issues in the state and already we are getting a good feedback from the villages where they have performed so far. “Earlier we didn’t know that the government was providing Rs 1,400 to those women who are pregnant under the Janani Suraksha Yojana. As more than four women in our villager are in the pregnancy stage, they will be availing themselves of this benefit. Even capsules of iron and other vitamins are given to pregnant women free of cost at Matritva Shishu Kalyan Kendra which helps them in overcoming deficiency of blood. Smuggling of Liquor
Pithoragarh, September 17 He said the decision had been taken to check the smuggling of illegal liquor into the state. “We have 13 posts of the department on the interstate border. The step will not only ensure better health of the people of the state but will also help in the generation of more revenue for the department,” said Parkash Pant here today. He said against the target of Rs 727.67 crore set for 2011- 2012, the excise department had achieved Rs. 350.87 crore till July. “We are likely to achieve a target of Rs 800 crore this year,” claimed Pant. The minister said the possibility of revenue generation was immense if proper restructuring of the department could be done. “Revenue that was Rs 222.38 crore at the time of the creation of the state is now likely to reach Rs 800 crore up to this year,” the minister claimed.

Plea to table public accountability Bill in Assembly
Dehradun, September 17 Addressing a press conference in Dehradun, Uttarakhand Jan Manch convener Rajan Todaria said there was strong anti-corruption feeling among countrymen after Anna’s agitation and that was the reason the BJP was forced to change chief ministers of some of its states, including Uttarakhand. He said the Jan Manch still stood on its demands that all controversial decisions that had taken place in the state after 2000 must be probed. He said the Jan Manch had appealed the Chief Minister to introduce public accountability Bill in the state Assembly by October by convening a special session. He said the declaration of property of bureaucrats and ministers, implementation of citizen charter and amendment to the Lokayukta Act must be done. Responding to queries, Rajan Todaria termed Uttar Pradesh Nirman Nigam as the most corrupt agency in the state. “A high-level probe committee must be set up to investigate into the works undertaken by the nigam in the state. He also alleged that a large-scale irregularities had taken place in the group three posts written examinations. He alleged corruption in the Uttarakhand State Information and Public Relations Department during the tenure of the last Chief Minister. Todaria also said the Jan Manch had also submitted its Janlokpal Draft to the Parliamentary standing committee in Delhi. Kuldeep Bahukundi was also present at the press conference. |
