Dehradun, September 15 Water entered in many houses located in the low-lying area of the city. Six shops at Rishi Complex near the Kishan Nagar Chowk submerged totally damaging the goods. The houses in Nambarpur and Laxmipur villages were also damaged. The wall of a resident of Kishen Nagar collapsed while the embankment constructed by Sneha School in Govindgarh also fell due to the heavy flow of the small Bindal drain. A team of fire brigade was called up for extracting water. The bridge at Rajiv Nagar near Govindgarh also got damaged due to the flow of water. MLA Harbans Kapoor reached the spot immediately and asked the squad from the PWD to put up the sand bags. The most-affected areas remain near the rivers and residents were forced to leave their houses for safer locations. Many embankments at the Rispana and the Bindal broke as the flow of the river increased. The areas that are under threat include Mahatma Gandhi Basti, Nai Basti, Neimi Road, Balmiki Basti, Rajesh Rawat Colony, Sanjay Colony, Balbir Road, Teg Bahadur Road, Upper Rajiv Colony, Veer Gabbar Basti, Vivek Vihar, Suman Nagar, Ghas Mandi and Sapera Basti. Three to four feet of water was also witnessed at various streets due to chocked drains outside the Lokayukt Office, DL Road, Basant Vihar, Indra Nagar, Ballabpur Chowk, Van Vihar, Deep Nagar, Cross Road, Turner Road, Clement Town and many other internal streets. Aggrieved with the working of the Disaster Management Department as well as District Magistrate Sachin Kurve, Councilor Rajkumar said none of them were of any help. “We have warned the DM that any mishappening could take place during incessant rain and measures should be taken but no one is ready to help out the poor,” he said and added, “The administration even is not able to get the proper embankment constructed or put up the wire mesh as the already constructed ones get damaged every time rain comes.” Councilor Ashok Verma, Leader of the Opposition at the Dehradun Municipal Corporation (DMC), also raised finger at the working of the various departments. Talking to The Tribune, Mayor Vinod Chamoli said it was not only the DMC that was responsible for such condition of the city. “Water gets stagnated not due to the absence of the cleanliness, but due to the mistake of other departments. The residents are suffering due to their ignorance but it is the corporation that becomes the target every time,” he stated and added, “Most of the roads come under the PWD or the MDDA and we do not have power to work over them.” Citing an example of various tracks in the city, Chamoli mentioned, “The PWD has not constructed the footpaths properly. These all are made over the drains in which silt gets deposit during the rains and it gets difficult to clean it. Due to this, water comes on the road. None of the departments should touch the natural drains and let them flow as it is.” Similarly, he said, “It is the MDDA that gives the nod for construction and should check if it is harming the place. They should also not let the encroachers take over the drains.” The Dehradun District Magistrate was not available for the comments. |
School teacher drowned in river
Dehradun, September 15 According to the Cantt police, Sangeeta Agarwal was returning from primary school with a schoolboy, Rajkumar, this afternoon. On their way, when they were crossing the river in Halduwala at 2:30 pm, they were washed away due to the increase in flow of the water in the river. The locals and the police rushed to the spot to save the duo. However, the woman could not be saved. She was later fished out from the gushing water and taken to Government Doon Hospital where she was declared brought dead. The police has sent her body for a post-mortem examination. Rajkumar has been admitted to CMI Hospital and is on ventilation. The police said the flow of the water was normal in the morning but when they were returning in the afternoon, it got increased due to incessant rain. |
DAV college lift football trophy
Dehradun, September 15 The final, which started late due to heavy continuous rain in the region, saw a neck-to-neck competition between the two tough sides. However, despite some good bearing goal attempts both teams had to bite the dust in the first half. The close contest continued in the next half too. The only success came for DAV two minutes before the finish of the stipulated time through Mohit. Star of the final, Mohit struck the heartbreaker in the 68th minute to dash all hopes of opposite side. With just two minutes left to equalise, SGRR could do nothing and lost the winning crown. Meanwhile, SGRR PG College Principal BA Bourai gave away the winning and the runner-up trophies to the teams. Raj Bahadur, organising secretary, gave the vote of thanks. |
Non-disbursal of Scholarships
Dehradun, September 15 They have accused a member of the staff of the college of involvement in the misappropriation of Rs 1.11 crore allocated for the students’ scholarships by the Social Welfare Department. Also, the social welfare officer, Ram Avatar, who present on the occasion, was questioned by the students about the transparency of the scholarship programme being run by the department and the college authorities. Representing the affected students, Ashish Rawat, president, students’ council, DAV PG College, has asked Ram Avatar to present all the documents regarding the scholarship programme of the past three years. “We have demanded from the Social Welfare Department to release the pending scholarship grant within a week’s time through cheques, which has been approved by Ram Avatar and the Principal,” said Ashish. “The Principal has assured us of the provision for zero opening balance for opening savings accounts by students in the Central Bank of India which is situated on the premises of the college. He has agreed to change the timings of the office looking after the scholarship work from 3 pm to 10 am for the students’ convenience,” he added. In addition to this, Dr Bhasin has also called for a probe into the irregularities in the college working. |
Doon Hospital awaits windfall
Dehradun, September 15 The visually challenged woman had first approached District Magistrate Sachin Kurve with her wish to donate her wealth to the hospital. Later, the District Magistrate passed on the information to the hospital authorities that are now in touch with her. For now the authorities are tight-lipped about the identity of the woman who wants her inheritance to be utilised for the benefit of the sick and the needy. This is the first time that a visually challenged woman has expressed her wish to donate her wealth to the managing committee of the hospital. |
Slum policy to facilitate rehabilitation
Dehradun, September 15 The policy prepared under the supervision of the Asian Development Bank has been sent for the Cabinet’s approval. Backed by the findings of a survey carried out in the state by the Himalayan Institute for Environment Ecology and Development (HIFEED), an NGO, the location of slums,too, will be delineated with the help of the Management Information System. “Slums may be existing on land belonging to local bodies, the Forest Department, the Irrigation Department and even on private land. All such details will be now available and be helpful while undertaking rehabilitation or the relocation of slums,” said Nidhi Mani Tripathi, Additional Secretary, Urban Development. The policy is expected to give impetus to the settlement of the issue of residents living illegally on the banks of the Bindal and the Rispana in Dehradun and other parts of the state. This issue has been hanging fire in the absence of clear policies and will also ensure that further encroachments do not take place on the river banks. According to the survey, the total number of slums in the state is 586 with 10 towns being slum free. A total of 1.74 lakh households are in the slums, with Dehradun having the highest number of slums, followed by Haridwar. As of now, the total population in the slums in the state is close to 7.73 lakh. In 2001, it was 5.98 lakh. In keeping with the aims of the national slum policy the slum dwellers are expected to benefit from plans under the Rajiv Awas Yojana and the Jawaharlal Nehru National Urban Renewal Mission. Slum dwellers will be provided houses under the schemes in the towns of Nainital, Haridwar and Dehradun to be followed by Roorkee, Haldwani, Rudrapur, etc, in pilot project mode . The slum dwellers are expected to get the ownership right but will not be able to sell the houses for a period of 10 years. Besides, the urban local bodies have been instructed to allocate 25 per cent of the land to the economically weaker sections. |
Forest officers meet Khanduri
Dehradun, September 15 The Chief Minister also expressed serious concern at the rising incidents of wildlife incursion into human habitations and said effective steps should be taken to stop these wild animals from coming into conflict with humans. He said the Forest Department must undertake repair works of ponds which were drying up as well as also repair chaals and khaals so that the wild animals did not encroach upon human habitated areas. PCCF RBS Rawat said the IFS Association would render its fullest assistance and cooperation in the development of the sState. He said forests were being linked to economic development and the state Forest Department was working on various projects accordingly. The Principal Conservator of Forest, Van Panchayats, SS Sharma and Principal Chief Conservator of Forests (Wildlife) Shrikant Chandola were part of the delegation. |

Mussoorie, September 15 Speaking to the media in Mussoorie, Ganesh Joshi said Uttarakhand was on the path of continuous progress under the BJP rule and the recent change in leadership from Ramesh Pokhriyal Nishank to BC Khanduri was in accordance with the strategy for the forthcoming state Assembly elections. Joshi further said the present Chief Minister Khanduri’s resolve and the decisions taken towards eradicating corruption from the state would definitely provide respite to the people reeling under the menace. He welcomed the introduction of the citizen charter in the state. Joshi also said he also met Khanduri with regard to inclusion of Mussoorie under the b-2 category so that employs could reap in the benefit accruing under the policy. He said the matter was being looked into judiciously which would result in positive outcome soon. He also said the town would also get respite from continuous power shortage as Rs 37 lakh had been sanctioned for installation of new 100 kv transformers. Joshi opined that he was a social worker and had immense affection for the Mussoorie townsfolk and was free to serve them as per demand. Dehradun, September 15 It was informed that the new block which would come up as the second floor and would be the structure on pillars that be directly raised from the ground, would be in no way connected to the ground and first floor. Subhash Kumar said the new block would be designed in such a way so as to ensure adequate space for Secretariat officials for at least next 20 years. He also asked the Secretary, Secretariat Administration, to find out the exact number of offices needed by the officers at present.
