NRI: Police trying to hush up abetment to suicide case

Raising questions on police functioning, New Zealand-based NRI Sunita Sharma has alleged that the law enforcement agency had been trying to hush up an abetment to suicide case involving her daughter, who committed suicide at her in-laws’ house at Apra near here on May 28.

In a shocking incident, alleged domestic violence claimed yet another life as a 20-year-old married woman ended her life by setting herself ablaze after pouring kerosene oil on herself at her home in Bulandpur locality on the outskirts of the city. The deceased was said to be a victim of domestic violence and was being tortured by her husband for the past few months.

The body of Manju Devi, with around 90 per cent burns, was brought to the local civil hospital yesterday late evening where she had breathed her last late at night, just after recording her statement to the Junior Magistrate First Class, Pushpinder Singh.

Manju Devi, who originally hailed from Bihar, was married to Anil Sahni around one-and-a-half years ago and bore him a male child around three months ago. Anil is employed as a worker in a local factory.

Raghunath Singh, Investigating Officer (IO) in the case, said that in her statement given to the JMIC, Pushpinder Singh, the victim alleged that her husband was not on good terms with her for some time. She alleged that her husband had been frequently picking up quarrels with her for the past few days.

“In a statement, Manju alleged that her husband was threatening her that he would desert her and go in for a second marriage. She alleged that this threat upset her emotionally and pushed her to take the extreme step”, said the Investigating Officer.

The police said that a case has been registered against her husband under Section 306 of the IPC. He said that the postmortem of the victim was conducted today and the body has been handed over to the family.

Raising questions on police functioning, New Zealand-based NRI Sunita Sharma has alleged that the law enforcement agency had been trying to hush up an abetment to suicide case involving her daughter, who committed suicide at her in-laws’ house at Apra near here on May 28.

Narrating her tale of woes to newsmen in the Punjab Press Club here, Sunita Sharma, who flew down all the way from New Zealand to pursue her daughter’s case, said those responsible for the death of her daughter are roaming free as the police did not file a chargesheet even after three months (a stipulated period to file chargesheet in such cases). A case under Section 304 B of the IPC has been registered in this connection.

Sunita Sharma, who originally hailed form Behram, said her daughter, Vandana Sharma, was harassed by her in-laws since her marriage on October 4, 2009.

“They would repeatedly torture her and keep on asking her to bring more dowry and a luxury car. As my daughter was reluctant to give in to her demands, her agonies at the hands of her in-laws were kept on getting heavier with each passing day. Her in-laws tortured her even on the day she committed suicide,” the mother said.

Kewal Singh, Sub-Inspector, Police Chowki, Apra, said the filing of challan in the case has been delayed as Superintendent of Police (Detective), Jalandhar Rural Police, is still inquiring the case.

Truck robbery case cracked

Even as fear continues to grip truck drivers, the Jalandhar Rural Police have finally cracked the much-publicised robbery case, in which masqueraders had robbed iron rods (saria) worth Rs 18 lakh from a truck, after sedating the driver.

The truck was robbed near the Trasport Nagar locality on June 18, this year, and a case of robbery was registered against unidentified persons in the police station Division VIII. The robbers were absconding since the incident.

The robbers were arrested today accidentally when the Anti-Gangster Cell of Jalandhar Rural police received information today afternoon that two suspects were roaming in the Transport Nagar locality.

However, during the investigation, the duo turned out to be the accused wanted in the above-mentioned robbery case. Surjeet Singh, in charge, Anti-Gangster Cell, said acting on a tip-off, the police barricaded all the entry and exit points of the locality and arrested Kuldeep Singh and Deepak Julka, both resident of Jandiala Guru, Amritsar district.

He said that during investigation, both the accused admitted their involvement in the robbery of iron rods. The police have recovered seven tonnes of robbed material from an ice-factory located at Jandiala Guru.

The incident had created a scare among the truckers of the area, who began feeling unsafe during night-shifts after the incident. Even the truckers had started avoiding parking their vehicles in the line of the trucks along the road.

“Although parking of trucks along highways was always a risky business but now it has also become dangerous to park our vehicles even at designated places, like Transport Nagar. Migratory labourers-turned- criminals pose the biggest risk not only to goods but also to our lives”, said Gurmeet Singh, a driver.

As around 40 per cent permanent lecturers from all the city colleges went on mass casual leave today, it was the ad hoc lecturers and students who were present for the celebrations of Teacher’s Day.

While there were many students of regular courses like BA, MA, B.Sc, M.Sc, B.Com and M.Com who were in for a surprise when they found that they had ample free time to enjoy on the college campus. There were some students who ensured that they gave a gift to their favourite teachers on this occasion.

The permanent lecturers under Punjab Chandigarh College Teacher’s Union (PCCTU) had gone to Chandigarh to lodge their protest against their long-pending demands. The protest also received a thumbs-up from fellow ad hoc lecturers and principals of colleges, who maintained that the state government was doing an injustice by not addressing their grievances.

At Lyallpur Khalsa College as many as 73 lecturers remained on leave, following which the students were enjoying free time in college canteens and gossiping. “We were not aware that there would be so many free lectures today. It was in the later part of the day that we got to know that our professors and lecturers were on strike. Had we got to know about this earlier, we would have definitely taken a day off today”, said a group of BA students.

There were also some students who were least bothered about the strike and preferred to enjoy the day with their friends. “Although we wished our teachers on this occasion, it was just another day for us. We don’t know where have all the lecturers gone. Instead, we had a good time”, said another group.

However, Doaba College, where as many as 55 plus lecturers were on mass leave, ensured that every teacher should be a part of the Teacher’s Day celebration and decided to celebrate it tomorrow. The principal of the college, Dr Naresh Dhiman said, “I received many greeting cards from my students and it was my decision to celebrate this day with the entire faculty tomorrow”.

At Apeejay College of Fine Arts, it was business as usual as not many students were aware of the strike. The college authorities also feigned ignorance about any information in this regard. However, some of the ecstatic students said, “We gave gifts and cards to our teachers and our lectures were also held well on time”, they added.

It was the women’s colleges who celebrated Teacher’s Day with fervour and organised parties for their teachers too. At the local Prem Chand Markanda S.D. College for Women, the students of M.Sc (IT) acted as teachers and taught the students of BCA for one lecture. “We enjoyed teaching the junior students and will hold a small treat for our lecturers in the later part of the day”, said Ankita Mithra.

As many as 29 permanent lecturers remained on mass casual leave in this college. However, Principal Kiran Arora said that it was not that difficult to manage the show. “The students of the regular courses got some lectures free but the rest of the classes were held according to the time-table by the ad hoc staff”, she added.

Similarly, in Kanya Maha Vidyalaya, the Department of Journalism and Mass Communication, Young Historian Association, Hindi Sahitya Parishad and English Literary Society celebrated this day with teachers. Students wrote their thoughts and emotions on the banners in the college auditorium. Even at the local B.D. Arya Girls College, Jalandhar Cantonment, the entire permanent staff under PCCTU remained on leave. “Even as around 40 per cent of the college staff was away, we managed the routine functioning”, said principal Sarita Verma.

Meanwhile, lecturers from Government College Teacher Union, Private College Teacher Union, Punjab University, Chandigarh, Punjabi University, Patiala, Punjab Agricultural University, Ludhiana, GNDU, Amritsar participated in the protest at rally ground in Chandigarh.

If the state government is concerned about the uplift of the colleges in the state, it should fulfil the demands of the permanent lecturers. It is high time that the government fulfilled their genuine, long-pending demands. The demand for pension, gratuity and increasing the retirement age should be considered on priority.

}The government should not only fulfil the demands of permanent lecturers, it should ensure security of jobs of new lecturers recruited in the past as well. It is sad that all the posts of permanent lecturers are being freezed, there is no pension policy and no proper grants for colleges.~

While the Red Cross School for hearing impaired was till Class VIII until recently, the much-needed move to upgrade the school to Class IX in 2010 and to Class X this year, means better opportunities for students as parents too will heave a sigh of relief.

If the school authorities are to be believed, the upgrade actually happened in the year 2010, on popular demand.

Statistics favour them. As many as seven students who passed out from the school two to three years back, came back to seek admission in Class IX in 2010 (while three came this year, four sought admissions last year). After passing Class VIII from here, their education had come to a stop.

Principal Harvinder Kaur says, “I came here in 2008 and parents often complained that education till Class VIII is not adequate for their children and will not help them to get jobs. Though the city has another school which provides education to such children, it does not have a hostel. So most of our rural students went back home. While we heard of the boys taking up little jobs as carpenters, gardeners or getting back to cultivation, the girls stayed at home.”

“So I took up the matter with the then DC Ajit Singh Pannu (the DC is the president of the school) early last year and by March 2010, Class IX was started in the school. In March this year, we started Class X,” she says.

“Earlier, passouts from the school also found it difficult to adjust to a new environment. There is also an instance where a student who was admitted to Class IX at a Ludhiana school dropped out because she was so used to this school after studying here for 10 years. She found it difficult to cope with the demands of a new place. That student is back here too,” the principal adds.

She says students from Ludhiana, Faridkot and some villages, who had gone home after completing Class IX, were overjoyed to hear about the upgrade and returned here.

While the school has started a diploma course in stitching, cutting and embroidery for students in November 2010, under the Mehar Chand Polytechnic College’s extension diploma course, the college has promised that the first batch of the course will be rehabilitated by it. A teacher for the course has also been provided by the college whose salary would also be paid by it.

The latest addition to the school has been a computer lab which was started in May 2011. Started by ERNET India (with all the infrastructure being provided by the firm) the initiative has been taken by the Department of Information and Technology of the Central government. They have also provided a teacher, whose salary would be paid by them for two years, after which the school would be responsible for the pay.

While a class for students of Class X has already been set up, an arts and crafts wing is also under construction at present.

Unplanned laying down of sewerage pipes under an approaching road, that leads to a solid waste treatment plant in Waryana, is taking a toll on day-to-day garbage lifting operations in the city.

After the employees of the Municipal Corporation, Jalandhar (MCJ), temporarily halted garbage-lifting operations citing shortage of space in Waryana dump around three days ago, the Commissioner, MCJ and senior official of the various wings of the local bodies visited the Waryana garbage dump.

The team found that due to ongoing civil works of laying sewerage channels under the approach road, the major portion of the road is not fit for the movement of heavy loaded garbage lifting vehicles.

“The entire stretch has been metalled around six months ago only to dig it up again after four months. Despite the fact that ours is the only waste management plant for the entire city, the major portion of the road has been dug up without even providing any alternative route to the plant,” said Dheeraj Gahi, owner of the plant.

Admitting that the road is not fit for the heavy vehicular movement, AS Dhaliwal, SE, Operation and Maintenance Wing of MCJ, said, “This ultimately decelerates garbage lifting cycle across the city and due to this corporation vehicles fail to lift garbage from some of the major dumps of the city,” he said.

The team also found that actually it is not the shortage of space, but the non-existence of extension road (from plant’s entrance to processing units), which halts the movement of vehicles.

BS Dhaliwal, Commissioner, MCJ, said he had directed the officials concerned to immediately smoothen the road leading to the plant. He said that project of construction of extension road would also be shortly initiated.

Sports firm wins award for excellence

City-based sports manufacturing firm, JJ Jonex, has been awarded the prestigious MSME National Award for the year 2010 for outstanding entrepreneurship in the Micro Small and Medium Enterprises (MSME) sector.

This special recognition award was conferred by MSME minister, Virbhadra Singh to Janak Raj Mahajan, the Managing Director of JJ Jonex Company, which is a leading name in the manufacturing of roller skates, badminton rackets, synthetic footballs, volleyballs, cricket bats etc.

The President of India Pratibha Patil was also present at the award ceremony held on September 2 at Vigyan Bhawan, Delhi. The award includes a trophy, certificate and Rs 20,000 cash. Mahajan said, "Although we have received many state awards for excellence in the past but a national honour is always what one could ever ask for. We applied for the first time and bagged it."

He said it makes us feel proud that we are supplying sports goods to the Sports Authority of India, the Sports Authority of Andhra Pradesh, Tamil Nadu, Director Sports, Punjab, Defence Services, Jawahar Navodaya Vidyalayas, Youth Coordinators and many other leading institutions to name a few.

“The industry is growing with growth registered in the field of sports in the country. While many sponsored schemes like Pachayat Yuva Aur Khel Abhiyan (PYAKA) have just helped in the growth of the market," he added. The company which is a family business of Mahajan's is now looking forward to shift its base to an upcoming all new factory at the leather complex on Kapurthala Road. “We are likely to shift in the new factory within two months,” he added.

Director of the company, Rajender Prasad Mahajan, said it is a matter of great achievement that the company has earlier received awards like 'State Productivity Award, Best Entrepreneurship award, Rajiv Gandhi Award, National Gold Star award, Bharat Nirman Award etc.

Shopkeepers at the PPR Mall in Cheema Nagar are facing a unique problem. While mostly it is the PUDA or MC that traders get to scream at for facilities denied to them, their predicament is that none of the three parties (MC, PUDA or private owners at the PPR Group) is ready to take the responsibility to solve the problems they are faced with.

The shopkeepers say they are facing problems regarding road infrastructure, the sewerage system in the area as well as the general upkeep of the complex.

Another entrepreneur said, “The roads leading up to the mall are in a very bad shape especially in the monsoon. There are puddles of water all over the road and even at some spots inside the complex.”

The shopkeepers feel, “The road from the Urban Estate to Andh Vidyalaya is under the MC but the PPR Group is responsible to take care of the remaining stretch. The approach road is also broken and gets filled with water whenever it rains. There are no bathrooms in the complex and we have to struggle a lot with the water supply too. Due to these problems, the footfall is very low.”

“Due to a lack of sewerage facilities here, some of the shopkeepers have had to get our own sewerage lines connected to the main pipe because the existing one was insufficient. There were regular blockages. That’s not all, the residents at the back of the mall have also been complaining about bad stink emanating due to the sewerage problems at the mall. There’s a jungle on the service lane next to the mall. While maintenance charges are regularly taken from us, there is no chowkidar and the lights don’t work in the evening,” he added.

“There have even been written complaints from Cheema Nagar residents to the mall owners. They complain of foul smell, smoke from the generators and labourers urinating in the open. After that we were told to keep our generators on the roof. The problem of sanitation is the mistake of our owners. If they made sewerage facilities available, we would not have to face so much trouble. We have spent a fortune to set shop here and these problems are making our lives difficult.”

Rajkumar, manager of PPR Mall, Cheema Nagar, said, “When we sell or rent a land, it is for the tenants to deal with such problems. We do not have any role in this regard since the government is responsible for the same. I agree that Mithapur Road sewerage line sometimes remains jammed for two to three days at a stretch.”

“All roads around this area come under PUDA, which is responsible for their upkeep. We have even requested the PUDA authorities to connect Cool Road to the stretch of the road between Urban Estate, Phase II, and Innocent Hearts School. So far nothing has been done,” he added. Denying that there were no bathrooms at the complex, he said one side of the complex already has bathrooms on every floor and more are under construction on its other side. We did receive complaints from residents about generators too and they have been shifted to the roof now,” he said.

Estate officer, PUDA, Ganesh Kumar, was unavailable for comments. The MC authorities said they would check under whose jurisdiction the responsibility of the upkeep of the roads lies.

Senior Director of Gurki Family Welfare Organisation, RPS Sandhu started the plantation drive. On this occasion a cultural programme was also organised in which students of Army School and Kendriya Vidyalaya, Kapurthala, took part. A poster making competition on environmental issues were also held.

Station Commander, Brigadier RPS Sandhu, Station Commander addressed the gathering and emphasised on the importance and necessity of environment protection and conservation. He urged everybody to contribute towards conservation of environment.
