City’s public transport system comes to a halt
Traffic police impounds 15 buses for traffic violation

Tribune News Service

Jalandhar, August 30
The public transport system of the Municipal Corporation of Jalandhar, today witnessed a total collapse when the entire fleet of the city bus service went off roads after the city traffic police impounded all 15 buses for violation of traffic rules.

The buses were impounded amid a rigorous drive by the traffic police to discourage buses and auto-rickshaws from plying with more passengers than the limits prescribed as per the Motor Vehicles Act.

Transport services were hit badly across all the main city routes because the bus service has been emerging as a popular transportation system in the city due to lower fares compared to that charged by auto-rickshaws on long-distance routes.

The action by the traffic police follows after a protracted tussle among auto-rickshaw drivers and the city bus service management. The parties have been at loggerhead over permission being accorded by the traffic police to permit auto-rickshaws to ply up to six passengers at a time.

Contesting the “relaxation” given by the police to auto-rickshaw drivers, the management of the city bus alleged that the police impounded the buses under pressure of the powerful-lobby of owners of 14,000 auto-rickshaws of the city.

“As per rules, auto-rickshaws and city buses cannot ply more than three and 44 passengers, respectively. However, the city police have relaxed the norms for auto-rickshaws and allowed them to ply six passengers at a time. Why are traffic authorities shying away from extending a similar relaxation to the city buses? This way, our intake capacity should also be doubled to 80-88 passengers”, said Parvenn Oliveeral, Manager, City Bus Service.

Around 10:30 am in the morning, a group of auto- drivers protested overloading of passengers in the city buses and urged the traffic personnel to take strict action against the management of city bus service. “All buses were found overloaded during checking. As the documents of all the buses were in the management’s office, we were left with no other option but to impound the buses”, said ACP (Traffic), Diljinder Singh Dhillon.

Countering the allegations made by the management, ACP (Traffic), Diljinder Singh Dhillon, said, “Like autos, we have extended relaxation to the city buses up to the maximum permissible limit. We have given them grace to ply 8-10 passengers more than the permissible limit of 44. At least an upper limit should be fixed. Otherwise, if given a free hand, even the auto-rickshaws can ply more 10-12 passengers at one go, leave alone buses.

“Traffic Police is not biased. We have challaned around 68 overloaded auto-rickshaws in the past four days. The campaign is still going on and violators, be it auto-rickshaws or city buses, would face similar action in future.”

“Buses will be released once the management deposits fine against the violation committed,” he added.

Parveen Oliveeral said, “City buses falls under category of Stage Carrier, which implies that such vehicles can pick and drop the passengers at various bus stops en route. “

“Auto-rickshaws come under category of Contract Carrier. Such vehicles can ply the passengers from a spot and drop them at final destination. As per MVA, such carriers cannot drop or collect passengers en route,” he added.

Sources in the management of City Bus Service revealed that before the launch of city buses, the state government has taken a major policy decisions and declared that all the routes on which city buses would be plied would be treated as “Notified Monopoly Route”

“As per notification, such routes would be the monopoly of city buses and no other public transport vehicle would be permitted to run on such routes. The plying of autos on the main city routes is again a gross violation of state government’s notification,” said a source.

Jalandhar, August 30
Irked by the indifferent attitude of the state government towards their demands, the NRHM employees today resorted to an unusual method of protest by selling vegetables and fruits at the entrance of the civil surgeon office.

By organising an ironical symbolic protest on the 23rd day of their strike, the protestors ridiculed the government for citing the shortage of funds as a reason for not regularising their services.

Taking a jibe at the state government, Sanjeev Kumar, senior vice-president of the NRHM Employees’ Union, said: “The state health authorities are maintaining that the shortage of funds is the major hurdle in regularising our services. Therefore, our representatives have urged us to organise such “protests-cum-temporary vegetable vends”, so that besides protests, we should simultaneously provide ‘funds’ to the government for regularisation of our jobs”

The entire show took an ugly turn when highly qualified NRHM employees and doctors, with MBBS and BAMS degrees, were seen virtually selling vegetables and fruits to the passersby in front of the civil surgeon office.

One of the protestors said that the employees have purchased fruits and vegetables worth Rs 2,500 from the market to organise the protest. “As we are selling the items at wholesale prices, the entrance of civil surgeon office was turned into a vegetable market for around two hours,” she added in a lighter vein.

“Politicians and officers concerned have turned a deaf ear to the voices we raised during all our earlier protests. We are hoping that their hearts would get moved after seeing doctors and paramedics selling vegetables. We have resorted to protest by posing as vegetable vendors”, said Inderjit Singh, general secretary of the Union.

Meanwhile, the strike of NRHM employees has entered its 23rd day. The people in the city and periphery are at the receiving end as services under major components of the NRHM are being badly hit during the strike.

Sanjeev Kumar said that the strike might continue for a long period as the health authorities have shown no sign of giving in to our demands.

This is a hand-stitched football which requires a lot of expertise and I am glad our workers have done a great job”, he added.

However, when he was asked about the likely chances of Messi posing exclusively for the company, Kharbanda said, “The Argentina captain Messi is already under contract with world-renowned soccer companies. The fact that the he will be playing with our football is a reason big enough to cheer and celebrate”, he quipped.

About the football

Nivia Simbolo is made of PU material and laminated with specially developed enforcements (four layers of polyester glued with natural latex), which help it to maintain shape and give it an appropriate bounce and speed. All the 32 panels of the football are hand stitched by skilled craftsmen. The ball is fitted with a super bladder which retains the air for much longer and gives a soft feel when hit on the head. After the ball is stitched, the 32 panels are sealed with a transparent solution to avoid water from seeping in during the play.
