Residents batter bull to death
Jalandhar, August 26 The mute animal had to face the fury of the residents who attacked it with batons, iron-rods and sharp-edged weapons today in the afternoon. The critically injured animal succumbed to its injuries in the evening. While the death of Bhagwan Das has once again raised the issue of the stray cattle menace in the city and vicinity in a big way, the killing of the bull has touched a chord in animal lovers who brand it as cruelty towards animals. Nearly all councillors of the Cantonment Board had mentioned in their election manifestos tha they would contribute towards solving the problem of dairy farmers by providing land outside the cantonment limits. Nothing has been done in this regard as yet. The issue is taken up at every meeting of the board but remains unresolved. There are a number of dairies in the Board area and the wandering cattle openly have become a cause of concern for the residents. A number of accidents have been reported in the city and the cantonment area in last six months. The cattle roaming about freely often causes traffic jams. “The dairy owners usually leave their cattle to graze here and there and they enter the market premises, thereby posing a great threat to the people and vendors,” complained Naveen Kumar, a cantonment resident. Stray cattle squad Cantonment Board CEO, Vibha Sharma, however, claimed that the Board has a dedicated squad to catch the stray cattle. She maintained that the Board has been sending the caught animals to a state-run cattle pond. “We have not received any complaint in this regard as yet,” she claimed. |

Jalandhar, August 26 The Assistant Commissioner of Police (traffic), D S Dhillon was not available for comments. However, the traffic police incharge, Surinder Kumar revealed that the city buses were challaned as they did not possess mandatory documents and were being plied overloaded. The operation to challan overloaded auto-rickshaws and the city buses was launched by the police this morning after issuing warning and educating the auto-rickshaws owners and the bus drivers a fortnight ago. A high drama was witnessed outside the ISBT, Jalandhar, this morning, when the police started challaning the auto-rickshaws for overloading. The irate auto owners gheraoed an overloaded city bus. The protestors then organised a protest march towards the BMC Chowk, following which the traffic police was forced to challan the bus to pacify the mob, eyewitnesses revealed. The auto-rickshaw owners also raised slogans against the police authorities and demanded that the vehicles, especially MC-run buses being plied without documents, be impounded. Dharminder Gill and Satnam Singh, leaders of the auto-rickshaw unions, complained that the police started challaning the overloaded autos but allowed overloaded city buses to ply in the city. They alleged that city buses had been flouting traffic guidelines blatantly. Towards this, not only the administration but also the police authorities are turning a blind eye. |

Jalandhar, August 26 The police has also recovered two country-made pistols, four cartridges, a sword, a dagger and base-ball bat, certain iron-rods and a Maruti van from their possession. The accused have been identified as Sunny, a resident of Shekhupura and Pragat Singh of Sundernagar in Mehtabgarh both in Kapurthala. Others are Raju, Amarjit Patel, Pawan, Reshan and Chhatri, all migrants from Bihar. A majority of those arrested have a criminal history, according to the police. Acting on a tip-off, a team of the CIA staff of the police raided a suspected hideout of the gang adjacent to the Grain Market, Bhogpur, and nabbed six of its members. The kingpin of the gang, however, managed to run away from the scene. Senior Superintendent of Police, HS Maan, while talking to The Tribune revealed that the gang was active in Jalandhar, Kapurthala and Hoshiarpur districts for the past one-and-a-half years and had committed over 400 thefts. The gang used to commit one to six thefts in one night, the SSP informed. The modus operandi of the gang was that it used to steal transformers during the night and transport them in the Maruti van to the business establishments of scrap dealers in and around the city. Besides selling the transformers to the scrap dealers, the gang even used to pilfer oil and cables and then sell them to the scrap dealers at throwaway prices, Maan added. While the members of the gang used to commit the Cases under Section 379 of the IPC have been registered against the gang at Phillaur, Goraya, Maqsudan, Shahkot, Bhogpur, Bilga, Kartarpur, Nakodar and Kapurthala Sadar police stations in this context. The SSP claimed that the police has laid a trap to nab the absconder and teams have been sent to raid suspected business establishments of the scrap dealers in the region.

Blood storage units to be made functional
Jalandhar, August 26 The facts that emerged pertaining to the shortage of funds to set up blood storage units in the meeting are: The funds amounting Rs 13.5 lakh, released to set up blood storage units at nine community health centres (CHC) of Jalandhar district, are lying unused for the past over nine months. The case of issuance of license for the blood storage unit at Primary Health Centre (PHC) Kala Bakkra, near here, has been pending for the last six months with State Drug Controlling Officer. Similarly, the case for CHS Shahkot is pending for the last two month. The blood storage unit (BSU) set up at CHC Phillaur has been lying defunct, as the only lab technician appointed there has shifted to the mini primary health centre, Mao Sahib. Ironically, there is no blood bank unit at Mao Sahib. “It is ironic that the existing blood storage unit, Phillaur, is lying defunct only due to unavailability of a lab technician. I have requested the Principal Secretary, Health, to cancel the transfer so that the BSU could be made operational”, said Verma. Given the strategic location of Phillaur, located at NH-I, the Divisional Commissioner has also directed the civil surgeon, Jalandhar, arrange infrastructure to upgrade the BSU at CHC, Phillaur into a blood bank. “Similarly, we have also written to Principal Secretary, Health to provide refrigerators and backup generators for the new units,” added Verma. To ensure that work at this front should be accomplished at the earliest, the administration has decided to convene a meeting with health officials concerned to review the progress, he added. |
Cantonment board budget meeting postponed
Jalandhar, August 26 This despite the fact that all the seven councillors had reached the cantonment board office well on time to first discuss the public issue of permanent opening of Mall Road for its residents. The board did not announce the date of the next meeting. Former Congress MLA, Gurkanwal Kaur, also reached the cantonment board office and met the CEO, Vibha Sharma, in this regard. She said, “It is surprising that instead of finding an amicable solution to the ongoing tussle, the Army is keeping mum. We informed the CEO that if the Sub-Area Commander has no time to address our grievances, we will approach the Corps Commander, Lt-Gen Munish Sibal. And if this continued for long, we will hold protests in the cantonment.” The cantonment board councillors expressed concern over the delay in the announcement of the annual budget and said the meeting should be held soon for the sake of development projects. Usha Bhardwaj, councillor of Ward 2 said, “Yesterday the meeting was adjourned and today the president didn’t turn up. The status of the next meeting is still uncertain. Today we wanted to discuss the issue of Mall Road, but the meeting was postponed. If this continued for long, it will take its toll on the functioning of the board.” Raghunandan, councillor of Ward 7, said, “Whenever the next meeting is held, we will discuss the issue of Mall Road, construction of a gate by the Army on the road joining Sansarpur village with Mall Road and the issue of identity cards for the cantonment residents.” Even some cantonment residents and villagers from Sansarpur, Dhina, Sofi Pind and Khusropur villages situated on the periphery of the cantonment had also come to lodge their protest in this regard before the meeting. The residents also met the CEO and demanded the redress of their issues at the earliest. “This is sheer injustice. We look forward to the cantonment board officials for solution to our problems, but they seem to have turned a blind eye toward our genuine issues,” said Akhilesh Kumar, a cantonment resident. |
Land allotted to hand-tools cluster at Gadaipur
Jalandhar, August 26 As per the approval, the cost of the project is estimated at Rs 83.4 crore, which includes the Central grant of Rs 58.28 crore and state government grant of Rs 9 crore. The balance Rs 16.12 crore and the land cost would be contributed by the over 100 cluster members. At the moment, the cluster has Congress leader and hotelier Gautam Kapoor as its chairman. There are nine other directors, including Sukhdev Raj, Gian Bhandari, Jyoti Parkash, Jasmit S. Rana, Suresh Sharma, Sharad Aggarwal, Man Karan Bhandari, Ajay Kumar and Deepak Aggarwal. Mayor Rakesh Rathour, who also is an industrialist, outlined the details, “The idea is to import the technology which is not available in India and to develop new products which will help in competing with China and Taiwan in the international market. All the hand tool units will be benefited by availing themselves of the latest technology available at the common facility centre (CFC). They will also be able to use the technology for developing new products. The CFC will be offering facilities on job work basis to the hand tools industry and provide training as well.” While the Centre had given a final approval for the cluster in Jalandhar on October 1, 2010, but owing to certain glitches within the MC the land could not be allocated for the purpose. The industrialists had initially been offered a land in Kapurthala to which they refused citing longer distance as the reason. They, however, constantly kept on pressing for the land at Gadaipur because of logistic factors. Then there were issues, such as fewer members with the cluster. The cluster was then asked to raise the membership which they did. Again in May, there came another hurdle as a member of the Finance and Audit Contracts Committee of the MC Ravi Mahendru, who is also said to be close to former Local Bodies and Commerce Minister Manoranjan Kalia, rejected the proposal of allotment of land during a meeting for approval of the same. With the majority members passing the resolution and Mayor taking a stand on it, the matter was forwarded for final approval to the Local Bodies Department, from where the MC again had to face rejection. This time perhaps the Mayor managed to get the project through. |

The Department of Design (Interiors) of the local Apeejay College of Fine Arts began a two-day long international conference on “Rapid advances in sustainable architecture” here today. The conference was inaugurated and chaired by renowned architect Lillian Tay, senior principal VERITAS Design Group, Kuala Lumpur, Malaysia. They spoke at length on the need of regularity, dedication, soft speech and self respect as key qualities in the faculty.
