DC orders inquiry into sweetmeat shop worker’s death

Vidheshwar, a 35-year-old migrant labourer from Gaya in Bihar, sustained burns after falling in a large cauldron with boiling sugar syrup and later died of cardiac arrest at a hospital.

Electronics shop burgled

Thieves stole goods worth thousands of rupees from an electronic goods shop Laxmi Light House in Adarsh Nagar area late last night. Owner of an adjoining shop noticed the locks of the shop broken this morning.

No MRI, CT scans at trauma centre

The Jalandhar Tribune team, on a visit to the sweetmeat house, found that the workers were preparing sweets in a dingy rooms of the three-storeyed building. The rooms appeared to be unhygenic. The sugar, gram floor and other ingredients appeared to be stocked in insanitary rooms while clothes and other personal belongings hung from the walls.

City hotels plate up Mughlai, pan-Asian delights

It seems to be the season of food festivals in city. Restaurants of two city hotels have organised delightful food extravaganzas. One is Heritage Restaurant at Hotel President where a Mughlai food festival began on Friday and another is the Noble Restaurant at Radisson Hotel which is serving a pan Asian menu, including dishes from eight Asian countries since August 20.

Furious over the love marriage of his daughter, a Pahara village resident and his armed henchmen allegedly attacked the boy's family in Mand village and left three of them injured, one critically, this afternoon.

The incident in Mand village when Dev Raj, father of the girl, along with him henchmen reached the house of Sucha Singh and allegedly attacked the family members with sharp-edged weapons and even opened fired on them.

In the attack, Sucha Singh sustained critical head injuries while his wife Balwinder Kaur and their son Balbir Singh sustained minor injuries.

Dev Raj was accompanied by Pahra sarpanch Balwinder Singh and associates.

The critically injured was rushed to the Civil Hospital, Jalandhar, where he was operated upon for head injuries. His condition is said to serious.

Sucha Singh's son Balbir Singh and Dev Raj's daughter Jyoti married in a court in Chandigarh almost 10 months ago that was not acceptable to the girls' parents, revealed Piyara Singh, SHO, Lambra police station. We have initiated action against the suspects

and a case would be filed after recording the statements of the victims.

The suspects have been absconding after the incident, the SHO said.

While talking to The Jalandhar Tribune, Balbir Singh, at the hospital, alleged that Dev Raj had been threatening them of fire consequences since their marriage.

"My father-in-law has forced us to migrate from the village. We were living in a rented accommodation in Mand village happily for the last eight months but they kept warning us of dire consequences," he said.

Today Dev Raj and his henchmen barged into our house and attacked us indiscriminately with swords, daggers and even fired two shots at us," said Balbir Singh.

Jyoti, who is pregnant and was accompanying her husband and mother in-law Balwinder Kaur, at the hospital, alleged that her father and his men even tried to abduct Balbir but he managed to escape from their clutches.

The SHO said a hunt has been launched to nabbed the absconders and raids are being conducted at the hideouts of the suspects.

Sources in the police, however, revealed that the certain family members of Dev Raj have been rounded up by the police in this connection.

The deputy commissioner (DC) has asked the district health authorities and the Assistant Labour Commissioner to visit the site and submit a report of their findings soon.

The DC learnt of the incident after Jalandhar Tribune highlighted the incident in its columns on Sunday. He said, “I have asked the District Health Officer (DHO) to visit the work place of the sweetmeat shop and take stock of the situation.” The DC has also asked the DHO to check the hygiene at work places of workers and the conditions under which the employees were working.

Talking to Jalandhar Tribune, Bharti said he would talk to Police Commissioner Gaurav Yadav who has magisterial powers. The Assistant Labour Commissioner will also be sent to the spot to check if there was any violation of labour laws by the shop owners. Strict action will be taken against the owners if they are found to be flouting the rules, the DC warned.

Dr RL Bassan, DHO said he would be personally inspecting the premises of Lovely Sweets tomorrow.

Lovely take

There was a small labour problem at the sweetmeat shop. However, the same has been sorted out amicably. At present, everything is functioning in a smooth manner at the shop.

Tried to extort Rs 1.5 crore from family of accused in immigration fraud case

The UT police today arrested 30-year-old Munish Bhardwaj, son of Rekha Bhardwaj, Principal of Hans Raj Mahila Maha Vidyalala (HMV), Jalandhar, for allegedly demanding a bribe of Rs 1.5 crore from the family members of Amit Kakkar, prime accused in the fraud case involving Healthyway Immigrations. Munish, along with his accomplice Gurinder Singh, posed as middlemen between the police and judiciary and demanded the money from accused to “settle” the case.

Amit’s father Ravi Kakkar reported the matter to the police following which a trap was laid at Barista in Sector 11 today. Both Munish and Gurinder came in a Skoda car with a fake registration number to collect Rs 70 lakh in cash as per the deal. The police managed to arrest Manish red handed while Gurinder managed to abscond as he did not enter the coffee shop.

A case of cheating and Section 8 of the Prevention of Corruption Act has been registered against the two in Sector 11 police station.

DSP (SIT) Anil Joshi said Munish works as an employee with BSNL, Patiala and had approached Ravi Kakkar first on August 17, four days after his son Amit Kakkar was arrested for Healthway fraud. “The two had met Amit Kakkar’s father a number of times since then and had already taken Rs 50,000 from him on August 21.He now demanded Rs 1.5 crore and told Kakkar that his father is a judge and thus will settle the case,” said Joshi. Munish’s father works as an official in HDFC Bank Jalandhar. The police has seized the Skoda car, which was being used by accused bearing a fake registration number. Bhardwaj told police Gurinder is a property dealer.

I got to know that my son was arrested by UT police today. I am not aware about his activities. He is from a well-to-do family. There is a possibility that he has been implicated falsely. He knew the owners of Healthyway and even went to the US and U.K. through them. This is the only background that I have.

SGPC candidates deface public properties
Put up hoardings in defiance of model code of conduct for SGPC elections

In an open defiance of the model code of conduct for elections, candidates trying their luck from the Jalandhar (city) seat for the Shiromani Gurdwara Parbandhak Committee (SGPC) have put up banners and buntings at public places defacing public and government properties.

During a visit to the various parts of the city, the Tribune team found that a number of banners and buntings asking for support to SAD candidate Kulwant Singh Mannan and Panthak Morcha candidate Bibi Baldeep Kaur Khalsa were put up at various localities, especially near Preet Nagar, Sodal Road gurdwara, Urban Estate gurdwara, Central Town gurdwara, Guru Teg Bahadur Nagar gurdwara and Model Town gurdwara.

So much so, Mannan’s banners were seen tied with electric and telephone poles at Doaba Chowk and on Gujja Peer Road. Similar was the case of Panthak Morcha candidate’s banners.

Usually the office of the District Election Officer (DEO) and Returning Officer (RO) concerned swing into action in taking appropriate action against the erring candidates and removing these banners from the public properties, but as far as the SGPC elections are concerned, they are apparently turning a blind eye to the violation of the model code of conduct.

When contacted, Mannan said he had issued directions to his supporters not to erect any of his banners and buntings at public and government properties. Even if some banners and buntings were put up at these places, they might have been tied inadvertently by some of his enthusiastic supporters, he claimed.

Similar was the reply of Panthak Morcha candidate Bibi Baldeep Kaur Khalsa’s husband Ranjit Singh. When this correspondent called up Bibi Baldeep Kaur Khalsa for her version, her husband Ranjit Singh picked up her phone and started replying on her behalf stating that she was sitting in another vehicle.

Both Mannan and Bibi Baldeep Kaur Khalsa’s husband Ranjit Singh claimed that they had directed their supporters to put up banners and buntings only at gurdwara buildings or at those private buildings whose owners had given them permission to do so.

As many as three candidates are in fray from the Jalandhar seat. Nearly 50,000 people are expected to cast their votes to decide their fate on September 18.

Interestingly, neither any banner nor any bunting was seen put up at public places by the third candidate Manjit Singh Reru. He is contesting the SGPC election on the ticket of the SAD (Amritsar). Actually the main contest is considered between Mannan and Bibi Baldeep Kaur Khalsa.

Also sitting SGPC member, Mannan is recounting his past achievements apart from making new promises of creating a sub-office of the SGPC and Gurmat Vidayala in over six kanal land provided by the SGPC at Bhagat Singh Colony on the Amrtisar bypass road.

Similarly, Bibi Baldeep Kaur Khalsa is assuring the electorate that the cash offerings at the gurdwaras would be utilised for the uplift of the poor. Her other promise during the electioneering is that new techniques would be adopted to propagate Sikhism and an education institution, run by the SGPC, would be set up at Jalandhar city.

Electronics shop burgled

Thieves stole goods worth thousands of rupees from an electronic goods shop Laxmi Light House in Adarsh Nagar area late last night. Owner of an adjoining shop noticed the locks of the shop broken this morning.

He informed the owner Mukesh Kumar, a resident of Mohindru Mohalla, who informed the police. Kumar said thieves broke into the shop and took away bulbs, tubes, flexible cables and other goods.

They ransacked the entire shop and fled, Mukesh Kumar said.

Division No 2 Station House Officer (SHO) Sukhdeep Singh said a case has been registered on the basis of the complaint of Mukesh Kumar.

Traps have been laid at strategic points to nab the accused, SHO Sukhdeep Singh added.

No MRI, CT scans at trauma centre
Even the critically injured patients have to be taken to outside centres for the same

Owing to the alleged failure of the district health authorities to install investigative equipment for MRI and CT scans at the regional trauma centre even after a year and a half of its inauguration is adversely affecting critical healthcare services here.

The then Punjab health minister Luxmi Kanta Chawla had inaugurated the centre in November 2010. The aim to set up the centre was to bring down the mortality rate due to accidents. The centre was set up under the National Rural Health Mission (NRHM) to cater to the cases of accidents in and around Jalandhar.

These equipments are required to conduct high-end investigative procedures before any major surgical intervention in accident cases. It was also promised that the equipments would be installed at the centre within a few months of its inauguration.

To overcome the crisis arising due to the unavailability of equipment, the authorities have empanelled two private scanning centres to conduct CT scan and MRIs at government rates. The unavailability of these instruments puts the lives of patients at great risk, as all such patients, required to undergo such investigations, have to be transported to the empanelled private centres.

“Most of the accident victims come to the trauma centre with brain injuries and intra-cranial haemorrhages. Transporting them would mean putting their lives to further risk. We would not need to transport them from the trauma centre, if the authorities make the equipments available in the centre itself,” said a senior doctor at the hospital requesting anonymity.

Dr Avtar Chand, Medical Superintendent, Civil Hospital, Jalandhar, said installation of the machines was delayed as the tenders, floated immediately after the inauguration, were cancelled due to some technical reasons.

About the time the authorities would take to install the equipments, Dr Avtar Chand said, “Two equipments manufacturing firms have already conducted a pre-tender survey. It would take three to four months to begin the CT scan services at the centre but we are not sure whether the facility would operate under Public Private Partnership (PPP) mode or it would be totally a state-run facility.”

Cost differential

  • An MRI at a private centre costs between Rs 5,000 and 8,000 while the same costs Rs 3,500 only at government centre.
  • A CT scan at a private hospital costs Rs 5,000 at a private centre and only Rs 800 at a government centre

Cost of equipment

A CT scan machine costs between Rs 30-35 lakh and an MRI machine costs Rs 5 crore

Death trip

The centre has empanelled two private scanning centres to conduct CT scan and MRIs at government rates. Transporting critically-injured accident victims to these centres away from the trauma centre further puts their lives to risk.

As many as 20-30 patients admitted to the hospital every month require a CT scan or an MRI test. Once installed, the facility can be used for patients requiring critical surgical intervention, besides cases of roadside accidents.

The Prayas Special School for Mentally Disabled Children here is confronted with a dearth of funds and is also wanting in specialised staff. The total staff members (including class four, teachers and administrative staff) of the school are 35 in number. There are 27 teachers (which include four special educators) and three specialists.

The school, which has 111 students (56 hostellers), has only received the first instalments of its grants for the years 2008-09 and 2009-10. The grants for the year 2010-11 are still awaited. The grants for the school come from the Ministry of Social Welfare and Empowerment.

Though the school staff’s salary for the month of July was released (through a fund the school received before July 27 this year), it is now devoid of funds because the post of the president of the Red Cross Hospital Welfare Society, which the school falls under, has been lying vacant since the former Divisional Commissioner SR Ladhar’s transfer on July 29 this year.

Ladhar’s wife Saroj Ladhar was the president of the Red Cross Hospital Welfare Society.

While three years ago, the school had eight special educators, it has been left only with four now.

Two of the special educators now employed (hearing impairment special educator and the school principal) have also just been hired in July 23.

School director Suvira Aggarwal says the number of special educators has gone down because teachers have been opting for Sarv Shiksha Abhiyan (SSA) posts.

“SSA pays them more so they move there. In the past three years we have lost four special educators. Hiring them is fickle because most of them opt for SSA as soon as there’s a new post,” Aggarwal says.

The school thus makes do with untrained staff for the rest of special educator posts. The school has three specialists but while their previous speech therapist was available for children everyday, the one now, visits only thrice a week (sometimes lesser than that, as the director tells us). The other two specialists - the neurotherapist and physiotherapist visit five-day and twice a week, respectively.

Talking about the specialists, Aggarwal, who has been working at the school since September 2008 on an honorary basis, says, “We also need an occupational therapist but with our limited means and funds, it is not possible. There is already a dearth of specialists for special children in Punjab, by those standards we have an experienced staff.” District Social Security Officer Satish Kapoor said the file for the grants of the school was forwarded by him about 20 days ago.

It seems to be the season of food festivals in city. Restaurants of two city hotels have organised delightful food extravaganzas. One is Heritage Restaurant at Hotel President where a Mughlai food festival began on Friday and another is the Noble Restaurant at Radisson Hotel which is serving a pan Asian menu, including dishes from eight Asian countries since August 20.

The chef at Hotel Radisson Som Boon is busy plating up food from countries like Indonesia, Korea, Japan, Malaysia, Singapore, Mongolia, Thailand and Myanmar for the people of the city.

A buffet for Rs 650 per person serves a variety of delicacies and complimentary drinks such as whiskeys, vodkas and beer and soft drinks as well as mocktails for those who prefer to stay away from alcohol.

Some of the delicious dishes on the menu include Opor Ayam combining the flavours of chicken and coconut milk and Indonesian fish cakes, Tofu Dan Jamur from Myanmar, Sushi from Japan and Korean lamb curry.

There are also delicious desserts like Chinese fried ice-creams (Singaporean) and Sticky Rice Mango winning over everyone here.

Chef Som Boon says Thai Green and Red Curries are a hot favourite with people.

Assistant restaurant manager Kuldip Singh says, "The success of the festival is proof that it's a myth that Punjabis only like spicy food. We have times when people specially call up the chef to order for a certain dish they would like in the evening."

Hotel President, however, kept things closer to home. Hotel chef Sunny is serving a host of Luckknavi dishes.

Amit Vij, the food and beverages manager at Hotel President, says, “There would be no experimentation though. We have promised Mughlai and Lucknawi and we will keep it strictly so. No tweaking of spices to suit Punjabi standards."

Dishes on the menu include Diwan-e-Khas Mahi, Murg Bahar-e-Beghum, Pasand-e-Awadh and Boti Nawabi among others as the non-vegetarian options and Khum Akbari, Palak makki Lakhnavi, Subz-e-dum pukht etc as the vegetarian options. "While the hotel had been dishing out Mango and Monsoon themes during this time of the year previously, this time we wanted to do something different. Mughlai is loved by the people here and while it is Indian food, it unmistakably has that royal edge to it," Vij adds.

The prices are as interesting as the menus. While Radisson is serving its mouth- watering buffet at Rs 650 per head (for additional choices on the menu you will have to pay as much as Rs 800 and more), the prices in Hotel President's menu vary from Rs 200 to 490, there's also the super-economical Papri chat buffet for Rs 125, if you like things light.

DBA members demand lawyers’ chambers

Representatives of the District Bar Association apprised the Punjab and Haryana High Court Judge Justice Pramod Kohli about the problems faced by them during his visit here on Saturday.

Soon after their meeting with him, District Bar Association president GK Agnihotri said he along with advocates, including the Punjab and Haryana Bar Council member Navtej Singh Toor and District Bar Association secretary Baldev Singh Ralh had brought the issue of constructing new chambers for lawyers to the notice of Justice Pramod Kohli.

Agnihotri said the High Court Judge asked the District Bar Association members to take up their demands with the building committee too.

He said they had also informed about their problems such as the unsanitary conditions and irregular supply of potable water being faced by the lawyers in the court premises.

Earlier, District Judge Inderjeet Singh Walia, District Bar Association representatives, Deputy Commissioner, Jalandhar, Priyank Bharti and the Commissioner of Police, Jalandhar, Gaurav Yadav welcomed Justice Kohli on his arrival at Circuit House here yesterday.

Later, Justice Pramod Kohli also visited the judicial courts complex and new record room.

Justuce Parmod also inspected the shed made for the litigants in the courts complex.

Lawyers’ plea

Lawyers at the District Courts Complex also apprised the visiting High Court Judge about the unsanitary conditions they have to work under.
